The principal activities of Allied Command Europe during the month of August are described herein;

I. MATTERS IN THE FIELD OF ORGANIZATION AND DEVELOPMENT OF COMMAND STRUCTURE.

1. Headquarters Allied Forces Central Europe was activated effective OOO1Z, 20 August 1953, with Marshal A. P. Juin, French Army, as Commander-in-Chief, with an Initial headquarters officer complement of 44 officers» Concurrently, General Marcel M. Carpentier, French Army, was announced as Commander, Allied Land Forces Central Europe, and Vice Admiral Robert Jaujard, French Navy, and Air Chief Marshal Sir Basil Embry, RAF, were redesignated as Commander, Allied Naval Forces Central Europe and Commander,Allied Air Forces Central Europe, respectively.

2. On 19 August, Admiral William M. Fechteler, United States Navy, assumed command of Allied Forces Southern Europe, Naples, vice Lt. General David M. Schlatter, United States Air Force, who had been Acting CINCSOUTH since the departure of Admiral Robert B . Carney, USH.

3. On 10 August, Rear Admiral Giorgio Ghe, Italian Navy,was designated Assistant Chief of Staff, Personnel and Administration SHAPE, vice Rear Admiral Ferrante Capponi, Italian Navy reassigned«

4. On 16 August, Colonel Harris F. Scherer, United States Army, was designated Adjutant General, SHAPE, vice Brigadier General Herbert M. Jones, United States Army, reassigned.

5. On 20 August, Colonel Edwinston L. Robbins, United States Air Force, was designated Acting Executive, National Military Representatives, vice Colonel Edward S. Bechtold, United States Army, deceased.

a„ On 18-On 18-19 August SHAPE convened a conference ofrepresentatives from NATO national commands, Allied Command Europe, and SACLANT to develop Standard Operating Procedures for the Exchange of Air Information. These agreed procedures have been adopted and disseminated to all commands concerned by AG 1520 PPO dated 31 August. Air Information Centers, which are being estab­lished at each of the four major subordinate headquarters of SHAPE , will provide the facilities for the rapid exchange of air information between each specific region and external forces and commands.

policy concerning the role of Allied Command Europe in relation to civilian defense and clarified the relationship between Allied Commanders and responsible NATO, National and Brussels Treaty Agencies in this field. This policy recognizes that civilian defense is primarily a national responsibility but charges Allied Commanders at all levels with maintaining an interest in those aspects of civilian defense which may bear significance on the conduct of their assigned missions. This policy was disseminated to all major subordinate commanders with information copies to NATO MODs and SGLO, Paris.

H A T Opeace and operatidh,in war of the logistic support for forces of Allied Command Eurojïi Ind to delineate the responsibilities of SACEUR and his major subordinate commanders therefor. This directive was also forwarded to the Standing Group and all NATO MODs.

b. By AG 2202.03/P-863/53 LOG dated l8 August, SHAPE issued the Logistics Directive for CINC Allied Forces Central Europe which defines the logistic responsibilities and authority of CINCENT. Copies were also forwarded to Standing Group and SHAPE major subordinate commands.

c. By SHAPE 30436 dated 14 August, SHAPE advised the Standing Group that the estimates for provisional 1955 and 1956 Infrastructure Programs would be forwarded by 15 October. In view of the lack of firm force goals, the estimates will provide only an order of magnitude subject to modification as firm force goals are developed.

d. Based on agreements reached at a conference of National and Allied Command Europe representatives, SHAPE forwarded to NATO MODs and major subordinate commands a revised edition of Criteria and Standards for Tactical Airfields by AG 6161/E-75O/53 LOG dated 18 August. This document provides a restatement of approved standards in order to define more c.learly the operational intent and to provide a more concise technical interpretation of the standards. Those items in excess of or below the original standards were submitted to the Standing Group for approval byAG 616I/E-751/53 DOG dated 18 August.

e. By AG 67O3/MED-19O/53 DOG dated 11 August, the SHAPE study on Establishment of a NATO Committee on Medical Problems was forwarded to the Standing Group and NATO MODs for consideration. The proposed committee would be responsible for international coordination on problems of health resources, development of total NATO medical requirements, assessment of national medical capabilities, and recommendations of measures for

3. Communications Planning.a. By AG 2363 SIG and AG 2364 S IG dated 10 August,

SHAPE issued its Communications - Electronics Policy Directive and Communications - Electronics Instructions for Allied Command Europe to its major subordinate commanders. Information copies of both documents have been distributed to NATO MODs, Standing Group and other NATO major commands.

b. By AG 3155 SIG dated 31 July, SHAPE issued its Radio Navigational Aids Plan 1953-54 which includes those naviga­tional aids that are firm SACEUR requirements and those that maybe used by SACEUR's forces but not sponsored by SACEUR. Distribution was made to NATO MODs. Standing Group, SHAPE major subordinate commands and SACLANT.

4. Training Maneuvers and Exercises.a. By AG I78O OT dated 21 August, SHAPE announced the

continuation of the NATO Special Weapons School at Garmisch through July 1954. The details of this school were previously announced to commands and national authorities by AG 1?80 OT dated 18 March, subjects "Training of Senior Commanders and Key Staff Officers in Tactical Employment of Atomic Weapons",

b. CINCENT has established an Allied Signals Training Center at Fontainebleau for the purpose of training communications personnel of the Central European NATO commands. The first class is scheduled for the fall of 1953«

c. The following NATO Exercises were held during the month of August:

(1) ITALIC WELD - A joint combined maneuver in Italy conducted by AFSE in five phases during the period 27 July - 19 August, Land, air and navy forces of U.S. and Italy participated.

(2) KARTAL ONE - An air and naval anti-submarine exercise was conducted by AFMED during the

(3 ) KARAMAN - An air/ground support exercise conducted by AFSE during the period 4-5 August. U.S. Sixth Fleet and Turkish land forces participated,

d. Uhited Kingdom conducted the major air defenseexercise "MOMENTUM" during the period 15-23 August. The RAF Fighter and Bomber Command LEAF units based in the U.K., and the 2nd and 4th Allied Tactical Air Forces participated.

e. Mobilization exercises were held by the 3rd Nether­lands Infantry Division, the 3rd Belgium Infantry Division, and the U.K. 42nd Division and 129th Brigade during the month of August.

5. Miscellaneous.a. By SHAPE 796/53 dated 25 August and SHAPE 323/53

dated 4 September respectively, SHAPE forwarded to SGLO Paris its comments on the replies of the United Kingdom and Portugal to the Annual Review Questionnaire (53). Copies of these two documents have been forwarded to the Standing Group, respective MODs, and NATO commands concerned. SHAPE is currently reviewing the complete reply of Canada and the partial replies of Belgium, Denmark, Greece, Luxembourg and the United States.
