Sir, I am directed to refer to this Department's letter No.11-42j2015-Hort. dated 22 nd May, 2015 conveying the approval of competent authority for irnplementation of the Centrally Sponsored Scheme on Micro Irrigation (Restructured) under Pradhan Mantri Krishi Sinchaiyee Yojana (PMKSY) [erstwhile scheme of On farm Water Management in 2014-15] and to convey the sanction of the President to the payment of an amount of ~ 10.6S Lakh (Rupees Ten Lakh Sixty Five Thousand only) during 2015-2016 as Second installment (SCSP Category) for implementation of the Scheme in Sikkim. 2. In accordance with the revised procedure, the Reserve Bank of India may please be advised for debiting to the account of Department of Agriculture and Cooperation and passing on the credit to the Central Account Section, for transfer to the State Government of Sikkim. 3. The said Grant-in-aid will be subject to the following conditions and the State Government shall ensure that they are strictly complied with: - a) The grants shall be utilized and disbursed by the concerned implementing agency in accordance with the Operational Guidelines (which were applicable in the year 2014-15 subject to minor modification that the funding pattern between the Central Government Share and State Government Share is to be kept as 90: 10), Annual Action Plan and in accordance with the conditions stipulated in this letter. b) The implementing agency shall maintain proper accounts of the expenditure incurred and submit the statement of audited accounts and Utilization Certificates to this Department as soon as possible after the closure of the financial year. The implementing agency shall furnish consolidated monthly progress report regularly with details of physical and financial target and achievements. c) The audited records of all aspects (permanent or semi permanent), acquired wholly or substantially, out of the grant to the implementing agency should be maintained as prescribed in the form GFR 19-A under General Financial Rules-200S. Sir,I am directed to refer to this Department's letter No.11-42j2015-Hort. dated

22nd May, 2015 conveying the approval of competent authority for irnplementation ofthe Centrally Sponsored Scheme on Micro Irrigation (Restructured) under PradhanMantri Krishi Sinchaiyee Yojana (PMKSY) [erstwhile scheme of On farm WaterManagement in 2014-15] and to convey the sanction of the President to the paymentof an amount of ~ 10.6S Lakh (Rupees Ten Lakh Sixty Five Thousand only)during 2015-2016 as Second installment (SCSP Category) for implementation of theScheme in Sikkim.

2. In accordance with the revised procedure, the Reserve Bank of India may pleasebe advised for debiting to the account of Department of Agriculture and Cooperationand passing on the credit to the Central Account Section, for transfer to the StateGovernment of Sikkim.

3. The said Grant-in-aid will be subject to the following conditions and theState Government shall ensure that they are strictly complied with: -

a) The grants shall be utilized and disbursed by the concerned implementing agencyin accordance with the Operational Guidelines (which were applicable in the year2014-15 subject to minor modification that the funding pattern between theCentral Government Share and State Government Share is to be kept as 90: 10),Annual Action Plan and in accordance with the conditions stipulated in this letter.

b) The implementing agency shall maintain proper accounts of the expenditureincurred and submit the statement of audited accounts and Utilization Certificatesto this Department as soon as possible after the closure of the financial year. Theimplementing agency shall furnish consolidated monthly progress report regularlywith details of physical and financial target and achievements.

d) Assets permanent or semi-permanent acquired wholly or substantially, out of thegrant by the Government of India shall not, without prior approval of theGovernment of India, be disposed of, encumbered or utilized for the purpose otherthan those for which the grant is being sanctioned .

.e) The accounts of the implementing agency shall be open to Internal Audit of thePrincipal Accounts Officer, Department of Agriculture and Cooperation as well asStatutory Audit by the Comptroller and Auditor General of India at his discretionand he shall have the right to demand the production of books, accounts,connected vouchers and other documents and papers in this regard.. -

f) The Implementing Agency shall furnish Physical and Financial Progress Report tothis Department on monthly basis in the prescribed formats.

g) The Implementing Agencies will follow other terms and conditions contained in theGeneral Financial Rules 2005, as amended from time to time.

h) Any unspent balance of grant, which is not spent for the purpose for which it issanctioned during the financial year shall be refunded to the Government of Indiaor adjusted for further utilization at the end of the financial year. The funds shallbe transferred electronically through RTGS System/Demand Draft to theImplementing Agencies.

i) At least 30% of budget allocations are earmarked for women beneficiary farmers.The guidelines issued by competent authority in respect of persons with disabilitiesmay also be kept in view for disbursement of subsidy. This may also be intimatedto central Govt. .in the monthly progress report.

4. As per Census of India 2011, the SC and ST population of Slkklrn is 5% and 34%respectively, Category wise funds released and head of account to which it shall bedebited are as under: -

h) Any unspent balance of grant, which is not spent for the purpose for which it issanctioned during the financial year shall be refunded to the Government of Indiaor adjusted for further utilization at the end of the financial year. The funds shallbe transferred electronically through RTGS System/Demand Draft to theImplementing Agencies.

i) At least 30% of budget allocations are earmarked for women beneficiary farmers.The guidelines issued by competent authority in respect of persons with disabilitiesmay also be kept in view for disbursement of subsidy. This may also be intimatedto central Govt. in the monthly progress report.
