Range transit study of $100,000 and carry forward the remaining budget amount for the front office security upgrade in the amount of $99,000.

commuters • Staff is working on the FTIP • CMAQ call for projects

b. Unmet Transit Needs FY 2020-21 Natalia Austin summarized the Unmet Transit Needs FY 2020-21 and discussed the upcoming virtual

public hearing and asked for assistance with the distribution of the Unmet Transit Needs flyer.

c. Approve Amendment to Fiscal Year 2020/2021 Budget Director Silveira moved to: 1. Amend the FY 2020/2021 budget to remove funds from the Capital Improvement Project budget

#80053 in the amount of $1,500,000 for the construction of SB 1383 compliance facilities at the Billy Wright landfill; AND

2. Reassign $900,000 to: • The Tip Fee Study project in an amount not to exceed $75,000; AND • Cover overage expenses related to the transport and processing of recyclable materials

month-to-month contracts that are in excess of the approved rates for the existing participating jurisdictions for a maximum of 12 months or $825,000, or until such time that the Governing Board authorizes a new agreement; AND

3. Authorize RWA to carry forward the remaining fund balance towards the future potential construction of SB 1383-compliant facilities.

22. Executive Director’s report Stacie Guzman discussed the following topics:

• MCAG front office construction is wrapping up; picture will follow • MCAG road show schedule will be delayed due to COVID, virtual meetings and upcoming

elections; will be held in in January or February of 2021 • Thanked Director McDaniel and Director Villalta for their participation in Valley Voice this year • TJPA staff working on CARES Act funding expenditure plan • Staff is trying out a new format with agenda for a more streamlined approach • Requested direction regarding displaying Director video feeds during meetings

YARTS BEGINS WINTER SERVICE ON HIGHWAY 140

The Yosemite Area Regional Transportation System (YARTS) will transition to a winter schedule on October 1, 2020 for the service running on the Highway 140 corridor from Merced and Mariposa to Yosemite National Park. The Highway 140 line operates year-round but fluctuates the number of runs to and from the Park when the seasons change. Other YARTS routes into Yosemite are seasonal in nature and operate only in the summer months. This includes the service along Highway 120 from Sonora which ends September 30, as well as the service along the Highway 395/120 corridor from Mammoth Lakes which will finish for the year on October 15th. The summer service between Fresno and Yosemite on Highway 41 concluded early this year due to area wildfires in early September.

The YARTS 2020 summer service was abbreviated due to a late start caused by the COVID-19 shutdown which resulted in the temporary closure of Yosemite. YARTS’ summer service will resume from Sonora and Fresno in May 2021 and the route into Mammoth Lakes will resume in June 2021.

In response to the COVID-19 pandemic, YARTS has made several operational adjustments to increase the safety of passengers that continue to be in effect. In addition to increased sanitation measures, all passengers are required to wear face masks when riding YARTS. In order to promote social distancing, capacity on all buses is limited to a maximum of 30 passengers. With most of the 30 seats able to be reserved in advance, there is very limited space for walk-on passengers. Therefore, reservations are highly encouraged.

Reservations can be made for YARTS tickets on the YARTS website at: www.yarts.com. There are no additional charges to get into Yosemite beyond the YARTS fare, and passengers do not have to have a day-use permit issued by the National Park Service to ride. For more information about YARTS schedules, routes, COVID-19 safety measures, or to book tickets, please visit www.yarts.com or call (877) 989-2787.

The MCAG Social Services Transportation Advisory Council is holding a virtual public forum to seek input from residents and discuss the future of bus service in the region. The virtual public hearing is scheduled to receive testimony from community residents on unmet transit needs that may exist within the current bus system. Zoom details are listed below. This hearing is a part of the ongoing commitment to improve the overall transit system and provide effective bus service to the greatest number of people in Merced County.

RWA to Host HHW Event At the Highway 59 Landfill

The Merced County Regional Waste Management Authority (RWA) is hosting a Household Hazardous Waste (HHW) event on Saturday, October 17, 2020 from 8:00 am to 12:00 pm at the Merced landfill located at 7040 North Highway 59.

There is no cost to dispose of HHW for residents within Merced County and discounted rates will apply to businesses. Before bringing items to the facility, please call Clean Harbors at 916-396-1505 to identify the amount and type of HHW items that will be dropped off. Please note, under State of California transportation regulations, there are quantity limitations on how much HHW can be brought to the landfill at one time; please contact Clean Harbors for details.

Household Hazardous Waste is any household product that contains ingredients that are corrosive, reactive, flammable, and/or toxic. Some examples of HHW are ammonia-based cleaners, fluorescent tubes, car batteries, paint, and used motor oil. Items commonly found in homes that cannot be brought to the landfill at any other time except HHW collection days include wet chlorine tablets, full or partially full aerosol containers, and lithium-ion batteries that have started to bulge or become hot. This kind of battery is found inside rechargeable devices such as cordless tools, mobile phones, laptops, cameras, and children’s shoes, and should be brought to the landfill in the item it is powering.

Please note, when attending the HHW event or visiting the landfill, we ask that you continue to practice social distancing and wear a mask in accordance with CDC guidelines.

Measure V, Merced County’s ½ cent transportation sales tax, was passed by Merced County voters with 71% approval in November 2016. In an effort to keep the community informed about this transformative 30 year measure, MCAG will feature monthly updates in this newsletter. You can also visit www.mcagov.org/measureV for the latest!

The 30-year Measure, which commenced in April of 2017, allocates 50% of all its revenue to the cities of Merced, Los Banos, Gustine, Atwater, Livingston and Dos Palos, along with the County of Merced, to pay for local transportation projects including roads, bike paths, and sidewalks. Regional transportation projects located on both the east and west sides of the county receive 44% of the funding with five percent reserved for public transit purposes. MCAG receives one percent of the monies to administer all fiduciary and reporting requirements.

MCAG recently launched a new interactive Measure V projects map. The new interactive map is the destination for information on completed, in progress, and planned Measure V projects throughout Merced County. Information includes status, location of and Measure V Funds awarded to specific projects. The map was developed by MCAG staff using quarterly expenditure reports submitted by each of the member jurisdictions as well as the Measure V Implementation Plan. The interactive tool features a responsive design that adapts the layout for mobile, tablet, and desktop users, ensuring an optimized viewing experience across all devices. Staff will continue to refine and make improvements to the interactive map webpage as more information on projects becomes available. QUARTERLY FINANCIAL REPORT

OVERVIEW This summary is an unaudited financial review of the 2019-2020 fiscal year for the Merced County Association of Governments (MCAG), Transit Joint Powers Authority for Merced County (TJPA), Merced County Regional Waste Management Authority (RWA), and Measure V. The fiscal year has not yet been closed out as several outstanding invoices have yet to be received. MCAG General / MPO Fund MCAG’s total fund revenue for the fiscal year (unaudited) came in at 86% of projection, and total expenditures at 84%, as shown below, as of June 30, 2020.

Major Revenues MCAG’s funding sources are a combination of federal, state, and local funds. 93% of all revenue are received on a reimbursement basis. As a result, revenue received to date is lower than what was budgeted due to delayed expenditures associated with personnel vacancies and transportation studies that are scheduled to start in FY 20/21. MCAG’s top four revenue sources account for about 96% of total budgeted revenues, which provides a fairly complete snapshot of MCAG’s financial position.

Contract Services – Contract services consist of staffing services provided to the umbrella agencies.

Federal Funding – MCAG receives planning funds from FHWA and FTA. These funds are pass-through from Caltrans and are received on a reimbursement basis.

Indirect Cost (ICAP) – Costs that cannot be directly linked to a particular work element. ICAP is a percentage that can be charged on top of direct labor and fringe.

Measure V – MCAG receives 1% of the total Measure V funds for administrative responsibilities including: administering a citizens oversight committee, preparing annual reports, and contracting for annual independent audits. Major Expenditures MCAG’s top four expenditure categories account for about 95% of total budgeted expenditures which provides a fairly complete snapshot of MCAG’s expenditures at the end of the fourth quarter.

Currently, expenditures are lower than budgeted amounts. Salaries and benefits are lower due to vacancies in various departments. Professional services are also lower due to delayed transportation studies that are scheduled to be completed in Fiscal Year 20/21. The most significant fixed asset expense in the current fiscal year is the security enhancement of the MCAG building's front reception area. The construction of this project was due to start in April of 2020; however, due to the COVID-19 pandemic, the project has experienced several delays. The front lobby construction project will be completed in the first quarter of FY 20/21.

Quarterly Financial Report

Measure V Measure V is Merced County's 30-year, 1/2 cent transportation sales tax. Sales tax is remitted to the agency from the state on a fixed schedule. The State of California has remitted an overallocation of sales tax for the months of May and June 2020. The state of California will be sending out a notice on how they will be recovering the overpayment of sales tax.

Transit Joint Powers Authority (TJPA) 36% of TJPA’s annual revenue comes from Local Transportation Funding (LTF), State Transit Assistance (STA), and farebox, all of which are affected by economic conditions. As such, these funding sources have been significantly impacted by the current COVID-19 crisis. The Federal government signed a $2 trillion relief program called CARES Act. TJPA received $10.77 million. $5 million of that total was used in FY 19/20. The remaining amount will be utilized in FY 20/21.

Operating costs make up 81% of the total budget expenditures. Operations and Maintenance contractor costs are lower than budgeted due to 1) a delay in the start of the new O&M contract, and 2) the agency has not yet paid the previous contractor for February through May invoices. These funds are being held until all terms of the termination agreement are met.

Maintenance/equipment costs are anticipated to align with the budget once remaining invoices are processed. The actual fuel cost is lower due to the savings from fueling on-site as well as stable fuel prices. Regional Waste Authority (RWA) Revenues are higher than what was projected for fiscal year ending 19/20 resulting in a positive balance of more than $8 million.

continue the One Voice program in a hybrid format to include selection of delegates, preparation of a regional policy platform, locally based advocacy work, and an amended one-year extension with Townsend Public Affairs, with no trip to Washington D.C.

7. Authorize cost reimbursement agreement with San Joaquin Council of Governments for travel

9. Transit Joint Powers Authority for Merced County monthly update Christine Chavez gave the Transit Joint Powers Authority for Merced County monthly update and

discussed the following topics: a. July 2020 Ridership report – had an overall decrease, free fares on routes at this time. b. Operations and Maintenance update:

o service reductions continue to be evaluated on a week to week basis o delays in parts for vehicles and employees on leave continue to drive service

reductions o DMV closures have made it difficult to get the new hires out of training in a

timely fashion c. State of Good Repair: Project submittal has resulted in funding allocations. d. Transit Intercity Rail Capital Program: Project allocation will be used to purchase Battery Electric

SUMMARY Release 2021 Anna Maria Fuentes college scholarship application to Merced County high schools. REQUESTED ACTION For information only. BACKGROUND In October 2008, the Governing Board established the Anna Maria Fuentes Scholarship Program in memory of, and tribute to, Anna Maria Fuentes, Grants Program Manager, colleague, and friend. Since its inception, ten scholarship awardees have been selected from around Merced County. Each student has received up to four years of scholarship funds in the amount of $1,000 annually. PAST ACTION TAKEN October 2008: Governing Board establishes scholarship fund. February 2020: Governing Board appoints Director Hogue to participate on 2020 scholarship selection committee. May 2020: Governing Board awards 2020 scholarship to Livingston High senior Harleen Thandi. NEXT STEPS The Anna Maria Fuentes Scholarship Program account currently holds approximately $25,000 in scholarship funds. With $7,000 reserved for prior year’s award scholarship commitments, remaining funds available to date total approximately $18,000. Although MCAG employees have contributed most of the scholarship funds received so far, donations from individuals and businesses are welcomed and encouraged. Donations made to the scholarship program are tax deductible. Based on funds available, we will once again be able to award the maximum scholarship amount of $4,000, to be paid annually in the amount of $1,000 to an awardee for up to four years, provided that, the awardee continues to meet scholarship requirements.

The 2021 application will be released to all Merced County high schools and posted on the MCAG website on Thursday, October 1, 2020. Completed applications are due by 5:00 p.m. on Friday, February 26, 2021 and recipients will be selected by the Governing Board in April 2021. The Merced County Association of Governments (MCAG) Governing Board and staff established the Anna Maria Fuentes Scholarship program in memory of, and tribute to, Anna Maria Fuentes, Grants Program Manager, colleague and friend. The 2021 scholarship will be awarded by the MCAG Governing Board in the amount of $1,000. Recipients may receive additional annual awards of up to $1,000 for three years, or until their degree is achieved, whichever is less. The cumulative maximum is $4,000. Submission of annual scholastic documentation may be required by MCAG. Eligibility Criteria Graduating high school senior from a high school in Merced County with a grade point average of 3.8 or higher (4.0 =A) who has demonstrated a high level of participation in extracurricular activities including positions of leadership. Applicants must also include an explanation of scholarship need in a personal essay. Students requesting to continue their award for additional years must maintain full-time enrollment and a 3.0 grade point average based on a 4.0 scale.

In addition, please read and follow the instructions attached carefully prior to submitting your application. It is suggested that applicants retain a copy of their application packages as they will not be returned.
