I.AboutChina-AALCOExchange andResearch
Programon InternationalLaw(CAERP)
In order to strengthen exchange in the field of international law between China
and other Asian and African countries, the Chinese Government decided to establish
the China-AALCO Exchange and Research Program on International Law. In April
2015, Chinese President Xi Jinping and Premier Li Keqiang announced the program
at the 54th Annual Meeting of AALCO and the Asian-African Summit respectively.
The training session is an important part of the program. The first training session was
held from July 13 to July 31, 2015 in Xiamen. 22 participants from Asian and African
countries, as well as Hong Kong and Macao Special Administrative Regions of China
participated in the training. The second training session was held from August 29 to
September 16, 2016. 37 diplomats and legal officers from 34 countries of the Asian
and African region and AALCO Secretariat attended the session.
The third training session of CAERP will be held from September 4 to 20, 2017
in Beijing and from September 20 to 24, 2017 in Hong Kong with a total of 43
participants. As an integral part of CAERP, and based on the valuable feedback from
the participants of previous sessions, this session will continue to provide a wide
range of courses on international law. The courses will be conducted in English by
leading international law scholars and practitioners and will be of both academic and
practical value. Additionally, the third session will also include city tours, site visits
and cultural classes.

Prof. Kennedy G. GastornCustom and Jus Cogens in International
LawSecretary-General of the Asian-African Legal Consultative
Organization (AALCO)
Prof. Kennedy G. Gastorn is the sixth Secretary-General of the Asian African Legal Consultative
Organization (AALCO). Prior to his current appointment, Prof. Gastorn was the Director of
International Affairs of the University of Dar es Salaam, Tanzania since March, 2016. His research
and consultancies include: public international law; regional integration law; the East African
community law; indigenous and minority groups; international human rights law; law of the sea;
constitutionalism; land law; peace and security; and environmental law.
Mr. Shinya Murase Protection of the Atmosphere and
International LawMember of International Law Commission
Mr. Shinya Murase is a professor emeritus of Sophia University and a member of the United Nations
International Law Commission. His academic research focuses on public international law. Some of
his recent works include International Law: An Integrative Perspective on Transboundary Issues;
Scientific Knowledge and the Progressive Development of International Law: with Reference to the
ILC Topic on the Protection of the Atmosphere; Protection of the Atmosphere and International Law:
Rationale for Codification and Progressive Development.
Mr. Pemmaraju Sreenivasa Rao The Nature and Function of
International Law in the Contemporary
World OrderPresident of the Institut de Droit International
Mr. Pemmaraju Sreenivasa Rao is the current President of Institut de Droit International. His academic
research includes the public international law, UN Charter law, suppression of international terrorism
and law of the sea and maritime boundaries. He was Judge AD HOC of International Court of Justice
in the case concerning sovereignty over Pedra Branca/Pulau Batu Pateh, Middle Rocks and South
Ledge.

SettlementChairman of Asian Academy of International Law(AAIL)
Ms Cheng is a Senior Counsel of Hong Kong SAR. She is a fellow of the Chartered Institute of
Arbitrators and the Institution of Civil Engineers. She was awarded the Bronze Bauhinia Star in July
2006 and the Gold Bauhinia Star in 2011 in Hong Kong SAR for services to the public and
community.
Ms. Zhao HongThe WTO Jurisprudence and
International LawMember of the WTO Dispute Settlement Body
Ms. Zhao Hong is the member of the WTO Dispute Settlement Body. She is currently the Senior
Research Fellow and Deputy Director of the Institute of International Economic Law of Peking
University and Executive Director of the WTO Law Research Center of Peking University. Her
academic research focuses on the legal aspects of IPR, foreign trade, investment, competition, the
WTO, Dispute Settlement, Anti-dumping, Subsidy and Countervailing duty measures, TRIPS Council
and Trade in Services.
Prof. Maurice Kamto

Member of the Institut de Droit International
Prof. Maurice Kamto was the former Chairperson of International Law Commission and is a current
member of the Institut de Droit International. He has published numerous research articles and books.

Prof. Stefan Talmon is a director of the Institute of Public International Law, University of Bonn. His
academic research focuses on international law. He was a counsel and advocate for the Government of

Court of Justice.

Prof. Roy S. Lee serves as a faculty member in Yale University. He has been the Permanent Observer
to the United Nations for the Asian African Legal Consultative Organization (AALCO) since 2009.

sea, the International Court of Justice, norms of democracy, peace problems, multilateral negotiations
and international criminal law and humanitarian law.

Prof. Tom Zwart is a faculty member and the Director of the Cross-cultural Human Rights Centre of
Utrecht University, School of Law. He has been elected a visiting professor at a number of
universities, including the University of Cambridge, L’Institut d’Études Politiques (Sciences-Po) in
Paris. Prof. Tom Zwart focuses on the interplay between law and culture, in particular in the fields of
human rights and international criminal law.

Ms. Elsie Leung is the Deputy Director, HKSAR Basic Law Committee of Standing Committee of
National People’s Congress, and Member, Mainland Legal Affairs Committee, Law Society of Hong
Kong. Ms Elsie Leung is the former Secretary for Justice and a past Member of the Executive Council
of the HKSAR Government. Ms Leung was awarded a Grand Bauhinia Medal for her “distinguished
public service” in 2002.

Mr. Wesley Wong spends his entire legal career at the Department of Justice, having been posted to
different parts of it and undertaking both civil as well as criminal work before the courts or
otherwise.He currently sits on the Higher Rights Assessment Board for solicitor advocates.He has
been an accredited mediator since 2009 and was appointed Senior Counsel by the Chief Justice in
2013.

Ms Rebecca Silli has a dual practice: projects/infrastructure and corporate/M&A. She advises on the
establishment of joint-ventures or M&A transactions in Hong Kong, China and across the Mekong

sectors in China, Hong Kong, Macau, Myanmar, Mongolia, India and Indonesia.

C. Note on Attendance
All participants are expected to attend lectures on time according to the
schedule. No leave is allowed in principle. Unauthorized absence may result
in your certificate for attendance being withheld.
Please turn off or mute your cellphones during lectures or seminars.
Formal attire is required for both the opening ceremony and closing
ceremony. For all other activities, unless specifically required, you may dress
comfortably.
There are limited computer and internet facilities in Taikang Business School.
If you have important work or research to do during your stay, we advise you
to bring a laptop for the training.

III. Venue and services
A. Taikang Business School, Beijing
a. Location and map
Located in the second phase of the Taikang Innovation Center in Zhongguancun
Science Park, Changping District, Beijing, Taikang Business School, covering 52,000
square meters in area, is a modernized base integrating training and conferencing. It
comprises three main sections respectively supporting learning, working and living.
More specifically, it possesses state-of-the-art multi-functional classrooms, lecture
halls, conference rooms, offices, a cafeteria, guestrooms, a gymnasium and a
swimming pool. Moreover, there is a large atrium which supports the teaching and
learning spaces.

Participants will be accommodated in guestrooms on the third, fourth and fifth
floor of Taikang Business School.
All the guestrooms are equipped with air conditioning, coffee/tea maker, HD TV,

control, etc..

All participants will be served with well-balanced meals in the dining hall of
Taikang Business School. You can choose Chinese or Western meals to your taste.
Additionally, Halal meal will be offered to the participants with special dietary
requirements in light of their regions.
Unless otherwise noticed, all lunch and dinner in Beijing during the course time,
including the halal food, will be offered in the Food Plaza on Floor B1. Otherwise,
table dinner is served in the Banquet Hall on the first floor.

Taikang Business School provides guests with multiple services, including
Concierge Service, luggage storage, laundry service, Fax/photocopying service. It
also offers access to 24-hour front desk, free high-speed internet access, huge public
lounge space and professional fitness center.
Also, a well-equipped gymnasium and a swimming pool the business school
possess will provide guests with perfect fitness experience.
Additionally, Taikang Business School will open a prayer room (temporarily
located in Room 227 on the second floor).

f. Airport Services
When you enter the Arrival Lobby after Baggage Claim and Customs Inspection,
you will be greeted by volunteers there at the pick-up area, holding a pick-up card
with the title and logo of the Third Training Session of China-AALCO Exchange and
Research Program on International Law.
They will lead you to a car which will take you from the airport right to Taikang
Business School. Upon your arrival, other volunteers will help you check in.

daily from 06:30 - 10:30. We will arrange group lunch at or near the lecture or
seminar venue, and group dinner at a restaurant in or near the hotel. For participants

IV. Other Useful Information
A. Wuhan University School of Law and Its Institute of
International law
Wuhan University School of Law has a long history which can be traced back to
1908. After years of development, the Law School has become a national center of
legal education and research in China. The Law School has two key research sites of
humanities and social sciences of the Ministry of Education, one of which is the
Wuhan University Institute of International Law.
Wuhan University Institute of International Law, founded in 1980, is the first
college-based research institution in the field of international law and a top think tank
in China. The Institute is committed to the advancement of interdisciplinary
scholarship in international law. Its research covers a breadth of topics, including
United Nation law, European Union law, international energy law, e-commerce law,
international sports law, international network law and other frontier fields.
Over many years, the Institute has made fruitful achievements in research and
practice activities. Apart from diverse research outputs, it has provided legal advice to
the government of China in the drafting of laws, in international negotiation and in the
implementation of treaties to promote good and efficient governance and the rule of
law. Moreover, the Institute has built up strong networks with leading scholars,
research institutions and organizations worldwide through establishment of long-term
partnerships and exchange of expertise.

B. Asian Academy of International Law
The Asian Academy of International Law Ltd (AAIL) is an independent and
non-profit making body, set up in Hong Kong to further the studies, research and
development of international law in Asia. The AAIL provides a platform for
discussions on international law issues and to research in developing areas of
international law, in order to enhance and reinforce Asia's role and participation in the
formulation of international law and international relations. AAIL aims to provide
specialized education and training to practitioners, national judges, students and
government officials in areas of international law. The unique distinction between
AAIL and other international law institutes is that AAIL concentrates on involvement
of Asian countries as well as collaboration between practitioners and academia. The
mission and vision of AAIL is:
To establish a center for the learning, research, training and promotion of and on
international law and to support the development of international law as it relates to
the global, and in particular Asian, economies.
To provide training and education in international law subjects, including
without limitation public international law, private international law, WTO,
investment law, law of the sea, cyber law, and international arbitration practice, on its
own or in collaboration of other academic or professional institution.
Conducting research in topics relevant to international law and on other aspects
from time to time; publishing research papers from the AAIL as well as third party
contributions, publishing journals, bulletins or other online or offline magazines,
whether periodically or on an ad hoc basis, all with the aim of furthering the learning
and knowledge in the international law sphere.
To provide best practice guidelines or model clauses or contracts for
international trade and commerce, banking and finance, capital markets, infrastructure
construction and development, intellectual property or such other aspects of human

The currency used in mainland China is called RMB or Chinese Yuan. 1 US

Please make sure Renminbi (Chinese dollar) converted and you withdraw some
cash before doing your grocery shopping, because not all local shops in Beijng accept
foreign credit cards (especially VISA).
F. Weather
The weather in September in Beijing is not very hot. Yet we still recommend you
be prepared for strong sunlight. And please pack some lighter clothes and don’t forget
to bring an umbrella.Average temperatures in September:15/26°C.
G. Communication
WeChat is a messaging and calling app which is widely
used by a majority of Chinese. It allows you to easily connect
with family & friends across countries. It's the all-in-one
communications app for text (SMS/MMS), voice and video calls, Moments, photo
sharing, and games.
You can download it on App Store or Google Play for free. Also, you can log
into WeChat on website.
H. Safety
Pay attention to fire-prevention.
Ensure safe electrical operation.
Please do not touch or connect electrical wires in the room without permission,
and do not use high-voltage appliances.
