Updating our Deed Restrictions would require that 75% of our neighbors agree and sign off on changes. Safety First Although it seems that the number of crime reports does not rival what we were see- ing in January, I am unnerved by the type of crime going on around us. I know of two robberies at gunpoint that occurred in our neighborhood! Neighbors were fol- lowed out of Lowe’s and Randall’s by people clai ming that there was a problem with their tires, without concern that their possible victims are able to identify them. There seems to be a level of increased criminal boldness and we all need to have our guard up. Never hesitate to call in a suspicious person to the Constable, if you are a member. Unlike HPD, we do not need to wait for a crime to be in pro- gress. Your call of suspicion is all the just cause that a Constable needs to approach someone. Please remove anything that might be of value from your cars at night. Thieves will keep “shopping” in our neighborhood if it is fruitful. Be aware of your surroundings and be careful of people who you do not know. Please be mindful of your deliveries. A neighbor has reported that a mail order pre- scription was delivered to their home but was stolen from their porch. Election Notes The new Texas Voter ID law will be in place for the November 5 election in Harris County. You must bring your current PHOTO ID with the name that matches what the Voter Registrar has on file for you. Deed Restriction Renewal Last month I mentioned that we are looking for a volunteer to coordinate Renewing our Deed Restrictions. Every decade, Braes Heights sections 1-13 needs to renew their Deed Restrictions or risk having them expire. SECURITY INCIDENTS FOR AUGUST by Janet Maxian

BURGLARY – Two residences-One on 3600 block of Tartan. Reported to HPD; other was home in 3700 block of Gramercy, reported to Southside Police. CAR BURGLARY - Both doors were left unlocked. One had valuables that were stolen. Nothing from other vehicle TRAFFIC – Citations/warnings for: expired inspection, no headlights, no license plate light, no front license plate, no insurance, illegal left turn, speeding, no driver’s license, no vehicle registration, parking in front of fire hydrant, parking facing traffic, arrest for DUI. INVESTIGATIONS: – Activated residential alarms; opened garage door of vacant house; Reports of suspicious persons and vehicles. Activated traffic in school zones. One report of identity theft. ASSISTANCE – Assisted resident with report of assault.

As has been reported elsewhere, on September 7, 2013 in the early afternoon, a woman was a victim of an armed robbery at a location very near to us. The woman was on her way to pick up a friend. As she pulled into her friend’s driveway in the 3000 block of Tilden, she was met by two masked men. One was armed with a revolver. They took her purse and escaped in a late model silver car thought to be either a Lexus or Mercedes. We are advised to get in the habit of checking our rear view mirror to see if we are being fol-lowed as we near our destination. If you think you are being followed, do not stop. Go to the nearest police station or to a site where there are a lot of people. You may have also heard about another crime that has occurred near us. At least two motorists were recently approached in different parking lots by people in a black pickup truck. They both were told that something was wrong with their vehicle and were told to get out of their vehicle to check. We are advised to remain in our vehicle, to not allow someone who offers to help fix an unknown problem to coax us out of our vehicle. The police feel that these people are trying to steal your vehicle, your wallet or your purse. Other people may be working in conjunction with those in the pickup. They are believed to be driving a black sedan, thought to be a Camaro.

NATIONAL NIGHT OUT Thank You to our Hosts!

This was a record year for National Night Out in our neighborhood! We had at least 34 gatherings this year, an awesome way to celebrate the 30th anniversary of National Night Out. This important event could not happen without those neighbors who stepped up and agreed to host. We truly appreciate all those families that hosted!! Fall can be a very busy time with work and the back to school commotion. If your block did not have a gathering, it is never too late to invite your neighbors over for an informal gathering at any time, or you can sign up to be a host next year.

Halloween Tips for Parents and Kids by Alan Rosen, Harris County Constable, Precinct 1

We all want to have a safe and fun Halloween. It’s a time for kids to dress up and gather all the candy possible. So that everyone can enjoy the fun of trick or treating, here are a few tips to make the night as trouble free as pos-sible. Whether you are taking your kids to a community sponsored event or just taking them around your own familiar neighborhood, keep an eye on them at all times. It only takes a minute for you to become distracted and then to discover your child is gone. In the age of readily available technology, cell phones are affordable and found everywhere these days. If your child has a cell phone, make sure the phone is pre-programmed with all important contact numbers and that it is ready for use when they go out on Halloween night. If children will be attending other activities, such as parties, school or mall functions or will be with friends, get the phone number and make sure that you have met the par-ents. In an effort to better know your own neighborhood or the area you plan to visit, most states have a website for registered sex offenders that anyone can access by zip code. The site will list the offender, general information and the street address. The website for the Texas Department of Public Safety, Sex Offender Division is: https://records.txdps.state.tx.us/SexOffender/. I think we can all agree that times have changed. In many cities, allowing children to walk the streets alone is not the safest avenue. Your best bet is to make sure an adult is going with children. If you cannot take them yourself, see if another parent or two can. If you are not going with your children, make sure you know the route your kids will be taking. Tell them they are to check in with you every hour, either by phone or coming back by home. The key is to re-enforce that they are not to deviate from the planned route so that you always know where they should/will be. Set a time for children to be home or have them call immediately if they are to be late or delayed. Ensure your children know not to talk to strangers or get into strange cars, regardless of what the person says to them. Explain to them that if they are approached, they are to scream as loud as they can so someone may hear and to run away as fast as they can to a safe place. Children need to know how to cross a street. Children should only cross at crosswalks or corners for safety, al-ways looking both ways prior to entering the roadway. By following some of these easy tips, Halloween can be fun, safe and a time for family memories.

FLOOD INSURANCE PREMIUMS by Billy Pilgrim

As reported in the media recently, major changes in the cost of the Federal Emergency Management Agency's (FEMA) flood insurance program began in January 2013 as a result of the Biggert-Waters Flood Insurance Reform Act which was passed by Congress in 2012. Under the new Act, FEMA is now required to base flood insurance premiums on a true/full risk basis. The intent is to put the flood insurance program on a more financially stable footing, it currently being some $27-$30 billion dollars in the red. The proposed changes will eliminate subsidies and grandfathering which is scheduled to take effect in 2014. The changes will mean premium increases for some - but not all - policy holders by eliminating some artificially low premium rates and discounts. Implementation of Phase 1 began in January 2013 in coastal communities/counties which will see huge increases in flood insurance premiums. Phase 2 is scheduled to begin on October 1, 2013. Flood insurance premiums will now, and in the future, reflect the risk of flooding depending on where a property is located and its susceptibility to an adverse flood event. The increase in rates will be phased in over a period of 4-5 years and property owners in, or near, a Special Flood Hazard Area (SFHA), i.e. 100-year flood plain (AE), will be seeing increases of >25% per year until full the risk premium basis is achieved. I have excerpted a number of important points from the Act which can be viewed on the Braeswood Place website at www.braeswoodplace.org. Or you can view the entire Act by doing an Internet search for Biggert-Waters Act. Additional information can be found by searching the Federal Emergency Management Agency website. Flood Insurance Rate Maps (FIRMS) which are used to determine the Special Flood Hazard Areas premium rates can be found at www.harriscountyfema.org. RECYLING AND TRASH UPDATE by Susie Laredo

I hope everyone is enjoying the convenience of their 96-gallon recycling carts. A few neighbors have complained that their carts have not been emptied on recycling day and I suspect this is because you must have three feet between your trash and recycling carts. Remember, carts must be leastthree feet apart and three feet from other objects (trees, bushes, fire hydrants) with the handles facing your home. The claw on the trucks cannot pick up the carts if there is not three feet between them. This also applies to yard waste. The Sunbeam Neighborhood depository is temporarily closed. The City of Houston has several other recycling facilities, addresses to which may be found at http.www.houstontx.gov/solidwaste. So practice these rules and in next month’s Sentinel, there will be a quiz over the new Recycling Rules!

A NEIGHBORLY REMINDER TO NOT POLLUTE GALVESTON BAY by Gary Beck

This is a neighborly reminder to NOT pollute our storm water system which flows directly in Galveston Bay and to obey the law or be fined $250 to $2000 per violation. I have seen too many landscape companies blowing leaves and grass cuttings directly into the storm sewers. I am not talking about a few errant leaves or a handful of grass clippings. I am talking about bushels and bags of leaves and grass debris. If you have hired a landscaper for your work at your home and they are breaking the law, are you also responsible? I am not an attorney, but morally, I think the homeowner is responsible. Maybe the landscaper does not know better, or does not care or just needs to be told what to do with the clippings. You may think they just need to be fined once to learn a lesson. But also, just maybe, if you have hired them and caused it to happen, you could become part of an EPA pollution violation! That is because, per City of Houston Ordinance No. 2001-800 ("AN ORDINANCE AMENDING THE CODE OF ORDINANCES, HOUSTON, TEXAS, RELATING TO THE REDUCTION OF POLLUTANTS IN STORM WATER RUNOFF AND THE EFFECTIVE PROHIBITION OF NON-STORM WATER DISCHARGES TO THE STORM SEWER SYSTEM.") a person causing a pollutant or a commercial activity discharging into the storm water system, may have Sec. 47-602 penal provisions applied. Any person who violates any provision of this article shall be guilty of an offense and upon conviction thereof, shall be punished by a fine of not less than $250 nor more than $2000 for each violation. Each day in which any violation shall occur shall constitute a separate offense. So maybe it is time to ask your landscaper or your garden person what they are doing with all your clippings. Are they being mulched into your lawn? Great, they hold moisture and become fertilizer. Are they being bagged, trashed, and carried to a landfill, less great, but legally acceptable? Or are they being blown into the storm sewer inlet? Not good, very illegal, in violation of City of Houston Code of Ordinances, the EPA, and the Clean Water Act.

Plans are underway for the annual Spooky Spaghetti Dinner and Carnival. The Spooky fundraiser is a fun community and family event that you will not want to miss. After a business meeting starting at 7pm, we will hear a timely and informative talk on the pruning of plants by Bobby Hatfield, a BPHA resident and pro-fessional landscaper. Mr. Hatfield’s company, Hatfield Landscapes, deals with landscape design, installation, and maintenance. Yard of the Month for October is located at 3315 Grennoch, home of the Bill and Christy Wade family. The front yard has three oak trees which, though not all planted at the same time, are of fairly uniform size. The homeowners relate that when the new street paving was in progress, the city planted one of the oak trees (shown here in the foreground). It has now grown to equal the other two trees in size and is healthy and vibrant. This is not the case for many trees planted at that time because of the subsequent harsh drought seasons. The welcoming front porch is nicely framed by a tiered pittosporum, boxwood, and mondo grass hedge. Cedar trees are planted in front of the columns of the porch and each corner of the yard is planted with seasonal color including vinca, penta, and grasses. A sidewalk which encircles the live oak in front of the house carries the eye to the house entrance.
