SPCA’s first community meeting of 2015 will be on Tuesday, March 10,

7 pm, at Shepherd Elementary School. The agenda for that meeting includes highlights from the Walter Reed zoning hearing on March 5 (time for comments from the community will be allotted) as well as an introduction of new 4th District Commander, Wilfredo Manlapaz and an update on the school renovations at Shepherd Elementary. There also will be the standard committee reports, announcements of SPCA-sponsored activities, reports from our ANC

commissioners, and opportunities to volunteer. Membership dues can be paid. Neighbors can also identify issues and voice their concerns about other things happening. Plan now to attend.

In addition, SPCA is co-sponsoring not one, but two candidate forums for the Ward 4 Council seat vacant due to Muriel Bowser’s election as mayor.

The first forum is slated for Wednesday, March 18, at 7 pm, at St. John’s College High School, 2607 Military Road (enter from Oregon Avenue). The principal co-sponsor for this forum is the Chevy Chase Citizens Association.

SPCA Board Approves Financial Policy Changes

Corrections

The SPCA Board made several policy decisions to keep us financially balanced, become tax exempt, and better

align our programs and finances.New Fiscal Year. The SPCA board voted to switch to a

January to December fiscal year from a July to June fiscal year. This better aligns our finances and our programs.

FY 2015 Budget. The SPCA board adopted our FY2015 budget in January with projected expenses of $14,920 and an income of $14,725. Projected expenses are $3,011 less than last year. To stay within income and operate with a balanced budget, the budget reduces spending for our two biggest expenses, the newsletter and the picnic. This will address last year’s deficit, as in 2014 we spent $17,931 but only took in $15,825 (a loss of about $2,100). These reductions will cause difficult adjustments, however, the board decided that if projected income and expense expectations are favorable, then the newsletter has first priority.

Financial Policy Changes. The board approved the following fiscal policy changes to improve accountability and transparency:

• Bank Account.: SPCA funds were moved from a no- interest account to a free and interest-bearing account.

• Financial Managers. We have identified managers for each program to help with income and expense reporting.

• Tax Exemption. The board voted to seek IRS 501(c)(3) status, a DC sales tax exemption, and a DC Charitable Solicitation License.

On-line Store. In addition, we now have an online store: squareup.com/market/SPCA, where you can sign up or renew your individual or business membership.

Congratulations to André Carley, our Shepherd Park News layout artist, who was elected as ANC

Commissioner for ANC 4B01. ANC 4B01 is the area east of Georgia Avenue, from Eastern Avenue down to Fern Street. André replaces Sara Green, who served for many years in that position. His term will run until 2017.

Special Election April 28: Crowded Field Competes for Ward 4 Council Seat

A special election will be held in Ward 4 to fill the council seat

vacated by the mayoral victory of Muriel Bowser. As of this writing, there is a large field of 14 candidates vying for the interim position. The breadth of candidate choice is great, with, with several ANC commissioners, several long-time neighborhood activists, and one member of the former councilperson’s staff submitting the necessary 500 petition signatures required for ballot consideration. Be prepared to find many of these hopefuls knocking on your door looking for support. In this election, every vote will

count.The candidates are (in alphabetical

order): ANC 4A01 Commissioner Acqunetta Anderson; Leon T. AndrewsJr.; ANC 4B06 Commissioner Ron Austin; ANC 4D02 Commissioner Renée Bowser; Gwenellen Corley-Bowman; ANC 4B04 Commissioner Judi Jones; Bruce Morrison; Edwin W. The winner of this election will serve the remaining 16 months of the former councilmember’s term, and then would have to run another campaign in 2016 for a full 4-year term.

The 4th District Headquarters had a major personnel shift

this past holiday season. Kimberly Missouri, Commander of 4D for the past five years, was promoted to Assistant Chief and was reassigned to the Metropolitan Police Department’s (MPD’s) Corporate Support Bureau, which oversees the major administrative, technical, and business functions of MPD. Cdr. Missouri was a very well respected and admired leader of 4D whose responsiveness and dedication to the community were exemplary. We wish her well in her new position. Chief Cathy Lanier promoted Wilfred “Will” Manlapaz to commander and assigned him to the 4th District.

Commander Manlapaz has 20 years of experience working in a variety of positions in MPD.

In the last issue of the Shepherd Park News, it was reported that PSA 401 Team Leader, Lt. Moses Vines retired. Lt. John McDonald has been assigned as his replacement. Lt. McDonald, a veteran officer with an easy-going manner and impressive communication skills, took over his new responsibility in October 2014.

We wish both officers the best of luck in their new assignments.

PSA 401 continues to meet at the Shepherd Park Library on the 2nd Wednesday of each month at 7 pm. All are welcome.

NOAA Partners with Shepherd Elementary for

Last year, DC’s Deputy Mayor for Education made a recommendation on adjustments to student assignments

for DC Public Schools. The recommendation was accepted by Mayor Vincent Gray. During the campaign, mayoral candidate Muriel Bowser said she would tweak the school assignment plan if elected, although no changes have been announced as of February 20. Until then, here are the school assignments for 2015-2016 for the SPCA membership area (Shepherd Park, Colonial Village, and North Portal Estates): •Elementary:ShepherdES,gradesPK3-5No change, however, seats in PK3 & PK4 are limited, and even neighorhood children must apply through the lottery (but they receive a preference).

• Middle: Alice Deal MS, grades 6-8No change: all neighborhood children may attend regardless of what elementary school they attended, and all out-of-boundary students in grade 5 at Shepherd ES may go to Alice Deal MS.

• High: Wilson HS, grades 9-12Change from Coolidge HS: Previously, neighborhood students in 8th grade could continue on to Wilson HS by right only if they attended Alice Deal MS. Now, any student living in the SPCA membership area who will attend grades 9-12 may attend Wilson HS regardless of their current school.

In a true community partnership, a team at the National Oceanic and Atmospheric Administration (NOAA) in

downtown Silver Spring once again hosted the Shepherd Elementary School Science Fair this year.

Every 3rd, 4th, and 5th grader at Shepherd Elementary goes through the ritual of the science fair: 1) Think of a question. 2) Do some research. 3) Develop a prediction and hypothesis. 4) Run the experiment. 5) Think about the best way to display the results (photograph? table? graph? if so, what kind of graph?). 6) Write the conclusions and a reflection piece of the work.

Some topics this year were: • Why are High Frequency Sound Waves Harder to Hear

for People That Have Hearing Loss? • Running in the Cold: What Is the Effect on the Body? • How Does Temperature Affect Magnets? • What Are the Best Conductors of Electricity?

During the last week of January, families and guests were invited to view the projects at NOAA. The following day, each student discussed his or her project with “real scientists” from NOAA, answering questions and receiving advice for improvement and possible extensions of their projects for the following year. Somehow, this advice has a much greater impact on the students when it comes from the scientists instead of their parents!

SPCA Potluck Welcomes Neighbors and the New Year

Thanks to all who participated in this year’s annual SPCA potluck, held at Northminster Presbyterian Church

on Sunday, January 25. Food disappeared quickly as close to 150 neighbors came to enjoy the company and dishes of neighbors and friends. Ledo’s Pizza chipped in pizza and wings to fill out the entree table when provisions began to run low! Neighbors dined to live music by Sam Prather and Donte Pope. After the feasting, the Potluck Committee Chairperson Rosalyn Coates and SPCA Co-Presidents Adrienne Antoine and Michelle Colson distributed door prizes, recognized the newest and longest Shepherd Park residents, and acknowledged local police officers and fire fighters for their service to Shepherd Park.

Thanks to Rosalyn Coates and her committee members, Dan McDade, Cynthia Prather, Bonnie Randolph, Doris Spruell, and Dwayne Toliver for organizing, planning, and

managing the event. Thanks also to board members Adrienne Antoine, Ed Atkins, Carl Bergman, Michelle Colson, June Confer, Josh Gorman, Paula Dorosti, Rosemary Reed Miller, Mark Pattison, Yvette Pearson, and Tim Shuy and to neighborhood volunteers, Beth Allaben, Alex Lopez, Samuel Prather, and Kelly Shuy, who helped with mailing, shopping, set up, serving, cleanup, photography, and other related activities. We are also grateful to Brooke Milligan and Zola Canady for excellent babysitting services. Development Updates in the Shepherd Park Area by Ed Atkins, photos by Beth Allaben

Two major development projects adjacent to Shepherd Park will pick up steam over the next several months.

The most ambitious one concerns the redevelopment of the former Walter Reed site. While the demolition of existing buildings and construction of new residential, retail, and other uses on the Walter Reed campus is still in the future, the terms for that development will be set soon.

The DC Zoning Commission will hold a public hearing on proposed zoning regulations for the former Walter Reed Medical Center site at 6:30 pm, Thursday, March 5 at 441 4th Street NW, Suite 220-South. The proposed zoning would allow for the following:• up to 2100 housing units, 200,000 square feet of

retail space, housing for homeless veterans, education and arts uses, and open spaces and plazas.

• townhouses, with no rear yards, to be constructed along Fern Street, NW from roughly Georgia Ave to slightly beyond 12th Street.

• both 12th and 13th Streets opening to vehicular and pedestrian access from Shepherd Park, with

12th Street continuing through the campus to Aspenand 13th Street terminating at Dahlia Street.

• a residential structure of up to five stories to be built at the corner of Aspen and 16th Streets, NW. The zoning proposals would also designate approximately

10% of the new residential units to be “affordable,” which is equal to 80% of the metro area median household income of $90,000.

While Walter Reed construction and demolition are planned for the future, new development at the Blairs is

moving forward this year. Demolition has begun on the Blair Towers along Eastern Avenue. Once demolition has been completed, construction is scheduled to begin on the new, replacement towers. For further information please email: [email protected].

McGuire Starts Fifth Decade in Shepherd Parkby June Confer

In 2015, McGuire Funeral Service,

Inc. began its 5th decade of business in Shepherd Park! The funeral home, which was established in 1912 by Dr. Robert G. McGuire on H Street, NE, moved to its present location at 7400 Georgia Avenue, NW (at the corner of Geranium Street) in 1974. Always headed by a family person throughout the years, the business has welcomed Jason R. McGuire as the 4th generation family member to be involved in the business. (By the way, co-owner Lynne McGuire grew up at 14th and Holly, and Jason attended Shepherd Elementary for several years.)

McGuire provides multiple services to those who need them, including a preplanning arrangement that helps in making the difficult decisions surrounding the death of a loved one. Among the 25,000 people the business has helped with funeral arrangements are the families of many

Shepherd Park residents such as Patricia Harris, Ronald Brown, and William Raspberry as well as nationally known public figures such as Dr. Charles Drew, Walter Washington, and Medgar Evers.

From its beginning, McGuire has been an active participant in community activities and a supporter of civic and service organizations, working with both government and non-profit groups to improve the lives of DC’s citizens. Following 9/11, the Haitian earthquake, and Hurricane Katrina, the firm helped to identify the bodies of the deceased. All those served by McGuire have been treated with dignity and respect. The Shepherd Park community has benefited from the business’ outreach through its donation of T-shirts to the Orange Hat Patrol, and donations to Shepherd Elementary School fundraising events, business membership in SPCA, ads in the newsletter, and support for Georgia Avenue cleanups and plantings.

In its centennial year in 2012, McGuire was recognized by the Mayor and the Congress. In its centennial program, McGuire gave a description of its history and accomplishments in the field but also stated “A funeral establishment can be no better than the employees that work with it.” It then listed a full page of people who had helped it thrive and reach its benchmark of service.

Holiday Inn Express Comes to Georgia Avenue

Georgia Avenue, just one block north of the District line at King Street. Built in 1960, this high-rise was the Ramada in 2007 and the Comfort Inn until last year. The building reopened as a Holiday Inn Express on December 16, 2014, after over $1 million dollars in renovations. Renovations include an updated welcome area, fitness center, deluxe breakfast bar, dining space, and high-speed wireless internet access in all rooms and public areas. Mr. Harry Patel, the General Manager of the refurbished establishment, enjoys being in this location and remarked that this is a “good neighborhood with new development and a very active community.” He sees the hotel’s long-time presence in lower Silver Spring as a plus. “Consistency in service is very important,” he said. “Over fifty percent of the employees have been working at the hotel for at least five years.” Additionally, the hotel has received a Certificate of Excellence in Service from Trip Advisors for the past three years. Some of the major goals are “to provide a clean, healthy environment and no nuisance business allowed.” Mr. Patel wants to be “the number one hotel in the area and work with the community.” Mr. Patel is proud that they receive “good, positive feedback.” While completing my interview, I even heard a guest saying, “I enjoyed my stay here!” to the desk clerk.
