Size: 116,000 SF Occupancy : Type B and S-3 Construction : Type II-1HR, Sprinklered Cost: $64 Million Completed: 2010 Project Description The new headquarters for the City of Escondido Police and Fire Department is a 2.5-story masonry and steel building with an adjacent 2-level parking structure which provides 202 parking spaces for staff use only. The new facility features all the essential requirements for the police and fire functions such as Property & Evidence, Temporary Holding Facility, Dispatch Center and the Emergency Operations Center (EOC) as well as basic office spaces for detectives, uniformed officers and fire personnel. The design of the headquarter building needed to stand apart from its surroundings for ease of public recognition, but at the same time has elements of the City’s existing civic architecture to relate back to its public functions. Such elements as the distinctive chevron motifs and certain building colors were used to this end which stands out in the City’s other civic buildings. A central 3-story high atrium space allows the police and fire personnel direct visual access as well as opportunities to co-mingle. Coachella Valley Water District

Headquarter Palm Desert, CA

Owner: Coachella Valley Water District

Architect: WLC Architects, Inc.

Size: 42,000 SF

Occupancy : Type B

Construction : Type V-B, Sprinklered

Cost: $12 Million

Completed: 2011

Project Description

The new headquarter for the water

district is a two-story masonry and steel

structure with surface parking on a 5.84

acres site.

The new facility features a Board Room,

Education Center, Training Rooms and

office spaces for 108 employees who

had relocated to this building from the

former headquarter facility in the City of

Coachella.

The building and landscape design not

only met the strict design criteria of the

City of Palm Desert, but also addressed

the needs of the desert setting in terms

of colors, textures and water efficiency.

The building design consisted of

architectural and MPE features which

reduce the project energy usage by 31%

below Title 24 standards, thus earning

the SCE’s Savings By Design incentive

rebate for the Owner as well as reducing

the building’s annual operational cost.

El Monte High School Bleacher

Building El Monte, CA

Owner: El Monte Union High School

District

Size: 25,000 SF

Occupancy : Type B & A5

Construction : Type V-B, Sprinklered

Cost: Estimated $10 Million

Completed: Not Built

Project Description

The Bleacher Building is a combination

of CMU, poured-in-place concrete and

metal frame with stucco structure,

situated in a narrow site between the

existing football field and

tennis/basketball courts. The new

structure was intended to replace the

existing prefab metal bleacher system.

The bleacher side will provide

approximately 3,000 seats for the

football games, track events and

graduation ceremonies at El Monte High

School. The building will also provide

much needed concession areas,

storage and team rooms under the

stadium seating.

While it is the latest addition to a very old

school campus which was built in the

30’s, the architecture of the building

picks up the Art Deco style of some of its

older neighbors on campus.

The plans and specifications were

approved by the Division of State

Architect, but the project was not built

due to the District’s redirection of funds.

Victoria Gardens Cultural Center Rancho Cucamonga, CA

Award: 2007 Award of Excellence in

Facility Design by the California Park and

Recreation Society (CPRS)

Project Description

The Victoria Gardens Cultural Center

combines The Lewis Family Playhouse, The

Paul A. Biane Library and The Celebration

Hall under one roof.

The Lewis Family Playhouse is a 536 seat

performing arts center with a fully

designed stage with trap doors,

counterweight fly curtain system, an

orchestra pit, stage lighting system and

overhead catwalks.

The Paul A. Biane Library, one of City of

Rancho Cucamonga libraries, is a 2-story

facility equipped with computer rooms,

youth center and a separate Children’s

Library section for toddlers and young

children.

The 4,500 SF Celebration Hall was

designed as a large multi-purpose room

with a full supporting warming kitchen.

The hall has been frequently used for

weddings, special convention meetings

and training seminars.

Walnut City Hall Walnut, CA

Owner: City of Walnut

Architect: WLC Architects, Inc.

Size: 19,000 SF

Occupancy : Type B

Construction : Type V-B, Sprinklered

Cost: $4 Million

Completed: 2003

Project Description

The Walnut City Hall was the last addition

to the Walnut City Civic Center complex

which included the Walnut City Library

and the Walnut City Senior Center.

The project was done in 2 phases. Since

the new city hall would be built on the

same site as the old city hall, Phase 1

involved the demolition of the old city

hall and the design and construction of

the temporary city hall at the nearby

office complex. Phase 2 was the design

and construction of the new city hall

itself.

The new City Hall has a bigger Council

Chamber with better sight lines and

acoustical qualities. The public service

counters are conveniently accessible

from the front entrance and well-lit by

large clerestory windows, thus reducing

the needs for much lighting during

business hours.

The building design consisted of
