The Central Committee for Drug AbuseControl has laid down and is implementing the15-year Drug Elimination Plan in three phaseseach of which is five years from 1999-2000 to2013-2014.
At present, the CCDAC has completedthe second five-year phase and is in the processof implementing the third five-year phase of theplan. And the respective work groups of theCentral Committees are making all-out effortsfor effective implementation of the third five-year plan based on achievements of the first five-year plan and the second five-year plan.
Placing emphasis on elimination of drugabuse, the respective work groups are now fullyengaged in medical treatment and rehabilitationof drug addicts with the opening of youthrehabilitation centres namely Shwepyitha,Shwepyiaye and Shwepyithit under thesupervision of the CCDAC in addition tomeasures for supply elimination and lawenforcement.
As Myanmar alone is unable to cope withthe tasks and needs to cooperate with theinternational community, it has signed MoUswith neighbouring countries in the fight againstdrugs.
As part of cooperation with regionalcountries, it has signed MoUs with six countriesof Mekong region and cooperating with ASEANcountries.
Since Myanmar is cooperating with theinternational community while striving throughits own resources in the fight against drugs, it isincumbent upon all the national people toparticipate in the drive under the motto “ Noindividuals, family or community is safe whereillicit drugs take control” so that the people willbe free from the dangers of narcotic drugs.

UN Secretary-General’s Messageon the International Day of
Cooperatives4 July 2009
The first cooperatives were born more than twohundred years ago when rural entrepreneurs andfarmers decided to pool resources and help oneanother to overcome their limited access tocommercial opportunities. Subsequently, retail co-operatives emerged to help poor households escapethe debt trap and provide access to better qualitygoods and services. Cooperatives have sincedeveloped in many areas, from manufacturing tofinancial services, spurred by the desire for a moreequitable way of working and doing business.
At a time of global economic distress, this historydeserves to be more widely known. The theme ofthis year’s observance of the International Day ofCooperatives — Driving Global Recovery ThroughCooperatives — highlights the value of cooperativeenterprise. Cooperatives can strengthen the resilienceof the vulnerable. They can help to establish morebalanced markets for small farmers and give smallentrepreneurs access to financial services. They cancreate job opportunities and improve workingconditions.
The economic model of cooperatives is based noton charity but on self-help and reciprocity. Incountries hit by the financial crisis, the cooperativebank and credit union sector expanded lending whenother financial institutions had to cut back, easingthe impact of the credit freeze on the most vulnerable.This highlights the importance of strong alternativebusiness models and institutional diversity for theresilience of the financial system.
Cooperatives deserve greater support. I urgeGovernments to adopt policies that support theestablishment and development of cooperatives.Consumers, too, can help by buying food producedby small-holder cooperatives that is traded in fairmarkets.
In the face of the current economic crisis,communities around the world are rediscovering thecritical necessity to work for the common good. Onthis International Day, I encourage Governments andcivil society everywhere to recognize theeffectiveness of cooperatives and to engage with themas vital partners for global recovery and achievinginternationally agreed development goals.—UNIC

BAGHDAD, 3 July — At least two people were killedand 17 others injured in a car bomb and a roadsidebomb explosions near and in the Iraqi capital onThursday, a well-informed police source said.
A booby-trapped car parking at a marketplace inthe town of Yousifiyah, some 20 km south of Baghdad,was detonated in the afternoon, killing two people andwounding 15 others, the source told Xinhua on condi-tion of anonymity.
The blast also damaged several nearby shops, stallsand civilian cars, the source said.

China’s satellitepositioning system to offer
better service BEIJING, 3 July—China’s home-grown global navi-
gation satellite system, Compass, will provide regionalservice in 2011 with a constellation of 12 satellites,said an industry insider.
China aims to make Compass a navigation satellitesystem of 35 satellites by 2020, which can offer glo-bal service, Hu Gang, vice-president of Beijing BDStar Navigation Co Ltd, was quoted by Friday’s ChinaDaily as saying.
Compass, or Beidou (Big Dipper) in Chinese, isexpected to rival the US-developed GPS, the EU’s GPSand Russia’s Global Navigation Satellite System, ear-lier reports said.
Officials representing the four systems are now innegotiations to make their civilian-use technologiescompatible, Hu said at a two-day national geologicalinformation industry summit that ended on Thursday.

Indonesia rejects EU’sglobal flight ban proposal
JAKARTA, 3 July—Indonesia rejected the idea towiden the implementation of a ban on certain airlinecompanies from serving the flight globally proposedby the European Union (EU) earlier, IndonesianTransportation Minister Jasman Syafii Djamal saidhere.
“The only institution authorized to ban an airlinefrom serving flights across the world is ICAO (Inter-national Civil Aviation Organization). Moreover, EUis not the world’s police,” the Bisnis Indonesia Fridayquoted Jasman as saying.
He was commenting on a recent statement issued bythe EU Transportation Commission official AntonioTajani who proposed to widen the ban which initiallyimplemented in 27 European countries in the EU.
Earlier reports said that the idea was intended toimprove the flight security across the world.
The EU’s statement came up following the recentcrash of Yemenia Air’s Airbus A310 in Comoro wa-ters that killed almost all of its 153 passengers.

First report on Air France crash releasedPARIS, 3 July—The Airbus A330 of Air France Flight
447 plunged vertically into the Atlantic Ocean but did notbreak up in the air, said the BEA accident investigationagency on Thursday when it released its first report on the1 June crash.
The agency added that the faults of the speed sensors werenot the cause of the crash.
“The plane was not destroyed in mid-air,” said AlainBouillard of the BEA during a news conference at BEA head-quarters outside Paris.
“The plane appears to have hit the surface of the water inflying position with a strong vertical acceleration,” he noted,adding that the plane’s belly hit the water first.
After one month of probe into the crash, investigators alsofound the faults of speed sensors on Airbus A330 were “afactor but not the cause.”

may be battling fatigue on a regular basis due to short turnaroundsbetween shifts and a push to work overtime, said a report on Thurs-day.
Most controllers at O’Hare International Airport as well as at twonearby Federal Aviation Administration radar facilities are sched-uled to work at least one shift each week in which less than 10 hoursof potential rest is scheduled between shifts, according to the reportby the US Department of Transportation.
Such quick-turns typical among controllers “offers minimal op-portunity for sleep when the time required for commuting, eatingand other necessary daily activities is taken into account,” the re-port said.

Firefighters scooped the pair out of the Blackmud Creek ravine in provincialcapital Edmonton on Saturday evening, according to the newspaper “EdmontonSun”.
The area is lined with walking paths. It is not known how the mom and tot felldown the bank. The mom was uninjured and the child escaped with minor cuts.
A fire official described the bank as “nearly 90 degrees.” “We came and theywere just sitting at the bottom of the ravine,” he said.
The toddler was strapped to a child-sized backboard and pulled out of theravine by firefighters.
The mother was seen walking around, but was later strapped to a backboard.Both were taken to hospital for examination.

Another close relative of the piranha,called pacu (singular and plural), is notso scary. Pacu have squared-off stumpsof teeth used for munching veggies. (Forthe record, tales of carnivorous piranhaseating humans are fictional.)
Now a newly uncovered jawbone ofa transition species ties all these teeth to-gether. Named Megapiranha paranensis,this previously unknown fossil fishbridges the evolutionary gap betweenflesh-eating piranhas and their plant-eat-ing cousins.
Present-day piranhas have a singlerow of triangular teeth, like the blade ona saw, explained the researchers. Pacuhave two rows of square teeth, presum-ably for crushing fruits and seeds.
“In modern piranhas the teeth are ar-ranged in a single file,” said WasilaDahdul, a visiting scientist at the NationalEvolutionary Synthesis Center in NorthCarolina. “But in the relatives of pira-nhas - which tend to be herbivorousfishes - the teeth are in two rows.”

Fifth blast hits Canada gas pipelineexaminations allowedthem to “confirm that therupture was caused by anexplosion.”
The statement saidthere was “no immediateor imminent danger to thepublic as a result of thegas leak,” adding thatEnCana and the RCMPhad put in place a widearea of containment.

The Beijing Health Bureau said as of Thursday, eightof 17 flu patients handpicked to receive the treatmentusing 5,000-year-old traditional Chinese medicinewere fully recovered, China Daily reported.

WASHINGTON, 3 July — NASA’s LunarReconnaissance Orbiter, or LRO, has transmitted itsfirst images since reaching lunar orbit on 23 June,NASA said on Thursday in a Press release.
The spacecraft has two cameras — a low resolutionWide Angle Camera and a high resolution NarrowAngle Camera. Collectively known as the LunarReconnaissance Orbiter Camera, or LROC, they wereactivated 30 June.
The cameras are working well and have returnedimages of a region a few kilometers east of Hell Ecrater in the lunar highlands south of Mare Nubium,according to NASA.“Our first images were taken alongthe moon’s terminator — the dividing line betweenday and night — making us initially unsure of howthey would turn out,” said LROC Principal InvestigatorMark Robinson of Arizona State University in Tempe.
“Because of the deep shadowing, subtle topographyis exaggerated, suggesting a craggy and inhospitablesurface. In reality, the area is similar to the regionwhere the Apollo 16 astronauts safely explored in1972. BEIJING, 3 July — About 2,300 magicians from 65countries and regions will attend the 24th FISM WorldChampionships of Magic, to be held here from July26 to 31, according to the event’s host China Acro-bats Association (CAA) on Friday.
The championship is the first of its kind to be heldin a developing country since its founding 61 yearsago. The magic arts committee of China AcrobatsAssociation joined FISM in 2000 and won the bid tohost this year’s event in 2006 during competition withGranada and Vienna.
In addition to the competition of the Grand Prixaward and other categories such as close-up card,parlor magic and stage illusions, this year’s event alsoincludes an exhibition of magic equipment, magic lec-tures and saloons and various performances, said GaoWei, an official in charge of the information officeunder the CAA magic arts committee.—Internet

Indonesian non oil, gasexport rises up in May
JAKARTA, 3 July— Spurred by the increasingexport commodity prices, Indonesian non-oil and gasexport value increased by 13.3 percent to 8.2 billionUS dollars in May this year compared to a monthearlier that stood at 7.2 billion US dollars, a seniorofficial said here.
“In general, the export increase in May was incitedby export commodity price increase which was seensince February this year,” the Bisnis Indonesia Fridayquoted Mochtar, the head of research and developmentdepartment at the Trade Ministry, as saying.
The non-oil and gas export volume in May alsoincreased to 25.5 million tons, or 1.42 percent higherif compared to 25.1 million tons a month earlier, headded.

locust have found that these human disorders arelinked by a brain disturbance during which nerve cellsshut down. This also occurs in locusts when they gointo a coma after exposure to extreme conditions suchas high temperatures or lack of oxygen.
The Queen's study shows that the ability of theinsects to resist entering the coma, and the speed oftheir recovery, can be manipulated using drugs thattarget one of the cellular signaling pathways in thebrain.
