I am delighted to introduce Blackpool’s comprehensive brochure of traded services, which brings together for the first time a wide range of business and education services. Our offer has been developed to provide you with efficient and responsive services tailored to meet your individual needs.

Introduction
The new brochure outlines services offered by Blackpool Council for educational, support and premises requirements. The services are split, where appropriate, into two sections; core offer and traded offer. The core offer sets out services which are available without a charge. This offer may be different for maintained schools and for academies. In some areas the core offer will not apply. The traded offer sets out services which can be purchased by all schools and settings, with some exceptions, where services are available to maintained schools only.
Service Level Agreements and Contracts
Local authority maintained schools.
We will continue to formalise our service provision to LA maintained schools through a service level agreements (SLA).
Academies and Free Schools
Our service provision to academies and Free Schools will be through a legal contract and service specifications. The contract sets out the common standards that will apply to the provision of services. The details of the individual services to be provided will be issued as a service specification with the contract which will need to be signed by both the academy and the service.

Introduction
Blackpool Council offers an award-winning music service to all schools and academies.
The nationally accredited service, which supported 21,000 pupils last year, provides extensive support to schools, with up to 18 hours per week of instrumental and vocal lessons.

Introduction
Blackpool Council provides a service to record and recognise the learning that takes place with children outside of the school day. Blackpool Children’s University has been running very successfully for over 6 years and it continues to grow on a yearly basis with approx 3,000 students graduating this year from primary, secondary and special schools, including a central graduation ceremony, in conjunction with Blackpool and The Fylde University Centre.
We have been working closely in partnership with the college who said:
“Blackpool and The Fylde College is proud to be associated with the Children’s University. We hope that coming to graduate at our own University Centre will give them aspirations for the future and help them remain committed to their study and extra curricular activity.”
Why Children’s University?
We value the learning that takes place that encourages not only skill development but also the development of lifelong learning skills such as; resilience, sustainability, positive mental attitude to learning, stamina and persistence. These are skills and attributes that contribute to each students learning journey and provide students with a will to succeed.
Currently we have primary, special and secondary school membership, including schools outside of Blackpool also being involved in the programme.
QQ We value learning at all times, not just the National Curriculum.
QQ All schools / academies can joinQQ Volunteering opportunity aged 14+
Schools / academies must be a BCU Centre and all courses must have clear learning outcomes. Students would collate their different hours of learning with the BCU manager in school and then submit a BCU Passport with the relevant number of hours, certified by the school / academy BCU manager in preparation for a graduation. A graduation is conducted in the school/ academy, by one of the BCU Team. This graduation is organised by the school / academy at the time of year they select and a member of the BCU Team will facilitate the presentation of certificates and also lead the ceremony.
Gowns, certificates etc. required for the ceremony are also provided by BCU as part of the annual membership. Students who have been participating for three years are also eligible to attend the central graduation organised jointly by BCU and the B&F College. At least twice a year all local BCU managers are required to attend a meeting with the Blackpool CU to disseminate information and discuss ongoing developments.

Charging
Price will be dependent on the number of students participating within each school and academy as an annual membership fee. There will also be an ongoing requirement to contribute to passport costs as they are required.

Core Offer – Local authority maintained Schools
We are able to arrange school visits to our community libraries which can be tailored according to need. Children may join and use the library as individuals without charge. Please contact staff at the individual libraries to arrange. There is no charge for these visits.
Core Offer – Academies
Class visits to individual libraries can be organised as above without charge. Children may join and use the library as individuals without charge. Any special requirements for library staff support for activity in school (book festival, advice on school library, author visits, etc) may be charged on an event-by-event basis.
Traded Offer
On occasion, the library service may be able to organise specific author visits or reading development workshops at community libraries or school venues which will be charged on a shared cost 50/50 basis.

Introduction
Blackpool Council provides all schools and academies with access to a wide range of high quality arts activities, delivered in partnership with a range of organisations such as the Arts Council of England.
We work with all art forms including, music, dance, drama, new media, creative writing, visual and public art. We offer advice and a range of opportunities for schools to enhance their arts offer, giving you direct access to experts in the field.

QQ Wordpool – Blackpool’s annual Festival of Words takes place 2-5 July. Schools are offered various themed activities, including artist/writer led workshops, performances and author visits. Teachers are offered a CPD session prior to Wordpool. School visits to explore the themes and activities are planned so that they can prepare for the activity.

Core Offer – Local authority maintained schools and academies
Wordpool: The offer to all schools is subsidised by Arts and Libraries core budgets but a proportion of the activity cost is charged to the schools taking part (usually 30%).
Arts for Health: The offer to schools is funded through Arts core budget and specific targeted projects through Public Health funding. Arts Award Programme: The programme is funded through the Arts Service core budget and through external fundraising. Young People are asked to pay their moderation fee - Bronze is £19 (often paid for by the school).
Dance Development: Activities are externally funded through Arts Council England and, where possible, offered free of charge. There is a small annual subscription for Youth Dance Company members.
Grundy Art Gallery: The offer to schools is funded through the Arts core budget and Arts Council England as Grundy is a National Portfolio Organisation.
Traded Offer
As individually negotiated for additional support/activity over the above as requested by schools.
Charging
As above - Some events/activities offered by Arts service to schools may incur a charge towards overall cost. This would normally be 30-50% of overall cost.

Cultural Services – Heritage

Introduction
Blackpool Council provide an in depth resource that gives children access to the historical heritage of Blackpool.
Local Studies History Centre
Blackpool Council’s Heritage Service offers free visits and local history research support to teachers and children. The Local Studies History Centre is based in Blackpool Central Library on the first floor. Tony Sharkey the Local History Librarian is happy to liaise with teachers to plan their class visit or their own person research . There are local history resources that include the Cyril Critchlow collection with its rich images and unique entertainment history.
This includes the piers, the Grand Theatre, the Tower, Winter Gardens, Pleasure Beach, Boarding Houses and much more. You can handle and access programmes, posters, postcards and press cuttings. There are maps and many local reference materials to support teachers planning their local history curriculum. This is a free service.
Local History Schools Resources
As part of the Schools Cultural Programme history coordinators worked with artists, theatre practitioners and Tony Sharkey to develop new teaching resources. They were distributed to all schools and include books, films and a DVD that contains photos of many items from the Cyril Critchlow Collection. These can be projected onto white boards and printed off for schools. It also contains filmed demonstrations of how local schools involved in the project worked with artists to explore their local history.

Heritage Champions
There are a number of Heritage Champions for Blackpool who are also trained heritage tour guides. Some have already visited and worked in schools to support teachers planning and to share stories with children. If you are planning any work that includes reminiscence and working within the community to gather memories and stories then they can offer some support.
They also offer for a small fee, tours of the Winter Gardens, Stanley Park and the Heritage Route round Blackpool.

Cultural Services – The Schools Cultural Programme
Introduction
This programme offers schools creative curriculum planning support to contribute to schools plans around enrichment, widening opportunities for children and teachers to be connected and to influence their local cultural offer. The programme also offers teacher led projects that focus on creative approaches to raising standards in literacy and numeracy. There are bespoke training and professional development opportunities for teachers. New teachers resources have also been developed jointly by teachers, artists and theatre practitioners.
This programme aims to strengthen communication between schools and the council’s cultural services. The links between schools and the arts, heritage and libraries services have resulted in artists and authors in school and a wide range of support from arts practitioners and officers.
Mathematical Illuminations Project
The schools cultural programme currently offers support on creative approaches to the new numeracy curriculum through the new Mathematical Illuminations project. This is led by local numeracy coordinators. We will be creating new resources and planning tools for teachers to find the maths at the illuminations depot and in illuminations historical archives. Schools will be able to visit the depot and commission artists to work with them. This new resource also contributes to children’s knowledge and understanding of their local heritage. There is a cost to paying for artists in school but the resources and the visits will be free.
The Comedy Carpet Project
This project has developed with schools new resources to support literacy and local history, with a focus on entertainment. Over 14 schools and Blackpool and the Fylde College have worked with artists and the Schools Sports Team through dance to develop new classroom based activities to support new opportunities for writing and speaking and listening. This has included making a Comedy Carpet Board Game, working with the Comedy Trust on making and telling jokes, the Funny Nose comedy sketch project with artists and actors. Visits to the Cyril Critchlow Collection at Blackpool Central Library are free and children can look at images from entertainment and comedy throughout Blackpool’s history. There will be a cost to commission artists.
All the projects contribute to the Discover and Explore Arts Award and ArtsMark.
The RSC Learning and Performance Network
There is a programme of INSET for teachers to work with lead practitioners from the RSC’s Education Department on 27 March 2014, charges will apply. This supports the RSC visit to the Grand Theatre with their First Encounter The Taming of the Shrew in February 2014. Four Blackpool teachers are being trained in the PG Cert Teaching Shakespeare and will be offering training and collaborative creative projects for schools to support their work on Shakespeare.

Introduction
Blackpool Council’s Learning Outside the Classroom (LOtC) service offers advice and guidance to assist in the safe management of educational visits which help to provide a vibrant learning experience to broaden and brighten the curriculum for any school or academy.

QQ We will ensure your school meets the statutory duties in relation to health and safety requirements for educational visits
Traded Offer
Schools and academies purchasing this service will receive the following:
– Advice and guidance from the team’s Educational Visits Adviser
– Access to the EVOLVE website through an establishment account with the full range of user accounts to include Academy Staff, EVC, and Principal (Headteacher) users.
– All EVOLVE users will have access from the website to Blackpool Council policy, procedures and guidance, and associated documents as well as current national guidance.
– Visits will be monitored and, where appropriate, approved particularly visits of the following types:
QQ Overseas visitsQQ Residential visitsQQ Visits which include adventurous activitiesQQ Duke of Edinburgh award expeditions
Access to training via accredited courses charged at the standard LA delegate rate per course.
Emergency back up and support including post incident support, above and beyond the Council’s statutory emergency support.

Blackpool academies will be charged at £1 per head for each pupil on the school roll.

Newly Qualified Teacher – Appropriate Body

Introduction
All qualified teachers employed in maintained schools, non-maintained special schools, maintained nursery schools and pupil referral units in England must, by law, have completed an induction period satisfactorily, subject to specified exceptions. Blackpool Council provides a quality assurance and an administrative support role within the induction process.
Benefits
Our appropriate body service provides assistance with:
QQ The national mandatory database of initial entry qualifications. QTS (Qualified Teacher Status) including skills tests
QQ The national mandatory standards which apply to NQTs as well as experienced professionals
QQ The national mandatory assessment process including standardised assessment submissions which are checked and validated nationally
QQ Local management (acting as an appropriate body) facilitators to co-ordinate the assessment process
QQ Local quality assurance with samplar checks, assessment form scrutiny and summary analysis
QQ Induction staff mentors briefed in each school with induction manual annually updated
QQ Local telephone support line for queries and email updates
QQ Local website access to national, local documentation
QQ Local immediate intervention on potential identified failures with adviser support or third party scrutiny
QQ Additional support training programme funded through an extra contract

Traded Offer
QQ Support assistance (telephone or personal contact) on all matters relating to the induction process
QQ Briefing meetings with induction mentors to maintain a quality standard of support, guidance and assessment of NQTs. This includes access to an online induction tutor portfolio
QQ Signposting of national documents that impact on the induction process together with any shared or designed model documents
QQ The notification, collection and processing of all assessment documentation between schools and the teaching agency
QQ Quality assurance checks on the induction process and assessment returns.
QQ Intervention or support observation sessions if required
QQ Signposted training opportunities for NQTs, induction mentors and Continued Professional Development (CPD) leaders
NB: There is no legal requirement to complete satisfactorily an induction period if an NQT intends to work solely in the independent sector including an academy, a free school, an independent nursery school or an FE institution. However, it may be possible for an NQT to serve a statutory induction period in such settings as set out in the guidance.

Introduction
Blackpool Council provides all schools and academies with a comprehensive physical education and school sport support service. Our PE and Sport service comprises a range of roles including Physical Education & Sport Manager, School Games Organiser, PE & Sport Support Teachers, PE & Sport Co-ordinator and PE & Sport Coaches.
We can meet your needs either through curriculum delivery by a qualified teacher or extra curricular delivery by a Level 2 qualified sports coach.
Benefits
QQ Our staff have the skills, experience and knowledge to be able to provide a comprehensive menu of services
QQ Ability to deliver all aspects of the PE Curriculum, enabling children to experience themes including games, dance and gymnastics.
QQ We not only work with the children but also with members of school staff to improve skills
QQ We work with external agencies including county sports partnerships and national governing bodies, allowing further opportunities to be offered to schools, such as the FA Skills Programme and Projectability (an inclusive sports programme)
Core Offer – Local authority maintained schools and academies
Funding to support the delivery of the School Games in Blackpool is the only central funding the team receives each year. All other services provided are funded by the amount of ‘buy-in’ received from school each academic year.
Traded Offer
All services are charged to the individual school. As the range of services is so vast each request will be tailored to best suit the needs of the school and to have the most impact of the delivery of physical education.
Charging
Schools are able to select the service that they feel best suits their needs which means that charges will differ from one school to the next. A list of services is available to schools which details the charges associated with each programme offered.

Introduction
Blackpool Council offers a comprehensive Pupil Welfare Service to all schools and academies, helping to improve on attendance and the safeguarding of young people.
We provide expert advice and guidance to schools around attendance issues and work directly with families to overcome barriers. We have a wealth of experience, high professional standards and good local knowledge and working relationships with other local services.
Benefits
Each year we will review individual school requirements and ascertain what each school wants from the service, so the Pupil Welfare Work is a direct compliment to the work already being undertaken. Key features of the service include:

Blackpool Council’s School Admissions and Appeals Service provide a highly professional and efficient support service to a large number of schools.
School admissions is a specialist area and getting it right is vital to minimising the risk of legal challenge, time consuming complaints or reputational damage.
We provide a comprehensive range of advice and services that help schools to comply with the Admissions Code, meet statutory timelines and stay abreast of current legislation. The service is provided in conjunction with Blackpool Council’s Democratic Service Department, see page 28. It is recommended schools purchase both services together enabling your school to access a service that provides for all your needs.

The appeals presentation offer includes:

Admission policy advice/policy consultation co-ordination
Blackpool Council’s School Admissions and Appeals Service co-ordinates admissions policy consultation for all Blackpool maintained schools. This saves the school the cost and administration in publishing individual public notices. This service is available to academies.

Appeals preparation and presentation charges are based on the number of appeals for each school. The cost of each appeal within a pre-determined bundle would be £50.

Independent School Admission Appeals
Introduction
Blackpool Council provides experienced support in all aspects of the administration of school appeals through its Democratic Services department.
The appeals process needs to be independent from school admissions and the governing body of the school so cannot be undertaken by the school themselves. Appeals take place at regular intervals at the Town Hall (a convenient central location).
The service is provided in conjunction with the School Admissions Service and you can purchase both together enabling your school to access a service that provides all your needs.

Where academies wish to access a reduced level of service, percentage discounts are applied to these rates in accordance with the specific school requirements. Blackpool Council provides a service to all schools and academies in relation to calculating entitlement to free school meals.
Our in-house Benefits Service has access to data held by various Government agencies that can provide accurate and prompt confirmation of incomes.
Should the academy collate the required information the process would be time consuming and lead to a duplication of information causing unnecessary inconvenience for parents and guardians. If this process was followed, the academy would need to provide information to the LA for verification.

The HR Administration Service This service provides contract administration for employees including carrying out all pre-employment checks and maintenance of safeguarding information. Data is recorded on a central system for reporting and statutory returns helping to meet Ofsted requirements. Training is provided for schools’ nominated administrative link along with all recruitment advertising and marketing.
The optional recruitment and selection service Schools will be supported to ensure they recruit employees with the appropriate skills and attitudes to operate efficiently, effectively and economically. Each stage of the process will be completed in accordance with the Equalities Act and the Safer Recruitment Guidelines. We recognise that getting hiring decisions right is vital and, on request, we can offer advice relating to the most appropriate media and selection methods

Payroll The Payroll team helps to ensure compliance with all statutory pay obligations along with administration of all payments, month and year end reconciliation, NI contributions and pensions. The team can handle all existing Conditions of Service affecting pay (e.g. rates of pay, hours of work, incremental points etc).
Organisation and Workforce Development The service is provided by qualified training professionals eg. social worker trainers who can deliver and commission specialist training. The service is “Investors In People” (IIP) accredited and also a registered centre for the Institute of Leadership and Management (ILM) and for food hygiene training.
Health and Safety The qualified team provides a comprehensive health and safety management system, encompassing briefings, audits, risk assessments and management of contact with statutory bodies. They also offer free training in health and fire safety in areas such as manual handling, risk assessment, work at height and fire awareness.
The Occupational Health and Wellbeing service The team provides advice to managers and employers regarding an employee’s fitness to undertake their work, adjustments recommended to enable a return to work and remain in work. The team can assist with referrals to medical professionals and offer a 24 hour Employee Assistance Programme (EAP) with telephone and face to face counselling are available as appropriate.
Corporate Development, Engagement and Communications
– The Communications team will provide assistance with media crisis management and marketing. The Corporate Development team provide advice and assistance on policy, research and strategy which links into the Council and its overall strategic direction e.g. the OFSTED improvement process and child poverty. The Civil Contingencies Team are also able to provide a standard and/or bespoke service to support academies in their resilience planning. These are outlined below:

a. Basic introductory advice on resilience planning.
b. Provision of a generic template resilience/response plan as well as updates produced during the life of the agreement.
c. Provide a conduit for the school/academy in to the wider resilience community so that educational views can be represented at a county level through the Lancashire Resilience Forum (LRF).
d. Assist the development of resilience programmes by offering support and guidance on business continuity and resilience issues.
e. To make available any national severe weather warnings, briefings and information notes supplied by Central Government or other agencies for the purpose of planning and preparedness.

Internal audit are able to give you excellent value, professional assurance regarding the good governance and business risk within your academy or school, including making recommendations where we consider those controls can be further improved.
A range of internal audit services is offered by a team of highly professional and qualified auditors with extensive experience of auditing schools / academies.
Core Offer – Local authority Maintained Schools
There is a requirement for schools to have an internal audit programme. In Blackpool this will be delivered once every three years, taking two days per school. The core audit work is funded by the LEA, however schools can request additional paid for audit work at any time if the Head and Governors would value additional assurance.
Traded Service
With regard to the Schools Financial Value Standard the internal audit team offer three options of increasing intensiveness:
QQ a reasonableness check of the school’s self assessment
QQ support in completing more complex parts of the assessment
QQ support in completing the SFVS
In addition reviews of both financial and non financial risks and governance arrangements within the school involving the identification of key risks within specific functions/activities and a review of the adequacy and effectiveness of controls to manage these risks can be provided on request.
Traded Service – Academies
Blackpool Council’s Internal Audit team can offer academy schools an internal audit service to help ensure that effective financial management is in place. The Internal Audit team would be able to undertake a quarterly programme of reviews this can either be based on financial transactions to offer core assurance or a wider review covering financial management, governance and transactions. A report of the findings of each visit will be prepared for discussion at the relevant committee.
Charging (LA Maintained Schools)
There is no direct charge to schools for core audit work.
Additional audit work can be provided at a cost of £300 plus VAT per day.
The charges for SFVS assistance are as follows:

Menus
Menus are devised to comply with the national nutritional requirements and healthy food guidelines. We also recognise the need to be flexible and will work with the schools, staff and pupils, to amend the standard menus to meet local school requirements. The number of lunchtime choices available is determined in consultation with the school.
Primary Schools
In primary schools this can be one or two choices, with vegetarians also catered for. A salad bar and free bread is also always on offer. There is a separate option of a mix and match bar, offering a ‘do it yourself’ cold packed lunch.
Secondary Schools
Secondary schools are offered a core three hot meal choice each day, alongside a salad bar, sandwich bar, filled jacket potatoes and various snacks. Blackpool Council Catering Services manage the staff, pay their wages and also procure all foodstuffs through nominated assured suppliers in consultation with the Blackpool Council Environmental Services team. In addition to regular Environmental Health Officer (EHO)visits to ensure a high standard, the service also provides an assessment of standards for our clients each term.

The provision of a lunchtime meal is offered as the core part of the service. The scope of that meal is agreed with each school. Replacement light equipment and all cleaning materials are included.

Any service outside of lunchtime, such as morning breaks and after school services, will be charged for at an agreed rate per head. Schools and academies will be responsible for maintenance and replacement of heavy equipment and dining room furniture as well as other upkeep related costs such as bin collections.
Charging
Primary Schools are charged for the number of meals provided at an agreed rate per meal. Secondary school pupils are charged for individual items purchased. We always provide a meal deal offer and ensure that at least two main meal choices each day can be purchased for the tariff for a free school meal.

Introduction
Blackpool Council’s BOLT provides a comprehensive, sustainable, high quality and cost effective ICT service. It is available to all schools and academies providing each child with the best possible technological support.
Traded Offer & Benefits
The ICT service offer is divided into six sections. Although the complete package is designed to be viewed as a whole, schools and academies may wish to select components from the single offer.
1: Infrastructure serviceThe infrastructure service offer includes internet connection, Wireless Area Network (WAN) and service support. The offer includes flexibility in bandwidth selection and duration of service term. If a school/academy chooses other options such as the end-to-end direct technician service and the Local Filtering Service, they will receive a discount on the WAN costs.
2. Email services including Google Apps, Google Docs and user interfaceThis year we are pleased to offer a significantly improved experience including calendars, Google Apps and Google Docs, allowing users to customise their IT experience, creating and editing documents while collaborating with other live users. There is also a new user interface which can be customised by the user to create a more effective and personal learning experience.
3. Added Value Services –Provided at NO EXTRA COST to those schools and academies receiving WAN and Email Services, such as data extractions.
4. FronterA safe and secure learning environment The Fronter Platform combines a wide range of easy-to-use tools for learning and collaboration online – imagine it as your very own intranet site for sharing key news and information.
5. ICT partnership advisory and support service.A listening and responsive service that has one focus: to support the school or academy in enhancing, engaging and empowering pupils in their learning. We envisage the service to be a bespoke service that provides the advice, support and creativity required by the school or academy to ensure the quality of the learning experience is the best it can be.
We believe this is a valued service in supporting the school or academy to provide the best quality learning experience for every pupil and this year we are pleased to be able to offer a suite of services to complement the ongoing investment in ICT happening in our schools and academies.

6. Additional ICT Services available to schools and academies6a. Local [school or academy based] filtering Service
A bespoke filtering and firewall service will allow a school or academy to take control of its own filtering and regulate access to programs and websites. This can further enhance your organisation’s ability to adapt to individual teaching and learning requirements and provide more freedom to innovate, as well as manage security and e-safety risks.
6b. End-to-end ICT direct technician supportThis service is designed to offer schools and academies a high quality technical support service. The service offers regular, pro-active support visits that can be supplemented with reactive services if required.
6c. IP Telephony ServicesBlackpool ICT Services can also provide an IP Telephony Service. This service comes at a fixed cost which includes free calls to all mobiles, subject to a fair usage policy. This is likely to offer significant savings on current call charges with other providers and, in many cases, the savings for this alone are able to match the connectivity costs.

6d. Recycling servicesThe Council has recently procured a recycling contract that will provide free removal and recycling of ICT equipment to schools and academies purchasing their connectivity and WAN services from us. This service will provide insurance-backed secure data cleansing of ICT equipment that conforms to Information Commissioner Office (ICO) standards, ensuring all equipment is recycled in a secure and ethical manner. We highly recommend this service to avoid the risk of fines of up to £500,000 from the ICO.
6e/f. Brokerage and procurement advice and support.
6g. Chromebook managed serviceWe are currently developing a fully managed Chromebook offer which we believe will provide the school /academy with ‘hassle free’ computing. This solution will provide the device and a management service using Chrome OS management which will enable bespoke tailoring and control of this ‘web device’ to fulfil the school / academies exact requirements. The full managed service will include the cost of the machine and device management over a three year period. For more detailed discussions regarding this offer please contact Jeff Walley directly.
6h. Remote Backup ServiceFollowing discussions with a number of schools and academies we will soon be offering a cloud based backup service. This service will provide schools and academies with a system for the backup, storage and recovery of computer files. The service will utilise a client server model whereby backups are scheduled to run at managed times in most cases out of hours to minimise disruption to schools and academies. The data will be encrypted and stored at the Councils secure, resilient datacentres. Systems that could be included in this service include, but are not limited to Admin[SIMS], Curriculum servers, media servers etc. For detailed discussion on this new service please contact Jeff Walley.

AutoCAD/PDF layout PlanThe survey will provide a floor plan layout of your building(s) and identify room uses and areas to assist you in operating your building and premises related compliance. This will link with the following surveys.
Condition Survey (Building Fabric, Mechanical and Electrical)The Building Condition Survey will benefit your school for day-to-day maintenance planning, together with strategic bidding for capital funds. The report lists each structural element in all of your buildings with a condition grading and priority against each.
Premises Fire Risk Assessment
The premises’ fire risk assessment will identify all of the building fabric fire risks in and around the premises, assess the preventive and protective precautions in place and identify any improvement actions necessary to achieve compliance with the requirements of the Fire Safety Order.
Disability Access AuditThe Access Audit Report records the building and establishes how well that building performs in terms of access and ease of use by a wide range of users. It identifies good and bad practice, design and layout in regard to disabled access, identifying obstacles to people with mobility and sensory impairments. In addition, the audit report will then seek to find solutions to access problems, with recommendations and relative costings.

The main features and benefits of our offering to schools/academies are:
QQ General waste collections are subsidised by the authority. What this means to schools and academies is that we deliver this service at a lower cost than the standard market rate. We do not make any charge for disposal/landfill
QQ Recycling collections are offered free of chargeQQ We do not charge any VAT on our collections
In addition to these financial benefits there are also additional added-value benefits.
Blackpool Council, in partnership with Lancashire County Council and our waste treatment contractor Global Renewables Ltd, offer a free waste education programme to all Key Stage Two pupils. This includes a trip to the waste treatment facility in Leyland (including transport) and a guided tour through the facility. The facility is also made available to high schools (pupils & teachers), again free of charge, to use for special events, projects and training including out-of-hours use.
In addition, Blackpool Council also services the free school breakfast bins. This service is also provided free of charge. Catering/kitchen bins can also be serviced at standard rate. This represents excellent value for money and along with all the other benefits of using the local authority (lower carbon footprint, faster reaction times, flexibility and local knowledge) places Blackpool Council in the best position to fulfil schools and academies needs with a first class, affordable and highly competitive waste and recycling solution.
