Introduction

Who is this booklet for?This booklet is mainly for parents and carers with children born between 01 September 2002 and 31 August 2003. Your child is due to transfer to secondary school in September 2014.

It is also for parents with children in due to start in Year 10 in September 2014 who are considering applying for a place at one of the new Studio Schools or University Technology Colleges.

This booklet gives you all of the information you need to apply for a secondary school place starting in September 2014. It is primarily designed for Warwickshire residents but also contains information which non-Warwickshire residents may find useful.

Please keep this booklet for future reference.

How do I decide which schools to apply for?In choosing a school you should consider very carefully all of the information available. Information on each of Warwickshire’s secondary schools can be found in this booklet. You should also look at the websites of schools you are interested in and ask schools about open evenings. These will give you an opportunity to look around the school. You may also wish to visit the Ofsted and the Department for Education websites as these contain information about exam and inspection results.

If you are applying for a grammar school place your child will need to sit the 11+ test. Make sure you read very carefully the section in this booklet about the 11+ test and the way places at grammar schools are offered.

Important dates for admissionsThe closing date for applying on-time for a secondary school place is 31 October 2013. Failure to apply on-time will significantly reduce the chances of your child being offered a place at your preferred school.

Please note that the dates listed below relating to the 11+ test are only relevant if you wish to apply for a place at a Warwickshire grammar school (see page 13).

• Apply by telephoning the Admissions Service. You will need your council tax property reference number. This can be found on your council tax bill.

Offer emails will be sent from 8.30am on 03 March 2014. If you choose to receive an offer email you will also receive an offer letter. Offer emails cannot be sent to parents who did not apply online.

I can’t find the school I wish to apply for on the online form

Firstly, check what the online form says at the top of the page. The first school you are asked to pick is your child’s CURRENT school.

If you are on the page where you are asked to pick which school you want to apply for try using the ‘School Search’ button at the bottom of the page:

• Select ‘ANY DISTANCE’.

• Ensure ‘LA’ is set to the Authority that the school you are looking for is located in. This box defaults to Warwickshire.

• In ‘School Name’ just type in a small part of the school name. For example, if you are looking for St Benedict’s, just type in ‘benedict’.

If you still cannot find the school you are looking for call the Admissions Service.

What does the ‘status’ of my online application mean?

Not Submitted You have not submitted your application. You may make changes to it at this stage. However, you need to submit your application before 31 October 2013 for it to be received on time by the Admissions Service.

Submitted to LEA

You have submitted your application. The Admissions Service can now pull your application through to their system. You must no longer amend any details. If you need to change any details on your application you must request the changes by contacting the Admissions Service. There is no guarantee your application can be changed after 31 October 2013.

LEA has received the application

The Admissions Service now has your application in their system.

I need to apply for a place for more than one childYou only need to create one account on the online system. You can add as many children as you need onto this account. For each child you add, you must go through the stages of adding their details and listing the school preferences. You must submit each child’s application separately.

I have created an account for a previous yearAll accounts are removed from the system each year. You will need to create a new account.

If I apply online how do I know you’ve received my application?Once your online application is complete and you submit it you will receive an email to acknowledge submission of your application. The status of your application will change to ‘LEA has received the application’ once your application is in the Admission’s Service system.

I’ve submitted my application online. Can I change it?No. Once your application has been submitted any changes you wish to make must be made by contacting the Admissions Service and requesting a change to your application.

Any amendments you make online after you have submitted your application will not be sent through to the Admissions Service.

Things to consider when applying

Choosing your school preferences• Warwickshire residents can list up to seven schools on their application. • Listing only one school will not increase your chances of gaining a place. We strongly recommend you list more than one school on your application. • Listing more than one school will not affect your chances of gaining a place at your first choice school. We strongly recommend you list more than one school on your application. • If we cannot offer any of the schools you have listed we will offer a place at the next nearest community or voluntary controlled Warwickshire school with spaces or the next nearest own admissions authority school with spaces which is willing to offer a place. The next nearest school with spaces will be measured by straight line distance. • If you are applying for a Warwickshire grammar school you must register for the 11+ test using the 11+ test registration form (which can be found on page 43). You must also list the grammar school(s) you wish to apply for a place at on your application for a school place.

What order should I list my preferences in?You should list your preferred school first. However, the order of your preferences will only be looked at if we can offer you more than one of the schools you have listed. We would then offer a place at the school listed as the highest preference. This also applies to grammar schools. For example, where the local high school is the first preference and a grammar school is the second preference, if the child can be offered the local high school and the grammar school, a place at the local high school would be offered because it is listed as a higher preference.

Securing a place at a school for one child does not guarantee their brother or sister will be offered a place at the same school. This is especially the case if it is not your priority area school.

Changing your preferencesIf you wish to change your school preferences, you must request this by contacting the Admissions Service. After 31 October 2013 you can only amend your preferences if you are moving house (see below). Other preference changes / additions will be considered ‘late’.

Definition of Home AddressWhere the child normally resides / sleeps when they attend school. Addresses involved in child minding arrangements, whether with professional child-minders, friends or relatives, are excluded.

There is an expectation that the address used to apply for a school place is the address at which the child will live at the start of the Autumn term. You must notify us of any change in circumstance.

The Local Authority may undertake a home visit without prior notice to verify a child’s home address.

Where a school place is allocated on the basis of an address which is subsequently found to be different from the child’s home address that place can be withdrawn.

Moving HouseOffers of places at secondary level will take account of a future move involving the child’s address only if it can be confirmed before 03 February 2014. Independent proof of the move such as a tenancy agreement that terminates after the start of the autumn term or proof that there has been an exchange of contracts in the purchase of a house will be required. There is an expectation that the address used will satisfy the definition of ‘home address’ (see above). Proof of residence at the address may be required. The Local Authority may undertake a home visit without prior notice to verify a child’s home address.

I want to apply for schools that are not in WarwickshireYou must apply through the Local Authority in which you live regardless of where the schools you want to apply for are located.

For example, if you live in Warwickshire and wish to apply for two Warwickshire schools and one Coventry school, you must apply to Warwickshire, listing all of your school choices. Warwickshire will then communicate with Coventry on your behalf.

My child is due to start Year 10 in September 2014 and I want to apply for a place at one of the new Studio Schools / University Technology College’sYou should apply in the normal way described in this booklet. You may also need to complete an additional form. Please contact the relevant school(s) for further details.

Supplementary FormsSome schools require you to fill out an additional form to apply for a place. The school’s admissions criteria should indicate whether or not you need to complete a supplementary form. We are aware that the following schools will require a supplementary form for entry in September 2014.

Late ApplicationsIf you apply after 31 October 2013 your application will be classed as ‘late’. Late applications are considered after all on-time applications. Failing to apply on-time may significantly reduce the chances of your child being offered a place at your preferred school.

How offers are made

If you apply for a school that is over-subscribed (has more applicants than there are places available) your application is given a criteria. Places are then offered in criteria order to fill the school.

The criteria that are used depend upon the type of school that you have applied for. Some schools use their own criteria and consider factors such as faith. Other schools are controlled by the Local Authority or opt to use Warwickshire’s over-subscription criteria. Please refer to ‘Schools in Warwickshire’ on pages 27-38 to see which criteria are used by each school.

The following page details the offers that were made to each school for admission in September 2013. This shows which criteria each school was able to offer up to. Offers change each year depending on the amount of applicants and the areas they are applying from.

Warwickshire County Council’s (WCC) oversubscription criteriaChildren with a statement of special needs are admitted first and this will reduce the number of places available for other applicants.

1. Children in care of, or provided with accommodation by, a local authority and children who were looked after, but ceased to be so because they were adopted (or became subject to a residence order or special guardianship order).

2. Children living inside the priority area who will have a brother or sister at the school at the time of admission.

3. Other children living inside the priority area.

4. Children living outside the priority area who will have a brother or sister at the school at the time of admission.

5. Other children living outside the priority area.

Within each criterion, priority is given in order of straight line distance between the home and school. The shortest distance has the highest priority. For more information on how distances are measured, please see www.warwickshire.gov.uk/admissions

All distances are subject to changes which may occur with updates of mapping data.

Priority areasPriority areas are an important part of Warwickshire’s oversubscription criteria. They are also used as part of the oversubscription criteria in many other schools. Living in a priority area does not guarantee a place at a school but does improve the chances of being offered a place.

You can enter your home postcode on an interactive map at www.warwickshire.gov.uk/admissions to confirm which priority area you live in or call the Admissions Service with your address. Do not assume that the school closest to your address is your priority area school.

What to do after you receive your offer

Offers will be posted second class on 28 February 2014.

If you applied on-line and requested to receive your offer via email it will be sent from 8.30am on 03 March 2014.

The closing date for accepting the school you have been offered is 14 March 2014.

What if I don’t want the place that I am offered?Your offer letter will include a ‘What to do next’ sheet. This will contain all the information and deadlines you need to be aware of.

Waiting ListsIf you have not been offered your first preference, you will automatically be placed onto the waiting list for any school that you listed higher than the school you have been offered. If you have been offered a school that you did not list (an unplaced offer) then you will be on the waiting list for all the other schools you listed as a preference. This does not apply to grammar school waiting lists.

Please note the following:

• Waiting lists are held in criteria order. •Late applicants are not penalised on waiting lists. • Your position on a waiting list can change - if other applicants are added to a waiting list they

will be added in criteria order. If their criterion is higher than yours you will move down the waiting list.

Your child can be placed on the waiting list for a maximum of seven schools.

On a waiting list, you are waiting for children who have been offered places to decline them. The re-offer process will commence from 17 March 2014 when any places then available will be re-offered in waiting list order.

Grammar school waiting lists are held differently to other schools. Please see page 18-19 for further information.

AppealsOnce you have received your offer you have the right to appeal for a place at any school where your child has been refused a place. If you wish to appeal for a Warwickshire school you can submit your appeal on-line at: www.warwickshire.gov.uk/schoolappeals

There will be a closing date by which to submit your appeal. This will be found in the ‘What to do next’ sheet sent with your offer letter. You can appeal after this date but your appeal may not be heard with the other applicants appealing for places at the school. This may have an effect on the outcome of your appeal.

If you are successful at appeal, the school will offer your child a place. This process is different to the waiting lists. You are not waiting for other children to decline places. A successful appeal will mean the school will offer over its Published Admission Number.

If you wish to appeal for a school outside of Warwickshire you will need to contact the LA in which the school is located.

The 11+ test and Warwickshire’s Grammar Schools

What is the 11+ test?The 11+ test is designed to reflect a child’s academic potential. The results from the test are then used to allocate places at Warwickshire grammar schools. You only need to register your child for the 11+ test if you wish to apply for a place at one or more of Warwickshire’s grammar schools. Only those children who score within a specific ability range for each grammar school will be considered for a place.

Registering your child for the 11+ test When do I need to register my child to sit Warwickshire’s 11+ test?As soon as possible but no later than 5pm on Wednesday 10 July 2013. If you hand deliver the form to our office then you must ask for an acknowledgement slip.

How do I register my child to sit Warwickshire’s 11+ test?

The registration form is on page 43. Complete and return by no later than 5pm on Wednesday 10 July 2013.

You will receive an acknowledgement letter within 10 working days of your registration form being received.

One passport sized photograph of your child must be attached to the registration form for identification purposes. Please ensure that the form has been signed in the appropriate place by either your child’s current Headteacher or their class teacher.

The registration form only enters your child for the 11+ test and is not your application for a school place. See page 5 for details on how to apply for a school place.

PLEASE NOTE that the freepost address can take 4-5 working days to arrive. Please only use this address to send registration forms up until 03 July 2013. After this date registration forms should be sent to:

A stamp will be required and we recommend that parents obtain proof of postage.

What if my registration form is received after 5pm on Wednesday 10 July 2013? Your registration will be classed as late. Your child will be very unlikely to be offered a grammar school place on 03 March 2014 unless your form is late because you were moving address.

Your child will not be tested on 07 September 2013. They will instead be tested at a later date.

We cannot guarantee that you will receive your child’s test results before the closing date to apply for a school place. There is also no guarantee that your child will be tested before school places are offered on 03 March 2014.

The 11+ test

What types of test will my child take?Each child will sit two papers in one session. The papers incorporate Verbal Reasoning, Non Verbal Reasoning and Numeracy. The tests have been designed specifically for Warwickshire by Durham University’s Centre for Evaluation and Monitoring. Each test paper will have approximately 100-125 questions to be completed in approximately 45 minutes.

As the papers are largely designed to test a child’s innate intelligence and potential, practice papers are not provided. However, in order that children can familiarise themselves with the type of question to be included in the test, short sample papers are sent two weeks before the test, along with details of the test venue allocated. Primary Schools are not expected to become involved in the preparation of children.

What if my child is not well or unavailable on 07 September 2013?Supplementary tests will be held in test centres on Saturday 14 September 2013 and Tuesday 17 September 2013. These dates will only be available to students whose parents provide proof that the student was ill on the day of the original tests (Doctor’s note) or who are able to provide, before the date of the original test, independent evidence of special circumstances such as religious grounds or previously booked engagements. Where will my child take the 11+ test?The 11+ test is taken in test centres allocated by the Admissions Service. Children do not take the test in their own primary school. Tests are held in the morning and most test centres are situated in secondary schools. However, due to the number of children sitting the 11+ test, other types of venue are often used.

Every effort is made to ensure that children attending the same primary or junior school will be allocated to the same test centre but this cannot be guaranteed. We also try to allocate children to the nearest centre to their home address but each centre does have a limited number of places.

Parents having difficulty with transport arrangements should contact the Admissions Service in writing. For parents of children eligible to receive free school meals, travel assistance may be available.

What happens if I move address?To qualify as a resident of a grammar school priority area you must provide Warwickshire’s Admissions Service with your council tax property reference number (for the relevant property). This will allow confirmation of your address. If you cannot provide your council tax property reference number you must contact the Admissions Service for a list of alternative evidence that you will need to submit. Parents / carers have until 03 February 2014 to prove their address. If you live outside of Warwickshire you will need to provide your home authority with proof of your new address which satisfies their requirements.

When will I be informed of my child’s test date and venue?If your registration is received by 5pm on Wednesday 10 July 2013 you will be notified of the venue, time of the test, and sent a short sample test paper two weeks prior to the test date of Saturday 07 September 2013. If you do not receive this by 31 August 2013 you should contact the Admissions Service.

Will special consideration be given to children with certain learning or physical difficulties?If your child has a learning difficulty or disability which could significantly affect their performance or ability to access the tests you must include detailed information with your registration form. This includes students with Statements of Special Educational Needs or those for whom provision is being made in a school at School Action or School Action Plus. It also includes those students where English is a second language.

Supporting information supplied must be dated within the last 18 months.

The Admissions Service will contact your child’s current school for confirmation of the information supplied. The Admissions Service will then consider the information provided and may seek further guidance in deciding whether to make specific adjustments for the candidate.

The Admissions Service will provide details of any provision or adjustments that are being made for a child before they sit the tests. Are the test results standardised?Yes. Once the test papers have been marked and checked, the raw scores from both papers are standardised based on a child’s age on the day they took the 11+ test. Standardised scores are the best way to compare the performance of all children sitting the test regardless of their month of birth within an academic year.

The total standardised score is then used to rank children in descending order (highest to lowest).

11+ test results

Under the Admissions Code there is a requirement for admission authorities to inform parents of the outcome of selection tests before the closing date for secondary applications of 31 October 2013 so as to allow parents to make an informed choice of school – while making it clear that this does not equate to a guarantee of a selective place.

The parents of all children who sit the 11+ test on Saturday 07 September, Saturday 14 September, or Tuesday 17 September 2013 will be sent on 11 October 2013 details of how their child has performed in the 11+ test. This will be broken down by performance in Verbal Reasoning, Non Verbal Reasoning and Numeracy. A provisional ranking of where the score places the child out of all children who have taken the test, and out of all children who have taken the test in the area relevant to their home address will also be provided. Parents will also be supplied with the automatic qualifying score and waiting list score range for the past three years. However, due to the fact that the rankings are subject to change, for example due to students moving into the area, and that qualifying / waiting list range scores will not have been set, there can be no guarantee that a particular child will be offered a grammar school place, regardless of their performance in the 11+ test. Some grammar schools have increased their Published Admission Number, therefore previous years qualifying scores should only be used as a guide.

The Committee of Reference

The grammar school priority areas

What is the role of the Committee of Reference?The Committee of Reference is divided into two groups - one for the eastern area and one for the southern area. Each group is made up of representatives from the grammar schools and other Warwickshire schools within the respective area.

The Committee of Reference will:

• Reviewthearrangementswhichhavebeenmadeforstudentswhoseparentsappliedforspecial consideration due to certain learning / physical difficulties or medical issues. • Discussanymattersarisingfromthetests. • Determineanautomaticqualifyingscoreforentrytoeachgrammarschoolanddetermine a waiting list score range / reserve list as required by each school’s individual admission arrangements.

Does the Committee consider specific issues that could have affected a child’s performance in the 11+ test?No. Individual issues such as family emergencies or other personal circumstances can only be considered through the appeal process after receiving your offer of a school place, and not through the Committee of Reference.

The three southern area grammar schools use a single priority circle as part of their admission arrangements. The three eastern area schools also use a priority circle which is then broken down into a further priority area which equals the eastern area of Warwickshire.

More information on these priority areas can be found in the Eastern and Southern Grammar School sections of this booklet. The key thing to be aware of is that if your address is not in one of these priority areas, unless there are insufficient students of the required ability within the relevant priority area, your child will not be offered a grammar school place on 03 March 2014.

We will notify you if your address falls outside one or both of the priority areas when we send you your test venue allocation two weeks prior to the test.

Priority Circle

This is a circle with a radius equal to the distance between the furthest point of the original priority area and a shared point for the two single sex schools in the area which is the water tower just outside Rugby town and runs approximately 10 miles to include Bubbenhall. This area includes Lutterworth, Swinton, Yelvertoft, West Haddon, Long Buckby, Daventry, Braunston, Napton on the Hill and Southam.

II. The first 50% of the remaining places will be allocated to children living in the Eastern Area of Warwickshire who achieve the automatic qualifying score or above.

III. The residual 50% of places will be allocated to children living in the priority circle (the centre of which is the Rugby Water Tower) who achieve the automatic qualifying score or above.

IV. Children living in the priority circle who score within the waiting list range as determined by the Committee of Reference. (Rugby High School and Ashlawn Selective School only).

In all categories below the order of priority will be:

Category 1: All children who scored above the automatic standard level set by the Committee of Reference provided that:

a) the child is living (or proof is provided by 03 February 2014 that the child will be living by the start of the autumn term) within the priority circle for the area, and

b) the child has been registered for the 11+ test by the closing date of 10 July 2013, completed that test and scored at or above the automatic level set by the Committee of Reference, and

c) the parent / carer has named the school on the common application form submitted on time to their home authority and an offer from a higher preference has not been made.

Category 2: The highest scoring children on the waiting list will be given next priority for offers in the first round of offers up to the Published Admission Number provided that:

a) the child is living (or proof is provided by 03 February 2014 that the child will be living by the start of the autumn term) within the priority circle for the area, and

b) the child has been registered for the 11+ test by the closing date of 10 July 2013, completed that test and their score on that test was ranked highly in the waiting list and

c) the parent / carer has named the school on the common application form submitted on time to the home authority and an offer from a higher preference has not been made.

Category 3: Applications from children living outside the priority area will be considered in this category. Children whose parent / carers registered for tests after the closing date or applied for a place to their home authority after the closing date will also be considered in this category. The same selective standards will apply, and applicants will be placed in order in line with categories 1 and 2 above. Places will not normally be offered to category 3 in the first round of offers but retained on the waiting list.

In Warwickshire, we are committed to the needs of all children regardless of difficulty, within mainstream schools or sometimes in a Special School. Support and advice availableThe Parent Partnership Service can help to make sure that parents/carers of children who have special educational needs have impartial support and guidance regarding all issues that affect your child, particularly during admission to school, school placements and in relation to SEN procedures.

Will my child be able to attend a mainstream secondary school if a statement of special educational needs is in place?The Local Authority has a duty to name the school that you ask for unless:

•the school is unsuitable to the child’s ability, aptitude or special educational needs, or;

•the attendance at the school chosen would be incompatible with the efficient education of other children with whom the child would be educated or with the efficient use of resources.

You must still apply for your school place as outlined on page 5. It is very important if your child has a statement to write this clearly on the application for a school place. The ASRS will formally consult with your preferred school by sending them a copy of your child’s current statement and ask them if they feel that they can meet your child’s special educational needs.

My child has a statement. When do I express a preference for a secondary school to make sure a smooth transfer occurs?The Year 5 Annual Review of the statement in the primary school should be a Transitional Review, because it is the time when transfers should first be discussed. At this review you should express your and your child’s preference for the type of secondary provision. This should be recorded on the Annual Review documentation. This does not guarantee a place but starts the process of exploring what is available.

Will my child who has special needs and a statement be guaranteed a place in the priority area school?ASRS will consult with your first preference of mainstream school as soon as your preferences are known. If the school agree to be named on your child’s statement and feel they can meet his/her needs, then ASRS will name the school in the statement and liaise with the Admissions Service to ensure that a place in that school is allocated to your child.

ASRS will endeavor to issue an amended statement – naming your child’s secondary school by February before the September that your child transfers.

Please note that if your preferred school is named, but is not your priority area school, then your child will not qualify for SEN transport assistance.

Are there any special procedures I need to follow, relating to change of school in order to secure a place for my child who has a statement?Parents of children with statements are asked to follow the admission procedures set down in this booklet. On the form, you must make sure that the fact that your child has a statement of special educational needs is clearly stated. The Admissions team work closely with the ASRS to ensure proper consideration is given to your preferred school. It will help both the Admissions team and ASRS if your preferences are registered as soon as possible in line with the admissions procedures.

My child is in a primary special school/designated provision-will a similar place be available in the Secondary sector?If it is still appropriate to meet your child’s needs in a Special School, transfer to a similar placement for secondary age pupils will take place. Issues such as this should be raised through the Annual Review.

A form for admission to a secondary school must be completed. You may however express a preference for a mainstream school. If it is clear that your child needs to attend a Special School, the ASRS team and the school will make the decision regarding placement according to the needs of the individual child.

What if my child’s needs can’t be met in Warwickshire?Warwickshire has a wide range of provision available (a list can be found in this booklet) and therefore it is not considered appropriate to seek placements elsewhere. As far as is possible we seek to meet the needs of pupils in mainstream schools or in local Special Schools. Only in very exceptional circumstances will placement outside the county be considered.

When a transfer of school takes place will the statement be changed?

Yes, the statement will be amended to name the new school in Part Four. Unless the needs of the child have changed all other parts of the statement will stay the same. Only significant changes like the name of the school will be recorded on the amended statement. However, if a recent Annual Review has requested changes to the statement, these changes may be incorporated at the same time as naming the new secondary school. A new statement will be issued showing these changes – usually by 15 February of the year before the September that your child changes school.

Support for the child in the secondary schoolThese issues should be discussed at the Annual Review; usually staff from the secondary school liaise with the primary schools in order to learn about the child. The way the support is delivered may change because of the way schools are managed or because of the requirements of the Secondary Curriculum. If in doubt, you should contact the Special Educational Needs Coordinator (SENCo) at the new school and discuss this once a decision regarding placement has been finalized.

Transport to school for children with special educational needsPlease see the ‘Transport for children with Special Educational Needs’ section under School Transport, page 24. Transport arrangements can be discussed with ASRS officers when the statement is being written or reviewed or with the SEN Transport Liaison Officer.

If I do not agree with the naming of a school on my child’s statement, can I appeal and who and where do I go to do this?The Parent Partnership Service is an independent source of advice and information to parents and carers of children with special educational needs. A regional independent mediation service is also available. Independent Parental supporters are also available to help parents and provide dedicated support and advice. These are trained volunteers who are not part of the LA.

If mediation does not result in agreement between parents and the Local Authority then appeals can be made to the Special Educational Needs Tribunal (SENDIST).

School Transport

Free transport informationTo qualify for free transport, the following criteria need to be met.

•You (and your child) are resident in Warwickshire; •Your child is attending the nearest qualifying school to their home address. This is normally the priority area school but can be another school if closer to home by the shortest available walking route. For residents of the Eastern and Southern areas of Warwickshire, the nearest qualifying school may be a grammar school. • The walking distance (using the shortest available walking route) from your home address to the nearest qualifying school is over:

i) Two miles for children under the age of 8 years ii) Three miles for children aged 8 –16

Free travel at the two-mile limit will only be provided up to the end of the academic year in which the child becomes eight years of age.

If a child is unable to attend the nearest qualifying school because no place is available, or because of a permanent exclusion, free travel will normally be provided to the next nearest school where a place is available. This will be subject to the usual distance criteria.

If a family moves to a new address within Warwickshire, after a child has started year 10, the Authority will assist with transport costs to enable them to complete their GCSE examinations. This will be subject to the relevant distance criteria. The child will also need to have been attending the nearest qualifying school based on their previous home address.

Extra help available for low-income familiesIf your child is entitled to free school meals, or your family is in receipt of the maximum level of Working Tax Credit, free transport will also be provided for:

• Children aged 8-11, attending the nearest qualifying school to home, provided it is more than two miles (by the shortest available walking route) from their home; • Children aged 11-16, attending one of their three nearest qualifying schools, provided it is more than two miles (by the shortest available walking route), but not more than six miles (by motorised route) from their home; • Children aged 11-16, attending the nearest qualifying school which accords with the parents’ religion or belief, provided it is more than two miles (by the shortest available walking route), but not more than fifteen miles (by motorised route) from their home. However, if the distance from home to school does exceed fifteen miles, and the school is within Warwickshire, transport may be granted.

Where transport is granted on low-income grounds, eligibility will be checked on a regular basis. Should eligibility for free school meals cease, or if parents are no longer in receipt of their maximum level of Working Tax Credit, free transport will be withdrawn if places are available at a nearer school

What if my child does not qualify for free transport?Warwickshire County Council operates a Vacant Seats Scheme. This allows children not entitled to free transport to travel on Council services after entitled children have been accommodated. A parental contribution is required but there is no guarantee of a place. Details are available from the Education Transport Department.

Definitions for school transport‘Walking Distance’ and ‘Walking Route’ These are not necessarily the shortest distance by road, but are measured by the shortest route along which a child, accompanied as necessary, may walk with reasonable safety. As such, the route measured may include footpaths, bridleways, and other pathways, as well as recognised roads.

Walking Distance will be measured from the home boundary gate or the end of the property to the nearest school gate.

‘Motorised Route’ These are those routes which are passable by using a suitable motorised vehicle. Paths and roads not passable by motorised transport will not therefore be considered. Measurements will be made by the Education Transport Office using the Travel Manager Software package, or other appropriate measurement system used by Warwickshire County Council at that time.

Transport to faith schools (formally known as denominational transport) Traditionally, Warwickshire County Council has provided free transport to the nearest faith school to the home address (subject to the normal distance criteria). However, from September 2012, new applicants for transport will only be eligible for free travel to a faith school if they qualify under the eligibility criteria outlined above.

Transport to Warwickshire grammar/selective schoolsFor children resident in the Eastern or Southern areas of Warwickshire, grammar schools may be considered the nearest qualifying school. The Eastern area consists of the combined priority areas of Ashlawn School, The Avon Valley School and Bilton School. The Southern area consists of the combined priority areas of Henley High School, Studley High School, Alcester High School, Stratford-upon-Avon High School, Shipston High School and Kineton High School.

Free transport is available for those living in the Eastern and Southern areas but will only be provided to a grammar school within the same area as the home address subject to the usual distance criteria. Where a child is not resident in the Eastern or Southern areas of Warwickshire, as described above, free transport will not be provided to grammar schools.

Transport for children with Special Educational NeedsStaff within the Assessment, Statementing and Review Team will discuss any specific transport requirements with parents, either when the statement is being written or reviewed.

In some cases a student with a statement of Special Educational Needs may qualify for transport assistance regardless of the distance between home and school. This will be dependent on the nature of the child’s Special Educational Needs. However where a parent chooses to send his/her child to a school which is not the nearest qualifying school, the authority will not provide assistance unless specified in the child’s statement.

Transport will only be provided within the normal walking distance criteria if the student, accompanied by the parent if necessary, is considered unable to make the journey in any other way. Home to school transport is provided from the child’s home address (i.e. the main place of residence) to school and vice-versa. No variation to the journey can be accommodated without the prior authorisation.

Changing Schools

If you live in Warwickshire and wish to apply for your child to change schools during the school year (in-year admissions) in most cases you will need to apply through Warwickshire Admissions. Upon receipt of a fully completed application form we aim to process change of school requests within ten school days.

A small number of schools deal with their own in-year admissions and you will need to apply to the school directly. Details of these schools can be found on our website www.warwickshire.gov.uk/changingschools or by contacting Warwickshire Admissions Service on 01926 742037.

If you live outside of Warwickshire and wish to transfer your child to a Warwickshire School you should contact your home authority for details on how to apply.

If you are applying to move your child to a different school because of problems at their current school, we would recommend that you speak with the school’s headteacher, head of year or class teacher. Changing schools can be disruptive for the child and it is always best to explore all other options.

There are some cases when a change of school request may take longer than ten school days to process, for example children with full Statements of Special Educational Needs, applications for grammar school places, children in Year 10 and Year 11, and those who fall under the In-Year Fair Access Protocol (more information about this can be found in the following section below).

Warwickshire’s ‘In Year Fair Access Protocol’ (IYFAP)

IntroductionThe main purpose of Warwickshire’s In-Year Fair Access Protocol (IYFAP) is to ensure that outside the normal admissions round, unplaced children, especially the most vulnerable, are offered a place at a suitable school as soon as possible. Selective (grammar) schools will only be expected to admit children under the protocol where the child concerned meets the relevant entry requirements (selective schools will normally need to make arrangements for testing).

If your application for a school place falls under the IYFAP then you will notified of this when we receive your application. It will then be dealt with by our IYFAP officer who will explain the process in more detail.

Definition of Children who fall under the IYFAPThe criteria for eligibility under the terms of the Warwickshire IYFAP are those of compulsory school age identified as falling into at least one of the following categories:

a) Children excluded from school who are eligible to be re-integrated back into mainstream education. b) Children who have been out of education for two months or more. c) Children whose parents have been unable to find them a place after moving in to the area, e.g. because of an absolute shortage of available places. d) Children moving school during year 11. e) Children withdrawn from school by their family and unable to find another school place. f) Children who are homeless. g) Children with unsupportive family backgrounds for whom a place has not been sought. h) Children from the criminal justice system or Pupil Referral Units who need to be reintegrated into mainstream education. i) Children without a school place and with a significant history of persistent non-attendance (defined as below 85% for the relevant academic year). j) Children of Gypsies, Roma Travellers, refugees and asylum seekers. k) Children who are carers. l) Children with special educational needs but without a statement. m) Children with significant disabilities or serious diagnosed medical conditions. n) Children who are recent arrivals in the UK and have little or no English. o) Children of UK service personnel and other Crown Servants.

1. In line with the advice from the National Society, a child is “at the heart of the Church” if they are, or one of their parents is, a regular worshipper, who worships twice a month. To accommodate difficult patterns of work and family relationships, account will be taken equally of attendance at weekday and Sunday acts of worship. (For clarification of ‘parent’ see note 8 below). The qualifying period for being “at the heart of the Church” is a minimum of two years. Only a signed Christian Minister’s/Lay Reader’s Reference form (preferred) or letter will be accepted as evidence in order for the applicant to be offered a place under priority criteria 2 and 3.

2. In line with the advice from The National Society, a child is “attached to the Church” if they are, or one of their parents is, a regular but not frequent worshipper, who worships once a month at either a weekday or Sunday act of worship or attends a church activity (such as a Church Parade Service) which includes an element of worship. (For clarification of ‘parent’ see note 8 below). The qualifying period for being “attached to the Church” is two years. Only a signed Christian Minister’s/Lay Reader’s Reference form (preferred) or letter will be accepted as evidence in order for the applicant to be offered a place under priority criteria 4 and 5.

4. Priority within each criterion is given in order of straight line distance between the centre of the child’s home and the centre point (centroid) of the school. (All measurements are subject to pre-positional accuracy changes). Priority will go to those living nearest to the school. This applies equally to those living inside and outside the County boundary.

5. Sibling is defined as brother or sister (including half brother or half sister, adopted, step brother or step sister) living at the same home address as the child applying for the place. A sibling connection will not be accepted if the original place was obtained by using fraudulent or false information. Where the final place in the year group is offered to one of twins or triplets etc., the parent(s) will have to decide which child, if any, takes up that final place.

6. Home address is defined as where a child normally resides/sleeps when attending school. Addresses involved in child minding arrangements (professional or with relatives) are excluded. Rented accommodation will not be considered as a home address unless there is clear evidence that the family have moved into the property. If a place is offered on the basis of an address, which is subsequently found to be different from the child’s normal home address, that offer is likely to be withdrawn.

7. Where a child lives with two parents in separate addresses, the qualifying address will be that where the child spends (i.e. sleeps) the majority of the school week. If the child spends exactly equal amounts of time in the two addresses the parents themselves will need to nominate which address they wish to be the child’s main address for school admission purposes.

8. The definition of ‘Parent’ denotes any person with parental responsibility for the child concerned.

9. The definition of a Christian Church is any that is part of, or affiliated to, the Church of England, Roman Catholic Church, Evangelical Alliance, Fellowship of Independent Evangelical Churches, or other nationally recognised Christian bodies.

Oversubscription Criteria Rules used when offering school places when there are more applicants for a school than there are places available. Different types of schools use different criteria. (See page 10)

Preferences When you apply for a school place, you can apply for up to seven schools. Each school you list is a preference. Your first preference should be the school you most want your child to attend.

Priority Area Each school has an area of Warwickshire that is called their priority area. If you live within a school’s priority area you have more chance of gaining a place at that school. However, a place at that school is not guaranteed as more applicants may apply from inside the priority area than there are places available.

Sibling Brother or sister attending the school at the time of admission to include the sixth form (Y12 and 13) living at the same home address as the child applying for the place. This includes a half brother or half sister, adopted, step brother or step sister.

Unplaced Offer Where the LA is unable to allocate a place at any preferred school, a place is allocated at a child’s next nearest community, controlled or own admission authority school with availability that has agreed to make unplaced offers. This is know as an ‘unplaced’ offer.

Waiting list If you are offered a school that is not your first preference, you will be placed onto the waiting list for any school you have listed as a higher preference than the one you have been offered. Waiting lists are held in criteria order. See page 12 for more information. This does not apply to grammar schools.
