I. OBJECTIVE

The objective of this project is to complete a boundary survey of 15 parcels with a total area of approximately 459 acres of land located in Winslow Township, Camden County, New Jersey using NJ Green Acres Program survey standards.

II. CONSULTANT QUALIFICATIONS

A. CONSULTANT & SUB-CONSULTANT PRE-QUALIFICATIONS

The Consultant shall be a firm pre-qualified with the Division of Property Management & Construction (DPMC) in the P015 Land Surveying Professional Discipline and have in-house capabilities or Sub-Consultants pre-qualified with DPMC in all other disciplines necessary to complete the project as described in this Scope of Work (SOW).

III. PROJECT BUDGET

A. CURRENT WORKING ESTIMATE (CWE) The Current Working Estimate (CWE) for this study is $75,600. The CWE includes all consulting and administrative fees. The CWE is the Client Agency’s financial budget based on this Scope of Work.

B. CONSULTANT’S FEES The Consultant’s fees shall be based on the information contained in this Scope of Work document and additional information received during the pre-proposal meeting.

IV. PROJECT SCHEDULE

A. SCOPE OF WORK SCHEDULE The survey must be complete and delivered within 60 days of the authorization to proceed.

B. CONSULTANT’S PROPOSED SCHEDULE The Consultant shall submit a project schedule with their technical proposal similar in format and detail to the schedule depicted in Exhibit ‘A’. The bar chart schedule developed by the Consultant shall reflect their recommended project activities, activity durations and activity relationships. A written narrative shall also be included with the technical proposal explaining the schedule submitted and how it can be completed in the time frame allowed. This schedule and narrative will be reviewed by the Consultant Selection Committee as part of the evaluation process and will be assigned a score commensurate with clarity and comprehensiveness of the submission.

VI. PROJECT DEFINITION

A. BACKGROUND The State of New Jersey, through funding provided by the Green Acres Program, closed title to the 15 parcels identified in this Scope of Work on February 28, 2013. Two parcels, Lots 1 and 4 in Block 1801, will become part of the Long-A-Coming Preserve and will be managed by the Office of Natural Lands Management. The remaining parcels will become part of the Winslow Wildlife Management Area and will be managed by the Division of Fish and Wildlife under the Department of Environmental Protection.

VII.CONSULTANT RESPONSIBILITIES

A. SURVEY REQUIREMENTS The properties to be surveyed are located in 5 areas of Winslow Township and can be grouped into three areas so that three survey plans will show all 15 parcels. The parcels are identified by the following tax Block and Lot numbers: Block 1801, Lots 1 and 4; Block 5302, Lot 1; Block 7004, Lot 1; Block 7502, Lots 1 and 2; Block 8601, Lot 3; Block 9002, Lot 1.01, Block 9103, Lots 1 and 3; Block 9104, Lot 1, Block 9105, Lot 1; Block 9106, Lot 1; Block 9107, Lot 1 and Block 9108, Lot 1. Surveys must be prepared using the specifications and format identified in the STATE OF NEW JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION; GREEN ACRES PROGRAM; SCOPE OF SURVEY SERVICES AND STANDARD DETAIL REQUIREMENTS- July 1, 2011, a copy of which is found at: http://www.state.nj.us/dep/greenacres/survey/pdf/2011_survey_scope.pdf

Describe the Lots in a group, indicating the individual area per each individual lot on the plan and in the description. Supply and set corner markers and line markers per Green Acres contract guidelines. You may omit sending notifications to the adjoiners unless you need to have access through private lands in which case you must notify the adjoiner. Be mindful that lands owned

by Natural Lands Trust are not the same as NJDEP and therefore corner markers and line markers MAY NOT BE OMITTED BETWEEN LOTS IN THESE OWNERSHIPS.

In addition to performing all tasks outlined in the scope to provide surveying services, plans descriptions, mylars, hard and digital copies, the following two items must also be added:

1. To facilitate the recovery of State Land Corners using GPS technology, provide a “Table of Ground Coordinates for Corner Markers” on the plan indicating the number of each corner or corner offset marker (being the owner ID#; with the POB being corner one and numbered clockwise there from), the type of mark (conc. mon., point or capped pin), the NJSPCS Northing and Easting values of the GROUND COORDINATE, the NJSPCS Northing and Easting values of the GRID COORDINATE (only in those regions of NJ where there is significant variations in the values due to higher elevations) and the GEOGRAPHIC COORDINATE (in dd mm ss.s format).

2. The description point of beginning will be labeled with the NJSPCS Grid Coordinate value on the plan and in the deed description. The description shall not provide the NJSPCS coordinate values of corners other than the POB.

Also provide full sized plans in PDF format on CD. A current title report will be provided to the successful bidder but you are responsible to obtain all adjoining deeds and reference surveys, and surveys must be complete and delivered within 60 days of the authorization to proceed. NO extensions will be granted for any reason and in no case will there be any justification for additional costs above the bid amount.

There will be no payments made above the original bid amount to complete this survey.

B. PROJECT COMMENCEMENT 1. Project Directory: Develop a project directory that identifies the name and phone number of key designated representatives who may be contacted during the survey phases of this project. 2. Site Access: Develop plans to access the project sites and provide the names and phone numbers of approved escorts if applicable. 3. Scope of Work: Review the administration responsibilities and the submission requirements identified in this Scope of Work with the Project Team members. Items such as: contract deliverables, special

sequencing requirements, special hours for site visits, safety and security needs and weather restrictions shall be addressed. 4. Project Schedule: Review and update the project schedule as necessary with the Project Team members.

C. MEETINGS & PRESENTATIONS Conduct the appropriate number of review meetings with the Project Team members, if necessary, during the project so they may determine if the project meets their requirements, question any aspect of the contract deliverables, and make changes where appropriate. The Consultant shall describe the philosophy and process used in the development of the survey criteria and the various alternatives considered to meet the project objectives. Selected surveys, cost estimates, schedules, and other relevant information shall be presented to support the solutions proposed. Special considerations shall also be addressed such as: Contractor site access limitations, survey schedule requirements, safety and security restrictions, etc. It shall also be the responsibility of the Consultant to arrange and require all critical Sub-Consultants to be in attendance at the study review meetings, as applicable. Record the minutes of each meeting and distribute within seven (7) calendar days to all attendees and those persons specified to be on the distribution list by the Project Manager.

VIII.GENERAL REQUIREMENTS

A. SCOPE CHANGES The Consultant must request any changes to this Scope of Work in writing. An approved DPMC 9d Consultant Amendment Request form reflecting authorized scope changes must be received by the Consultant prior to undertaking any additional work. The DPMC 9d form must be approved and signed by the Director of DPMC and written authorization issued from the Project Manager prior to any work being performed by the Consultant. Any work performed without the executed DPMC 9d form is done at the Consultant’s own financial risk.

IX. SUBMITTAL REQUIREMENTS

A. CONTRACT DELIVERABLES Contract Deliverables are identified in STATE OF NEW JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION; GREEN ACRES PROGRAM; SCOPE OF SURVEY SERVICES AND STANDARD DETAIL REQUIREMENTS- July 1, 2011.
