    EU Forests

    Forest and other wooded land:180 million ha (42% of total EU land) of which 117 million ha are available for wood supply.

    Growing stock (FOWL): 24 billion m3

    Felling: 60 % of the net annual increment from forests available for wood supply)

    Ownership: 40% public and 60% private

    Natura 2000: 25% of forests and other wooded landunder Natura 2000 Network50% of total Natura 2000 network in forests and other wooded land

    Certification: around 50% certified

    EU Forest-based sector -Increasing demands

    • Forest-based industries: • - 3,5 million jobs• - €486 273 M of annual turnover • - Around 90% of wood as raw material comes from the EU

    and the remaining mostly from Russia, neighbouring countries and North America

    • Forest bioenergy: • - Around 50% of total EU renewable energy consumption• - Most imports (mainly pellets) from Canada, USA and Russia• - Imports expected to increase in the future•

    • Emerging bio-based industries:• Wood is considered as an important source of raw material

    (green chemicals, viscose, bioplastics, …)

    Non-wood products: Cork, resins, medicinal plants, mushrooms, truffles, game, nuts, berries…

    Services: protection of soil, air purification, water quality…

    In many cases, important to diversity income andas a source of employment in less favored ruralareas

    EU rural development policy supports SFM and multifunctionality, contributing to further developing these non-wood products and

    PRINCIPLES

  • To ensure and demonstrate that all forests inthe EU are managed according to sustainable forestmanagement principles and that the EU’scontribution to promoting sustainable forestmanagement and reducing deforestation at globallevel is strengthened, thus:•- contributing to balancing various forest functions,meeting demands, and delivering vital ecosystemservices;•- providing a basis for forestry and the whole forest-based value chain to be competitive and viablecontributors to the bio-based economy.

    "For this strategy to be meaningful tothose policies that require or mightrequire evidence of sustainable forestmanagement and to reach its goals,objective, ambitious anddemonstrable sustainable forestmanagement criteria that could beapplied to all uses of forest biomassare needed."

  • Should build on:

    - existing legislation and international initiatives, including work carried out under FOREST EUROPE

    - consider the special situation of small forest owners

    - address market-based private-sector tools such as certification.

    Importance of SFM to ensure the delivery ofgoods in a balanced way in an scenario ofgrowing demands

    THE COUNCIL OF THE EUROPEAN UNION"EMPHASISING the growing demands on forest resources,representing both opportunities and challenges to forests andthe forest value chain, and UNDERLINING the importance ofsustainable forest management to ensure the delivery of goodsand services in a balanced way, which includes protection offorests from growing threats;"

  • THE COUNCIL OF THE EUROPEAN UNIONENDORSES in general the EU Forest Strategy, in particular itsguiding principles to enhance sustainable forest managementand multifunctionality, to improve resource efficiency and tocontribute to global forest responsibility, as well as its 2020Forest Objectives "to ensure and demonstrate that all EUforests are managed according to sustainable forestmanagement and that the EU’s contribution to promotingsustainable forest management and reducing deforestation atglobal level is strengthened",

    Council Conclusions(adopted on the 19th of May 2014):

    Endorses the 2020 Forest Objective "to ensure and demonstrate by 2020 that all EU forests are managed according to SFM"

  • THE COUNCIL OF THE EUROPEAN UNION"RECALLS existing SFM criteria and indicators developed byForest Europe, and STRESSES that full advantage should betaken of these in applying them to different policy contexts.These criteria and indicators, the relevant policies, regulationsand tools in place at EU, Member State or regional levels, andalso the ecological, social and economic differences betweenMember States, the market-based tools for promotingsustainably produced forest products, such as certificationschemes, as well as the situation of small forest holders shouldbe taken into account when further analysing, applying and, onlyif needed, adapting criteria and indicators for SFM".

  • WG Draft Mandate

    Principal aimDevelop SFM indicators that should be applicablefor the purpose of different EU policies whenthere is a need to refer to sustainable forestmanagement and its means of evidence.

    This approach would ensure that assurances ofsustainability for all forests and their products(including forest biomass), could use the sameevidence base regardless of end use.

  • Starting pointExisting criteria and indicators of Sustainable ForestManagement (SFM) as e.g. provided for by workcarried out under FOREST EUROPE, and the analysisof their application in the EU.

    Relevant criteria of SFM with clear, measurable andsimple indicator applicable to monitoring the 2020Forest Objective;Approaches and tools to provide sustainabilityassurance to forests and their products.
