The Security Officer course

Course AimThe Security Officer course has been developed by the Defence Security and Vetting Service (DS&VS) to provide you, in your role as a security officer, with the knowledge and skills necessary to perform your duties in accordance with the Defence Security Manual (DSM).

The DS&VS is responsible for delivering training the ADF, Defence APS and defence industry personnel.

The DS&VS is a member of the Defence Learning Services Network (DLSN), which is one of the four Registered Training Organisations (RTO) in Defence.

Course OverviewThe Security Officer course is delivered over two days in an adult learning environment and you are provided with a training package that includes the:

Course Options and PathwaysCurrent security policy states that:

In order to perform the specialist security roles of Security Officer, ICT Security Manager (ITSM) or ICT Security Officer (ITSO), Defence personnel and external service providers must:

complete training that is particular to the role and endorsed by the DS&VS, or

have existing competency or proficiency recognised by the DS&VS.

To be considered proficient as a Security Officer you are required to either:

attend the Security Officer course

attend the Security Officer course and have your skills, knowledge and experience assessed and if successful be awarded with the relevant competencies

request recognition of your skills, knowledge and experience and if successful be awarded with the relevant competencies.

Course progressionThe Security Officer course is based on three competencies from the PSP41612 - Certificate IV in Government (Security) package but you are not required to be formally assessed against them to perform the duties of a Security Officer. However, you may choose to undertake recognition or assessment against any (or all) of the competencies addressed by this course.

The competencies are as follows:

PSPSEC302A – Respond to government security incidents

PSPSEC403A – Develop and advise on government security procedures

PSPSEC406A – Provide government security briefings.

This course will provide you with the skills and knowledge required to perform the role of a Security Officer. The topics covered in this course include:

roles and responsibilities of the Security Officer

the Security Register

the Security Standing Orders

working with the Defence Industry Security Program (DISP)

physical security requirements

how to process personnel security documentation

Information and ICT security

how to develop and present a security briefing

how to deal with security incidents

SAFEBASE plans

How to access the training course

Course prerequisites To successfully nominate for the Security Officer course you must have the following prerequisites:

a current security clearance

evidence of the completion of the Classified Document Handling (CDH) course.

How to access the CDH course:

available on CAMPUS for Defence and APS personnel

Defence Industry Security Program (DISP) personnel who have DRN access and a valid Other Defence Support (ODS) number should be able to complete the CDH course on CAMPUS.

DISP personnel without DRN access can order the CDROM version of the CDH course from the DS&VS evaluations team by sending an email with ‘Request for CDH’ in the subject line to [email protected]. On completion of the eLearning CDROM, please print out the certificate of completion.

Nomination processIf you meet the course prerequisites you can nominate for the security officer course via CAMPUS eNominations (CAMPUS Course Code # 4181) on the DRN.

If you are a member of the DISP you have two options of nomination depending on your circumstances:

if you have DRN access and a valid Other Defence Support (ODS) number you should nominate for the training course via CAMPUS.

if you do not meet the prerequisite criteria you will need to send a ‘request for training information’ to [email protected] and the nomination form, current schedule and instructions will be emailed to you.

Fees and chargesThe DS&VS does not charge for the delivery of the Security Officer course but any travel costs and allowances you incur by attending the course are the responsibility of your work area.

Joining instructionsA joining instruction will be sent to you by the DS&VS course trainer. If you haven’t received your joining instruction one week before you are scheduled to attend the course, please email the [email protected] with the proposed date and place of your training.

Assessment and recognitionAssessment differs from recognition in that assessment examines the skills and knowledge you have gained as a result of completing a course while recognition examines the knowledge and skills you have regardless of how and when these were obtained. The Assessment and Recognition processes for both are similar.

This course is nationally recognised and can lead to you gaining a Statement of Attainment towards a qualification. To obtain the competencies attached to the SO course you will be required to complete the Security Officer course including all the activities in the course activity book.

There are two stages to the Recognition process, the initial mapping using a Stage One Candidate kit and if required candidates may be asked to complete a Stage Two candidate kit which is customised to address any identified gaps in evidence for a given unit of competency for the candidate.

To undertake recognition of competency candidates are to send an email to [email protected] on receipt of which you will be sent a Stage One Recognition Kit and instructions for completion. You will also be assigned a security advisor and assessor contact who will provide assistance and be your point of contact during the recognition process.

If you feel that you already have the skills covered in the Security Officer course you can seek recognition of those skills and knowledge without having to undertake this training.

PLEASE NOTE: All portfolios must be transferred in accordance with the Privacy Act 1988 and DSM 2:33 Physical Transfer of Classified Information and Security Protected Assets.

Disciplinary ProceduresAs previously stated, the Security Officer course is conducted in an adult learning environment and you are expected to act accordingly. There is an expectation that you will abide by the Australian Public Service (APS) and Defence Values when dealing with others. Should disciplinary action be required, it will be taken in accordance with departmental or Australian Defence Force (ADF) policies and guidelines.

Health and Safety

Staff responsibility for access and equityThe DS&VS undertakes to eliminate, as far as possible, discrimination against individuals on any grounds. The DS&VS will take reasonable steps to ensure that if you have a disability, that you are able to nominate, attend and complete a course on the same basis as any other person, without discrimination.

Support Defence provides welfare and guidance assistance. Details of these services are contained in the Defence Workplace Relations Manual (DWRM) Chapter 14 Part 8 Section 1 – Employees Assistance Program – For Civilian Employees. Services for ADF candidates can be addressed through their chain of command.

DisabilityThe DS&VS is required to conduct all training in accordance with the Commonwealth Disability Act 1992. This also incorporates the Disability Standards for Education 2005. Additional information on the Commonwealth Disability Act 1992 and Disability Standards for Education 2005 can be found at http://www.comlaw.gov.au/.

Language, literacy & numeracy assistanceThe DS&VS can arrange literacy and/or numeracy assistance through the DLSN to ensure that you can access the Security Officer Course.

Complaints and appeals If you disagree with the assessment panel’s decision you should discuss the reasons for the decision with the panel. If after discussions with the panel, you still disagree with the decision you can request:

a second assessment from the same panel, at which you can provide further evidence to support your claims or

a new assessment with another panel. In this situation you can provide the evidence presented during the first assessment as well as any other evidence that you feel is relevant.

A request for a review of an assessment decision can be made:

direct to the original assessment panel or

through the DLSN coordination unit in the Directorate of Defence Vocational Education & Training (DVET) on (02) 6127 3092

Requests for a review of an assessment decision should be made within three months of being advised of the assessment decision.

If the issue is still not resolved, you can pursue the matter further through Departmental grievance procedures. Departmental grievance procedures must be followed before seeking other options. If, after following Departmental grievance procedures, there is still a disagreement about the assessment decision, you can seek a further review as outlined in Review of Action processes provided by Public Service Act (1999) as outlined in the Defence Workplace Relations Manual (DRB 19) Part 15, Chapter 4. Alternatively, you may request a review of the assessment decision through the Australian Skills Quality Authority by one of the following methods:

PrivacyThe DS&VS is required to maintain a record of all personnel who attend its courses, including the results of assessment exercises that may be relevant to the course attendance. Except where it might be required by law, the DS&VS will not divulge information about you to any external organisation without your consent.

The DS&VS will only keep the absolute minimum amount of information necessary to administer its training records and fulfil our obligations under the Archives Act 1983. The information kept is generally limited to:

PMKeyS or other form of employee ID number

name

level/rank

mailing address

contact telephone/fax numbers

email address

details of the course enrolled in

qualification/Statement of Attainment issued

name and contact details of supervisors

any portfolio evidence submitted for assessment.

The information collected is stored in Objective and PMKeyS.

All aspects of the collection, storage, security and disclosure of this information will be conducted in accordance with the Australian Privacy Principles under the Privacy Act 1988. Additional information on the Privacy Act and the Archives Act 1983 can be sourced through http://www.comlaw.gov.au.

If you have any concerns regarding the privacy of the information collected by the DS&VS, please contact the Director, Security Communications and Skilling (DSCS). You may view your personal records at any time, provided that the request is in writing and lodged with the DS&VS.
