With the 2005 award of a $12.5-million, on-call engineering and design contract by the San Diego Association of Governments, the HNTB Team is supporting SANDAG in the development and construction of public transportation projects throughout San Diego County, including critical elements of the TransNet early action program. Under our current contract, the HNTB Team has provided the following services:

Major projects HNTB has performed under our on-call engineering and design contract include:

TransNet Program Management and Tools: The HNTB Team is serving as an extension of SANDAG staff providing program management services. These services started with an assessment of the existing TransNet elements and identifying a list of improvements needed for SANDAG and Caltrans District 11 to effectively manage the delivery of these projects. In coordination with SANDAG and Caltrans, the HNTB Team developed and implemented web-based project control tools such as the TransNet Dashboard, Cost Management System, and Schedule update tool.

I-15 Corridor Managed Lanes: This project builds on the success of the I-15 FasTrak program that creates a 20-mile-long, four-lane ‘’Managed Lanes’’ facility for carpools and buses in the median of Interstate 15 between State Route 163 and State Route 78. The HNTB Team performed civil and structural design services for the North Segment of this project, prepared the operation and incident management plans, and is the Program Manager for the toll collection and violation enforcement system, operations, maintenance, and business management components of the project.

Maglev Study: HNTB conducted a study evaluating the feasibility of a Maglev rail link between the San Diego area and a potential inland airport site in Imperial Valley. Our multi-disciplinary team of engineering, planning and management consulting professionals worked with SANDAG staff and stakeholder groups to ensure that our study met SANDAG’s objectives and incorporated stakeholder views and concerns. HNTB was able to deliver the study on an aggressive timeline to meet SDCRAA’s schedule for recommending potential airport sites.

24. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost)

HNTB has performed the following projects in support of the implementation of managed lanes on the I-15 in San Diego County:

I-15 Managed Lanes Civil/Structural Design: HNTB is performing final design for the widening of a 2.5-mile section of I-15 near Escondido to accommodate four buffer-separated HOV lanes in the current median of the freeway. In addition to widening the roadway, the project includes the final design of five undercrossing structures and on/off ramps. Project challenges include right-of-way constraints and vertical clearance issues. The HNTB Team was able to refine the roadway geometry to reduce the amount of retaining walls needed, saving millions of dollars. We also addressed vertical clearance issues at the undercrossings to prevent lowering city streets under I-15. HNTB has worked closely with Caltrans District 11 over the course of this project. We freely exchange information, which facilitates timely submittals and reviews because we understand Caltrans’ expectations.

I-15 Managed Lanes Toll Operations: HNTB is currently the Program Manager for the toll collection and enforcement system, operations, maintenance, and business management components of the extension and widening of this managed lane project for I-15 in San Diego, the world’s first use of fully dynamic variable pricing. This project currently consists of an eight-mile, two-lane reversible roadway that is free for high occupancy vehicles and available to single-occupant vehicles for a toll. SANDAG is extending the project to a total of 20 miles and widening it to four lanes with a movable median barrier such that up to three lanes can be provided in the peak direction. Significant coordination with Caltrans District 11 is required regarding construction phasing, traffic control, and infrastructure needs for the tolling and communications systems.

I-15 Managed Lanes Operational and Incident Management Plan: HNTB prepared the operation and incident management plans for the I-15 Managed Lanes project. Specific tasks included: working with SANDAG, Caltrans, the California Highway Patrol, and other incident responders in identifying needs for this unique traffic operation. Once needs were identified, solutions and strategies to enhance operations and incident management were developed and tested through a series of table-top exercises resulting in comprehensive, field-ready operations and traffic incident management plans.

4. APPROACH TO THE PROJECTThe HNTB Team approach for the I-15 Utah County Corridor project is Plan-Stretch-Manage-Deliver.

Plan: A strategic approach starts on day one. Our national design-build experts will use big picture think-ing to create the most innovative strategic master plan possible. Our Team will identify and prioritize risks, validate the cost and schedule, and provide UDOT with the best strategic approach.

Stretch: Our team will work every day to stretch your budget to deliver more value, meaning more roadway in the corridor. We will use risk management, 3D+ design, procurement strategies and financial oversight to make the budget go as far as possible. We will proactively reduce risk and generate the best combination of value and cost. Lowering risk will result in better value for UDOT.

Manage: We will use traditional and cutting-edge project management tracking tools to keep you informed of schedule, cost and budget progress. We will use a web-based portal (DashPort®) to provide real-time manage-ment information.

Deliver: Our design-build procurement and construc-tion oversight process will deliver the project quality that UDOT expects.

60-DAY QUICK START PLAN

Our experience on complex design-build projects has led us to develop a 60-Day Quick Start Plan to establish the basic Plan-Stretch-Manage-Deliver components of delivering this project. As shown in Exhibit 4.1, Project

Delivery Approach, the plan focuses on critical Manage-ment Systems, initiating Risk Management assessments and controls and developing Design-Build Procure-ment & Oversight elements. The following tasks will be completed in the first 60 days of the project:

Management Systems/ 60-Day Quick Start Plan:

Expedite notice-to-proceed. Based on similar projects, HNTB has developed a draft scope of work and fee proposal for all work required.

Begin co-location immediately. Temporary office space for the core UDOT/HNTB Team will be provided in the Horrocks office while permanent space is built out. Permanent space has been identified and a short-term lease executed to expedite build-out.

Mobilize the core team immediately and ramp-up production. HNTB core team members are 100 percent available immediately. The 45-member project office in Utah County will be fully staffed by August 2008. We have already organized, and are prepared to implement our proven HUB design delivery system to execute work.

Collaborate with Region 3 and Complex staff. Coor-dination meetings will be initiated with the Region 3 Capacity Program Management team. These meetings will occur throughout the life of the project.

Build UDOT’s capacity during project delivery. The HNTB Team is organized to allow inclusion of UDOT staff in the PMC organization. This staff integration cre-ates training and mentoring opportunities for UDOT’s next generation of design-build professionals.

As illustrated in Figure 3.1, Production Center and HUBs, the overall project delivery will be managed out of the I-15 project office and includes personnel from our principal subconsultant, Horrocks Engineers. This local staff will provide the design manual for the project incorporating UDOT design standards, environmental phase commitments, plan production detail and overall guidance for quality plan and specification development.

The local production center will provide the fundamental risk management and preliminary engineering services. To the extent required by project peak demands, HUB design groups in HNTB’s Washington and California offices will be used. Our local I-15 production center will include a local Utah HNTB/Horrocks design team of more than 45 professionals and will be structured to provide a dedicated 80-person peak period work force responsible for developing I-15 preliminary plans in a nine-month timeframe.

INTERNAL QUALITY AND COST CONTROL

HNTB has a corporate-wide quality program to comple-ment UDOT’s quality program. Our “4 for 4” commit-ment (quality work, on time, on budget, to the client’s satisfaction) starts with quality service. The HNTB Quality Management System includes Quality Assurance monitoring of project management control activities and Quality Control of deliverable work products.

Quality Management Plan

The overall tone for our internal Quality Management Plan is set by Doug Calder, the Quality Manager for the I-15 Corridor project. The internal HNTB Team utilizes a quality approach based upon the firm’s internal quality control process, tailored specifically for the scope of the project. This process will consist of the following elements:

• Development of an internal work breakdown struc-ture and reporting relationships;

• Verification of HNTB quality process conformance with UDOT, national and industry standard; and

• Utilization of HNTB’s quality control manual template, development of a project-specific quality manual for I-15 designating quality processes, quality checklists, responsible parties, review procedures and regular reporting methodologies.

Cost Control

HNTB’s process for cost control includes methods to monitor the cost performance of the project team based upon negotiated project scope and schedule, as well as resource loading based upon manpower requirements in the main project phases of planning, design, design oversight and construction oversight.

Working from a project cost baseline, HNTB will provide regular reports that provide structured financial analysis of project costs versus progress, budgets, forecasted spending and cost modification evaluations. Variances are addressed with a correction plan that is monitored and reviewed in subsequent meetings.

All reports and trending documents will be accessible via the HNTB-designed web-based management project controls DashPort®.
