    EXECUTIVE SUMMARY

    Senate Bill 113 requires the Higher Education Coordinating Commission (HECC) to convene two work groups of stakeholders to: 1) determine the most appropriate method for public institutions of higher education to report employment data as described in Section 1 of SB 113, and 2) identify how each public university and community college calculates part-time faculty member hours to determine if a part-time faculty member is eligible for health care benefits as described in Section 5 of SB 113. The HECC is directed to submit two reports based on the work of the work groups identified above as well as compile a third report, described in Section 3 of SB 113, that details the number of faculty and staff at each public university and community college from 2010-11 onwards using information from a national post-secondary data collection system. This report is prepared in response to SB 113 Section 3 and compiles information about the numbers of faculty and staff employed at Oregon’s public universities and community colleges. This information comes from the Integrated Postsecondary Education Data System (IPEDS), a national post-secondary data collection system, which all accredited higher education institutions in the United States report to annually. This report contains four years of information on the number of faculty and staff at each of the state’s seventeen community colleges, covering academic years 2010-11 through 2013-14, and five years of data for the state’s public universities, 2010-11 through 2014-15. One additional year of data was available for the state’s universities because the Oregon University System (OUS) submitted data to IPEDS on behalf of the universities and had the submissions from fall 2014.

    OVERVIEW

IPEDS is a series of interrelated surveys conducted by the U.S. Department of Education’s National Center for Education Statistics (NCES). Every college, university, and technical and vocational institution that participates in the federal student financial aid programs is required to report information. This report contains four years of information on the number of faculty and staff at each of the state’s seventeen community colleges, covering academic years 2010-11 through 2013-14, and five years of data for the state’s public universities, 2010-11 through 2014-15. One additional year of data was available for the state’s universities because the Oregon University System (OUS) submitted data to IPEDS on behalf of the universities and had the submissions from fall 2014. At the work group’s first meeting in Portland on September 9, 2015 one of the topics of discussion was the collection and use of data contained in the Integrated Postsecondary Education Data System (IPEDS), a national post-secondary data collection system. Abdus Shahid, Systems and Research Analyst at the HECC, provided an overview of the data that was shared with the group (2010-11 through 2013-13 for Oregon community colleges and 2010-11 through 2014-15 for the universities) and explained that the reporting requirements from IPEDS had changed for the reporting year 2011-12, then changed again for the reporting year 2012-13. Until 2011-12 reporting cycle, IPEDS required all educational institutions to report their Human Resource (HR) surveys using Employee by Assigned Positions (EAP) classifications. From 2012-13 reporting cycle, IPEDS requires the institutions to use 2010 Standard Occupational Classification (SOC) codes to report their HR data. The new reporting requirements came from a desire to align IPEDS HR reports with other reports used by federal statistical agencies to classify workers and jobs into occupational categories for the purpose of collecting, calculating, analyzing, or disseminating data.
