1. PROJECT BACKGROUND
The main goals of the project “Systematic Energy management in the
Cities and Counties in Croatia“(hereinafter the SEM project) are:
introduction of continuous and systematic energy management practice
and energy efficiency improvements in buildings primarily owned by local
(city) and regional (county) self-government units,
establishment of appropriate organizational structure, and professional
offices in charge of energy management,
initiating a process of strategic planning for energy consumption and
systematic management of energy resources at local level,
improvement of systematic energy management model and expansion to
all energy consumption sectors,
resulting with a decrease in consumption and costs of energy and water as well
as a decrease in emissions of harmful greenhouse gasses to the atmosphere.
The SEM project was initiated as a part of a comprehensive project “Croatia -
Removing Barriers to improving Energy Efficiency of the Residential
and Service sectors“ (short name: “Promoting Energy efficiency in
Croatia”) which was jointly managed by the Ministry of Economy, Labour and
Entrepreneurship (hereafter MELE) and the United Nation Development
Programme (hereafter UNDP) in the period from July 2005 to July 2011, under
the financial support of the Global Environmental Facility (hereafter GEF) and
the Environmental Protection and Energy Efficiency Fund (hereafter EPEEF).
The project implementation funded by GEF (4,39 million USD) started in July
2005. In 2006 the EPEEF gave the financial support to the project implementation by
financing its marketing strategy programme as well as the national informative and educational campaign for years 2006, 2007, 2008 and 2009 (9,35 million
HRK).
Following the positive results of the pilot project for the introduction of
systematic energy management in cities and counties, in April 2008 EPEEF
gave financial support for the implementation of the SEM project at national
level for four project years (2008/09, 2009/10, 2010/11 and 2011/12) in the
total amount of 28 million HRK. Paralel to the implementation of SEM project,
EPEEF has financed implementation of HIO Programme in the amount of almost
38 million HRK.
Since May 2008 the Croatian Government has implemented a complementary
national project called “House in Order” (the HIO programme) which includes

buildings owned by the Government. This enables a complete approach to the
promotion of energy efficiency in the large amount of public sector buildings of
the Republic of Croatia.
In accordance with the regulation of internal organisation of the Ministry of
Construction and physical Planning (hereafter MCPP) (Official gazette 27/12)
and regulation of internal organisation of the of the Ministry of Economy
(hereafter MOE) (official gazette 28/2012), and due to changes in the
jurisdictions and scope of work of several ministries, in year 2012 the
governance of the SEM Project and HIO programme has been transferred from
MOE to MCPP.
The SEM project activities implemented within the four project years
demonstrate success and efficiency of the systematic energy management
methodology especially through the:
Establishment of Energy Management Offices (EE office) and
Energy teams (EE team) in 76 cities and 16 counties with more
than a hundred employees. Ličko-senjska County is in the process of
estabilishing EE office. City of Zagreb, Krapina-zagorje, Karlovac and
Zagreb counties are not counted as energy management for their part is
done by North-west Croatia Regional Energy Agency.
Establishment of the Building Register containing approximately 7000
buildings owned and used by local or regional self-government units in
Croatia: a total of 6690 buildings have been identified in 19 counties and
81 cities.
Establishment of the Central Energy Management Information System
(hereinafter EMIS) - an internet application for supervision and analysis
of energy and water consumption in the public sector buildings. Data for
approximately half of all buildings – over 3500 of them – have been
entered into EMIS; More than 2400 buildings owned or used by the cities
and counties have established a practice of regular energy cost control
through bill auditing.
A national network of 112 EE information spots has been established with
the purpose of informing and educating citizens and encouraging a
transformation and development of energy efficiency products and
services within the Republic of Croatia.
Various educational modules for the public sector have been developed
that include the following target groups:
- Mayors, district prefects, heads of economy, finance, planning, energetics, environment and utility services departments

- Expert staff in various city and county institutions (engineers,
technical staff) - Technical staff in buildings (administrators, superintendents)
- EE teams and future EE teams - All employees
The part of the SEM project activities are being successfully implemented
by the Environmental Protection and Energy Efficiency Fund (EPEEF)
since 2010., which are: energy audits of the buildings and public display
of certificates on energy properties of the buildings, education of
employees of energy management offices in cities and counties for
implementation of ZUKE, as well as cooperation with local and regional
energy agencies in the SGE Project and ZUKE implementation. EPEEF
expanded educational activity on the municipalities as a part of the public
sector.
Implementation of these activities EPEEF has been transferred to the
EPEEF according to the Letter of Intent signed by the Ministry of
Economy, Labour and Entrepreneurship of the Republic of Croatia,
Environmental Protection, EPEEF and UNDP.
The educational modules in the public sector include:
1. Systematic energy management
- Introduction to SEM, goals, activities, purpose and obligations
for authorized persons of all levels of responsibility - Introduction to SEM, steps, goals, activities, purpose and
obligations of the users and the UNDP for technical personnel with an emphasis on the Building registry including the module
on the Building registry establishment and the introduction to
EMIS intended for all beneficiaries at technical level. 2. EMIS training aims to enable beneficiaries at building level in the
public sector (like technical staff in hospitals, administration personnel
required for data entering etc.) to use the EMIS, enter data and
monitor energy consumption which ensures early detection of
problems and irregularities.
3. A one-day course for technical personnel at building level intended for
building administrators and technical staff (superintendents) aiming to
increase technical capacities for quality building maintenance and
recommending investments for EE measures to authorized persons.
The course consists of 4 technical units covering these topics: building
envelopes, renewable energy sources, electricity and HVAC system.
4. Energy advisor course aims to ensure quality advising to citizens. It is
intended for future advisors in the EE centres as well as public

administration employees, technical personnel who will propose
investments or other measures for improving energy efficiency in their
institutions. The course includes following topics:
- Thermal building protection
- Heating, ventilation and cooling
- Renewable energy sources in buildings
- Building energy audits
- Economics in energetic
- Communication skills
5. The Green Office workshop is intended for all employees and Green
Office managers. It aims to raise awareness and motivation for
responsible behaviour in the office.
6. The Green Office Public Procurement workshop aims to educate
personnel in public procurement (cities, counties, departments for
procurement and finance) on how to discover ways and fields in which
green and sustainable criteria can be introduced.
Achieving these results has shown that due to the complex implementation of
systematic energy management process, it is still necessary to actively support
and encourage cities and counties to start or to continue independently with
the implementation of the systematic energy management activities in the 5th
year of the SEM project implementation.

The process of establishing the system demands time not only because it
includes a large number of cities and counties (each of the 20 counties and 92
cities have signed a Letter of Intent and are implementing the project
activities), but also because of the evident insufficiency of expert capacities at
the local level, building of which is one of this project's objectives. Previous
experience indicate that in order to improve the system’s effectiveness and
achieve optimal results the scope should be extended to other energy
consumption sectors in cities and counties as well. Also, the process of
initiating investment cycles in the energy efficiency measures has shown to be
difficult and slow. According to previous experience it takes up to two years for
the realization and implementation of energy efficiency measures to
commence.
In spite of that, by mid-2012, a total of 159 projects of energy efficiency
measures implementation have been documented out of which 64 projects
have been realized subsequent to energy audits implemented as a part of SEM
project. The projects have been realised through direct investments by cities
and counties.
In chapter 5 of this document a list of cities and counties with which
cooperation has been established with statuses of implementation of the
project activities, list of established EE info points in RH and a review of info-
educational activities are provided.
Despite these successful indicators, the newly established energy management
offices in the local and regional self-government units (LRSGUs) are still not
ready to work independently.

The problem partly lies in the lack of capacities needed to establish an
organizational structure and independent mechanisms for implementation of
the systematic energy management in the LRSGUs.
Furthermore, a lack of experts with technical knowledge and skills required for
the implementation of systematic energy management activities is still evident.
This is reflected in the fact that a very limited number of LRSGUs are capable of
working independently and meeting the obligations under the Act on Efficient
End Use of Energy (ZUKE, NN 152/08).
In the fifth project year, further implementation of the SEM project
aims to ensure continuity of expert and technical support to cities and
counties, with the main objective to establish necessary organizational
structure for systematic energy management in as many cities as
possible and in all counties in the Republic of Croatia. This includes
transferring all commenced activities and established procedures to
the Croatian national institutions what will be defined by the Appendix
C.
Because of the lack of capacities needed to establish an organizational
structure and independent mechanisms for implementation of the systematic
energy management in the LRSGUs, UNDP will support employment of
educated staff in the LRSGUs in addition to tehnical, expert, and consulting
services.
Main goal of fifth year of SEM project implementation is continuation of
technical support for establishment of EE offices and implementation of
active EMIS application in all 93 cities and 20 counties that have signed
letter of intent.
The technical support for the SEM project implementation during the fifth year
will focus on the continuation of data input as well as the complete
commencement of work and further improvement of analytical abilities and
functionality of the EMIS. The basic version of the EMIS was developed in 2008.
Due to a large number of buildings and increased requirements this version
was upgraded in 2011. Full integration of EMIS requires time because basic
information about buildings as well as all data on energy consumption has to be
entered for each monitored building while the beneficiaries have to be educated
for independent use of the application. Complete analytic function of the EMIS
will be applicable when all necessary input data about the buildings have been
entered.

The implementation of the SEM project activities produces expert
capacities at the local level, establishes the systematic energy
management process, enters basic information on the condition and
energy consumption of public buildings in the EMIS thus enabling the
cities and counties to successfully implement activities and obligations
under ZUKE and independently plan, prepare and implement energy
efficiency projects as well as verify realized savings.
This creates a systematic basis for monitoring and achieving of strategic
objectives of the Republic of Croatia: energy efficiency improvement by 20%
and greenhouse emission reduced by 20% until 2020, as well as reaching the
demands of new EU Directive on end use energy efficiency that was adopted by
the EU parliament on 11th of September 2012, that will from January 2014
oblige public sector to lead by example in use of EE services and products and
yearly implementation of EE improvements in public building as well as in
reduction of overall energy consumption by implementation of the EE measures
in at least 3% of area of all buildings in ownership of public sector. This
obligation includes the buildings larger than 500 m2 and from 9th of July 2015
the buildings larger than 250 m2.
By realizing these goals the Republic of Croatia will be placed as a leading
country, not only in the region, but also in Europe, and a good example of
country that systematically implements energy management and energy
efficiency in the public building sector. The establishment of the systematic
energy management, the application of advanced tools and methodologies
(EMIS, energy audits and feasibility studies) and the education of a large
number of people from different disciplines enable a significant reduction of
energy consumption as well as the launching of the investment cycle in the
public building sector.

2. PLANED ACTIVITIES OF SEM PROJECT FOR FIFTH
PROJECT YEAR
The fifth project year lasts from November 1st 2012 till October 31st 2013. Main
activities that will be performed in cities and counties as a part of the SEM
project in this period are described below.
Execution of planned activities includes the costs of experts and companies
engaged on project activities, purchase of necessary equipment and materials
needed for successful operation, ensuring appropriate working conditions,
communication costs, travel costs, organisational costs (expenses), expenses
for maintenance of working tools, systems and workspace that are necessary
for smooth project operation and other expenses for implementation of project
activities.

2.1.1. Consulting services (professional associates) for implementation
of continuous and systematic energy management
Acquisition and check-up of all necessary input data on public buildings
owned by the cities and counties through the EMIS for the purposes of
establishing a verified energy data base of all buildings in the system.
Technical assistance for establishment of new and operation of existing
EE Offices in cities and counties. Establishment of new EE offices includes
establishment of appropriate organisational structure and educated
experts that will support and perform SEM project activities and all other
activities needed for achieving strategic goals to increase energy
efficiency and environmental protection in counties / cities.
Technical assistance for establishment of practice of weekly and daily
energy consumption analysis and interpretation of energy consumption
data, identification of EE measures, energy planning and verification of
achieved savings, subsequent to the verified building registry in EMIS,
establishment of EE offices and corresponding organisational structure as
well as education of the EE team.
Technical assistance for establishment of practice of active utilisation of
the EMIS for energy consumption data collection, analysis and reporting,
energy planning and decision making.
Technical assistance for implementation of practice of local energy
planning, preparation of energy efficiency plans and programs as defined
by ZUKE and identification and implementation of EE measures.
Technical assistance for techno-economic analysis of EE measures,
verification of achieved savings (analysis and definition of base and
target consumption, verification of savings and identification of corrective
measures for energy efficiency improvement).
Providing expert support and transferring activities to the national
institutions of the Republic of Croatia
Planned goals of these activities are:
Establishment of the verified building registry with all data necessary for
analysis implementation and training of as many as possible independent
EE teams responsible for energy management in local and regional self-
government.

In the last 4 years of the project implementation, EE offices and teams
were established in 90 local and regional self-government units. In
established EE offices and EE teams, the lack of technical knowledge,
capacity and resources needed for independent work and functioning
of EE offices is significant, and due to this systematic energy
management and the fulfilment of all obligations under ZUKE is not
possible.
Cities and counties were completely relied on the work of UNDP staff
instead of employing their own educated staff.
In the fifth project year the objective is to offer support to local and
regional self-governments to increase the level of technical knowledge,
capacity and resource availability for unobstructed independent work as
well as to start and implement the transfer of activities to the national
institutions of the Republic of Croatia according to Appendix C.
In the fifth year the plan is to strengthen 113 offices for independent
work (all 20 counties and 93 cities that have signed letter of intent).
2.1.2. Consulting services (professional associates) for implementation
of "Green Office"
Education of employees in local and regional government in the field of
implementation of the process of centralized and green public
procurement, use of The Public Procurement Act, introduction of
economic and technical criteria of energy efficiency in tender
documentations, use of available norms during technical specification
preparation, production of detailed analysis and Life Cycle Cost
Assessment (LCCA) of products and services in the process of public
procurement.
Motivation workshops for change in behaviour and habits of employees in
relation to the concept of Green Office.
Planned goals of these activities are:
Organization and implementation of regional workshops about Green and
centralized public procurement for procurement departments in local and
regional government
Joining of local offices in local and regional government to Procura+4
campaign to perform green and centralized public procurement, and

preparation of tender documentation with included eco and energy
criteria.
Awareness raising and change of behaviour of public servants with a goal
of office energy consumption rationalisation.
2.1.3. Consulting services (professional associates) for implementation
of Energy planning
The assistance includes technical support for:
Establishment of practice of local energy, planning and reporting.
Defining of action plans and strategic steps for implementation of EE
measures.
Defining critical energy complexes in local and regional government and
establishment of implementation plan for implementation of corrective EE
measures.
Educational and interactive workshops focused on systematic energy
management, energy and water usage analysis, and interpretation of
results and verification of achieved savings.
Interactive workshop focused on connecting the methodology of energy
analysis, data interpretation, energy management and EMIS, with a goal
of facilitation of usage of EMIS as a tool for systematic energy
management and energy analysis.
Planned goals of these activities are:
Continuation of implementation of educative workshops in
counties and big cities with the aim of training of all groups that
are directly or indirectly involved in systematic energy
management (like EE offices, development agencies, responsible
persons in cities and counties) to facilitate the process of
implementation of obligations imposed by ZUKE, increase capacity
for implementation of Energy Audits and Energy Certification, preparation
and execution of measures to improve energy efficiency. Plan is to
promote production of energy plans for energy efficiency improvement in
all 20 counties and 93 cities that have signed letter of intent.
2.1.4. Consulting services (professional associates) for establishment
and support of EE INFO POINTS
The assistance includes technical support for:
Local promotional and public info activities for different target groups and
general public: EE info days, thematic workshops, educative lectures.

Info-educational activities, establishment, coordination and supporting of
local EE Info points and partners. To date 112 EE info points in 47 cities
and 12 counties have been established.
Technical support for preparation and realisation of different EE events.
Planned goals of these activities are:
To organize 30 different info-educational events aiming to raise
awareness, inform and educate citizens.
To hold approximately 20 EE school lectures „think of tomorrow“ in
primary schools in Croatia.
To implement regular studies on the citizens’ awareness of energy
efficiency and the availability of energy efficient products on the market.
Encouragement of establishment of new EE info points in the remaining 8
counties and 46 cities that have signed letter of intent. The goal is that
all 20 counties and 93 cities that have signed letter of intent have
established EE info points run by local and regional governments.
2.1.5. Implementation of SEM project on site and active work with local
and regional governments throughout Croatia
Including costs of:
Travel to meetings with relevant clients and building owners.
Visiting and collecting data on spot that takes one or more days
according to the complexity and the scope of work.
Travel to educational-motivational meetings with responsible persons in
local and regional self-governments.
Other activities of expert and technical assistance on implementation of
project activities.
2.2. Energy Management Information System (EMIS) in cities and
counties
2.2.1. Consulting services (professional associates) for the national
EMIS application
National management and use of application (data analysis through the
application and preparation of different reports).
Analysis of national, regional, local and individual energy efficiency
indicators using EMIS.
Technical support to local administrators and users of EMIS.
EMIS Software and Hardware maintenance support.

Planned goals of these activities are:
Full integration of the EMIS as a central information system for
gathering and analysis of data about energy consumption in
public buildings. Continuation of data input of new buildings in EMIS and further input of
data about energy consumption. Objective is to have approximately
7.000 buildings from all 20 counties and 93 cities that have signed letter
of intent in EMIS.
Advanced education of the EE teams for local and regional self-
government units so that they would be able to manage and
update data in EMIS independently, as also to perform analysis
and educate end users in buildings for data input.
Transfer of knowledge and obligation of the EMIS administration to a
national institution
Enabling the EMIS to connect with other existing information systems in
order to coordinate activities.
2.3. Info-educational events
2.3.1. Organisation of Info-edu activities
Broadcasting of video materials and other thematic Info-educational
shows on TV.
Broadcasting of thematic Info-educational shows on radio stations.
Publishing thematic Info-educational articles and materials in electronic,
press and other media.
Organizing workshops, seminars, round-tables, Info days and other Info-
educational and promotional events in cooperation with local self-
government units.
Planned implementation goals of these activities are:
Implementation of at least 2 courses for EE advisers.
Implementation of 5 to 10 EMIS basic workshops for EE team.
Implementation of 10 to 15 EMIS basic workshops for beneficiaries.
Implementation of up to 30 advanced EMIS workshops,
Implementation of up to 10 workshops about the methodology of analysis
and interpretation of energy consumption and key laws and regulations
Supporting EE teams in organizing Motivation and Awareness workshops
for Green Offices.

2.5. Improvement of the Systematic Energy Management model
Activities of improvement of the Systematic Energy Management model are
continuous, are implemented as an integral part of above mentioned activities
and include promotion of preparation of strategic development documents in
cities and counties. Besides the activities of systematic energy management
strategic plans would include development and utilisation of network
infrastructures that will improve economical, energetic and political efficiency in
managing and use of public services and resources in the city area. In this way
a foundation for integral management of all resources and public services in the
city will be established, which directly promotes installation of sophisticated
systems for collecting and processing of necessary data which finally leads to
the concept of “Smart Cities”.

3. TRANSFER OF KNOWLEDGE AND EXPERIENCE
During the project course in parallel with constant cooperation with Ministry of
Construction and Physical Planning (MCPP), Ministry of Economy (MOE) and
Environmental Protection and Energy Efficiency Fund (EPEEF) the transfer of
knowledge and experiences after finalisation of each project milestone was
continuously done.
In the 5th project year the main activity of the SEM project will be continuation
of technical support with the primary goal of introduction of systematic energy
management in 93 cities that have signed letter of intent and all 20 counties
and collection and input of data about public buildings in EMIS to complete and
establish a verified register of public buildings in Croatia. Final planned number
of buildings is approximately 7.000.
In parallel with technical support to local and regional government a key
activity at the national level will be the preparation of all necessary
prerequisites for transfer of SEM project activities, gathered experience,
knowledge and established procedures and employees of UNDP to responsible
national institutions.5. This also includes close cooperation with appointed
experts in the national institutions, on all implementation activities, as well as
provision of technical support during the certain period of time, in order to
secure final takeover of all duties.
Planned transfer of activities after insurance of all prerequisites will include:
5 expert institution that have obligations for implementation of EE mesures and achievement of
nationam goals.

Transfer of activities, knowledge and experience and training of experts
for coordination and technical support to all regional (local) teams that
are in charge for continuous and systematic energy management and
coordination and monitoring of local and regional execution of tasks that
are defined by goals of national energy policies.
Physical transfer of EMIS hardware and software in cooperation national
institutions.
Transfer of all necessary knowledge for running activities of national
EMIS administrator. Due to comprehensiveness, complexity and security
of the system it is necessary to ensure positions for two employees for
running activities of national EMIS administrators who will be responsible
for system administration, coordination of regional and local
administrators, basic data analysis, preparation of reports about national
energy consumption, preparation of key results and suggestion of
activities to decrease energy consumption as well as further development
of EMIS.
Connecting with established EE offices and regional EE teams from local
and regional self-government.
Transfer of implementation activities for EMIS in cooperation with
national institutions including: coordination of local users of EMIS,
education of end users, analysis of energy consumption, monitoring and
verification of achieved savings of energy and water consumption at a
local, regional and national level, technical support for all users.
For successful transfer of activities and gained knowledge and experience
alongside with ensuring project continuality and parallel implementation of all
on-going activities, 8 to 12 months is needed, under the condition that all
needed resources on a national level are provided (space, people, equipment,
financing). MCPP, MOE and EPEEF have systemised the positions for transfer of
activities and thus have opened space for ensuring of needed technical and
organisational conditions.
The most affordable solution to the chronic lack of implementation capacities is
an establishment of the national central energy management office whose
primary task would be to continue implementing all systematic energy
management activities at the national level as well as to implement analysis
and propose further measures.
During the entire planned period the UNDP project team will continue with
implementation of the SEM project activities and establishment of the EMIS
through training of local administrators and end users, collecting and input of

data needed to form the verified registry of public buildings in EMIS, technical
support and training of local EE teams for implementation of systematic energy
management and energy planning that is described in chapter 2 of this
document, but also continuously implement transfer of activities through
technical support to national institutions to rise their capacity by education and
assistance for implementation of duties and active help to local and regional
government to implement regional energy management offices which will work
in coordination with national institutions.
4. FINANCIAL STRUCTURE
The implementation of all project activities in the period from November 1st
2012 till October 31st 2013 is planned to be financed with 5.050.000,00 HRK in
total, out of which the EPEEF in the amount up to 5.000.000,00 HRK and MCPP
in the amount of 50.000,00 HRK. A detailed budget is presented in attachment
B of the contract.
