NATURAL RESOURCE MANAGEMENT

Natural resource management is important for domestic and agricultural usage. Jharkhand has extensive potentiality in natural resource management. Jan Jagran Kendra is mostly functioning in tribal region of the state, which is known for its degraded natural resources largely due to deforestation and also because of apathy and neglect over years in the past. Worsening of natural resources combined with poor agriculture practices have contributed to widespread ecological insecurity and low level of productivity of land while the local communities continue to be critically dependent on the land for their livelihood.

Under the natural resources management program, Jan Jagran Kendra has undertaken following programs: - 1. Watershed Development 2. Agricultural Productivity Enhancement and, 3. Integrated Development

Watershed Development

Jan Jagran Kendra lays emphasis on water based livelihood approach and therefore surface water and soil conservation was given highest priority in its approach besides land and agriculture development. Another important element that is imbedded in the strategy is to follow the small river basin approach in watershed development following the “ridge to valley

approach” to the extent possible. Institution building keeping the people at the centre of all interventions is another area of our priority. Jan Jagran Kendra has gained a high degree of technical competence in constructing cost effective water harvesting structures and community mobilization.

Irrigation Development Management

Irrigation Development Management is an important initiative of Jan Jagran Kendra for ensuring proper irrigation system for the marginal farmers through rehabilitation of canal system and building capacity of the Water Users Committee for operating and maintaining the irrigation system. This initiative has been taken up jointly with support of Ministry of Water Resource, Govt. Of India and the Govt of Jharkhand and

we have developed 20 micro- watersheds under the Integrated Wasteland Development Program (IWDP) to overcome the water needs for 17 villages in Barhi block of Hazaribagh district and 14 villages of Petarwar Block in Bokaro district. Nearly 5000 hectares of land was covered under each block.

Irrigation Development Management Program is implemented with the support of JTDS in 18 villages of the Bundu Block of Ranchi District and is spread over 2200 Hectares of land. The program included construction of 25 ponds and renovation of 8 defunct ponds, 4 check dams and a guard wall, 14 irrigation channels together with eight 5 % model pits in Bundu block. Plantations over 10 acres of land for agro- forestry and dry land horticulture has been a big success under the scheme.

Agriculture Productivity Enhancement

Jan Jagran Kendra is involved in a variety of interventions under agriculture with large number of tribal communities. Land is their crucial source of livelihood and agriculture productivity is generally low attributing to several disadvantages to them.

While the Watershed Development Program creates a basis for profitable farming, the Agriculture Productive Enhancement Program tries to optimise agricultural

6

NATURAL RESOURCE MANAGEMENT

productivity through various interventions. Under Agriculture Productivity Enhancement the interventions are designed to ensure maximum participation of farmers in the development of appropriate technology and its dissemination.

SRI

SRI is a system for increasing the productivity of rice. This method entails substantial reduction in total production cost of rice resulting in increased productivity and reduced cost of production. Jan Jagran Kendra’s intervention is in the form of support for inputs like seeds, fertilizers, equipments and trainings combined with arrangement for irrigation.

With the financial support by Vikashbazar.net in 4 villages, 100 farmers were involved in SRI over an area

Success Story

Lowahatu Village in the Bundu Block of Ranchi

District was known for its backwardness and

Tribal population. The village was depriving of

even a single pond and the livelihood options

were very limited. The village was having a check

dam which was so ill constructed that the nala

created out of the check dam caused deposit of

sediments in the land of 25 families.

Jan Jagran Kendra chose the village for its

improvement because of its deprivation and tribal

population. Then Gram Sabha is created in the

village. Further, the Gram Sabha is mobilized for

the problem analysis and solution of the same.

In its Gram Sabha, the local people carried out

various tasks and performed the same resulted

in the change of the picture of the village. The

check dam is now constructed properly and the

25 direct beneficiary families are using their land

for agriculture. The village is having ponds causing

no problem in the irrigation of the field.

Today the village carry out fishery at a very large

scale and offers free fish to the visitors as token a

gift.

of around 50 acres in Petarwar block of Bokaro District. NABARD has provided support for SRI and helped us in training and other technical supports in 16 villages. Over 600 farmers have been trained and were provided with 120 cone weeders and 80 sprayers in Barhi block of Hazaribagh district.

Lac Cultivation

Some 204 tribal farmers are now engaged in lac cultivation in targeted villages with the help of Jan Jagran Kendra in the Bundu Block. A model farm of lac plantation is developed in 6 acres there and 338 farmers were provided the improved variety of brood lac.

Vegetation

Improved varieties of seeds have been supplied to the farmers for cultivation. The seeds of tomato, low land paddy, upland paddy, ground nut, pigeon pea, gram, corm, brinjal and potato were provided to 2270 farmers.

PlantationNHM supports Jan Jagran Kendra in horticulture plantation in Pakuria Block of Pakur District. It is another way of providing alternative livelihood opportunity to the rural masses. Organic farming is being introduced in

the plantation areas to support the work. Lift irrigation and construction of wells was taken up to irrigate the plantation areas.

NABARD has provided support for floriculture for cut flowers and loose flowers and also with the construction of 80 units of Vermi compost pits in Barhi Block of Hazaribagh District.

The model nursery was established in the year 2007 at Barhi and currently three nurseries have begun to provide fruits plants.

Vikashbazar.net – ICCO Netherland supported 24 farmers of Petarwar block of Bokaro District for potato seed production and the farmers could save 28.5 Qts. of such seeds of potato in cold storage for next year. The farmers were provided with technical assistance and fertilizers.

Integrated Village Development Programs

JTDS – IFFAD, WFP funded integrated development program through Jan Jagran Kendra in 17 villages of Bundu block of Ranchi district which covered more than 60% of tribal population.

To accelerate the pace of development of tribal people, a variety of multi-faceted program was supported by Jharkhand Tribal Development Society (JTDS). Broadly, the program comprises of 1. Employment generation 2. Poverty alleviation and 3. Rural Infrastructure Development.

The implementation of program is done through Gram Sabha. In each of the village, a Gram Sabha Program Executive Committee (GSPEC) is formed along with a technical team. Jan Jagran Kendra mobilized, trained, and strengthened village committees like PEC, CEMEC, Health Committee and capacitated the local people with different EGA trainings like Goatery , poultry, leaf

plate making, aquaculture, lac cultivation and Vermi- compost.

The villagers were also provided with drinking water facility by constructing and repairing wells, check dams and ponds. It also included plantations, nursery raising and fruit plantation as well as raising a green house at the village level.

To increase the agriculture productivity and to increase the land under cultivation, lift irrigation scheme and an irrigation channel was constructed. Till now, 2500 hectares of land is brought under cultivation benefitting 600 families. Jan Jagran Kendra is also involved in organising the poor into Self Help Groups (SHGs) as 63 SHGs has been formed and around 600 tribal households are benefitted. The organisation has supported 9 SHGs with the seed money to initiate their alternative livelihoods during the current year. In these 17 villages some other committees are also formed, e.g., 6 Bazaar Samitis, 5 Kisan Clubs and 11 Forest Management Committees.

EDUCATION

SCHOOL FOR ORPHANS

It may be hard to believe yet true that the life of orphan children remains a big challenge for them. These children lose their parents in early childhood and are at the mercy of their relatives to take care of them who often make them pass through regrettable experiences. These children suffer a lot and miss out schooling because no one is willing to pay their school fee. They turn out to be child labours and the state of young girls gets even more precarious. They are grossly abused and even forced to get married to elders or trafficked that makes their life miserable.

An Orphanage School was established in the year 2003 at the Barhi Campus of Jan Jagran Kendra with the objective to take care and provide education to the rural and urban children who have lost their parents. These children are neglected, abandoned, abused, misdirected and forced to work from an early age for their survival.

This Orphanage School, situated in Barhi of Hazaribagh District, draws children from Barhi, Bishnugarh, and Barkatha blocks. Hundreds of children are studying here out of which 42 are girls. Children at this centre get free food and accommodation is provided to them in the school. The school plays a vital and crucial role

in their development, improving and securing their future. These children get an opportunity to develop their hobbies in art and craft, dance and in other cultural, social and sports activities.

Other than the basic education, skill based training and vocation guidance like repairing electronic equipments and appliances, tailoring and embroidery etc is also given to them.

EDUCATION

CHILD LABOUR RESIDENTIAL SCHOOL

Most children work because their families are poor and their labour is necessary for their survival. For many such children schooling is not a functional option. Education can be expensive and some parent’s feel what their children would get after being educated is irrelevant to the realities of their everyday life.

Besides being a result of poverty, child labour also perpetuates poverty. Many working children do not have the opportunity to go to school and often grow up as unskilled adults trapped in poorly paid jobs and, in turn, would look to their own children to supplement the family’s income. These children are forced to work at brick kilns, hotels, small scale industries and in other households.

The Child Labour School was established in the year 2005 at places with the financial assistance from Hazaribagh Child Labour Project. These schools are situated in Barhi, Bishnugarh and Hazaribagh blocks. These centres enrol 50 students every year. Till date 1050 Children have been provided with the education facilities along with study materials, learning kits, playing equipments and other kits.

BRIDGE COURSEBridge Course is a strategy to mainstream the children of older age, especially for those children who have never been enrolled in any school or have dropped out, back to formal schools through a nine month course.

11

EDUCATION

The bridge course centre has the primary objective to bridge the gap of non – school going children to mainstream schooling. At these centres the children take up their initial learning of the habit of reading and writing. The bridge course is located at Hazaribagh, Barhi, Bundu, Churchu etc. This is supported by Jharkhand Education Council under its SSA Umberla. NRBC, NCLP and JEPC.

In the Financial year 2010-2011, 19 bridge course schools were started in Hazaribagh, Ranchi, Ramgarh, and Bokaro District. Some 470 students have been enrolled in the bridge course and after successful completion of the course, 453 students were enrolled in Government Schools.

KISHORI NIKETAN

Residential School for Adolescent Girl of the age group of 8 -14 years has been started last year at Barhi, Bishnugarh and Churchu Blocks in Hazaribagh. Each school covers fifteen panchayats. The objective of Kishori Niketan School is to provide education to all girls who had never been to school or had to leave it for some reason and mainstream them to nearby Government School for completion of their primary education. Counselling, health education and vocational training are imparted to them for their bright future.

Jan Jagran Kendra has an effective role in strengthening

12

EDUCATION

the grassroots monitoring system of the present education system in Jharkhand. It emphasizes that the Village Education Committees (VEC) should be regularized and should be made responsible for monitoring the current education programs in various blocks of Ranchi, Hazaribagh and Bokaro districts. In many paces, Bal-Panchayats and children reporting were developed to monitor the education system of the schools to ensure the participation of the children in the planning and administration of the school system. This has led to children’s participation in every monthly meeting of VEC or in Parent- teacher meeting and their views, interests and thoughts are taken notice of for further improvement of the system.

Stop Human Trafficking

Jan Jagran Kendra is working for advocating the women and girls’ rights against the trafficking to different parts of the country and the world. The work is carried out in the Hazaribagh and Dhanbad Districts of Jharkhand. Girls and women often fall into the clutches of the unscrupulous elements within the society due to lack of awareness leading to immense hardships in their life and sustained poor health. The health issues surface when these unfortunate women are attacked by different types of diseases. Our organisation has taken a step forward to stop trafficking by mobilizing the community especially the poor and marginalized sections of the society against it.

13

HEALTH

MATERNAL AND CHILD HEALTH CARE

Jan Jagran Kendra’s maternal and child health care has been one of the focal interventions. The core component of this programme is designed to develop and deepen the communities’ understanding of health and ability to work on issues linked to maternal and infant mortality and morbidity. It also encompasses,

Improving access to and availability of essential obstetric care (ante-, pre-, and post-natal) and check-ups for various reproductive health problems through camps and village-level functionaries and, where necessary, referrals to government health facilities.

Awareness camps to increase the importance accorded to maternal, infant, and reproductive health care within the communities.

Providing access to financial resources (through community and block-level funds) that can help women overcome financial obstacles to nutrition and health treatment during pregnancy.

In INHP III Program, supported by CARE Jharkhand, Jan Jagran Kendra has carried out different activities to meet the program’s intermediate and sub-intermediate results adopting program strategies. The activities covered all aspects of program implementation and were equally executed in our all INHP III program areas. The activities basically comprise of the activities at the field level like AWC visit, household visit, conducting different meetings at village and block level, monitoring the program of immunization, IPCs and BCCs in which common people in remote areas were approached and addressed about health and nutrition. Several BCCs were done to invoke rights awareness and participation of common man in getting health and ICDS services. It led to proper awareness in masses and opened their eyes and they started to come forward demanding their rights for good health and also participating in the process.

14

HEALTH

Breast feeding & National Nutrition Week Programme

CARE has supported Jan Jagran Kendra to organize stalls on breast feeding week and National Nutrition Week, both at district and block level. During this camp, awareness on early initiation of breast feeding and exclusive breast-feeding was imparted in 7 blocks of Hazaribagh and 3 blocks of Ramgarh District. Video shows were organised at every Panchayats of the 10 blocks of these districts.

TARGET INTERVENTION PROJECT (TIP)

The TIP in Bishnugarh has progressed step by step from rapport building, community mobilization to establishing basic linkages and services for the high risk groups of HIV infection than the general population due to their occupation and behavioural hazards. Now the TIP, as it completed third year of implementation, has broaden its service delivery methods to ensure enabling environment, STI treatment and care and support services to the HRGs.

COMMUNITY MOBILIZATION

Community mobilization is an essential component of TIP. In this year project staff conducted meetings with the HRGs along with other stakeholders to aware them about the HIV-AIDS, methods of its infection, spreading and prevention. They have been educated and informed enough so that they can take necessary steps to avail the services provided by the project and government health units. The decision making ability of the infected persons and their health seeking behaviour has increased well in proportion as compared to the previous years. Now they come to the clinics for the STI treatment and visit ICTC for HIV screening at regular intervals guided by high risk behaviour.

Peer educators regularly conducted meeting and had

15

HEALTH

one to one contact with the HRGs to develop safe sexual practices in them and seek the help of services available with the project. Some 323 group meetings were conducted with 3814 participants and 1378 IPC were conducted by ORW and 3565 IPC conducted by Peer educator.

CARE AND SUPPORT SERVICE

The TIP project has established good linkages with different stakeholder institutions providing care and support services to the HIV infected persons. In this year also the infected persons were linked to the ART centres and groups of PLHA. Here we do not just refer the cases but also our project staffs accompany them to the facility centre and remind them about the next date.

The DIC has been established in the vicinity of their operational area where they frequently come for the taking project services. We conducted meetings twice in a month there. Besides, we also provided them with the playing and educational materials. There they feel free to share their health problems. There we educate them about safe sexual practices and conducted mock modular demonstrations for condom promotion and linked them to STI clinics and ICTC.

Some 18 condom outlets have been established in different hotspot areas for free condom promotion.

Preferred Private Practitioners (PPP) - For availing the local solution to the problem of STI, we selected five local health practitioners (RMP) for five working zones with the consent of community and arranged one day training program for them at the district level where they were given training for the STI identification and treatment. The community members have started visiting their clinics where they get treatment locally.

ENABLING ENVIRONMENT

TIP also aims to enable the environment for the working class of HRGs. For this project staff organized community events, advocacy meetings and crisis management with the HRGs and seek their acceptance by the society. The stakeholders played an important role in enabling environment. On the occasion of world AIDS day the team organized a rally in which approximately 100 college students participated and walked through major markets and chowks returning to the college. The rally was also followed by a quiz in which questions related to infection and prevention of HIV-AIDS was dealt with. Also, a video show was organized to impart awareness about HIV-AIDS.

16

HEALTH

INTEGRATION WITH OTHER SERVICES AND STATUS OF LINKAGES

Medical and counselling services to women having general or RTI/STI cases.

Establishment of condom depot and free distribution of condoms and 2, 36,035 condoms were distributed to the community.

Linkage with ICTC centre in which 606 instances of HIV testing in ICTC testing were done.

 Linkages with Red Cross Society.

Established linkages with local administration and police.

Follow-up to the ICTC centre and medical support to them from local PHC.

HEALTH & NUTRITION PROGRAMME

Supported by JTDS, Jan Jagran Kendra is intervening in 40 villages of Bundu and 22 villages of Tamar block to provide a rights base for the villagers who mainly consist of tribal for good health and nutrition. The tribal here suffer poor health and are not properly nourished.

The food habit of the people is generally responsible for malnutrition among them.

In the program, Village Health Committee of all the villages is made active to work towards the achievement of the result they are meant for and 62 Sahiya are oriented towards the goal by training under the programme.

Mobile Health Clinic

The program is supported by JTDS in Bundu block of Ranchi District. The main aim of the project is to provide health service facility for remote and tribal villages. This intervention leads to the home delivery of the health facilities to the marginalized sections of the society. It helps in providing them with direct and instant relief, counselling and medication at one hand and referral services on the other.

Under this program 62 villages were covered in which 45 Health Camps was conducted and around 4387 villagers were provided medical services like free health check up, blood test, and free medicines were provided to the patients. A mobile health team comprises with a doctor, nurses, and lab technicians.

17

Smoke Free

Tobacco use has always been a major universal concern for the health aspect of mankind. It not only has a direct negative effect on the users but is an externality for the whole ecosystem whether it is living beings not engaged in tobacco in any way or the environment. Tobacco causes the direct negative effect on health and environment besides the indirect effect of losing efficiency at work in long term.

VHAI supported Jan Jagran Kendra in sensitizing communities against the ill effects of tobacco and

hoardings were put at public places to highlight the tobacco menace and its ill effects. This is followed up by initiating dialogue with public, police, press and mass media in Hazaribagh, Ranchi, Dhanbad, Bokaro, Ramgarh, Koderma, Chatra, and Giridih to make these districts smoke free and to ensure free state of mind and good health. We are making efforts to mobilize masses against tobacco by public talks, raising awareness in administration, educational institutions, police, media and Health Department about COTPA law and signage at the public places against tobacco consumption and smoking.

Success StoryRotu is a child of 9 months but hard to

Economic Empowerment

Self Help Groups (SHGs)

A self help group (SHG) is a primary tool of poverty alleviation and empowerment. An SHG is a group of people, who have voluntarily come forward to form a group with the intention of finding a solution to common problems such as medical issues, income

Success StoryMeena Mundu is a very active lady in the Bera

village of Bundu Block, District Ranchi. She

along with her husband use to work throughout

the day to fulfil the basic requirements of the

family and their children. After the whole day run,

she found it hard to manage the breads for even

two times a day. The only option left to her and

her husband is daily wage. The curse went out to

be worst when the year continued its last year’s

legacy of draught. The family was on the edge of

life and death.

Jan Jagran Kendra intervened in the village under

JTDS Program. Meena Mundu is approached for

the promotion of livelihood through formation of

SHG. Initially, she resisted because she was not

having too much of money even for the breads

then how could she think of savings.

The whole process of mobilization carried out with

her by the community mobilizer of JJK resulted

her to become part of Baitulum Swayam Sahayta

Samooh. The group started their functioning to

which Meena Mundu was Secretary. The group

was very regular and JJK carried out activities for

the smooth functioning of the same.

Today the group has got credit from the Bank with

the help of JJK. The finance goes for the purchase

of Tracker for as public vehicle. The vehicle is

managed by the group leading each member of

generation activities or watershed development with a degree of self- sufficiency. However, in Jharkhand the groups largely are the conduit through which micro credit is routed to the poor in the belief that it will serve as a catalyst in helping them pulling out of poverty.

Self help groups empower poor women; more than 23,334 women are mobilized into SHGs so far and there is continuous increase in the membership. This has resulted in a very encouraging level of saving activities among the women.

Skill based training to SHGs Jan Jagran Kendra is delivering training to rural people to enhance their income. To ensure rapid expansion of income generation activities, establishment of supportive linkages with training institutes, competent individuals, financial institutions, the government and the markets become essential. To enable the continued growth of income generation activities concerted efforts are required to both strengthening existing linkages and also to seek out new relationships. Jan Jagran Kendra has imparted training on different activities like food processing, stitching, bamboo craft, jute, soap making and agriculture activities.

Income Generation activity

In the recent years, Jan Jagran Kendra has been concentrating increasingly on promoting a wide range of income generation activities. Under SGSY Program after assessing the need of the rural people of Hazaribagh District, JJK has provided training on different such activities like Vermi composting, soap making, jute bag making and bamboo based articles making etc.

Research is another word for gathering of information. The more information we have the closer we get of making our own decision. Research is the result of advancing knowledge created in the past. There are people from all walks of life that contribute to gather information. Research is designed to solve a particular existing problems and it also give impact on decision making. Most of the decisions was taken without gathered information to back them up but for the sustainable solution research give the real picture what the strategy has to make for solving the problem. The gather information will have impact on future planning an important decision with inadequate evidence.

In this year Jan Jagran kendra has taken four research on the following

1. LMD local Market

2. Survey for artisans in Koderma District.

3. Child Labour

4. Health Status of people who are living in the Bundu Block of Ranchi District.

India is a young nation with 70% of 700 million people below 35 years of age. India is driven by youth power today, especially in the field of information technology. But there is another India that craves for education and empowerment. It is this India that requires a lot of more focus on education and vocational training.

The rural youth invariably migrates to urban areas due to lack of employment opportunities. Since most of them are school dropouts, the pure academic qualification provides limited employment opportunies.

Rural youth capital is one of the major inputs for their improvement of quality of life. This is very important in the case of people from low income families. Majority of the rural youths are unemployed, some of them are

working as agricultural labour earning a Rs.110/- as their daily wage. This doesn’t give security of daily wage also. Main issues affecting rural youth are Education, technical knowledge, employment.

Education and training is an issue of critical importance for rural youth. Lack of skills and the opportunity for training are a major reason for increasing unemployment. Education levels are lower and opportunities are less In the rural areas of all countries of the region.

As mentioned above, what education and training is available is often so oriented to urban life that it only acts as a further incentive to migrate to the towns. Young women are especially likely to suffer from discriminatory practices and habits. Rural young women in all countries of the region receive less education than young men and less opportunities for vocational training.

For supporting the youths Jan Jagran kendra was launched with the aim to provide basic technical and entreprenerual skills to rural youth from the families below poverty line to enable them to take up self employment and wage employment in the broad fields of agriculture and allied sectors namely industries, services and business activities. The target groups comprises of rural youths between the age 18-35 years.
