It was a great ‘do’ and that is thanks to all those who helped and sup-ported this event. There were the most wonderful cakes, and lots of them – and thanks to the ladies manning the tea tent, all the cakes were sold! The weather was very kind to us, there was great old-time music, pony and cart rides, fun games with medal winners, bales to sit on and play on, bunting and flags to make it feel thoroughly festive, and a wonderful turn-out of people all enjoying exquisite picnics and chatting! The village photo collected us all together at 3pm and copies are for sale now – so get your copy ordered.

Profits are just over £300 and when all monies are collected we will send off a substantial cheque to Tapping House. So once again thanks to all the organising team, Chalk & Cheese, and all the event supporters. Jane Rose-Land

Chalk and Cheese – Village Weekend

Following the success of the farm shop bar at the Jubilee, we are reprising

this for the Village Weekend on Saturday 7th July. Real ale, ciders, soft

drinks and ice-creams will be available, as well as outdoor seating.

We will also have a charity stall selling bric-à-brac, books and balloons, with

all proceeds from the stall going to the Village Weekend funds. If anyone

wants to have a clear out of books, etc, please feel free to donate to the stall.

Shouldham Parish Council News June

2012 In April, a newsletter from the Parish Council summarising issues coming up at meet-

ings in the last year was delivered to all households in Shouldham. Shortly after, the an-

nual Parish Council open meeting was held in the Village Hall. The event was well-

attended and in order to keep everyone up to date on the matters they raised, we hope to

publish a summary of Parish Council meetings in newsletter form through the year.

Shouldham News has offered the Parish Council the chance to do this in its regular is-

sues, which is much appreciated.

If you wish to read a record of Parish Council Meetings in full – the Minutes are pub-

lished on the website, http://shouldhampc.norfolkparishes.gov.uk/, email contact

[email protected] or telephone Val our Parish Clerk on 347495. Minutes are

also displayed on the noticeboards on the Green and outside the Post Office.

You are welcome to attend a Parish Council meeting if you wish; meetings are held in

the Village Hall on the second Monday of each month at the revised time of 6.30pm.

The next meeting will be held on July 9th.

In April, Parish Councillors were joined by over 30 residents, members of the Commu-

nity Police Team from Downham Market, County Councillor Janet Murphy, and Bor-

ough Councillors, Lori Allen and Mr M Howland in the Village Hall for the annual open

meeting.

Topics discussed included the Safer Neighbourhoods Initiative, in which members of the

public are invited to meet with Community Police representatives to raise concerns.

Concern about speeding through the village was also discussed and 10 residents came

forward to volunteer for training for a ‘Speedwatch’ initiative. Those who have put their

names forward are being contacted with further details shortly. Councillor Murphy is

following up temporary electronic speed monitors, which will be installed in the coming

months. If you are interested in joining the Speedwatch volunteers, please contact Car-

Keith Matthews, the Responsible Financial Officer, presented his report and a request

was made to consider improving the play equipment on the recreation field. If you have

any ideas about this, please get in touch. The Parish Council needs feedback to estimate

what funding it needs to plan for and what sort of additional play equipment people

want.

A request was also made to ban dogs from the playing field. Concerns with fouling and

dogs not properly controlled around young children gave rise to this. Many residents and

visitors are responsible dog owners, love their pets and do not cause a nuisance. So that

all may continue to enjoy Shouldham’s open spaces, dog owners are requested to keep

their pets on a lead when walking round the village, especially on the Green and playing

field, and to use the dog waste bins to avoid problems.

Councillor Lori Allen took details from residents interested in joining a Community

Heating Oil bulk buy scheme. If you want further information or to add your name to

Many of us use the bottle banks by the playing field entrance for recycling. Our village

primary school, St Martin’s at Shouldham, also has recycling facilities including a cloth-

ing bank which residents are welcome to use. Shouldham Parish Council and St Mar-

tin’s school are both working to help residents maximise recycling opportunities and

reduce waste.

One aim of the Localism Act 2012 was to allow communities to bid for assets of a community value. It is expected the regulations about this will be intro-duced in August, but in one respect Shouldham is ahead of this process as the King’s Arms on The Green is already being marketed for sale and has been closed by its current owners.

Is there enough interest and resources available to buy and run the pub as a community asset? Already many such pubs exist without the benefit of new legislation.

Is there a potential for a community group to be formed to provide the own-ership for such an asset? I am sure there are enough skills and knowledge lo-cally available to make operating a ‘pub’ possible.

To make it anywhere near viable it will need good restaurant facilities, but as a series of interconnected rooms, surely much more use could be made of the building beyond being just a public house.

Wheel spray in the springWheel spray in the springWheel spray in the springWheel spray in the spring This year’s village bike ride was extraordinarily well attended, given the rather moist weather. Some 60 cyclists headed off in a Barton Bendishly direction from the Green at 11am on May 6th, many of them fortified by a bacon roll at the King’s Arms.

The rain held off during our rests at the Berney Arms and Beachamwell’s Great Dane, and most of the doughty pedallers were safely ensconced in the Beding-feld Arms at Oxborough when the heavens opened.

The journey back to our village was conducted at a greater speed than usual, propelled by inclement weather and the knowledge that a delicious barbecue awaited us in the King’s Arms garden.

Many thanks to all who organised the event, especially Emma Gibson, Nige Walsh and John Dovey, to the he-roic band of helpers at the barbecue who endured the cold conditions (Jennie, Chris, Diana Jones, Linda and the rest), and to Debs Nicholls who guided us along the right track and drove the safety car.

All Saints’, Shouldham Flower Festival

The three-day event will be held from Saturday, 25th to Monday 27th Au-

gust over the Bank Holiday period. This year’s theme is: The Queen – 60 Glorious Years. All the usual refreshments, bric-a-brac stall and raffle will be provided. New flower arrangers are always welcome, as are helpers (in

any capacity) who can spare a couple of hours across the time of the festi-

Restoration of the chancel roof

According to our architect’s recent five-yearly report, the condition of the

slates on the chancel is now very serious. The PCC has been monitoring this

situation for a number of years and has had to replace any number of

slipped slates at periodic intervals – most obviously after gales, which

wreak havoc on the upper surfaces of an exposed building like All Saints.

Although the rest of the church was re-roofed about 14 years ago, the time

has now come to deal with the chancel, before it springs any major leaks.

As a matter of urgency, I have begun the preliminary process of applying to the grant scheme funded jointly by English Heritage (EH) and the Heritage

Lottery Fund (HLF). Many people will be unaware (as I was) that this

scheme is finishing at the end of 2012 and the closing date for applications

on Grade I/II buildings was the 30th June. So it has been a mad dash to

complete the 25-page application form (plus all the other accompanying

documentation) – and this is only the start, with absolutely no guarantee

that any financial assistance will be awarded. The greatest shock of all is

our architect’s projected, overall cost of the project: £99,660…! Of

course, this includes nearly £17,000 VAT, which the Government recently

stopped refunding on church renovations. The bulk of the net cost will be

divided between the charges for the scaffolding and temporary tarpaulin,

and the actual new materials: slates, lead flashings, labour, etc. In addition,

there are several new legal requirements that did not apply when the rest

of the church was re-roofed in the late 1990s, such as: an access audit; a

10-year maintenance plan; an ecological survey, and so on – all of which will

be revealed if and when EH/HLF surveyors come to assess our structural

problems. I want to stress that we are only at the starting point of an un-

dertaking that will probably take at least 18 months to two years to com-

plete, and for which the PCC will have to seek funding from a number of

other sources. No tenders are yet needed until EH decides that we actually

qualify for grant-aid.

The obvious question – that everyone will ask – is what happens if the money

cannot be found? Small, rural congregations are quite unable to raise such

formidable sums for what is part of England’s national heritage. Ultimately,

we would hope that some financial help would come from Shouldham villag-

ers themselves, because All Saints’ church is a public facility as well as a

local, historic treasure. If sufficient funding does not eventually material-

ise, the PCC will continue to patch the deteriorating chancel while it can;

thereafter, the outlook for the building remains bleak and uncertain.

A New Community Directory for our

village groups and societies.

The idea of a list of all Shouldham’s groups and organisations is not new. When the Village Weekend began, the idea was to bring all our community together on a summer’s day each year to have a wonderful time and give everyone the chance to see what was going on. Lots of planning, co-operation and hard work goes into such occasions and we all appreciate them. But the task can be daunt-ing if not shared. Our most recent Jubilee Street Party is just one example of how much fun and how successful these events can be. And there is a photo-graph to prove it.

Those of us living in Shouldham today are a fairly typical mix of people who have been born and grown up in the village, and those who have chosen to live here and moved in. In the past the village was more self-sufficient, but we are still luckier than many communities these days having our school, parish church, post office, village shop and regular bus service. And we appreciate this! It is also becoming clear how very important such community resilience is when services traditionally provided by central and local government are being cut.

It is very easy to be unaware of just how much is happening in Shouldham. It is also surprising when you begin to find out. There are activities for all genera-tions from tiny tots to those of us who are a bit grey round the muzzle. To make it easy to find out and join in, an updated Shouldham Village Directory is being planned, the first draught of which is below. If you belong to an organisa-tion or group in Shouldham which is not yet included, please email the details including telephone contact, dates of meetings and relevant information to [email protected] or ring Carroll on 01366 347526.

In Downham Market each year, community groups take over the Town Hall for one Saturday. Each group has a table on which to publicise events and ac-tivities, and the groups talk to prospective new members. Refreshments are served and a good time is had by all. On a smaller scale, something similar could happen here in Shouldham, perhaps in the autumn. Another tradition sadly no longer happening is an annual Harvest Supper. Perhaps it is rather ambitious, but there is no reason why these two events could not be combined to make another social occasion for us all to enjoy. Watch this space! Carroll Cowin

Jubilation! Shouldham once again showed that it can throw a grand party, when a large proportion of the village turned out to celebrate the Diamond Jubilee on Saturday 2nd June. A big tea party was held around the Green, followed by various silly sports, a fancy dress competition and a tug of war – all to a soundtrack of tea-party and 1950s music.

A highlight of the afternoon was the village photograph taken of all the assembly. Thank you to all who helped organise the event and ensured the after-noon was such a great success, especially to the ladies running the tea tent (Jane, Chris, Emma Nixon, Diana Wederell), to everyone who

helped put up and take down the tents, to Keith Matthews for once again taking on the role of master of ceremonies, to Geoff Hipperson for supplying the hay bales, to Jan and John McGourty for use of their kitchen and electrics, to Emma Gibson for running the sports events and above all to Jane Rose-Land for getting the whole thing off the ground.

SNAP A SNAP is a Safer Neighbourhood Action Panel public meeting held jointly with the police, borough council and West Norfolk Partnership, to listen to and work to address local concerns.

Any member of the public living or working in the neighbourhood is wel-come to come and have a say at the meeting. We also encourage organ-ised community groups such as Home Watch and parish councils to send a representative.

When are they held?

Each of West Norfolk’s nine neighbourhoods will have a SNAP meeting every two months, held at a community venue within the neighbourhood. The Watlington Safer Neighbourhood includes the villages of: West Winch, North Runcton, Middleton, Watlington, Tottenhill, Runcton Holme, Wormegay, Shouldham Thorpe, Shouldham, Marham, Wimbotsham, Crimplesham, Stradsett, Fincham, West Dereham, Barton Bendish, Wereham, Wretton, Boughton and Stoke Ferry. The forthcoming dates for this neighbourhood are:

Who will be at the meetings?

SNAP meetings are chaired by a local borough councillor, and the panel will be made up of a police representative (either an inspector or sergeant from the local Safer Neighbourhood Team), a council representative (usually an environmental health officer) and a representative from the West Norfolk Partnership (usually a neighbourhood officer).

Other key local agencies that provide a service in the community may also sit on the panel, including neighbourhood managers, housing offi-cers, health and education officials or voluntary organisations. Police community support officers will also be available, should anyone wish to speak privately to an officer.

We are proud to announce that our school is cur-rently participating in an exciting recycling collec-tion programme with TerraCycle®. We will be col-lecting typically non-recyclable waste packaging materials that would normally be disposed of and sent to local landfill. The TerraCycle Brigade® re-cycling programmes that the school has signed up to are a fun and easy way to teach our pupils about environmental responsibility and the reuse of waste materials, while helping to raise money for the school at the same time.

The waste packaging itself will be recycled into plastic products such as waste bins or watering cans, or ‘upcycled’ into new products such as pencil cases and lunch bags. This means that fewer new raw mate-rials then need to be extracted from the earth to produce the packag-ing for new products. TerraCycle will reward a TerraCycle point do-nation based on the weight of waste items collected. We hope you’ll agree that this is a great way for the children to learn about the im-portance of recycling and a practical way in which they can make a difference locally and globally.

At the moment, we are collecting any size Activia, Actimel and Shape (sorry no other brands) yoghurt pots (washed out please) and any old toothbrushes and empty toothpaste tubes (any brands) including the caps. There will be two boxes placed outside Miss Taylor’s classroom (the covered area) for the collection of these items. There is no need to put them into bags so long as the yoghurt pots are washed out. In the future we hope to extend this to other products as and when the op-portunity presents itself, and also depending on the uptake for this programme. Please bring in as many as you can and tell your friends and family as well, so we can get recycling and earning money for the school.

Oil syndicate

The King’s Arms is now closed and up for sale, freehold, for £315,000. As Alan Austin has stated elsewhere in this newsletter, it is timely to ask ourselves whether we want to have a village pub and if so, what we want from our pub – and whether we would be prepared to club together and buy it.

It might be argued that it is in all our interests to keep the pub open, if only to prevent a depreciation in house prices around the village (if your house loses £5,000 as a result of the King’s Arms closing, would it be worth investing £1,000 to buy the pub?). But far more important is the social role that a ‘local’ serving the needs of all the community can play. A village pub should be a meeting place where everyone feels welcome.

There are several organisations willing to provide advice and in some in-stances funding for village communities that want to take over the owner-ship and running of their local pub. Some useful websites are listed be-low:

http://www.plunkett.co.uk – the Plunkett Foundation, aimed at supporting rural communities, helped provide the villagers of Cold Norton, Essex, with a blueprint for how to reopen and run their local pub, the Norton. The pub has now been running successfully for three years.

http://mycommunityrights.org.uk/community-right-to-bid/ – information on the changes in the law, giving communities the right to bid for local amenities under threat.

http://www.camra.org.uk/savingyourpub.html – the Campaign for Real Ale has published a useful booklet entitled ‘Saving your local pub: a guide for local communities’.

http://www.biglotteryfund.org.uk/prog_village_sos?regioncode=-uk – the Big Lottery Fund’s Village SOS scheme provides grants of between £10,000 and £50,000 to help start a sustainable community enterprise. Applications for grants need to be in by September 12th.
