Sustainable Groundwater Management in Southern Los Angeles County by Dennis Doherty The February 2019 Los Angeles Basin Section (LABS) meet- ing of the California Water Environment Association (CWEA) included a presentation by the Water Replenish- ment District of Southern California (WRD). WRD manag- es local groundwater resources for four million residents and serves 43 cities in southern Los Angeles County. The agency was founded in 1959 to eliminate overdraft of local groundwater. Rapid expansion from the 1930s-1950s in Los Angeles County resulted in significant groundwater level drops prior to the agency formation. The agency also addresses sea water intrusion into the groundwater sup- ply. To recharge, WRD delivers water (sometimes import- ed) to spreading grounds and injects water at seawall bar- riers. In the last water season (July 2017- June 2018), the Los An- geles area water supplies were 49% imported, 7% recycled water and 40-50% local groundwater. A total of 73 billion gallons was used in the basin. The goal is to reduce the percentage of imported water. WRD’s WIN (Water Independence Now) program has vari- ous projects designed to eliminate demand for imported water by increasing the use of recycled water for ground- water replenishment and capturing additional storm- water. The benefits of the WIN program include increased reliability, cost effectiveness, local control, and drought proof water sources. The largest component of the WIN program is the Albert Robles Center for Water Recycling & Environmental Learning (formerly known as the Ground- water Reliability Improvement Project (GRIP)). The pur- pose of the Albert Robles Center is to fully eliminate the current demand for imported water by producing 21,000 acre-feet annually from local alternative sources to re- plenish the Central Basin. The Albert Robles Center will purify approximately 10,000 acre-feet (3.25 billion gallons) of tertiary treated (recycled) water annually to near- distilled levels through an advanced water treatment facil- ity that will include the use of filtration, reverse osmosis (RO) treatment, and combined ultraviolet (UV)/sodium hypochlorite disinfection. Together, with another 11,000 acre-feet (3.6 billion gallons) of recycled water, WRD will deliver 21,000 acre-feet of water to the San Gabriel Coastal Spreading Grounds where it will percolate into the Central Basin. The Albert Robles Center is being built on a 5.2 acres prop- erty in the City of Pico Rivera, adjacent to the San Gabriel River, allowing for direct delivery of purified recycled wa- ter to an existing pipeline leading into the spreading grounds.
