IntroductionThe City of Gosnells has developed an information pack including details on how to apply for use of the City’s sports grounds, conditions under which the grounds are allocated, as well as other information your club may find useful.
This information pack has been written for winter and summer season clubs. Where the information is different for the two sporting seasons, it is clearly defined.
In addition to this information pack, we have included Seasonal Reserve Hire application forms.
The City of Gosnells is pleased to invite clubs to submit applications for use of City reserves for the coming sporting season.

Club Development and SponsorshipThe City has a Club Development and Sponsorship Officer to assist in building the capacity of community based clubs and administer the City’s Community Sponsorship Program. The four main areas of responsibility are detailed in the headings below.
Club Development
The City’s Club Development Officer aims to support clubs to become sustainable organisations that offer sport and recreation opportunities to the City of Gosnells community.
The Club Development Officer does this by:
• Providing information to clubs through emails, quarterly newsletters and club management guides
• Offering workshops in key club management areas
• Offering one on one club development such as assistance in business planning, sponsorship, governance, budgets and volunteer management
• Providing support and advice in club pursuits for grants and sponsorship
• Assistance with all issues regarding the City of Gosnells.
Community Sponsorship Program
The City’s Community Sponsorship Program provides sponsorship for community based organisations to deliver projects for City of Gosnells residents.
Projects can include purchase of new equipment, training of volunteers or development of a new program. Rounds are in March and August.
There are six categories of sponsorship available namely Minor Capital Works and Equipment, Programs and Events, Training and Support, NAIDOC Week Community Activities, Heritage and Conservations Projects and Sports and Community Representation.
The table below details what is included in each category and the different levels of sponsorship offered.

Sports Representation and Community Recognition Sponsorship
The City’s Sports Representation and Community Recognition Sponsorship offers financial support to City of Gosnells residents who have been selected for State, national or international competition.
To be eligible, an application must be selected by a recognised State or national governing organisation.
Athletes can receive $150 for State competition, $200 for national competition and $250 for international competition. Applicants are eligible for one sponsorship in each category each year.
Kidsport
Kidsport provides financial assistance to residents aged between five and 18 years old to join a sport or recreation club.
To be eligible for Kidsport, applicants must have a valid Health Care Card or have a referral from a referral agent, such as a teacher, doctor, social worker or chaplain.
Residents can be eligible for up to $200 to put towards club registration fees.
City of Gosnells Volunteer Appreciation Card
The City of Gosnells Volunteer Appreciation Card is a recognition program for volunteers involved with sports clubs in the City of Gosnells.
As part of this program, the City provides sports club volunteers with a card that can be used to receive discounts when purchasing goods or services from participating local businesses.
The goal of the program is to acknowledge volunteers for the important role they play in society, increase volunteering rates at sports clubs and to encourage our volunteers to shop locally.
The businesses participating in the program are displayed in an online catalogue on the City’s website.
Over 90 businesses are currently participating in the program including restaurants, gyms, plumbers, mechanics, masseuses and dentists.

Active Reserve Hire – rights and responsibilitiesThe next few pages include information about your club’s rights and responsibilities as a seasonal hirer of the City’s sporting reserves.
To give you a better understanding of how this information affects your club, a brief outline is provided below.
Fees and Charges
Each year as part of its budget deliberations, Council adopts the Fees and Charges which will apply to the various services it provides over the next 12 months. Officers do not have the authority to provide waivers or discounts unless the Fees and Charges specifically allow it.
Fees and Charges are adopted by Council at the beginning of each financial year and will apply to your club in the year when your playing season starts.
An excerpt of the adopted Fees and Charges which are normally relevant to sporting clubs is included in this document. The complete schedule of the City’s Fees and Charges can be obtained on the City’s website.
Conditions of Hire
Under the Local Government Act 1995, local governments are empowered to make local laws which are applicable to the entire Council area. The City of Gosnells has created a local law called the City of Gosnells – Local Government Property Local Law 2009.
The Local Law essentially states that the City of Gosnells may place conditions on any permits given out. These Conditions of Hire – Active Reserves are a set of standard conditions which apply to all sporting clubs applying for a permit to use the City’s sports fields.
Pre-season training
During the ground maintenance period, the parks indicated on Form A may be booked for pre-season training free of charge.
Fees apply to all other pre-season training bookings.
Public Liability (P/L) Insurance
Clubs must have P/L Insurance to be eligible to hire the City’s reserves.
End of season responsibilitiesIf your club is hosting semi or grand finals, ensure that you have notified the City and booked the additional ground use.
Please note that a fee is payable when hosting games.
• If your club is competing in semi or grand finals, no additional fees are payable. You are only required to notify the City to ensure your booking.
• Please confirm the final date of ground use by emailing [email protected] or calling 9397 3244.
• Ensure all keys, unless held by a lessee are returned at the end of your season. Under no
circumstances are keys to be held over from one season to the next. Failure to return keys will result in a late key return fee of $12.50 per week (per key) or part thereof.
• All club equipment and property must be removed from change rooms and kiosks at the end of your season. Items left will be deemed as ‘discarded rubbish’ and will result in a fine under Section 23 of the Litter Act 1979.
• Ensure change rooms and kiosks are left clean and tidy.

Other hire informationCity of Gosnells halls and community centres
The City of Gosnells has a number of community facilities which may be available for wind-ups, trophy or jersey presentations and other activities, such as fundraising events.
The City's booking team administer the seasonal ground allocations as well as the hire of community centres and halls.
Included is an Application for Hire – Social Functions (Form C).
If you would like more information about hiring one of the City's community facilities, please contact the booking team on 9397 3244.
Liquor Licence/ Permit
If you wish to consume alcohol in one of the City's halls or community centres, you will need permission from the City.
If you wish to sell alcohol or if it is being provided under a door or cover charge, you will also need to apply for a Liquor Licence. You can make application by contacting the Department of Racing, Gaming and Liquor on 9425 1888 or www.rgl.wa.gov.au.
Bingo, lotteries and other gaming
If you wish to run a bingo night or other activity involving gaming or gambling, you will also need to apply to the Department of Racing, Gaming and Liquor for the appropriate permit. You will need a permit if the value of the prizes you are offering exceeds $200.
Football tipping competitions are an exception and a permit will only be required if your aggregate prize value exceeds $10,000.
Accessible facilities
The City of Gosnells is committed to encouraging access for all and providing facilities with features such as ACROD parking and accessible toilets.

Working with children
If your club caters for children under 18, the Working with Children (Criminal Record Checking) Act 2004 will be relevant to your club. The purpose of this legislation is to protect children under 18 by:
• Deterring people from working with children where they have criminal records that indicate they may harm children.
• Preventing people with such records, who apply for work with children, from working in a paid or unpaid capacity.
This is a State Law and therefore compliance is mandatory. For more information,visit Working with Children Check website at www.checkwwc.wa.gov.au.
Looking after your field
Each year, the City spends more than $1.5 million maintaining the various sports field for clubs to use. This includes reticulation, mowing, fertilising, top dressing and a number of other practices which the City’s Parks and Environment team undertake to keep fields in the best condition possible. There are also a number of things that sporting clubs can do to help keep the fields in top condition over the course of your season, including:
• Move training around the fields – in particular, try not to train in goal mouths as they are high wearing spots on the fields.
• Set up a sacrificial training area off the main playing pitches.
• Do high intensity training, such as agility drills off the main playing pitch and not in central areas.
• Do not use any sort of herbicide in your line marking. Besides being in contravention of your hire condition, it often takes years for the grass to recover – not only in the lines themselves but in other areas where herbicide may be spilt. Refer to Section 8 Conditions of Hire – Active Reserves.

1 Applications / bookings1.1 A permit is required for the use of any active
reserves. Failure to obtain a permit is an offence under the City of Gosnells Local Government Property Local Law 2009 Clause 3.13 (1) (b).
1.2 All applications must be on the official application form.
1.3 All applicants must be aged 18 years or over.1.4 Tentative bookings are held for 14 days.1.5 The permit is only valid for dates and times
specified as being club home fixtures and training.
1.6 Pre-season, out of season training, finals and social matches are not considered club fixtures and need to be booked separately.
1.7 The City of Gosnells reserves the right to cancel any bookings.
1.8 Bookings will be taken up to 12 months in advance.
2 Bonds2.1 A key bond in accordance with the Schedule
of Fees and Charges is payable by clubs to whom change rooms and floodlights have been allocated for seasonal use.
2.2 The bond is held to cover the City’s costs for:• Damage to the park or reserve resulting
from access activities.
• Damage to the park or reserve due to the erection of any temporary structure.
• Damage to the park or reserve due to the use of entertainment equipment.
• Damage to the park or reserve due to introduced farm animals.
• Loss of keys.
• Breach of Conditions of Hire.2.3 Bond refunds will be made via cheque only,
which will be refunded within 15 working days.2.4 The bond can only be refunded to the person
whose name appears on the receipt. 2.5 For any breach of the Conditions of Hire
there will be a deduction of all, or part thereof, from the bond at the discretion of the Authorising Officer.
Conditions of Hire – Active Reserves3 Charges3.1 Costs of hire and bonds are in accordance with
the current Schedule of Fees and Charges. 3.2 Cancellation of any booking must be made in
writing at least 14 days prior to the booking to avoid any financial penalty.
3.3 Refunds will not be made in the event of inclement weather.
3.4 The hirer may make application for a transfer to another date depending on circumstances, cost and the availability of the reserve.
3.5 Payments can be made by mail or in person at the City’s Civic Centre.
3.6 Methods of payment are cash, cheque, EFTPOS and credit card (Master and Visa cards only). Payments can be made over the phone by credit card.
4 Cleaning4.1 At the conclusion of the activity the hirer shall:
• Leave the area in a clean and tidy condition.
• Ensure all surrounding areas, car parks, verges and park lands associated with the hire are left clean and tidy.
• Place all rubbish in bins provided.4.2 The hirer must remove all excess rubbish
from the park or reserve. Failure to do so will result in a fine under Section 23 of the Litter Act 1979.
4.3 The hirer must report all damage that has occurred either accidentally or maliciously to any part of the park or reserve used.
4.4 All club equipment and property must be removed from change rooms and kiosks at the end of each season.
5 Hirer’s responsibilities5.1 Hirers must show respect and common
courtesy for other user groups and residents in the surrounding area. Any complaints received could jeopardise future bookings.
5.2 The hirer is responsible for the behaviour of all persons attending the event or activity.
5.3 Hirers are responsible for the insurance of their own equipment or supplies. The City accepts no responsibility for items left in change rooms or kiosks. Items left during the hire period are done so at the hirer’s risk.

7.7 No pointed objects are to be driven into the surface of any park or reserve.
7.8 Vehicles must only use the parking bays provided. No parking on grassed areas. Modified penalties apply (see City of Gosnells Parking and Parking Facilities Local Law 2005).
7.9 The hirer shall comply with the provisions of the Health Act, Liquor Act, Police Act and Criminal Code or any other Act in force.
8 Line markings8.1 Clubs are responsible for providing their own
goals and equipment.8.2 Clubs are responsible for marking grounds.
The following chemicals are restricted and strictly prohibited as line markers:• Lime
• Creosote
• Sump oil
• Round Up or other herbicides.8.3 The approved material for line marking is
chalk or whiting material being:• Stadia line marking paint
• Top Deck line marking paint
• Bristol line marking paint.8.4 Supplier details can be obtained from
Parks and Environmental Operations on 0439 518 920.
8.5 Active reserves must be marked in accordance with the standards laid down by the Department of Sport and Recreation.More information can be found at www.dsr.wa.gov.au.
9 Non compliance with Conditions of Hire9.1 Should a permit holder breach any of the
Conditions of Hire for an active reserve, the City will impose the following.
9.2 First breach:• If a breach is proven, the City reserves the
right to issue a warning and the cost of any damages resulting from the breach may be recovered.
9.3 Second breach:• Any costs associated with any proven
breach will be recovered in full from the permit holder.
5.4 Hirers are responsible for any public liability in respect to their activity. (City of Gosnells’ public liability will only cover injury, loss or damage as a result of any proven neglect or default of the City). Should an accident and/or injury occur in the hired venue as a result of the hirer’s function and/or activity or general hire of the venue, the City of Gosnells can not be held liable under any circumstances.
5.5 The hirer is required to start and finish on time. 5.6 Any persons or organisations dealing with
children must have a Working with Children Card (see Criminal Record Checking Act 2004).
6 Keys and security6.1 Keys are to be collected from the City’s
Civic Centre between 8.30am and 4.30pm Monday to Friday, excluding public holidays.
6.2 Keys are to be returned at the end of each season.
6.3 An additional $50 will be charged for the replacement of any lost keys and a security call-out fee will be charged to lock/unlock or arm/disarm the facility.
6.4 Not returning keys as required by these Conditions of Hire will result in a late return fee in accordance with the Schedule of Fees and Charges.
7 Restrictions7.1 Summer season commences on the second
Saturday in October and finishes on the third Sunday in March. Winter season commences on the second Saturday in April and finishes on the third Sunday in September.
7.2 All active reserves will be closed during the last week of March, first week of April, last week of September and first week of October for ground maintenance.
7.3 Current season users have priority over active reserves.
7.4 Sprinklers and pipes on active reserves are not to be removed or interfered with in any way. Anyone found guilty of this will be charged for reinstatement costs and/or repairs.
7.5 It is an offence under Western Australian alcohol laws for any persons to consume alcohol in public, maximum penalty AUD $2,000 or on-the-spot fine of AUD $200 (see Liquor Control Act 1988, Section 119(4a).
7.6 No persons/organisations shall charge an entry fee to any park or reserve.

• A bond will be required for any subsequent use of an active reserve and associated infrastructure by the permit holder.
• The bond will be determined in accordance with the Schedule of Fees and Charges.
• Should the value of damage be greater than the bond, the permit holder is to pay the shortfall and reinstate the bond for the remainder of the season.
9.4 Third breach:• Costs associated with any breach will be
recovered in full from the permit holder.
• The City reserves the right to refuse to hire to the permit holder any or all of the City’s active reserves
10 Floodlighting10.1 Irrespective of outside contributions,
floodlighting on active reserves is the property of the City of Gosnells.
10.2 The City shall determine the control and use of floodlights.
10.3 Clubs making contribution to capital costs of floodlighting shall have priority use.
10.4 No temporary floodlighting is permitted for reasons of safety and inconvenience to residents.
10.5 Operation of floodlighting shall commence at 5.30pm during winter season and 7pm during summer season.
10.6 All floodlight activity will cease at 10pm unless approved by the Manager City Facilities.
10.7 Floodlighting is charged per globe per hour per reserve in accordance with the Schedule of Fees and Charges.
10.8 A key deposit is required from clubs who require floodlight. Keys must be returned at the end of each season.
11 City of Gosnells responsibilities11.1 The City of Gosnells will take every reasonable
care and precaution to ensure that all utilities, services and equipment are in proper working order, but will not accept responsibility for breakdowns beyond its control.
11.2 The City of Gosnells will make every effort to provide the hirer with a clean and tidy facility.
11.3 The City of Gosnells is not responsible for any damage, theft or loss of items belonging to, or the responsibility of, the hirer.
11.4 The appointed City of Gosnells security company reserves the right to close the function at any time due to breach of terms and conditions.

The City may provide written permission to consume/sell alcohol for a $25 (non-refundable) fee. A licence from the Department of Racing, Gaming and Liquor (DRGL) is required for the sale of alcohol or to conduct gaming activities. DRGL requires written permission from the City confirming your booking before a licence is issued.
If Council determines your proposed function is of a high-risk nature, it will be compulsory for you to hire crowd control (at your own cost) during the event/function. You will be required to provide a copy of the registered crowd controller’s Public Liability Insurance and proof of payment on the registered company’s letterhead advising the function date, times and venue they will be attending.
A bond is applicable to all social function bookings. Bonds will be refunded via cheque within 15 working days after the booking, provided the hirer has complied with all aspects of the Conditions of Hire.
I am over the age of 18 and acknowledge that the above booking details are tentative until confirmed by the Facilities Bookings Officer. Tentative bookings are held for 14 days.
