Meet the Team

Graham is one of our newest volunteers. He moved to Avebury Trusloe in October having previously lived in Swindon for 30 years. His wife, Sue, also volunteers in the shop and will feature in a future article. Graham wanted to move to a more rural community and ended up in Avebury by chance because a house came up. He is really glad that he made the move. For the last year Graham has been a full-time homemaker/builder/handyman as well as having a number of part time jobs. Before this he had a varied career, including working in retail banking for 15 years. Graham wanted to work in the shop because he was keen to contribute to a local community and he loves interacting with people. As well as serving in the shop, Graham also bakes the bread regularly. His favourite products are freshly baked bread, local plum jam and Ramsbury ales and gin.

Product Update If you are planning a picnic we have lots of lovely local produce for you to enjoy. We have Sumbler’s (our local butchers) pies and pasties, local vegetarian, vegan and gluten free pies, local yoghurts, individual cheese cakes, couscous, salads as well as a choice of local cheeses. We also stock West Country crisps and pop corn. We also have lots of soft drinks as well as local beers and ales and plenty of wines to wash it all down with. Don’t forget we have individual tubs of ice cream from Devizes. Local Deliveries Please don’t forget that we can deliver to you if you are unable to come into the shop. Recognition for Richard our Postman’s Service

Richard has been delivering mail in Broad Hinton and Uffcott for 20 years

now. Although he has no intention of retiring, his customers thought it high

time that this long service was properly recognised. He has therefore become

the first recipient of a new honour – he’s been created an Officer of the Most

Excellent Order of Broad Hinton & Uffcott. He has of course been given a

scroll and medal to prove it, plus a gift as token of the high esteem in which he

is held.

Richard is a good friend to all, unfailingly cheerful. He willingly helps with all

kinds of problems, mail-related or not. He even attends the funerals of his

customers and tips off the Rector if he knows of anyone in need of comfort.

We are very lucky to have him as our postman and hope that he will continue

to deliver our mail for very many more years.

4. Finance Update

In the absence of a Clerk, Cllr Smith asked the Councillors to accept the Bank Reconciliation and accounts dated 17th June 2019 Treasurers account: £578.89 Business Account: £13,213.63 Planned Expenditure: £409.64 Transparency Fund Balance: £241.35 Payments over £100 since the last meeting: Clerk Salary - £375.00 (£250 plus £125) Winterbourne Bassett Defibrillator - Electrical Installation - £257.64 Insurance - £241.14 Allotment Rent to Landowner - £200.00

5. Planning Report

Cllr LaRoche provided a full planning update to Councillors: 19/01864/OUT. Freshfields, P.O.Lane, Broad Hinton. Outline planning application only for erection of one, 3 bedroom dwelling and one, 4 bedroom dwelling within the curtilage of Freshfields, including demolition of two single storey garages and improvements to vehicular access. Objection. Wilts approved with conditions. The Officer’s Report states: Neighbours and the parish council highlighted inaccuracies with the red line plan, which included part of neighbouring land owned by 3rd parties on whom Notice had not been served. The application as submitted was thus invalid, with the incorrect Ownership Certificate having been completed. A revised red-line re-defining the application site has been received. The revision did not include any additional land but has been subject to some neighbour re-consultation. The scale and appearance/ design of the houses is not for consideration. There is nothing in the layout proposed to suggest any material impact on neighbouring amenities however in terms of loss of light or privacy, or any overbearing impact. These would be considered in a subsequent application for approval of the reserved matters of appearance, landscaping and scale The bank no longer being a defining characteristic of the street to an extent whereby removal of the small section proposed would have a material impact that would support refusal of the application.

The Highway Officer is satisfied with the revised access arrangement, which would provide for adequate visibility along the street. A subsequent revision to the tree report however identifies that the incursion within the RPA would be minimal, and this is accepted by the Tree Officer. 19/03553/FUL. The Chapel, Horton Way, Broad Hinton. Loft conversion with dormer windows. New application including obscure glass in window overlooking side and rear property. Previous application did not include obscure glass window and was refused. No objection as applicant complied with requested changes. Awaiting Wilts decision. 19/03975/FUL. Charbil, 39 Fortunes Field, Broad Hinton. Single storey rear extension and first floor extension including internal alterations. No objections. Awaiting Wilts decision. 19/05428/FUL. 34 Pitchens End, Broad Hinton. Single storey rear extension. No objections. Awaiting Wilts decision. 19/05369/FUL. 1 New Cottages, Uffcott. Revision to Planning Application approval 18/11092/FUL. Front elevation rendered and painted white. Large single garage door to detached garage. On circulation. 19/05094/FUL and 19/05513/LBC. 142 High Street, Broad Hinton. Full Planning Application and Listed Building consent for new external window, roof light and internal renovations including walls. On circulation.

6 Highways and Maintenance

Cllr Gunter had provided a written report in his absence: HIGHWAYS ISSUES – CATG 1. Drains & Gulleys A new gully service has been introduced by Wiltshire to provide assistance with the gully emptying in quiet housing estates and low usage roads in villages. This enables smaller villages/ parishes who are not visited regularly by the main contractor to have the opportunity of a gully clearance service. The tanker operates on a rota basis around the whole of the county meaning that once a request is received Wiltshire will endeavour to visit our area within a six-week period. This requires us to identify the gullies causing concern. I have asked Wiltshire whether this covers blocked drains and which gullies e.g. Will it cover Yew Tree Lane which flooded last year? 2. CATG 2.1. Meeting held Thursday 20th June. I was able to attend. 2.2. There is a new format for getting issues on to CATG. Now any resident can send in a request to Wiltshire Highways but they must also refer it to the PC. Wiltshire will only react once the PC has endorsed the request as we must contribute 25% of any costs) It was also suggested that parishes may like to consider creating our own priority list for issues to help get the important ones auctioned first. 2.3. A4361: this is on the Top 5 Priority List and is being funded and actioned. Wiltshire have commissioned Atkins to undertake a speed review of the whole road from Salthrop Hill turning to Beckhampton roundabout. We (JG, BB&WM and Avebury PCs) queried whether this would also cover road geometry and were assured that “speed” meant whether the current speed and road geometry was right for any bends, brows and turnings. The results are expected in August. The cost is £2500 of which the 3 parishes have to pay 25% - i.e. £208.33 each and all 3 representatives accepted this 2.4. The issue about the 30-mph limit through Uffcott has been dropped as the built-up area is too short for such a limit to be introduced. 2.5 The chevron sign to warn drivers of the sharp bend into Uffcott from Salthrop junction has now been erected. Still trying to arrange a meeting with Earthline to discuss whether they would help with creation of safe passing places along this road. We will then need to discuss with Wiltshire/landowners how to get these put in. 2.5. A long stretch of the A4361 from Avebury to Winterbourne Bassett is in the new programme for resurfacing in 202/21.

2.6. There is to be a “safety surgery” with the Police before the next Marlborough Area Board meeting (23rd July) about policing matters. Cllrs agreed to fund the £208.33 for the Atkins review Cllr LaRoche wanted to thank Cllr Gunter for the excellent work in respect of getting works to the A4361 escalated to the top 5 priority issues, all other Cllr’s agreed.

7. Emergency Planning

Cllrs agreed to defer this discussion until the next meeting when Cllr Gunter would be present.

8. IT Update & Communication

In his absence, Cllr Smyth provided an update to PC The domain www.bhwbparishcouncil.org.uk has now been purchased, along with an email service for up to 20 email addresses. Broad Hinton and Winterbourne Bassett Parish Council is the organisation with clear ownership. The domain has been paid for in advance and the email service is charged monthly A direct debit has been set up to ensure that future payments will be collected by DD from our account. An account will be set up am trying to get an email account set up for The Clerk that we can transfer under our control to future incumbents as a priority. As an interim measure I will direct emails to this account to Cllrs LaRoche & Smith for attention. I will be in contact with all Councillors when I return in July to set up their personal email accounts. I will also be setting up our Facebook account as a notice board/push only account exclusively for Parish Council business. Cllrs acknowledged this work and thanked Cllr Smyth

9. Footpaths and Maintenance/Fly Tipping

Footpaths Alan Banting has now undertaken to cut the grass around the village footpaths in Broad Hinton. He is doing an excellent job and villager feedback has been very positive. Fly Tipping Vize Lane to be continually monitored for fly tipping, and residents are encouraged to report incidents via My Wiltshire portal. Black and white signage at junction of Broad Town and Clyffe Pypard road. Ongoing to try to find someone with the expertise, time and willingness to create and replace this traditional signage.

10. Winterbourne Bassett - Defibrillator

Cllr Smith reported that the new Defibrillator for Winterbourne Bassett has now been fully installed and is operational. Training for residents will take place at Broad Hinton Village Hall on Wednesday 17th July and will be repeated annually. The Defibrillator is located at: The Winterbourne, Winterbourne Bassett SN4 9QB. It is accessible 24/7/365. Cllr Smith wanted to put on record his and other Cllrs thanks to some un-named local residents in Winterbourne Bassett who have made personal donations to help fund the Defibrillator.

11. AOB

Cllr Smith reported that an issue in respect of loose dogs in Winterbourne Bassett had been reported to Wiltshire Council Animal Warden team by a number of separate residents who were concerned about personal safety. Cllr LaRoche joined all Cllrs in thanking former Cllr Zoe Cooper who has resigned from Parish Council and Parish Clerk, Alison Robinson, who has also resigned after a short tenure as Clerk

BROAD HINTON & WINTERBOURNE BASSETT PARISH COUNCIL PARISH CLERK VACANCY

The Parish Council is seeking a candidate with a good working knowledge of Microsoft software but this is not essential as training will be provided. This position is currently home-based and the appointee will require access to office space and a broadband connection. Broad Hinton & Winterbourne Bassett Parish Council will provide the successful applicant with a laptop and printer.

The position is part time, averaging around 5.5 hours per week. The current Clerk salary is £3,000 per annum (paid monthly.)

The candidate should be confident with Meeting Minute-taking, circulation and publication. The Parish Council usually meets on the first Monday evening of the month, every 2 months. The Clerk, who is also the Responsible Financial Officer, is responsible for managing the Parish Council’s finances, including the preparation of annual accounting and audit statements.

The applicant will ideally have experience in administration; book-keeping or basic accounting. The Parish Clerk is active in dealing with all correspondence relating to the Parish Council’s business and will interact with the public, so a pleasant and efficient outlook is essential. A working knowledge of Parish Council procedures and administration would be useful but not essential, as training will be provided.

The Parish Council is currently developing a Communication Strategy, so ideally the successful candidate will have some knowledge and experience of website and social media administration.

DAVE DAVIDGE

After almost eighteen years as Benefice Council Secretary, earlier this year Dave announced his decision to retire. He became secretary of what was then the Upper Kennet Team Council on the retirement of Sylvia Lawrence in 2001 when Warren Sellars was Team Rector. In recognition of his long service and commitment under four incumbents as secretary, while for some of this time also being church warden and leading bell ringing at Avebury Church with his wife Mary, a presentation of garden tokens was made at the Benefice Service on 11th August in Avebury Church.

Church cleaning Day – Broad Hinton

We are going for our twice-yearly church cleaning day on Saturday September 14th. We will be starting at 9.30am, probably going on until around mid-day. If you can spare an hour that would be wonderful – just turn up. We will provide the cleaning equipment (although if you have a favourite duster or broom do bring them along), and we will be busily tidying, sweeping, dusting polishing, scrubbing and window cleaning. Many hands do indeed make light work, so it would be great to see as many of you as possible.

Also going on out-of-doors will be trimming, gutter-clearing and general churchyard maintenance.

Coffee and cake will be provided!

Our Team

BHVH is run by a team of just nine people. We have specific roles:

• James Gates is our Chairman, no one gives more time, or puts more effort into running BHVH than James.

• Steve Hannan is Treasurer and “bean counter” also responsible for invoicing.

• Sue Robinson is Secretary, she records meetings and applies for licences.

• Marilyn Martin takes our bookings and show-cases BHVH to people interested in hiring, as well as letting hirers in and locking up after them.

• Geoff Martin and David Allen take most of the responsibility for looking after the inside and outside of the building.

• Juanita Poulton and Chris Horan are Jills of all trades and essential to our group.

• That leaves me Kate Marshall, well I just talk to you a lot! Seriously, I do my best to promote BHVH as an attractive place to hire and let you know what’s going on, using various media; Local News, our monthly e-newsletter, Instagram and Facebook. I also maintain our website.

In addition, all of us do a multitude of other tasks and take collective responsibility for decisions about BHVH and its upkeep. As most of you know, we periodically arrange rather good parties too!

A pair of Melissa flip flops/sandals size 3/4 were left in the village hall after, I think, the Masquerade party. They were hanging on one of the clothes hooks in a white and black lululemon plastic bag which also contains a red plastic abellio ticket holder.

‘Volunteers do not necessarily have the time; they just have the heart’. Elizabeth Andrew While thinking of writing something for our local news to highlight the great volunteer “spirit” that seems ever present in our way of life, I was curious to see if by using that search engine, Google, there would be any quotes in celebration of the ‘volunteer’. To my delight I found many which recognised this fountain of goodwill. Susan Ellis describes ‘volunteering’ as so ‘pervasive it is invisible’; it is a resource that is hard to put your finger on and define. Despite living in uncertain times ,economically and politically, occasionally battered by the constant media circus and creaking infrastructure, I have been heartened to notice over the last few months, either through helping with local events or just participating, the groundswell of determination and enthusiasm to carry on as always, with community life. This is not through a disregard for the serious issues of Brexit, austerity, crime levels, wars and civil strife, but a recognition that somehow “the show must go on”, whether it is raising money for charity or a church or simply “helping out”. It is reassuring that the community remains strong and supportive. There is a whole ‘posse’ of volunteers, ‘makers and shakers’; those who mow the churchyards or other areas of the village, put up and take down gazebos and tents, deliver and unload chairs and tables, bake cakes, serve teas, committees to plan and organise fetching and carrying or make decisions, generous people who open up their gardens or homes for events, others who collect money for Air Ambulance or Poppy Day. Then apart from the volunteers where would we be without the attendees?! Those who buy, and eat, contribute and ‘join in’ when needed! I certainly did not require much persuasion to sit down in good company and be served a delicious cream tea! So far, throughout the summer we have had the Ritzy Tea Party at the Rectory, a concert in the church, a visit and church service with the Royal British Legion, three teams, jointly with Broad Hinton for Teas for Tourists. The list of events extends through to other surrounding villages and towns. Driving through Wroughton before the day of their carnival I thought of the immensity of planning and preparation that must have gone into such an event, not to mention conforming to health and safety regulation! And at the entrance to our village like a bastion of the community spirit stands our community pub, particularly reassuring when you arrive at dusk and see the welcoming lights. The turmoil of issues on a global scale are now ever present in our daily life through 24 hour reporting; yet on a local scale the fabric of everyday life is woven and held together by good nature, consideration and a desire to help and support. Here I end with another quote, this time by a great man, Winston Churchill: ‘You make a living by what you get. You make a life by what you give’. Why I go to Church

I go to church because I know that everyone really wants to be there. I know that

everyone asking me how I am really cares, and would do all they could to help me, if

asked. When I go to church I can ask for help and not be judged; for forgiveness and not

feel shame. I can ask on behalf of friends and family and have a reassuring feeling of

hope in my soul, knowing that there is a good chance that help will come in one form or

another.

I go to church because it makes me feel whole. When was the last time you entered a

beautiful building, confessed all your wrong doings, asked for help in helping a sick friend,

enquired about divine inspiration regarding a fair conclusion, chatted honestly to someone

you have not met before, enjoyed a good sing-a-long and then left feeling totally at peace

with yourself and those around you? - All for free!

Church is not where you are judged for being on the wrong page throughout the service, or

sitting at the wrong time or reasoning with your vocal child during a silent prayer session.

It IS about all of us being equal, all of us actually caring for each other and all of us making

the world a better place for our children’s children.

We welcome Andrew-George Perutz from Berwick Bassett to give us an exciting glimpse into the hidden life of his grandmother Baroness Alessandra Kozlowska. Alessandra's journey takes her from Russia through Poland, Austria and finally to Italy. She and her family survive the Russian uprising, the Russian revolution and two world wars. Her life goes from feast to famine, from oil wells and a 48 room palace to imprisonment in Southern Italy; from giving shelter to the president of the Russian Duma just days before the assassination of the Tsar and his family, to providing a refuge for American Embassy personnel and others in Rome at the end of the second world war. It is a story of one woman's fight to keep her family together, regardless of the cost. From a challenge to a duel, to the challenges of war she faced them all with equanimity, kindness and compassion. Introducing our new Deanery Rural Field Officer

The harvest is well on the way to completion and the farming community is shifting its

energy into ploughing and sowing. It takes me to one of those small but telling parables of

Jesus. Someone said “I will follow you, Lord, but let me first say farewell to those at my

home.” Jesus said to him, “No one who puts a hand to the plough and looks back is fit for

the kingdom of God.” (Luke 9.61-62).

The “harvest” of people attending our churches is in decline in many places. Most people

will acknowledge that we live in a changing world and this is disconcerting for some,

exciting for others. We might look back nostalgically for the “good times” past but we have

to look ahead. You have no hope of ploughing a straight furrow, or sowing seed evenly if

you keep twisting around to see where you have been rather than looking ahead to see

where you’re going.

My role is to help rural churches find ways to grow. Where I’m invited to work with

churches I listen to the questions they’re asking. It tells me a great deal about which away

they are looking. When they ask questions about what it means to be the church for today

and tomorrow, not the church for yesterday, I get excited. It means I can help them find

answers to those questions because they have set their hand to the plough and are

looking ahead, not back.

This does not mean throwing out everything that has sustained the church in the past.

Every church, every organisation, every institution has its traditions. But tradition has to

evolve in response to the present and look to the future in order to be relevant to a

changing world. For example, many churches are now exploring how they can re-imagine

how their churches are used. The more controversial experiments may hit the headlines,

but other schemes listen carefully to the needs of the communities they serve and respond

to them. Recently a tiny church identified a need for people of all ages to meet up. The

village has no hall or other public meeting place so they are opening up the church and

providing coffee and cake. It is building community, and making links with people who

have had no previous connections with church life.

As Christians, we want to cherish what has sustained our spiritual lives but also see a

harvest of fresh faces and changed lives. To enjoy a new lease of life we have to re-

imagine how to be church for today and tomorrow so that people of all ages may find the

joy of a deep relationship with Christ at the heart of their lives.

I’m looking forward to sharing in worship with you this month and to listening to your

stories and your questions.
