I. INTRODUCTION
A. Purpose of the Report
1. ADB Loan 2695-BAN, the City Region Development Project, commenced in July 2011 and the
implementation consultants joined the project in the later part of 2012. Safeguard specialist was
hired directly by the PMCU towards the end of 2012.
2. The ADB Public Communications Policy (PCP 2011) references the Safeguard Policy
Statement (SPS 2009) in respect to information disclosure related to project safeguard
documentation, and states that “ADB shall post on its website *among other+ documents submitted
by the borrower and/or client . . . the safeguard and environmental monitoring reports, upon receipt
by ADB.” (PCP 2011) SPS (2009) contains similar wording in reference to posting of “environmental,
involuntary resettlement, and Indigenous Peoples monitoring reports submitted by
borrowers/clients during project implementation upon receipt” and goes on to specify under
“Monitoring and Reporting” that “the borrower/client will submit at least semiannual monitoring
reports during construction for projects likely to have significant adverse environmental and social
and resettlement impacts, . . .”
3. The present report is the fifth Semi-Annual Safeguard Monitoring Report to be prepared
under the loan. This report compiles environmental monitoring results to comply with the spirit of
ADB policy to “enhance stakeholders’ trust in and ability to engage with ADB, and thereby increase
the development impact *of projects+” in which disclosure of safeguard monitoring is a prominent
aspect.
B. Overall Project Description and Objectives
4. CRDP aims at enhancing growth potential and improving environmental sustainability of the
target city regions using an approach based in regional and urban planning. Under the project, a city
region is defined as an organic agglomeration of a large metropolitan city (City Corporation),
surrounding secondary towns (Pourashavas) and adjacent peri-urban areas (urban centers). The
Project targets city regions centered at Dhaka City Corporation (DCC) and Khulna City Corporation
(KCC). The Project supports the development of key urban infrastructure, focusing on projects that
enhance the urban environment and spur local economic development. The Project also supports
the Government to improve regional and urban planning, and to strengthen municipal management
and capacity for effective and sustainable urban development.
5. The infrastructure investments or subprojects being undertaken under the CRDP will
improve the social environment of the target municipalities. Some of the sub-projects are
concerned with reducing human exposure to pollutants. These include improvement of water
supply and sanitation, drainage and solid waste collection. Other sub-projects target transport and
commercial infrastructure, including improvement of roads and bridges, markets and bus terminals.
A further category is urban improvement using an integrated approach that provides for basic urban
services along with community water supply and sanitation. These latter projects take place in
‘urban centers’, which are small agglomerations of population outside the district centers. Urban
center improvements targeted under Phase 2B (see below) have been expanded under SIDA funding
to cover additional localities.

C. Description of Subprojects
6. Proposed subproject investments are shown in Table 1. As can be seen these cover a range
of improvements under Batch 1, developed during the PPTA, then focus primarily on road and
drainage improvement under Batch 2A developed during the loan implementation phase, followed
by urban renewal projects of a multi-sector nature, which focus on the commercial areas of urban
centers at sub-district (Upazila) level.

7. KFW also supports subprojects that are prepared by the Management Design and
Supervision Consultants (MDSC) and implemented through PIUs. The list of projects financed by
KfW is shown in Table 2; these projects are all focused on improving transport infrastructure within
the City of Khulna.

8. The CRDP is classified as category B with respect to environment; therefore, subprojects are
considered Category B.
9. Requirements of the Government of Bangladesh are set out in the Environmental
Conservation Act and Rules (1995 and 1997), which classifies subprojects as Green, Orange A and B
and Red Categories. The Department of Environment (DOE) has granted an Environmental
Clearance Certificate to the CRDP that applies to all subprojects with the exception of those in the
Red Category (water treatment plants and distribution line laying/relaying/extensions, landfills, and
bus and truck terminals), by means of a letter No. DoE/Clearance/5194/2013/180 dated 21/07/2013.
Under DOE rules, EIAs are required for water supply and sanitation projects (“Water, power and gas
distribution line laying/relaying/extension” – DOE, ECR Schedule 1). A consolidated EIA report
covering the water supply and sanitation subprojects proposed for Gazipur and Ashulia was
prepared according to an approved terms of reference, and was approved by DOE shortly after the
end of the reporting period (DOE Clearance 5194/2013/07, letter dated 9 Jan 2014).
E. Personnel Responsible for Environmental Monitoring
10. Monitoring of mitigation measures during construction are the responsibility of the PIU
Environmental Management Officer, supported by the PMCU Environmental Specialists. The
monitoring system involves a Monitoring Checklist, which reflects the requirements of the EMP and
Special Conditions. The checklist is filled in quarterly by the PIU and PMCU Environmental
Specialists.

II. COMPLIANCE STATUS WITH NATIONAL STATUTORY REQUIREMENTS
12. The DOE-issued Environmental Clearance Certificate referred to in Sec. I.D covered all
subprojects with the exception of Red Category subprojects, and attached no special conditions
therewith. A combined EIA has been submitted by the PMCU and approved by DOE for the Gazipur
and Ashulia Water Supply and Sanitation Subprojects, the only two red category subprojects thus far
to reach bidding stage.
13. All requirements of the Department of Environment related to environmental clearance are
being met and DOE does not require monitoring and reporting for CRDP subprojects. There is no
other regulation of the Government of Bangladesh related to environmental management applicable
to CRDP.

III. COMPLIANCE STATUS WITH ENVIRONMENTAL LOAN COVENANTS
14. The covenants to the loan agreement with ADB, to which KfW and SIDA are parties, requires
that “subprojects are designed, constructed, operated, and maintained in accordance with
Borrower’s Environmental Conservation Rule 1997, ADB’s Safeguard Policy Statements (2009) and
EARF prepared for the Project and agreed between the Borrower and ADB and KfW.” Other
covenants written into the loan agreement related to disclosure, grievance redress and
environmental safeguards are listed in Table 4. The status of compliance is described in the table.

Date, LGED shall prepare a Grievance Redress Mechanism, acceptable to
ADB, and KfW and establish a special committee to receive and resolve
complaints/grievances or act upon reports from stakeholders on misuse of
funds and other irregularities, including grievances due to resettlement. The
special committee shall (i) make public of the existence of this Grievance
Redress Mechanism, (ii) review and address grievances of stakeholders of
the Project, in relation to either the Project, any of the service providers, or
any person responsible for carrying out any aspect of the Project; and (iii)
proactively and constructively responding to them.

IV. APPROACH FOR SAFEGUARD MANAGEMENT AND MONITORING
A. Environmental Safeguard Framework
15. The Environmental Assessment and Review Framework (EARF) was prepared during the
PPTA, which establishes the basis for environmental review for the CRDP. The EARF also sets out the
organizational structure for environmental management within the Project Management and
Coordination Unit (PMCU), the Management, Design and Supervision Consultant (MDSC), and the
Project Implementation Units (PIUs). Specialist staff to be hired for supporting environmental
management functions of the PMCU is set out in the EARF. Under the PPTA, Draft Environmental
Management Plans (EMPs) were prepared for sample subprojects as part of the IEE reports. EMPs
and supporting criteria inclusive of environmental specifications for inclusion in construction
contract tender documents provide the basis for monitoring compliance with the EARF.
16. IEEs for the original subprojects proposed under the PPTA have been approved by ADB,
including the IEEs for Gazipur and Ashulia Water Supply and Sanitation, Gazipur Drainage, Ashulia
Road and Drainage, and Banani Integrated Traffic Management (final approval still pending). An IEE
was prepared and submitted to ADB for the Khulna Drainage and Flood Protection subproject.
These IEEs have been posted on the ADB and LGED websites. Environmental review for the
remaining Batch 1 subprojects were either addressed through a due diligence report, for which no
update is needed (Tongi Energy Conservation), or are being reassessed due to changes in scope
(Shakhari Bazaar Urban Renewal Subproject) or location of facilities (Narayangonj Solid Waste
Management-alternate site being identified).
17. Initial Environmental Examination (IEE) of sub-projects has to be prepared and concurrence
on the IEEs of the development partners has to be obtained. Status of IEEs up to December 2015 is
shown in Table 5.

B. Environmental Performance Indicators 18. Environmental monitoring occurs at the subproject level by observing performance during
the construction phase. Environmental specifications reflect general construction requirements
identified in the subproject environmental management plans (EMPs). A provisional sum to cover
environmental mitigation is included in the bid price where needed; though costs for implementing
the general requirements of the environmental specification are considered the responsibility of the
contractor and are part of the overall bid price.
C. Subproject Environmental Monitoring 19. The system for environmental monitoring consists of observations using a checklist for
comparison with contractor performance that reflects the requirements of the construction
specifications. The standard CRDP checklist is shown in Appendix 1. Performance is expressed as a
percent of requirements being met by the contractor. The checklist allows for omitting any
requirements not seen as applicable to the specific works, while any special requirements set out in
the subproject EMP are also monitored. Performance tracking is used in a manner that provides
consistent semi-annual reporting, with the objective of improving performance of contractors. The
environmental specialist conduct field visits during the reporting period, complete the checklist for
active subproject contracts, and discusses the results with the site supervisor. As a part of the
monitoring program, field visits undertaken in the recent months are summarized here below:
Visit of Savar and Singair Pourashavas in November 2015:

A team headed by the Project Director, CRDP, visited different sites under Savar and Singair
Pourashava on November 11, 2015. The members of the team were: Project Director, CRDP, DPD,
CRDP, representative of ADB, Team Leader of MDSC, Project Management Specialist and others. The
team visited the following sites:
Savar Pourashava:
1. Improvement of road side drain from Savar Thana Bus Stand to Nama Bazar via Savar Model
Thana (Ch: 0- 1200m and 0-1200m,) under Package- W-2, Lot -2
2. Improvement to road from Radio Colony Bus Stand to Savar Nama Bazar (CARE Bridge) Ch:
0-2790m under Package No – W-2. Lot-1

Based on field visits of subprojects, the Loan Review Mission (10 to 18 November 2015) has
observed, “Overall the mission was satisfied with the quality of construction works of the visited
subprojects.”
Visit of Savar Thana Road in December 2016
Mr. Md. Hamidul Hoque, Deputy Project Director (DPD) of the Project, visited Savar in December
2015 to see the progress of work of Savar Thana road. The road was found to be a busy one;
expediting the improvement work of the road was found to be an imperative. The DPD urged the
contractor to expedite the work and to plan judicious and synchronized mobilization of his work
force so as to optimize time for completion of the work. The DPD underlined that such modus
operandi would reduce suffering of people due to construction activities and save time facilitating
faster completion of the work.

D. Capacity Building
20. Capacity building is aimed at orientation and training of PIU staff in ADB’s safeguards policy
and management. Training is conducted by the Environment Specialists (international and national)
and covers integration of environmental considerations into project implementation and procedures
for monitoring and reporting.
A follow-up training on safeguard issues and monitoring using the standard checklist was undertaken
in Dhaka office for the Municipal Engineers of the project responsible for Singair, Manikganj and
Savar Pourashavas. Training Handouts and necessary Training Documents were distributed to the
participants. This training helps in increasing ability of the participants to improve quality control and
safeguard activities in construction works.
Another a 1-day training on quality control, safeguard and gender activities was conducted on
December 14, 2015 at Narayanganj City Corporation Training Hall with participation of Narayanganj
City Corporation Technical and Non-technical staff members, MDSC Junior Engineers and Contractor
and his Site Engineers/Project Managers.
Very recently, a routine in-house training was organized for few Municipal Engineers of CRDP to
enhance their capacity to undertake the environmental impact monitoring work in an efficient
manner.
Environmental and social issues discussed in training programme
The orientation–cum-training programme conducted for pourashavas covered the following:
Discussed the uniqueness of the CRDP project that has new construction as well as
rehabilitation works belonging to various sectors viz. transport, water supply, drain, street
lighting and city beautification, etc.
Explained the need of safeguard documents and implementation of safeguard measures in the
project in light of the loan covenants, GOB and ADB requirements...
Discussed the safeguard issues related with various stages of the project and also presented
some case study related to the CRDP to explain the relationship of safeguard issues and project
cycles.
Discussed the various social issues in the participating Pourashavas observed/reported by
safeguard team during implementation of the various Sub-projects. Mitigation measures
suggested and implemented in various city corporation/Pourashavas was also discussed.
Specific issues of safeguard measures discussed included issues of the Design Stage and
Construction stage.
Consideration of Climate Change Effects in CRDP
A rapid assessment for the climate change effects in terms of a) Climate Adaptation Assessment (climate proofing) and b) Climate change reduction assessment (Emission Saving) from projects are being addressed in the planning and design of the sub-project interventions and the construction materials used therein are expected to make any substantial contribution to Greenhouse Gas Emissions, rather the measures present the possibility of adaptation of the target groups or eco-systems.

V. COMPLIANCE STATUS WITH THE ENVIRONMENTAL MANAGEMENT AND MONITORING PLAN
A. Status of Recruitment
21. International and national environmental safeguard specialists were engaged in the project
over the period on intermittent basis.
B. Subproject Environmental Safeguard Performance
22. Environmental safeguard activities over the reporting period include the following:
Batch 1 subproject IEEs are complete as described previously; the IEE for the Integrated
Traffic Management at Banani Subproject was revised based on ADB comments, with final
approval pending; IEEs for both Narayanganj Solid Waste Management and Shakari Bazaar
Urban Renewal await final decisions regarding siting and scope, respectively.
Monitoring commenced for Batch 1 subprojects inclusive of Gazipur Water Supply,
Sanitation and Drainage, Ashulia Urban Services, and Khulna Drainage Improvement
Projects.
IEEs were prepared for Batch 2A subprojects as described previously and monitoring
undertaken for subprojects in progress.
IEEs have been prepared for Batch 2B subprojects under ADB financing
Field trips to municipalities, pourashavas and urban centers were undertaken during the
reporting period for monitoring and to provide guidance to contractors.
IEEs for three of the KfW-funded transport improvement subprojects in Khulna are complete
and have been submitted to KfW. Preparation of IEEs of another two Kfw-funded
subprojects is progressing and will be submitted soon.
The EMPs and Environmental Specifications are being included in contract bid documents
and engagement contracts.
The CRDP monitoring system is being used in the field and contractors are responding with
improved performance of mitigation measures.
Three training sessions were conducted for PIU and contractor staff.

The Grievance Redress Mechanism (GRM) is in use. Grievance committees have been
formed by local government units where there are active subprojects.
C. Summary Lists
23. Table 6 lists subproject lots (contracts) in progress during the current reporting period.
There are a total of 76 lots. Table 7 shows contractor performance against major indicators. There
are six indicators that are used to compile performance results for monitoring variables found in
Appendix 1 based on observations during site visits. Values ranging from 0 (non-compliant) to 4
(best performance) are assigned and later averaged for the performance indicator. Indicators
include: design and preparation (preconstruction and construction start-up requirements, for which
there are 13 monitoring variables); worker provisions (7 monitoring variables), gender equity (3) and
community based monitoring (public consultation and disclosure—2 variables); community values
and safety (13); hydrology/water pollution (5); and project completion (7 variables).

24. Overall performance of the works of all the contracts under Gazipur City Corporation (GCC)
and Manikganj Pourashava appears to be in the range of fair to good, and most of the indicators of
these contracts have recorded fair to good scores. As regard project completion performance, 15
contracts for drainage improvement and flood protection in Khulna city have been complete with
score of 100% in the project completion indicator. However, it is worth mentioning that in all
contracts of the pourashavas under CRDP most of the performance indicator result fare to good
score. Noticeable improvement pertinent to environmental management and performance has
been noted in almost all the contracts. Environmental training and meetings in the reporting period
could be the reason. It is to be noted that contracted labors are mostly from rural areas; they have
hardly any idea of environmental management, especially issues of health and work safety. In this
context, contractors need to provide their workforce environmental awareness training in order to
avert occupational health risk and accident.

VI. CONCLUSIONS AND RECOMMENDATIONS
25. Environmental mitigation measures related to subprojects are being implemented in line
with the Environmental Safeguard Framework; performance is generally according to plan.
Environmental review through use of IEEs and EIAs is done in conjunction with subproject design and
is on schedule. Training has been completed for PIU staff on active subprojects. Contractors are
required to mitigate environmental impacts, and monitoring is being conducted by the
environmental specialists and PIU staff. Where mitigation measures are lacking, contractors are
urged to improve their performance. The GRM is in the process of being implemented with
Committees formed at local level.
26. Active areas for improvement for subprojects under implementation include the following:
Overall improvement of environmental performance is needed on most contracts through
preparation of site construction EMPs, designation of an environmental officer by
contractors and closer attention to mitigation measures.
Workers need to be equipped with safety equipment, which is lacking at most jobsites.
Housing and sanitary facilities for workers are also substandard on some of the contracts,
whereas at other locations these facilities are up-to-standard and/or are not necessary
because of hiring of local labor.
Contractors and PIUs do not formally engage communities in consultation; however due to
the small size of subproject formal public consultation is not justified. Affected parties can
and do directly approach site supervisors to remedy a particular problem or inconvenience.
PIUs need to post notices regarding the grievance redress mechanism and the ability of an
affected party to seek redress on an environmental issue.
Some community safety issues are only partially addressed by contractors. At some
locations better barricades need to be erected around open excavations where the public
has access. Temporary access to homes and businesses need to be properly constructed for
subprojects under implementation.
Use of temporary signage and flagmen is deficient on many contracts. These elements
should be used where they could assist traffic flow and pedestrian safety.
Wind-blown dust and mud/gravel on road surfaces is common at many sites. Contractors
need to remove stockpiled materials that are no longer in use from the jobsite; and reduce
material losses from trucks hauling sand and spoil by covering loads and by removing
materials from tires and truck underbodies before transport. Contractors need to be more
willing to dedicate labor time for cleaning roadway surfaces.
27. The PMCU has made significant strides in improving environmental awareness of the need
for mitigation measures among the PIUs and construction contractors. Environmental specialists will
continue to work with PIUs and contractors to realize performance improvements.
