MINUTES OF REGULAR MEETING OF TRUSTEES September 8, 2011

The regular meeting of the Board of Trustees of the Mosquito and Vector Management District of Santa Barbara County was held at 2:00 PM, on Thursday, September 8, 2011 at the Hope School District Board Room, 3970 La Colina Road, Santa Barbara, CA.

1. ROLL CALL. TRUSTEES PRESENT:

Ron Hurd, Board President John Olson, Vice-President Susan Swarbrick, Board Secretary Cathy Schlottmann Charles Blair

Brian Passaro, General Manager Kenneth Learned, Operations Manager

2. CONFIRMATION OF AGENDA No changes were requested.

3. STAFF ANNOUNCEMENTS regarding District business. General Manager Passaro announced the following: - the District’s Administrative Assistant, has resigned effective August 31, 2011. General Manager Passaro asked for Board direction on refilling the position. He indicated that he would like the future candidate for the position to have a wider range of computer experience, experience in doing crystal reports, and more expertise with financial transactions. He feels that this will not require any changes in the Administrative Assistant job description, but he does want a change in the interview questions. If a change in the job description is required, he will bring it to the Board for approval. Trustee Olson inquired about conducting an exit interview with the former Administrative Assistant, but General Manager Passaro and other trustees indicated that it would be legally questionable since she is no longer a District employee.

- The Santa Barbara County Public Works Department plans to do improvements to Lillie Ave. including the addition of curbs and sidewalks. Public Works wants to be allowed entry onto the District’s entire property. General Manager Passaro feels that entry into the rear of the District’s facility should be restricted due to the presence of the pesticide storage shed, and asked for the Board’s support for this.

the Board. Items requiring additional discussion may be withdrawn from the listing and approved in a separate action.

Approval of Financial Statements for County Fund 4160 for August 2011. E. Approval of the Warrant Register for August 2011. F. Approval of the Disease Surveillance Report for July and August 2011. G. Trustee Swarbrick had a question on expenses listed for July 31, 2011, Line Item 7653 on page 4 of the Board packet. General Manager Passaro will ask Carrie Troup, C.P.A. for a clarification. Trustee Pritchett requested a separate vote for the meeting minutes. It was moved by Trustee Schlottmann, seconded by Trustee Swarbrick, and passed 7-0-1 with Trustee Pritchett abstaining, to approve the minutes of the July 28, 2011 special meeting (Item 6A). It was moved by Trustee Schlottmann, seconded by Trustee Swarbrick, and passed unanimously to approve the other Items of General Consent (Items 6B-H).

8. NEW BUSINESS

A. Approval for General Manager to Attend the Fall MVCAC Meeting in Lake

Tahoe on November 1-4 in an amount not to exceed $900. It was moved by Trustee Fausett, seconded by Trustee Schlottmann, and passed unanimously to have the General Manager attend the Fall MVCAC Meeting in an amount not to exceed $900.

B. Approval for General Manager and Board President to Attend Annual CSDA Conference and Effective Strategic Planning Workshop in Monterey, CA on October 10-13 in an Amount not to Exceed $3,500 - It was moved by Trustee Blair, seconded by Trustee Schlottmann, and passed unanimously to approve having the General Manager and Board President attend the CSDA Annual Conference and

Strategic Planning Workshop in an amount not to exceed $3,500.

C. Discussion/Approval of Resolution 2011-05, Establishing a Credit Card Expenditure Policy. General Manager Passaro informed the Board that auditors from both Santa Barbara County and Moss, Levy, and Hartzheim recommended that the District adopt a formal credit card use policy. He also stated that he had reviewed credit card policies of several other districts and their policies were mostly one to two sentences allowing for “the general manager’s discretion.” The Trustees made a number of comments for things that may be incorporated into the policy. The resolution will be returned for consideration by the Board at the next Board meeting.

9. MANAGER’S REPORT. Topics include: MVCAC Summer Meeting; Credit Card Expenditure Audit; Credit Card Use Policy; NPDES Application; Pismo Beach MOU. The Manager’s Report precipitated more discussion pertaining to the Credit Card Use Policy. General Manager Passaro also discussed the latest changes to the NPDES application. He currently plans to submit the NPDES application in October 2011 barring any further changes in the procedures and requirements.

10. BOARD ANNOUNCEMENTS. Trustee Olson spoke about how he believes that trustee payments should only be made when a trustee attends a meeting and should be withheld if a trustee does not attend a meeting. He would like to have this matter placed on the agenda for the next Board meeting. General Manager Passaro stated that he will place it on the next agenda. Trustee Blair spoke about the Santa Barbara County Special Districts Association meeting to be held on October 19, 2011. The featured speaker will be Chandra Wallar, the new Santa Barbara County Administrator. Due to scheduling conflicts, the Board decided tentatively to hold their next meeting on Friday, October 14 at 2:00PM at a location to be determined.

11. CLOSED SESSION

A. Pursuant to Government Code Section 54957b – Public Employee Performance Evaluation, Title: General Manager. Operations Manager Learned was dismissed from the meeting.

Returning from closed session the Board announced there was no reportable action.

DISEASE SURVEILLANCE REPORT

September 2011 West Nile Virus Activity One human case of West Nile Virus (WNV) has been reported from Santa Barbara County in 2011. No other WNV activity has been detected in Santa Barbara County in 2011 to date, so it seems likely that the human case was acquired elsewhere. High levels of WNV are occurring in other parts of California, particularly Los Angeles County and in the Central Valley. A total of 88 human cases have been reported from 18 counties, including two fatalities, both in Kern County. There have been 10 horse cases (one fatal) from 6 counties. A total of 1,896 WNV positive mosquito pools have been reported from 25 counties. A total of 252 sentinel chickens from 59 flocks in 15 counties have tested positive for WNV. Also, 526 WNV positive dead wild birds have been reported from 25 counties along with 3 WNV positive dead squirrels from 3 counties. Statistics for California WNV activity in can be found online at www.westnile.ca.gov. National statistics for WNV can be found at the National Centers for Disease Control and Prevention website at www.cdc.gov. Asian Tiger Mosquito Infestation in Los Angeles County An infestation of the Asian Tiger Mosquito (Aedes albopictus) has been discovered in the El Monte area of Los Angeles County. This mosquito, native to southeast Asia, is a very aggressive day biting species that is capable of transmitting tropical diseases such as Dengue Fever, Yellow Fever, and Chikunguna Virus, along with locally established diseases including Dog Heartworm, West Nile Virus, and mosquito-borne encephalitis viruses. It is a “container breeder” that adapts well to the urban environment including “backyard” mosquito breeding sources. The San Gabriel Valley Mosquito and Vector Control District and the Greater Los Angeles County Vector Control District are cooperating to perform eradication efforts and to determine the extent of the infestation in surrounding communities.

West Nile Virus Dead Bird and Squirrel Submissions The District submitted one dead bird for WNV testing in September 2011, an American Crow from the City of Santa Barbara. The Crow tested negative for WNV. Another Crow from Goleta was approved for submission by the California Department of Public Health, but turned out to be unsuitable for testing after being retrieved by District technicians. The dead birds are submitted to the California Animal Health and Food Safety Laboratory at Davis, California to be analyzed for the presence of West Nile Virus. The District and other agencies submit dead birds that are found by citizens who report them to the California Department of Public Health’s (DPH) toll free West Nile Virus Dead Bird Hotline (1-877-968-2473 or 1-877-WNV-BIRD) or online at www.westnile.ca.gov. The District cannot submit dead birds or squirrels without the DPH’s approval. Live Mosquito-Borne Virus Surveillance District personnel conducted a 10 mosquito trapping surveys during September 2011. The findings are listed in the table below. A total of 529 mosquito pools (a new District record) have been submitted for laboratory analysis in 2011 to date. All have tested negative for WNV and other mosquito-borne viruses.

This surveillance technique utilizes battery-powered traps that use dry ice as a source of carbon dioxide to attract adult female mosquitoes that are actively seeking a blood meal. The live female mosquitoes are taken into the District’s laboratory where they are anesthetized with triethylamine under the fume hood. They are then separated by species using a stereo zoom microscope and placed into “pools.” The pools (1 pool = up to 50 adult female mosquitoes of a single species collected at one place at one time) are stored in the District’s ultra-low temperature freezer at -70ºC until they can be submitted to the U.C. Davis Center for Vector-Borne Diseases at Davis, California where they are analyzed for the presence of live mosquito-borne viruses including WNV. Sentinel Chicken Flocks District personnel continue to obtain blood samples from the District’s 5 sentinel chicken flocks every two weeks. All samples have tested negative for WNV and other mosquito-borne viruses in 2011 to date. Samples of blood are collected from each chicken on strips of filter paper and dried overnight. They are then submitted to the California Department of Public Health Vector-Borne Disease Laboratory at Richmond, California where they are analyzed for antibodies to WNV and other mosquito-borne viruses.

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE MOSQUITO AND VECTOR MANAGEMENT DISTRICT OF SANTA BARBARA COUNTY ADOPTING POLICY AND PROCEDURES REGARDING

CREDIT CARD EXPENDITURES AND RECONCILIATION

WHEREAS: the Board of Trustees desires a clearly defined protocol for District credit card expenditures; and

WHEREAS: the Board of Trustees desires improved transparency in the reporting of said expenditures; and

WHEREAS: staff has consulted with an independent auditing firm and the County of Santa Barbara Auditor/Controllers office in regard to current credit card expenditure practices; and

WHEREAS: the reports from these entities have indicated areas where improvement is recommended; and NOW, THEREFORE, BE IT RESOLVED by the Mosquito and Vector Management District of Santa Barbara County that: The Board of Trustees adopts the Credit Card Expenditure and Reconciliation Policy as presented by Staff, effective immediately. PASSED and ADOPTED by the Board of Trustees of the Mosquito and Vector Management District of Santa Barbara County at a regular meeting thereof held on October 14, 2011.
