SHIFT TO GAS ECONOMY: PACE & SCALE OF INNOVATION IN THE WEST AFRICAN SUB-REGION

This year's event themed, “SHIFT TO GAS ECONOMY: PACE & SCALE OF INNOVATION IN THE WEST AFRICAN SUB-REGION”, seeks to highlight the strategies and innovations that would facilitate the acceleration of the on-going gas revolution and help in positioning the sector as a critical enabler of economic growth and diversification in line with the current government's focus on building a robust multi-sectorial national economy.

Resources, Dr. Emmanuel Ibe Kachikwu, The GMD

NNPC, Dr. Maikanti Baru, Esteemed Colleagues and Sector Stakeholders, Ladies and Gentlemen

On behalf of the organizing committee, who tirelessly and voluntarily worked to deliver this year's biennial conference, it is my pleasure and honour to welcome you to the Nigerian Gas Association's 11th International Conference and Exhibitions, tagged NGA2018, in Abuja, Nigeria.

I also bid welcome to the Secretary General of the International Gas Union (IGU), Mr. Luis Bertran Rafecas, and our esteemed international guests especially from Trinidad & Tobago, Ghana.

With the Nigerian Government's renewed focus on economic diversification, we have no doubt that the fuel to successfully drive the massive strategic shift to agriculture and industrialization has to be natural gas. It is abundantly endowed in Nigeria and it is clean, safe and available.

This explains this year's conference theme; 'SHIFT TO GAS ECONOMY: PACE & SCALE OF INNOVATION IN THE WEST AFRICAN SUB-REGION'. As it is the tradition for the NGA to chart the discussion agenda for the natural gas industry, this year's conference is poised to provide the thinking that would guide policy direction in line with the current government's economic strategy.

It is in this light that we host the largest gathering of gas industry operators, consumers and thought leaders in West Africa, to engage in rounds of robust industry discourse during the scheduled five sessions across two days; today and tomorrow. This year's conference is set to feature 40 respected speakers and moderators in this regard. To ensure comprehensive discourse, we have designed the sessions to feature thoughts and ideas from international speakers from the IGU, Trinidad & Tobago and Ghana. Let me use this opportunity to thank our very generous sponsors who have tirelessly supported the NGA over the

years.Ÿ Our Chief Host - NNPC, Ÿ Gold Sponsors – NLNG & Aiteo, Ÿ Silver Sponsors – Axxela, Total, Seplat, Shell and Oil &

Gas Free Trade Zone Authority (OGFTZA)Ÿ Bronze sponsors – Chevron, Falcon Corporation, Seven

Energy & Greenville LNGŸ Our partners – Leadway Assurance, Petroleum

Technology Development Fund (PTDF), West African Gas Pipeline, Energia & NCDMB.

We thank Aiteo for helping us kick-off the conference with a cocktail event yesterday evening. Today we start off with a welcome address from the NGA President, Engr. Thomas Dada, followed by a world gas industry address from the Secretary General of the IGU, Mr. Luis Bertran Rafecas. Next is the keynote address by the GMD NNPC, Dr. Maikanti Baru and a ministerial address by the Minister of State, Petroleum Resources, Dr. Ibe Kachikwu.

Thereafter, the NGA President would lead all dignitaries to tour the exhibition booths. After the tour we start with the first session on Gas Policy Dialogue. Session 2 will focus on 'Gas Infrastructure Development'.

This evening, the NGA Gala Dinner and Award Night would be held in this hall starting at 7pm. While it promises to be a night of fun and networking, we are also leveraging the event to recognize and reward personalities and organisations, whose contributions to the Association have been exemplary.

On Tuesday, October 16, 2018 we shall kick-off with a discussion on 'Nigerian Content', followed by another on 'Gas to Power' and finally the 'Financing Gas Projects session. We also have special addresses from Ghana and the NGA Study Group.

On Wednesday 17th October, we have an all-day learning solution and capacity building session titled, 'The Natural Gas Industry: Understanding the Value chain End-to-end (Conference Edition)'.

Your Excellency, distinguished Ladies and Gentlemen, may I enjoin you to take time to visit the exhibitions and interact with leading brands in the natural gas industry. We thank you for making out time to be with us and look forward to an engaging conference.

On behalf of the organizing committee I welcome you once again to NGA2018.

WELCOME FROM THE PRESIDENT

I am delighted to welcome such a distinguished gathering of gas stakeholders to the NGA's 2018 International Gas Conference. I sincerely hope you will enjoy the programme we have put together and that you will leave this conference with a greater sense of appreciation of the future direction of the gas industry, in West Africa generally and Nigeria in particular, which needs to head towards the Region and its people to effectively use and benefit from its increasing gas resources.

Before I proceed further, I would humbly request all of us to stand up and pay a one minute tribute to one of our colleagues Engr. Adeyemi Akinlawon FNSE, who passed away on 12 August 2018. Yemi served the NGA diligently in various capacities over the years starting from Deputy Secretary General in 2002 and ending as the NGA Electoral Commissioner in June 2018. May his soul rest in peace with the Lord.

The Conference theme: “Shift to Gas Economy: Pace & Scale of Innovation in the West African Sub-Region” was carefully selected by the NGA Council in recognition of the rapid growth of gas resources in the region as more and more countries discover gas (Senegal, Sierra Leone) or have started the production (Ghana, Cameroon) joining Nigeria, Equatorial Guinea and others in harnessing the vast potential of gas for their nation and people. Ten years ago, we would not have been having this conversation but today this conversation is necessary and must be had. Thus, in this hall we have delegates from many West African countries and different parts of the globe including the Secretary General of the International Gas Union (IGU), Mr. Luis Bertran Rafecas.

According to the latest BP Statistical Review of World Energy Report published in June 2018, that World Gas Reserves was about 6832TCF at the end of 2017. Africa's share of this is 488TCf (7.1%) while Nigeria's share is about 184TCF or 38% of Africa's reserves and 2.6% of global reserves. However, of the 129TCF produced globally in 2017 Africa only produced 7.8TCF or 6.1% of which Nigeria produced 1.65TCF or 1.2% and 21 % of global and African production respectively. Of the total global consumption of 128TCF, Africa and Nigeria only account for 5TCF (3.8%) and 0.55TCF (0.4%) respectively. This should be a source of concern for all of us. Wealth is created not by the resources you own but how effectively you use the resources. There is a direct correlation between power consumption and GDP. Assuming that some 23% of global primary energy consumption was from natural gas in 2017 then there is a correlation between gas consumption and GDP. This is even more so for Nigeria where currently some 80% of grid power is generated from gas fired power plants.

Thus, it is clear that the West African Region in general and Nigeria in particular with its 200million people, forecast to grow to 410million by 2050, must accelerate the use of gas to power its economy and nation. This is indeed the thrust of the Gas Policy

approved in June 2017 which aims for Nigeria to “To be an attractive gas-based industrial nation, giving primary attention to meeting local gas demand requirements, and developing a significant presence in international markets” and “To move Nigeria from a crude oil export-based economy to an attractive oil and gas-based industrial economy”.

Promoting regional gas development: I believe that gas should be viewed from a regional and not just national perspective. It is indisputable that the countries in the West African region and the ECOWAS community are intimately linked to each other in many different ways. Thus, there is a need to initiate the dialogue at the national and business levels on how to develop a West African Regional Gas Master Plan that would serve as the roadmap for each member country to develop or modify and roll out its own Gas Master Plan. The West African Gas Pipeline is a good example and platform upon which to scale such plans. Recently the Federal Government of Nigeria announced the plan to build the Nigeria-Morocco Gas Pipeline. These are all very encouraging initiatives and I support initiatives such as these that would allow the development of a West African Regional Gas system , infrastructure and market.

Regional Gas Association: The NGA have also started to reach out to gas stakeholders in other West African Countries to help kick start national gas associations that will lead to the formation of a West African Gas Association. In our recent engagement with the International Gas Union at the World Gas Conference 2018, in Washington DC, it was patently obvious that there were not many Sub-Saharan African countries represented at the IGU Council and Task Force team levels. We are happy to announce that a member of the NGA, Mr. Emeka Ene, was elected as the Vice Chair of the Exploration and Production Task Force for the period of 2018 to 2021 and will thereafter assume a more senior role in the IGU Council. We count on the support of all our corporate members to support the NGA in representing Nigeria at the IGU .

Our Achievements: The 2016-2018 Council is proud to announce that in the last two years we have worked hard to increase the visibility, relevance and influence of your Association on gas matters locally and internationally. During this period the Council focused primarily on Advocacy and Investment Promotion. The NGA contributed significantly to the approved Gas and Oil Policies that were approved in 2017 by the FGN and the Petroleum Industry Governance Bill (PIGB) that was

passed by the National Assembly but is awaiting Presidential assent. We also contributed significantly to and will continue to contribute to the Petroleum Industry Fiscal Bill (PIFB), Petroleum Industry Host Community Bill ( PIHCB) and Petroleum Industry Administration Bill (PIAB) which we still hope the 8th Assembly will pass before May 2019 in view of the importance of these Bills to removing the uncertainty which has clouded the Nigerian E&P industry for more than 18 years and hindered significant investment in the sector.

Your Council also established, for the first time, a formal Secretariat at Lekki, Lagos, in 2017. Although we are still located in a rented accommodation, our dream is to eventually move into the NGA or Gas House with a full compliment of professional staff capable of providing the back room support that this wonderful Organisation needs. We shall be approaching each of you for your support to build a fully-fledged NGA Secretariat in line with international best practice in the coming years.

T h e N G A w i t h s u p p o r t f r o m NNPC/NLNG/Chevron/Shell/SEPLAT/Shoreline Resources/Axxela/ Midwestern/ Heritage Bank / Oil & Gas Free Trade Zitone Authority / Falcon /Frontier Oil and many others took the Nigerian gas story to the IGU WGC 2018 International Gas Conference in Washington DC in June 2018. The Nigerian pavilion attracted great interest and has helped to increase the awareness of potential investors in the unfolding gas opportunities in Nigeria. We look forward to making a bigger impact at the IGU Conference in Korea in 2021.

The NGA also instituted an Advisory Board (AD) under the able leadership of Dr. Maikanti Baru GMD NNPC. The AD is filled with industry professionals with proven track records. We hope to provide the AD with all the materials they require in the coming months to enable them to contribute meaningfully to the NGA and the growth of the Nigerian Gas Industry in general.

I am confident that the NGA will continue to grow to meet your needs and the need of the industry in Nigeria. We currently have 106 Corporate members and some 2000 Associate members. We have a lot more work to do to double if not quadruple these numbers. I say this with confidence because the gas-value-chain has started to wake up from its slumber in Nigeria. The approved Gas Policy when supported by appropriate legislation especially the PIFB will galvanise the Nigerian gas industry which in turn has the potential to galvanise the

West African Gas industry. The value chain includes the Upstream, Mid-stream and Downstream sub-sectors. Your Association should and must represent everyone in the gas value chain. I urge all of us to pay our very moderate membership dues on time and to also commit resources to support NGA activities especially the 5 Study Groups (SGs) that make up the think-tank of the NGA under the overall coordination of Dr. Eju Magose. The SGs are (a) SG1 Natural Gas Transmission & Distribution led by Mr. James Odiase (b) SG2 Industrial Utilization and Power Generation led by Mrs Yetunde Taiwo (c) SG3 Domestic, Commercial and Transportation led by Mr. Emeka Ene (d) SG4 Environment, Safety and Health led by Mr. Toyin Adenuga and (e) SG5 Legal and Fiscal led by Mr. Ike Oguine . I call on Subject Matter Experts (SMEs) to volunteer, join and contribute to these SGs.

I want you all to join me in thanking the outgoing 2016-2018 NGA Council members : Mrs Audrey-Joe Ezigbo 1st VP (Falcon), Mrs Mina Abiodun SG (TOTAL), Mrs Folusho Agbakoba DSG (Chevron), Mr Frank Uzuegbunam PS ( Business Day), Mr. Odey Adamade LS (NNPC), Mr Taiwo Alawode (NNPC) and our ex-officio members; Mr. Bolaji Osunsanya (MD-Axxela), Mr. Tony Attah (MD-NLNG), Mr. Babatunde Bakare (MD-NGPTC), Dr Layi Fatona (MD-ND-Western), Mr. Patrick Olinma (ED-TOTAL), Mr. Sanjay Narasimhalu (VP-Chevron), Mr. Adebola Martins (NNPC) and Mr Venkat VVenkatraman (NIPCO, for their support. We could not have achieved the new upward trajectory of the NGA without their contribution.

I use this opportunity to inform you all that the 2016-2018 Council will be stepping down for the 2018-2020 incoming Council to take over to usher us in to the next phase of the NGA's growth trajectory. I am proud to hand over to Mrs Audrey Joe-Ezigbo as the President and Mr. Victor Okoronkwo as the 1st VP of the NGA for the 2018-2020 term. Under their leadership I can confidently say the NGA is in very good hands.

I want all of you to join me in thanking the entire NGA 2018 Conference organising committee chaired by Mr. Aka Nwokedi (the back bone of NGA Conferences for so many years) and coordinated by Mrs Misan Jekhine for the hard work and effort that went into making this wonderful event possible.

Finally, I thank each and every one of you for honouring our call to attend this important gas conference. Gas is the future for changing the narrative in West Africa and we should all be proud to be partaking in this opportunity to make a difference. I wish each of you a wonderful conference experience and safe journey back to your respective homes.

The Nigerian National Petroleum Corporation, NNPC, was established in 1977 through Decree 33 of the same year. The corporation has operational interests in exploration and production of hydrocarbon resources, refining, petrochemicals, products transportation as well as marketing.

The 1970s through 1980s were the glorious periods when NNPC amassed a built-up of its infrastructural facilities. For example, between 1978 and 1989, NNPC constructed refineries in Warri, Kaduna and Port Harcourt and took over the 65,000-barrel per day Shell Refinery in Port Harcourt that was built in 1965. The three refineries, with a combined capacity of 445,000 barrels per day, produce an array of products which include: Liquefied Petroleum Gas, (LPG), Premium Motor Spirit (PMS), Dual Purpose Kerosene (DPK), Aviation Turbine Kerosene (ATK), Automotive Gas Oil (AGO), Low Pour Fuel Oil (LPFO) and High Pour Fuel Oil (HPFO), among others. Products from the refineries are supplied to both the domestic and international markets. Tins, drums and Wax are also produced at the Kaduna Refinery.

NNPC also has about 21 products depots nationwide. It boasts of more than 5,000km of pipeline network, consisting of nine pipeline systems, including Escravos-Warri-Kaduna crude oil pipeline.

As at today, NNPC has eight directorates which are: Office of the Group Managing Director, Upstream Directorate, Downstream, Refineries and petrochemicals, Gas and Power, Ventures, Finance and Accounts and Corporate Services directorates. Excepting Office of the Group Managing Director, each of the other directorates is headed by a Chief Operating Officer, COO, in case of Finance, Chief Finance Officer, CFO.

NNPC's strategic business units include: Nigerian Petroleum Development Company (NPDC); Integrated Data Services Limited (IDSL); National Engineering and Technical Company Limited (NETCO); Nigerian Gas Processing and Transportation Company (NGPTC); the Nigerian Gas Marketing Company (NGMC); Nigerian Products Marketing Company (NPMC); Nigerian Pipeline and Storage Company (NPSC); Hydrocarbon Services Nigeria Limited (HYSON); NNPC Trading, which has subsumed the role hitherto played by HYSON and Duke Oil; NNPC Retail; NIKORMA and NNPC Properties Ltd. NNPC also has National Petroleum Investment and Management Services (NAPMS) and Frontier Exploration Services (FES) as corporate services units, which manage Government's interest in the upstream sector and carry out frontier exploration in the unexplored basins in the Country respectively.

As the statutory manager of Nigeria's interests in the oil and gas sector, NNPC is the nucleus of Nigerian's monoculture. Since the 1950s when Nigeria began to produce crude oil in commercial quantity, the industry has served as a major source of government revenue, accounting for the bulk of the total government revenue. The Industry also accounts for substantial part of foreign exchange in the country.

Nigeria LNG Limited was incorporated as a limited liability company on May 17, 1989 to harness Nigeria's vast natural gas resources and produce Liquefied Natural Gas (LNG) and Natural Gas Liquids (NGLs) for export. The establishment of NLNG is backed by the NLNG Act.

The company is owned by four shareholders, namely, the Federal Government of Nigeria, represented by Nigerian National Petroleum Corporation (49%); Shell (25.6%); Total Gaz Electricite Holdings France (15%) and Eni (10.4%). It also has wholly–owned subsidiaries: Bonny Gas Transport (BGT) Limited and NLNG Ship Management Limited (NSML).

With six trains currently operational, NLNG's plant, on Bonny Island in Rivers State, is capable of producing 22 Million Tonnes Per Annum (MTPA) of LNG, and 5 MTPA of NGLs (LPG and Condensate) from 3.5 Billion (standard) cubic feet per day (Bcf/d) of natural gas intake. NLNG's near term expansion plans include construction of a seventh train to complement the existing six train structure, which when in operation will up the company's total production capacity to 30 million tonnes per annum (MTPA) of LNG.

As the arrowhead of Nigeria's efforts to eliminate gas flaring, NLNG's operations have helped reduced Nigeria's Flaring Profile from 65% to below 25%. The company also supplies about 40% of the annual domestic LPG (Cooking Gas) consumption.

In all its business and social activities, NLNG's driving force remains its vision to help in building a better Nigeria.
