New Change of Use/Owner Inspections (August): 13 Floodplain Information Requests (August): 10 Building Code Update The purpose of this update is to clarify definitions and regulations across the Building Code, Subdivision Regulations, and Zoning Ordinance. Once finalized, it will require a Text Amendment and committee review. Former Central Middle School Site RFQ A Request for Qualifications (RFQ) was released in December to aid the Village in selecting a qualified developer for the former Central Middle School site. Landscape Ordinance Update The Planning Department is currently working with Site Design Group, Ltd. to complete a comprehensive update to the Village’s Landscape Ordinance. Completion of this update is anticipated during fall 2015.

CURRENT PROJECTS (at Village Board) VB: 8536 Brookside Glen Drive (Bader) Summary: Seeking a six foot, six inch (6’6”) variation from the front yard setback requirement of twenty feet (20’) (outlined by the PUD) to allow for a five foot (5’) tall open-style aluminum fence to be installed at a thirteen foot, six inch (13’6”) setback on the southeast (Silverside Drive) side of this corner lot at 8536 Brookside Glen Drive in the R-2 PD (Brookside Glen Planned Unit Development) Zoning District and within the Brookside Glen subdivision. The existing home was built at a sixteen foot, six inch (16’6”) front yard setback on the southeast (Silverside Drive) side of the property where twenty feet (20’) is required. Note that the PUD allows a twenty-five foot (25’) front yard setback requirement for the west side of the property and a twenty foot (20’) front yard setback requirement for the south side of the property. VB: National Veterinary Associates Summary: Seeking a Special Use Permit for a veterinary clinic to operate at 7613 159th Street. A new owner is purchasing Bremen Animal Hospital. The Bremen Animal Hospital has been operating from their location at 7613 159th Street for over 46 years. Dr. Roger Hagenberg and Dr. Terry Becker, Veterinarians for the hospital, recently entered into a contract to sell their business to National Veterinary Associates (NVA). Per Section X.J.6 of the Village Zoning Ordinance, the approval of a Special Use “does not run with the land or constitute a covenant running with the land” and shall expire automatically if there is change in ownership. Animal hospitals, kennels and pounds require a Special Use in the B-3 Zoning District; therefore with the proposed change of ownership the property requires site plan and Special Use Permit approval. VB: Aetna Summary: Seeking Site Plan Approval and Rezoning to develop a retail center. The Applicant, Mr. George Hanus of Aetna Development, seeks approval for the rezoning of a 1.96 acre vacant parcel located at the southwest corner of Harlem Avenue and 191st Street. The property was zoned R-1 upon its annexation in 2010. The Applicant is requesting rezoning to B-3, General Business and Commercial Zoning District, for purposes of constructing a 16,722 square foot multi-tenant retail structure. The property is located in the Urban Overlay District. A national furniture retailer is the only tenant identified by the Applicant at this time. The Comprehensive Plan identifies the property as commercial.

CURRENT PROJECTS (at Village Board, continued) VB: SBA Cellular Antennas Summary: Seeking a Special Use Permit and Site Plan Approval to co-locate antennas on an existing cellular tower. Verizon has requested to co-locate their antennas on the existing 60’ monopole cellular tower owned by SBA. The tower is located at 16640 S. 66th Street, on approximately 3 acres of property owned by the Village of Tinley Park. In addition to the 12 antennas requested by Verizon, the Village will also locate antenna for public safety purposes and for use by the SCADA system (Supervisory Control and Data Acquisition software system for real time data on the Village’s water utility system). The Village is a co-applicant with Verizon. The co-location of these antennas will require an extension of the existing tower to an overall height of 104’. The Verizon towers will be located at an elevation of 85’ A.G.L., the Village’s antenna will be located at 95’ A.G.L. and the lightening rod will extend to the full height of the antenna at 104’. The maximum height for cellular towers is 100’ unless specifically approved by grant of a Special Use Permit. The Village’s consultant Max Machuta, MSC Municipal Services, has analyzed the coverage maps provided by Verizon and has determined that their requested antenna location would “ensure maximum coverage in a confined area” for Verizon users. The area targeted has a high residential population with limited coverage from Verizon’s system for vehicle and in-house residential services. As part of the proposed improvements a 250 square foot equipment shelter will be constructed, the 6’ PVC fence will be extended to completely enclose the new and the existing shelter, and additional landscaping will be provided to mitigate the impact of the proposed improvements. Due to some administrative errors at SBA, the monopole extension was installed prior to any approvals and without a permit. There are no antennas erected, therefore the tower is not operational. Only the pole infrastructure is in place. It reflects the height of the proposed tower extension, absent the antennas. VB: 8101 159th Street (Family Hyundai) Summary: Seeking three variations for a sign at the Family Hyundai property at 8101 159th Street and within the B-5 Automotive Service District. The Petitioner is requesting to alter an existing ground sign by adding an electronic message center in the place of an existing sign panel. The sign is not proposed to have any additional alterations. Staff has not found variations on file for the existing sign and therefore we request that the height and the sign face area also become a part of the sign variation that the Petitioner requests for the new electronic message center. The Petitioner is requesting the following variations:

1. An eight foot (8’) variation from Section IX.D.4.a.(2) where the maximum sign height is ten feet (10’) to allow an eighteen foot (18’) tall ground sign. Note: The sign currently exists at this height but did not receive a variation in the past.

2. A twenty-four (24) square foot variation from Section IX.D.3.b. where the maximum sign face area is one hundred twenty (120) square feet to allow a sign one hundred forty-four (144) square feet in area. Note: The sign currently exists at this size but did not receive a variation in the past.

3. A 3.9% variation from Section IX.D.9.c. where the maximum size of an electronic message board is permitted to be 20% of the total sign area to allow an electronic message board that is 23.9% of the total sign area. Note: This electronic message board will replace the current panel reading “Family”.

CURRENT PROJECTS (at Plan Commission) PC: Speedway (18460 80th Avenue) Summary: Seeking Rezoning, Plat Approval, and a Special Use Permit for a Substantial Deviation from the Tinley Crossings Corporate Center Planned Unit Development (with exceptions), and Site Plan Approval. Speedway LLC, is proposing an expansion of their existing facility at 18460 80th Avenue that will adding seven (7) new fuel dispensers which will require the expansion of the fuel canopy. An additional access will be provided on 185th Street and additional storm water detention will be created on the annexed parcel to compensate for the new improvements to the site. A new trash enclosure, landscaping, lighting, signage and underground fuel tanks are also being proposed.

PC: Tinley Park Corporate Center (18801 Oak Park Avenue) Summary: Seeking a Special Use Permit for an amendment to the Planned Unit Development. The Tinley Park Corporate Center appeared before the Plan Commission in 2007 for a rezoning from R-1 to M1-PUD and site plan approval. The 915,000 square foot building at 18801 S. Oak Park Avenue (Lot 1) was built in 2008. Soon after, economic conditions changed and the leasing of the building was not accomplished until 2012. As a result of the economic climate, the property owner has opted to wait to build the proposed 300,000 square foot building and the related public and private improvements at 18604 S. Ridgeland Avenue (Lot 2).

CURRENT PROJECTS (at Plan Commission, continued) PC: Plat of Dedication (6515 Vogt Street) Summary: Seeking Final Plat Approval. The Applicant, Timothy Zipsie, has submitted a Plat of Dedication for a public street and public utilities to be dedicated to the Village of Tinley Park for the continued use as Village right-of-way. The plat includes a public roadway dedication and easement provisions for public utilities. The parcel currently includes approximately half of the width of Vogt Street, which will be properly dedicated to the Village upon approval of this Plat of Dedication. Staff recognized that this lot extended into Vogt Street when reviewing preliminary plans for a new single-family home proposed to be constructed on the vacant lot. Staff requested that the property owner complete a Plat of Dedication prior to receiving building permits.
