Business Voice Newsletter ~ September/October 2015 ~ 2

While you’re busy making your business suc-cessful, the Chamber is busy advoca.ng on your behalf represen.ng you with our local, county and state elected officials. Recently the Cham-ber’s Government Issues Commi4ee (GIC) began reviewing the proposed Town Charter Amend-ments which residents will be vo.ng on in the November 2015 elec.on. Since Castle Rock is a home-ruled municipality, we have our own Charter that defines how our local government is to be run regarding elec-.ons and the process for making local laws, etc. Some of the updates which are being suggested by our Town Council for the November ballot are:

Ordinance 2015-30 which is to change all regular municipal elec-.ons from April to the general elec.on date in November of even-numbered years. It’s assumed by making this change and coordi-na.ng with the County’s elec.on process it would be more efficient and save taxpayer dollars. Ordinance 2015-31 would change the current requirement of public ordinance no.fica.on from the local newspaper to the Town’s web-site which should allow Town staff to publish no.ces more expedient-ly. Ordinance 2015-32 suggests to increase voter signatures for a refer-endum pe..on from its current 5% to 10%. This increase is proposed to ensure the protest of the ordinance is in line with what a greater number of voters might be in favor. Ordinance 2015-33 recommends to increase the number of regis-tered voter signatures required on an ini.a.ve pe..on from 10% to 15%. The ini.a.ve process gives the local residents a way to propose a change in our local laws rather than by Town Council. Ordinance 2015-34 which suggests to amend the .meframe in which an ini.a.ve or referendum pe..on can be withdrawn which residents may disagree with an ordinance. The new provision would require pe..oners who want to withdraw a pe..on to do so by noon the day of the public mee.ng where Council must either rescind the ordinance or put it to a public vote. Ordinance 2015-35 recommends amending to authorize the with-drawal of a signature by a registered voter on an ini.a.ve or referen-dum pe..on on or before the date of filing. During the pe..on or referendum process the recommenda.on is to create a process for voters who have signed a pe..on to have the ability to remove their signature from a pe..on before the pe..on is submi4ed to the Town for verifica.on in case they have changed their mind. As of the deadline for this publica.on, the GIC had not made a rec-ommenda.on to the Chamber Board of Directors regarding any of these ordinance changes for the upcoming elec.on. However, be assured that your Chamber Board will con.nue to be a proac.ve voice and advocate for our business community regarding govern-mental and legisla.ve issues and facilitate communica.on and educa-.on between our business community and our elected officials. Our goal is to con.nue to promote economic interests which contribute to the quality of life for business owners and the residents of Castle Rock.
