Mailing address updates for per capita checks

The last day to get your mailing address updated in time for your per capita check to be mailed to a new address is Friday, July 14, 2017, by the end of the business day. Any address changes after that date will affect the mailing of the per capita check, causing a delay in receiving it.

Please see the information below about address changes and Missing Moc-casins. For the full policy regarding per capita checks, please see the Tribal Mem-ber Distribution Ordinance on the tribal website – ctsi.nsn.us – under Government Listings > Tribal Ordinances.

One of the popular questions is “How much is per capita going to be?” That amount is calculated on July 1, taking in to account the amount to be distributed, the number of enrolled Tribal members alive on that day and postage costs.

On Monday, July 3, after 12 p.m., you will be able to call 541-444-8224 to hear an automated recording of the amount as well as going to the Tribal website, under the opening page of the member area login for the written announcement.

Where is my per capita check?

Per capita checks will be mailed on Monday, July 31, to the current address on file with the Enrollment Department.

• The Tribal Member Distribution Ordinance requires distribution of checks to be initially mailed; there-fore it cannot be picked up at the Siletz Tribal office. Per capita checks cannot be direct deposited.

• Mail from Siletz takes as long as four days to get to an address in Portland, Salem and Eugene. Please allow for the “snail mail” time before calling to see where your per capita check is.

• If you are a Missing Moccasin as of Friday, July 14, your check will be held until a correct address is submit-ted. If you are a Missing Moccasin and update your address between Monday, July 17, and Monday, July 31, the per capita check will be mailed on Tuesday, Aug. 1, 2017. Gathering basket-making materialsSummer is coming and hazel sticks are ready to pick and peel.Hazel stick gathering is a must for anyone interested in making traditional Siletz

baskets. Spruce root can be dug all year round and is used for the weavers or weft of Siletz baskets.

Bear grass and maidenhair fern are used for overlay to make our traditional designs or marks in our baskets and both are picked in late summer.

Any Tribal members interested in gathering can call Bud Lane at 800-922-1399, ext. 1320, or 541-444-8320, or email [email protected].

Just a reminder – basket materials must be gathered in a timely fashion. Due to our changing climate, these times may vary.

Here is a general breakdown of gathering times for different materials:

The Over-Income Rehabilitation Construction program funds over-income families with a $5,000 grant for construction rehabilitation on the primary residence they own.

The over-income grant is for eligible applicants and is limited to one grant per person/address/household. If you have received services for the following programs you are not eligible for five years: Down Payment Assistance, NAHASDA Rehabilita-tion Program, NAHASDA Elders Replacement Program, NAHASDA Rehabilitation Program for Elder Tribal Members, NAHASDA Rehabilitation Program for Disabled Tribal Members, Homeownership Program/Mutual Help and BIA Self-Governance.

Rehabilitation refers to repairs or renovations to the home, but does not include appliances, saunas, hot tubs, swimming pools, driveways, fences, etc.

Over-income refers to Tribal members whose income exceeds the income limits set by the Native American Housing Assistance and Self-Determination Act (NAHASDA). These are listed below:

Applications, including proof of current annual income, enrollment and proof of homeownership with the Tribal member’s name on it, must be submitted to the Hous-ing office by July 31, 2017, at 4:30 p.m. Applications received after that date and time will not be accepted by the Siletz Tribal Housing Department.

Qualified applicants will be placed in the lottery drawing, which will be held in August on a date approved by the Tribal Council.

Changes in how we mail Siletz NewsThe Siletz Tribe now mails one copy of Siletz News to each physical address

instead of one copy to each Tribal member age 18 and older. If you find that you need more than one copy in your household, please

Tribal vocational rehabilitation program here to helpThe Siletz Tribal Vocational Rehabili-

tation program (STVRP) is here to assist members of any federally recognized Tribe (living within the Siletz Tribe’s service area) with overcoming impediments to employment. We work with a diverse population of individuals who have dis-abilities ranging from cognitive impair-ments to physical limitations.

If you have a documented disability that creates limitations or prevents you from doing the work you desire or are qualified for, we would like to assist you. We can help with obtaining and maintain-ing employment and developing skills.

We focus on motivation, identifying your abilities, skills that lead to success-ful employment and the development of self-advocacy.

You should have a strong desire to work and be willing to work collabora-tively with STVRP staff to provide you with the services needed to overcome

your disability. Your personal goal should be self-sufficiency and to live a healthy sustainable lifestyle.

STVRP also assists transitioning stu-dents with disabilities. The ideal age for a student to start working with VR is two to three years before graduation and until age 22 or graduated from high school.

Our program can provide vocational guidance and counseling, assist with identifying employment goals, employ-ment retention and advocacy within the academic environment.

Students with a documented disability or who are on an Individualized Education Plan – IEP or on a 504 Plan are encour-aged to participate in STVRP.

Examples of services provided by STVRP include:

• Portfolio Building, Resume Writing, Interviewing Techniques, Job Coaching

• Must be an enrolled Siletz Tribal member• Must provide copy of current term class schedule of six credit hours or more• Must provide an unofficial transcript/grade report of successful completion

of two consecutive quarters/semesters (six credit hours or more) of higher education/AVT program with a minimum 2.0 GPA

• Proof of residence is required.

Katy has been the education special-ist for PAO for more than 21 years, has served as the head of the Native American Student Community Center (NASCC) board at PSU, and has always been involved in the health and welfare of the Portland Tribal community.

Katy also is currently serving on the Native American Community Advisory Council (NACAC) to Portland Parks and Metro. She has been instrumental in con-necting the Siletz community to urban parks and has advised Portland Parks on the cultural significance of land.

She volunteers throughout the Native community. She is a valuable member of PAO and the Siletz Tribe. We are so proud of her!

Help needed at the second Cut Wood for the Elders DayThe Tribal Natural Resources Com-

mittee and Natural Resources Department will sponsor the second Cut Wood for the Elders Day of the year on July 15.

The woodcut will be held on the Tribe’s Logsden Road property between the Tribal food distribution warehouse and the Tribal vehicle storage yard in Siletz.

We need lots of volunteers to help cut, split and deliver firewood for Tribal elders. Bring your chainsaws, hydraulic wood split-ters, splitting mauls, axes and lots of energy.

Lunch, drinks and snacks will be provided. We will start at 8 a.m. and go until around 2 p.m.

The goal of this event will be to deliver firewood to as many elders as possible. The Elders Program maintains a list of elders who burn wood for their winter heat.

People willing to haul firewood to elders outside of the Siletz area should contact the Elders Program clerk at 800-922-1399, ext. 1261, or 541-444-8261 to be paired up with an elder in need. We especially need folks who can haul wood to the Eugene, Salem and Portland areas.

Elders in need of firewood also should contact the Elders Program clerk to get their name on the delivery list.

The first woodcut held in May was immensely successful. Let’s see if we can repeat that success at this one.

If you have parents or grandparents who burn wood in the winter to stay warm, you need to help out at this event!

Planning Department wants to know: Paper or digital?

The Planning Department is experi-menting with new ways to administer Tribal member surveys.

In January, we developed a web-based Transportation Survey. This month we are trying out social media by creating a Facebook page!

When we send out a survey, we hope to get as many responses back as possible. We need to gather information and get feedback from you in order to make good decisions. But we also want to minimize the burden involved in filling out and returning a survey.

So if having a survey delivered to your email inbox is easier for you than getting a paper one in the mail, we’d like to know that. But if you prefer paper surveys, that’s important for us to know as well.

In the future, we might also consider having a staff member call you to read the survey out loud and get your responses verbally. This is the most expensive option, however.

We welcome your opinions on the following questions:

1. Do you prefer paper surveys or web-based surveys?

2. Do you prefer to be contacted by mail, email, phone, text message?

Seeking associate judges for Siletz Tribal Court

The Siletz Tribal Court consists of a chief judge and such associate judges as the Tribal Council shall determine are necessary for the effi-cient operation of the Tribal Court. Associate judges shall include judges for the Siletz Community Law Court, Siletz District Court, Siletz Court of Appeals and Siletz Gaming Court.

The Siletz Tribal Council has recently reappointed the associate judges for two-year terms, but desires to seek additional individuals who are qualified and interested in an appoint-ment as an associate judge for the courts listed above.

For detailed information on qualifications, responsibilities and duties of Siletz Tribal Court associ-ate judges, please refer to the Tribe’s website – ctsi.nsn.us; under the Gov-ernment Listings tab, select Court & Justice, then select Tribal Ordinances, then select Tribal Court Rules of Procedures. How to view the 2017 solar eclipse safelyFrom eclipse2017.nasa.gov/safety

A solar eclipse occurs when the moon blocks any part of the sun. On Monday, Aug. 21, 2017, a solar eclipse will be visible (weather permitting) across all of North America.

The whole continent will experience a partial eclipse lasting 2-3 hours. Halfway through the event, anyone within a roughly 70-mile-wide path from Oregon to South Carolina (go.nasa.gov/2pC0lhe) will experience a brief total eclipse, when the moon completely blocks the sun’s bright face for up to 2 minutes, 40 seconds, turn-ing day into night and making visible the otherwise hidden solar corona — the sun’s outer atmosphere — one of nature’s most awesome sights. Bright stars and planets will become visible as well. (See graphic at top right of page.)

Looking directly at the sun is unsafe except during the brief total phase of a solar eclipse (“totality”), when the moon entirely blocks the sun’s bright face, which will happen only within the narrow path of totality.

The only safe way to look directly at the uneclipsed or partially eclipsed sun is through special-purpose solar filters, such as “eclipse glasses” or hand-held solar viewers. Homemade filters or ordinary sunglasses, even very dark ones, are not safe for looking at the sun.

To date, four manufacturers have certified that their eclipse glasses and handheld solar viewers meet the ISO 12312-2 international standard for such products: Rainbow Symphony, American Paper Optics, Thousand Oaks Optical and TSE 17.

• Always inspect your solar filter before use; if scratched or damaged, discard it. Read and follow any instructions printed on or packaged with the filter. Always supervise children using solar filters.

• Stand still and cover your eyes with your eclipse glasses or solar viewer before looking up at the bright sun. After glancing at the sun, turn away and remove your filter – do not remove it while looking at the sun.

• Do not look at the uneclipsed or par-tially eclipsed sun through an unfil-tered camera, telescope, binoculars or other optical device. Similarly, do not look at the sun through a cam-era, a telescope, binoculars or any other optical device while using your eclipse glasses or hand-held solar viewer — the concentrated solar rays will damage the filter and enter your eye(s), causing serious injury. Seek

expert advice from an astronomer before using a solar filter with a camera, a telescope, binoculars or any other optical device.

• If you are within the path of totality, remove your solar filter only when the moon completely covers the sun’s bright face and it suddenly gets quite dark. Experience totality, then as soon as the bright sun begins to reappear, replace your solar viewer to glance at the remaining partial phases.

An alternative method for safe view-ing of the partially eclipsed sun is pin-hole projection. For example, cross the outstretched, slightly open fingers of one hand over the outstretched, slightly open fingers of the other. With your back to the sun, look at your hands’ shadow on the ground. The little spaces between your fingers will project a grid of small images on the ground, showing the sun as a crescent during the partial phases of the eclipse.

A solar eclipse is one of nature’s grandest spectacles. By following these simple rules, you can safely enjoy the view and be rewarded with memories to last a lifetime.

Additional Safety Information

An eclipse is a rare and striking phe-nomenon you won’t want to miss, but you must carefully follow safety procedures. Don’t let the requisite warnings scare you away from witnessing this singular spectacle!

You can experience the eclipse safely, but it is vital that you protect your eyes at all times with the proper solar filters. No matter what recommended technique you use, do not stare continuously at the sun. Take breaks and give your eyes a rest!

Do not use sunglasses; they don’t offer your eyes sufficient protection. One excellent resource for safe solar eclipse viewing is at nasa.gov/content/eye-safety-during-a-total-solar-eclipse.

Viewing with protection – Experts suggest that one widely available filter for safe solar viewing is No. 14 welder’s glass. It is imperative that the welding hood houses a No.14 or darker filter. Do not view through any welding glass if you do not know or cannot discern its shade number. Be advised that arc welders typi-cally use glass with a shade much less than the necessary No. 14. A welding glass that permits you to see the landscape is not safe. Inexpensive eclipse glasses have special safety filters that appear similar to sunglasses, but these do permit safe viewing.

Telescopes with solar filters – Eclipses are best viewed directly when magnified, which means a telescope with

a solar filter or solar telescopes. These will give you a magnified view that will clearly show the progress of an eclipse. Never look through a telescope without a solar filter on the large end of the scope. And never use small solar filters that attach to the eyepiece (as found in some older, cheaper telescopes).

Pinhole projectors – Pinhole projec-tors and other projection techniques are a safe, indirect viewing technique for observ-ing an image of the sun. These provide a popular way for viewing solar eclipses.

Related projection methods – One viewing technique is to project an image of the sun onto a white surface with a projecting telescope. This is explained further at http astrosociety.org/education/publications/tnl/05/stars2.html.

The Exploratorium demonstrates how to view a planet in transit or an eclipse safely by projecting the image with bin-oculars – exploratorium.edu/transit/how.html. There are commercially available projection telescopes as well.

You can get the form on the Tribal website, from any Tribal office or contact the Enrollment Department to have one mailed to you.

All address updates must be in writ-ing to ensure that you have requested the address to be changed; this is for your own security.

As a note, “General Delivery” is not acceptable as a mailing address as it is only temporary and the post office will only hold the mail for a limited time for delivery.

We’ve had a large amount of General Delivery mail returned and this is not effective in getting mail to Tribal members when we need to. It is much better to rent a post office box if you are unable to use a permanent address somewhere else.

Contact the Enrollment Department for a copy of the Tribal Resolution. This notice has been published on the Tribal website under the Enrollment postings in the Tribal Member Area.

Enrollment Ordinance §2.304 (e)(6)

When the Tribal Council approves an application for enrollment, the applicant shall be notified by certified mail, shall be posted as required by Section 2.302(c) and the Enrollment Committee and Enroll-ment staff shall enter the name of the applicant on the official Tribal member-ship roll.

If the Tribal Council decides to reject an application for enrollment, the appli-cant shall be so notified by certified mail and advised of his or her right to appeal in accordance with §2.315 of this ordinance or to request reconsideration of the deci-sion in accordance with §2.314 of this ordinance. Such Tribal Council decisions shall be enacted in the form of resolution.

If the Tribal Council rejects the rec-ommendation of the Enrollment Commit-tee either as to approval or rejection for enrollment, Enrollment staff shall post the council’s action in a manner consistent with §2.302(c) and in the Tribal newspa-per, so as to notify the Tribal membership of the council’s action, and shall notify the applicant and any interested parties by certified mail of the council’s action.

Any appeal period for Tribal members who do not receive notice directly by mail of Tribal Council action approving or rejecting an enrollment application shall commence 10 days after notice of such action pursuant to this section was received.

Siletz Tribal Court Rules and Procedures Ordinance §3.009(a)

Time for Filing

Civil actions to review Tribal Council action, or other Tribal action, shall be presented to the court clerk in writing not more than 60 days after an action of the Tribal Council, or Tribal officials as specified in the Tribal code, is alleged to have violated the plaintiff’s right or rights or not more than 60 days after the alleged harm first manifested itself if such harm was not apparent on the date of the Tribal Council’s or other official’s action.

Completion of the second-year sequence satisfies the language requirement for the Bachelors of Arts degree at Oregon public universities. program for our upcoming 2017-2018 school year.We have classrooms in Siletz, Lincoln City, Portland and Salem.If your child will be 3 or 4 years old as of Sept. 1, 2017 (or as of Sept. 10, 2017, for

Salem-Keizer only), her/she is eligible to apply for the Siletz Tribal Head Start program.Your child does not have to be American Indian to attend our program, but we do

give a preference for enrollment to Native children. Call us at 800-922-1399 or 541-444-2532 and ask for Head Start to request an application.

There are new enrollment requirements that all Head Start programs must meet.

All of us are now required to conduct either a face-to-face or telephone interview with all applicants to verify the information on their child’s application. When you return your application, we will call to verify the information with you.

This new requirement must be met before we can select your child for enrollment. If we cannot reach you, we will leave a detailed message asking you to call us back. Please call us back as soon as possible so we can finish processing your child’s enroll-ment application.

This is a mandatory requirement we must meet and we are unable to enroll any child until we complete this new verification process.

STAHS presents year-end progress, details of museum to Tribal Council

STAHS is looking for new board membersApplications are being accepted for positions on the board of directors of the Siletz

Tribal Arts and Heritage Society (STAHS), an incorporated non-profit corporation whose mission is to:

1. Develop resources for the construction and implementation of a cultural center and museum where Tribal artifacts and representation of Tribal history and culture can be maintained

2. Develop resources to support activities and administration of the cultural center/museum

3. In cooperation with the Cultural staff employed by the Siletz Tribe, to:

A. Promote programs that encourage the revitalization and practice of Tribal cultural and religious activities and the restoration of Tribal religious and cultural sites and locations

B. Provide a variety of outreach, educational and training programs, both locally and throughout the region, related to the culture and traditions of the Siletz and other indigenous people of the Pacific Northwest

C. Promote programs that will encourage economic development of the Tribe through traditional arts and crafts and other culturally appropriate methods

Tribal member status is not required for all positions on the board. Applications and a description of board member duties are available by contacting Pam Lane at 541-444-8292. The all-volunteer Siletz Tribal Arts and Heritage Society Board of Directors, led by Chairman Gloria Ingle, presented its 2016 year-end report to the Tribal Council on May 22.

STAHS’ mission is to support and promote the practice, conservation and restoration of the Tribal cultures of the Confederated Tribes of Siletz Indians through sharing and education.

Ingle, accompanied by board mem-bers Shawna Gray and Teresa Simmons, laid out the accomplishments and activi-ties of 2016 and the goals for the future.

The main topic and the primary goal of the STAHS board currently is the construction of the Siletz Tribal Cultural Center with a museum component on Government Hill in Siletz.

During the two-and-a-half-hour pre-sentation, the architect’s renderings show-ing the design of the proposed cultural center were presented by Pam Barlow Lind (Tribal planner), who as a member of the Tribe’s Planning Department has, along with Tracy Bailey (construction manager engineer), provided an enormous amount of technical assistance toward this project. The design was reviewed at great length during the meeting.

The Siletz Tribal Cultural Center will be a 20,000-square-foot three-story building constructed on Government

Hill adjacent to the Siletz Tribal Com-munity Center and across the street from the Veterans Memorial. The scale of the cultural center will match the scale of the community center.

A daylight basement will house the repository and archives. The museum/visitor space and a replica of the cedar plank dance house located by the Siletz River will be featured on the main floor with the dance house space being the first spot tour visitors will encounter at the entrance of the facility.

Classroom and research space will be housed in the attic or third level. Much consideration has been used in the land-scape design and the cultural aspects of the building.

The six-member board – Chairman Gloria Ingle, Secretary Jerome Viles, Trea-surer Sophie Kaady, Shawna Gray, Teresa Simmons and Kathy Kentta – collectively and individually worked throughout the year and continue to support cultural activities, collect archives and materials appropriate for our collections and reach out to the larger community regarding the culture and history of the Siletz Tribe.

Steady and deliberate progress has been made toward not only the main goal of the board to build the cultural center, but to the overall mission by which the board is bound.

outside of a Tribal clinic, please be sure to inform them at your visit that you have Contract Health Services as a form of payment.

We have seen a number of patients billed for services from their medical/dental/optical providers because the patient did not inform the office that they have Contract Health Services. If you have primary insurance (through employ-ment, Medicare, Medicaid, etc.), we would be secondary to the primary insurance.

If you fail to provide this information to your providers and they don’t bill us in a timely manner, you could be liable for the charges. Please let your providers know that they can submit claims for payment to Siletz Contract Health, P.O. Box 320, Siletz, OR 97380.
