    ` The concept of security can be defined indifferent ways, ranging from relativelyrestrictive definitions building on militarydefense (security from war conquest) to

    more inclusive definitions of security thatconsider a wider range of threats againsthuman life.

    ` Security is the degree of protection against

    danger, damage, loss, and criminal activity.Security as a form of protection arestructures and processes that provide or improvesecurity as a condition.

    Individual securityIndividual security

    `On the individual level, security is most oftenunderstood as safety. This safety includesfreedom from harm, whether physical or

    psychological. Threats to an individual'ssecurity can produce the fear or anxietymentioned.

    ` The concept of individual security can

    therefore be linked to an individual'sperception of her or his standard of living.The individual may thus equate security witha high standard of living.

    Group securityGroup security

    ` The definition of security at the group levelshares many similarities with the definition ofindividual security; as the individual expects tohave security of person, so does the group. But at

    the group level, an important aspect of security isfreedom from discrimination.

    ` Group security may be interpreted as safety fromthreats to the group's identity.As with ensuring

    individual security, laws help ensure groupsecurity, although laws can also be discriminatory,which is actually one source of intractableconflict.

    Regional securityRegional security

    ` Discussing regional security requires us to firstdefine the extent of the "region." Since we haveplaced the regional beneath the national level inthis hierarchy, we are speaking of a physical area

    within a nation, which could be a collection ofprovinces, cities, or states.` The simplest concept of security at the regional

    level could be economic, implying protection ofregional interests. Perhaps a regional association

    with, or ownership of, a valued resource couldprovoke desires for security, and theresponsibility for protecting that security wouldrest on the region.

    y On a more subtle level, religious, national,

    or ethnic groups may shrewdly promote

    their interests under the guise of regional

    security, and may elevate their groupsecurity to a regional priority level.

    National securityNational security

    ` The national level of security is probably the mostoften examined and contentious definition ofsecurity. The nation-state often assumes the roleof guarantor for individual security, group security,

    and perhaps regional security.` The term "national security" has recently been

    used to justify "security" procedures within theUnited States as well as military action outside its

    borders. This widens the parameters for nationalsecurity definitions, and implies a wide range ofactions available to a nation.

    Global securityGlobal security

    Global security, however, may be undermined bynational security concerns; if one nation feelsthreatened by another, then global security cannotexist since members of the world are in

    disagreement.global security is also undermined by negativejudgment by one nation of another's philosophy ofgovernment. If nationA decides that nation B'sgoverning methods are wrong, nationA will not

    submit to a global authority that allows nation B'smethods to continue. Global security is thus aweak concept, since it assumes a supranationalentity to whose judgment nations would yield inmatters of disagreement.

    y Security dilemma gets to the very heartof politics among nations: the existentialcondition of uncertainty in human affairs.

    It is in this condition that sovereign statesinteract, and which they have to providefor their own security, ultimately withmilitary force. This is the focus of our

    puzzle: those weapons that states can usefor their own self-protection, potentiallyor actually threaten harm to others.
