• Current charge statement continues to be applicable and no change is needed. Objectives and Current Activities:

• Extend Bridge Service Life Participate in, monitor and implement research activities targeted at extending bridge service life such as: protecting bridge piers from vehicle impacts; implementing service life design for bridges; acceptance criteria of welded members; identifying superstructure tolerances to foundation movements and service limit design of foundations; reusing deep foundations; developing seismic limit states and extreme loads on bridges; updating the seismic hazard maps and examining the seismic design needs for non conventional bridges; studying the effects for the USDOT truck size and weight vehicles; supporting research promoting longer design life; developing a guide for the rehabilitation of culverts; identifying corrosion protection systems for steel girders; updating guidance on the use of weathering steel; crash testing of precast barriers; and understanding the effects of moisture on wood adhesive bond lines.

• Assess Bridge Conditions Pursue activities that will enhance the safety inspection and reliability of in service structures such as: evaluating the element level inspection quality; assessing risk for bridge management; developing inventory and inspection criteria for culverts and storm drains; assessing conditions of wood members; monitoring the performance, and improving the analytic techniques and rating of timber/covered bridges; exploring the use of unmanned aerial vehicles in bridge inspection; utilizing weigh in motion and structural health monitoring; and coordinating with and enhancing AASHTOWare inspection software.

• Maintain and Enhance a Knowledgeable Workforce

To assist in disseminating bridge engineering knowledge, the committee will: coordinate and collaborate with other AASHTO committees; encourage interaction and communication between technical committees; work with FHWA to identify needs for development of NHI training; hold webinars highlight specification changes and emerging technologies.

• Maintain and Enhance the AASHTO Specifications

Implement changes to the publications based on research and testing such as: balloting new edition of the Bridge Inspection, Evaluation, and Maintenance Manual and the 1st edition of the LRFD Tunnel Design and Construction Specifications; enhancing the LRFD Bridge Construction Specifications; updating the movable bridge specifications; including preservations actions and 100 year service life as guide specifications; implementing the finding of a domestic scan on bridge coating practices; simplifying the steel and concrete design specifications; updating the timber design specifications to be consistent with the National Design Specification; publishing standards for preserving and rehabilitation historic covered bridges; developing new specifications for tunnel safety and emergency procedures; and revising AASHTO M278 and M294 working with the AASHTO Materials Task Group 4B.

• Accelerate Bridge Delivery and Construction Participate in, monitor and implement research activities targeted at accelerated methods to overcome the time-constraints of traditional bridge construction such as: developing guide specifications for accelerated design and construction; formulating guidelines for prefabricated elements and the effects of bridge moves; developing simplified precast deck panel systems; promoting the use of precast deck panels with steel girders and considering revisions to shear stud spacing; and observing a geosynthetic reinforced soil/timber bridge construction project.

• Optimize Structural Systems

Propose, monitor and implement research activities targeted at efficiently employing new, cost effective structural systems such as: developing reliable data for use in life cycle cost analysis; enhancing the construction of steel girders by ensuring reliable fit-up; studying the design of longitudinally stiffened girders, narrow steel I-girders and curved tubular flange girders; developing guidelines for the use of stainless steel in bridge girders; improving the cost-effectiveness of MSE walls; developing new soil nail wall design and construction specifications; updated the specifications for large diameter piles and footings on rock.

• Model and Manage Information Intelligently

To understand the complex systems and facilitate the analysis of bridge information, the committee will: lead the 3d bridge information modeling by developing standards and benchmark problems for 3d modeling and stress based design criteria; develop a database of measures for calibrating load and resistance factors for foundation and wall designs; and maintain national structure software repository.

• Contribute to National Policy To develop approaches to enhance bridge engineer’s contribution to policy, the committee will: work with the FHWA to implement the national bridge inspection standards, the national bridge performance measures and transportation asset management plans; participate in the evaluation of the OSHA fall prevention requirements; assist in the MASH implementation plan; update preservation practices; promote wood as a sustainable and renewable bridge material.

• Examine Incentive/Disincentive clauses for purposes other than timely Contract Completion. Includes clauses relating to Stormwater, Erosion control, Environmental (air quality, noise, etc.), Documentation, Maintenance of Traffic, Safety and Prompt Payment. Evaluate the issues such as how are the I/D amounts determined? Where do the funds go if paid by the contractor? Is the State DOT process legally defensible? Are deductions tied to the contractors’ bonding/bidding capacity?

• Update and disseminate the survey results for the Commodity Price Adjustment Clauses for Inflation (update the 2008 AASHTO SOC survey).

• Conduct a Survey on Performance Bond, Warranty Bond and Insurance levels for various Contract types. What are the minimum thresholds and criteria for use? How are these amounts determined? Are deductions tied to the contractors’ bonding/bidding capacity?

• Conduct a Survey on Scheduling Practices, Expertise and Training Procedures. What are the owner’s goals, objectives and procedures for scheduling requirements?

• Programmatic Agreements: Study programmatic agreements and opportunities with resource agencies as it

relates to approvals and constructability issues. • Recycle and reuse of materials: Study sustainability and appropriate application of crushed concrete and other

materials with a focus on the quality of the finished product. o Study the reuse of crushed concrete and appropriate environmental concerns, o Study the reuse of crumb rubber and Recycled Shingles.

• Explore the idea of an Environmental Approved products list. • Continue supporting Center for Environmental Excellence: Promote this resource for construction

management practitioners. • Continue to Promote a Culture of Work Zone Safety

o Study tools available for reducing Work Zone speeds when workers are present, o Continue to study WZ intrusion alarms such as the “AWARE” system, o Promote the use of positive barrier separation.

• Constructability during NEPA: Propose research looking at constructability during the NEPA process with a focus on the cost and schedule impacts of environmental commitments.

• Conduct Survey on Training of Construction Inspectors: A focus on national and regional certification programs for inspectors.

• Domestic Scan Tour: Continue to support the approved Domestic Scan 15-01 looking at best practices in construction inspector training.

Roadway and Structures Section (Marc Mastronardi, Georgia DOT)

• Conduct a survey: Identify member state BMP’s regarding travel on milled surfaces. • Update the 2003 Guide to Major Types of Transportation Construction Specifications. • Conduct a survey: Identify current state practices regarding Speed Reduction through Work Zones; check

overlap with NCHRP synthesis 482. • Continue working on Risk Based Inspection: Identify specifications and best practices. This is a continuation

from previous work plans.

Research Section (Charlie Bauer, Wyoming DOT)

• Participate with Synthesis Statements: o Optimal Staffing Levels for Alternative Contracting Methods, o Best Practices in Two-way, Two-lane Traffic Control, o Brooks Act Applicability to CEI's.

• Participate with Research Needs Statements: o NCHRP D-01: Guidebook for Implementing Alternative Technical Concepts into All Types of Highway

Project Delivery Methods, o NCHRP D-02: Guidebook for Implementing Constructability across the Entire Project Development

Process: NEPA to Final, o NCHRP 20-7: Solicit and steward submittals, approved by the Sections and Vice Chair – for

consideration through the NCHRP 20-7 process.

Goals

The SOC’s 1 to 5 year goals are as follows: • Align the annual meeting and section work plans with the SOC Strategic Plan. • Identify performance measures (relative to construction) and work to integrate these measures nationwide. • Enhance relationships between the SOC and the other subcommittees, and other technical service programs

including NTPEP, TC3, and APEL. • Update documents in the SOC purview (Guide Specifications for Highway Construction).

Activities for 2016-2017 Priority and Specific Activity Areas Highway Freight Movement The implementation of FAST Act (P.L. 114-94) in particular the truck size and weight provision and more generally the freight provisions, will be a high priority. Further:

• Continue to assess emerging technologies that facilitate highway freight movement efficiency and safety • Implementation of Jason’s Law (Truck Parking) • Assess ongoing legislative proposals in states and the Federal government related to truck size and

weight • Work with the AASHTO Standing Committee on Rail (SCORT) to improve practices for the prevention

of rail-truck crashes, as well as other AASHTO freight modal committees

Permitting Implement Board Resolution PR3-12, Actions to Reduce Impediments to Interstate Commerce: Harmonizing Requirements for Truck Permits – implementing Phase II, will be the highest priority for SCOHT in this program year. Additionally:

• Report to SCOH and BOD 2016 Annual Meeting. • Develop best practices guide for high, wide, and heavy corridors. • Develop guidance on coordinating permitting processes with local governments • Monitor and provide guidance on Pilot Car Certification.

Emergency Response SCOHT made significant revisions to the Procedures for Coordinating Oversize/Overweight Truck Movements for Emergency Response and Relief to identify the respective AASHTO and USDOT procedures.

• Continue to implement Procedures for Coordinating Oversize/Overweight Truck Movements for Emergency Response and Relief

• Monitor highway operations issues related to emergency management, including events that impact freight modal shifts

Goals for Next 5 Years:

• Strive to continually improve and maximize the participation of partners in the commercial vehicle industry with the intent of finding joint solutions. This includes CMV carriers, Specialized Carriers, vehicle manufacturers, OEM suppliers, technology providers, Commercial Vehicle Safety Alliance and pilot car operators.

• Link SCOHT activities to other AASHTO activities in the areas of safety, security, operations and freight transportation.

• Identify potential research projects surrounding the subcommittee’s charge that would have a high degree of probability for implementable results.

• Work with AASHTO Freight Transportation Leadership Group (chairs of freight mode committees) to develop an integrated freight transportation effort concurrent with the adoption of a new AASHTO strategic plan.

General and Routine Tasks:

• Update membership list at least quarterly. • Get Freight Movement and Infrastructure Task Forces well-established. • Encourage more representation on SCOHT from the freight transportation, planning, and infrastructure divisions

of State DOTs. • Strengthen working relationships with SCOH Subcommittees by appointing liaisons to other AASHTO bodies • Monitor and respond to commercial vehicle legislative and regulatory proposals. • Continue promoting communication with industry. • Provide guidance to SCOH and BOD on legislative proposals for change in Federal truck size and weight laws

Upcoming Meetings: SCOHT will participate in a joint meeting with AASHTO Subcommittee on Transportation Systems Management and Operations (STSMO) and TRB Regional Transportation Systems Management and Operations (RTSMO) Dates: August 1-5, 2016 Location: Denver, CO

Bridge TWG: • Conduct teleconferences and email exchanges with the Bridge TWG members. • Support bridge related NCHRP projects and submit research problem statements. • Promote Bridge Preservation activities by owners. • Promote the proposed research project titled “Synthesis for Bridge Maintenance and Preservation Practices

that Minimize Environmental Impact”. • Support members in communicating the value of maintenance and system preservation to elected officials,

the general public, and State DOT executives.

Equipment TWG: • Develop content for the two (2) TC3 (Transportation Curriculum Coordination Council) training modules. • Continue development of training and certification program for State DOT equipment managers. • Work with regional partnerships to update the research topics and priority. • Work with non-reporting States to encourage and provide support for reporting of at least one of the four

performance measures. • Continue to post the performance measures on the EMTSP.org website.

Pavement TWG: • Support efforts to quantify the contributions of pavement preservation to safety programs. • Support efforts to quantify the contributions of pavement preservation to risk-based asset management

programs. • Assist in identifying and promoting Performance Measures to support AASHTO members’ pavement

preservation program decisions. • Support the development of Contractor and Agency Pavement Preservation Treatments Certificate

Programs. • Enhance internal communications of the PTWG: expand membership and e-mail list; and conduct conference

calls and/or webinars involving roundtable discussions for members and industry.

Roadway/Roadside TWG: • Organize and moderate webinars with a focus on presentations of recently completed research. • Support the No Boundaries pooled fund – Implementing Maintenance Innovations from State to State. • Review roadway/roadsides related TRB/NCHRP completed research projects and seek ways to create

awareness and support implementation of best practices. • Support of the NHI Maintenance Leadership Academy.

Maintenance Operation TWG: • Work with the TC3 to locate or develop new training material – continue with strong liaison role. • Promote “Training of Traffic Incident Responders” from SHRP2 Investigate other Maintenance Operations

T2 needs using interactive Computer-based Training. • Significant efforts being pursued and coordinated with Aurora and Clear Roads – established programs with

• Seeking out examples of winter maintenance practices and programs that demonstrate sustainability and posting appropriate results on the Center of Environmental Excellence. Promote the use of FHWA’s INVEST tool and APWA’s “Sustainability in Public Works Conferences,” and the Salt Institute’s “Safe and Sustainable Snowfighting”.

2015 Key Accomplishments

Bridge TWG:

• Served as a liaison and facilitator between the TSP.2 regional bridge preservation partnerships and AASHTO SCOM Leadership.

• Conducted teleconferences and email exchanges with the Bridge TWG members. • Supported bridge related NCHRP projects and submitted research problem statements. Equipment TWG: • Two training modules were submitted to TC3 for web-based development and accepted for 2015;

Preventive Maintenance Concepts for Equipment Fleet Management; and Bench Marking and Best Practices within Equipment Fleet Management.

• Research agency has been selected with an estimated completion in 2017 for both the NCHRP Project 13-04 Guide for Optimal Replacement Cycles of Highway Operations Equipment and the NCHRP Project 13-05 Guide for the Development of Highway Operations Equipment Utilization.

• Goal was established at the 2014 National Equipment Managers Conference to increase from the current 17 States to 34 States reporting at least one of their performance measures on the website by 2016.

Pavement TWG: • Supported the expansion of Regional Pavement Preservation Partnerships. • Reviewed TRB/NCHRP Completed Research for possible implementation. • Assisted in the implementation of SHRP-2 products that are useful to pavement preservation and

maintenance, especially R-26 and R-23. Roadway/Roadside TWG: • Held a webinar on November 19, 2015 consisting of the following topics: Alternative Methods of

Temporary Traffic Control on Rural Highways; and Best Practices for Collecting, Processing and Managing Roadway Asset Inventory Data, About 30 participants on the webinar.

Maintenance Operation TWG: • Presented preliminary report on new synthesis project relating to maintenance training and certification. • Completed planning for the 2015 Winter Maintenance Peer Exchange in Minneapolis. Planning

committee participation. • Promoted the results of revised Chapter 8 of Environmental Stewardship Practices, Procedures, and

Policies for Highway Construction and Maintenance (NCHRP 25-25 (04)) on Winter Operations and Salt, Sand, and Chemical Management. This chapter is now current with field practices (revision cycle possibly every 2-3 years).

Resolutions & New Proposals

A resolution and a new proposal were discussed at the 2015 SCOM Annual Meeting held July 2015 in Des Moines, Iowa. They were approved by SCOM via the electronic balloting system on September 28, 2015. • Resolution 15-01: Establish an Increase of AASHTO EMTSP Annual Contributions from $3,000 per to

$5,000 annually to fund ongoing and new activities (pulled subsequent to previous approval). Results: This resolution was tabled by SCOH at the 2015 Annual Meeting

• New Proposal: SCOM Strategic Plan Update Results: Available online at http://maintenance.transportation.org/Pages/Assignment.aspx.

• Continue working with FHWA on the Every Day Counts initiative to identify and resolve key issues effecting Right

of Way, Utilities, and Outdoor Advertising Control. • Continue to provide strategic communication and information exchange through the Subcommittee website,

located at http://rightofway.transportation.org/, and the online “Clearinghouse” resource for query, compilation, and distribution of results from topic-specific surveys submitted by the member states. The Subcommittee’s goal is to transition this activity to the AASHTO Share Point site in the near future.

• Continue to integrate Outdoor Advertising Control into the Subcommittee operations and structure including the

consideration of expansion of the Subcommittee Executive Board to include Outdoor Advertising representation for each of the AASHTO regions.

• Continue working on bringing active members to the Subcommittee and to the Executive Board.

• Continue to work with the various states on supporting the implementation of SHRP II products. Research Activities: • The Subcommittee and NAHBA remain very active in national research through partnerships with FHWA and

AASHTO. The Subcommittee has volunteers actively participating in these and many other studies and pilots. NAHBA, with Subcommittee support, will be once again pursuing funding to identify and collect data and facts to establish standards and practices adopted by the Federal/State Agreement in each state and to analyze that data and effective control measures utilized by the states in order to establish a consistent federal standard for effective control of the federally mandated outdoor advertising control program nationwide.

• The Subcommittee and NAHBA will participate in the overall AASHTO effort to improve research communication and understanding of research opportunities including funding opportunities, topic selection and research dissemination.

• Continue to work with TRB on the development, refinement, and search for funding for prioritized research topics

as developed by TRB and the Subcommittee’s technical councils.

• Committee members will continue to serve on various panels and advisory committees of NCHRP, NHI and FHWA.

Proposed Schedule Plans for 2016-2017 include continuing work and coordination with the NCUTCD, including the summer meeting in June, mid-year meeting in January and collaboration on proposed changes to the MUTCD. An update to the SCOTE subcommittee strategic plan will be discussed at the 2016 Annual Meeting in Savannah, Georgia June 5 – June 8, 2016. The SCOTE subcommittee will also host a round table discussion on connected and autonomous vehicles at the 2016 summer meeting. 2016 SCOTE Technical Working Groups Highest Priority Work Plan Activities A. Work Zone

Technical Team Chair: Neil Boudreau, Massachusetts Department of Transportation • Continue to monitor and provide support for on-going work zone research efforts and foster new research

problem statements. • Assist FHWA and other State DOTs with implementation of the Smarter Work Zones EDC3 effort through

promotion of case studies and best practices identified on project coordination strategies and the application of portable ITS technology applications.

• Continue to review of State DOT policies/standards to address pedestrian accessibility in the work zone to identify challenges and best practices.

• Distribute a formal survey to State DOT’s on how they plan to address work zone performance measures and prepare a summary report that can be shared with AASHTO members and FHWA.

B. Signing and Marking Technical Team Chair: Mark Bott, Michigan Department of Transportation • The updated AASHTO Guideline for Selection of Supplemental Guide Signs for Traffic Generators Adjacent to

Freeways will be balloted to SCOH. • The updated List of Control Cities for Use in Guide Signs on Interstate Highways will be balloted to SCOH. • Convert the updated List of Control Cities for Use in Guide Signs on Interstate Highways to an electronic

document and listing on the SCOTE website. • Compile and disseminate the results of the Survey on Effective Pavement Marking Specifications and Practices

related to Maintained Retroreflectivity. • Support NCUTCD on the reformatting proposals by FHWA, providing guidance and input on the needs of the

states for the MUTCD. • Seek opportunities to participate in V2I research and the impact on traffic signing and pavement markings.

C. Traffic Signals and Roadway Lighting

Technical Team Chair: Mark Luszcz, Delaware Department of Transportation • Continue coordination with AASHTO Subcommittee on Materials about a potential LED Roadway Lighting

Specification. • Continue participation with JTC to update the AASHTO Lighting Guide which is scheduled to be published in

2016. • Continue providing oversight for the ongoing NCHRP projects and see them completed. • Coordinate with ITE on Recommended Practice on Change and Clearance Intervals, and the forthcoming traffic

signal “state of the practice” survey.

D. Safety and Security Technical Team Chair: J. Kevin Lacy, North Carolina Department of Transportation • Discuss the implication of the Roadway Data Collection efforts required by the final rule concerning the Highway

Safety Improvement Program and how states plan to address. • Identify the methods that states are using concerning in-service evaluations concerning roadside hardware.

Review of Subcommittee charge statement: Existing—No change to existing charge statement. Review of Previous Year Successes The Subcommittee on Asset Management Subcommittee marked several important accomplishments last year. The subcommittee has continued an on-going series of webinars focused on implementing transportation asset management within State DOTs. These webinars are co-hosted by AASHTO and FHWA and occur on a bi-monthly basis. To date, each webinar has had 200 connections, representing over 600 people. The subcommittee also held two different business meetings at both the AASHTO Annual Meeting and the TRB Annual Meeting. Both were well-attended with good discussion. Finally, the subcommittee has been providing FHWA with input regarding the MAP-21 asset management requirements. January 2017 Joint AASHTO/TRB Asset Management Meeting at TRB Annual Meeting. The subcommittee has proposed an NCHRP project that will update the AASHTO TAM Guide, A Focus on Implementation. The subcommittee will be working with its members to identify a project panel if/when this project is funded by SCOR. The subcommittee will be working closely with the TRB Asset Management Committee on joint activities throughout 2016. This will include engaging the TRB committee leadership with regular discussion of the AASHTO subcommittee leadership. AASHTO, TRB and FHWA will continue to work jointly on developing research problem statements for submission to NCHRP and various standing committee research programs. Matt Hardy will also work with other stakeholder organizations (APTA/AMPO) in promoting transportation asset management principles and the Implementation Guide. .

Annual Meeting The 2015 Annual Wireless Workshop and SCOWCT Meeting was held at the District 7 Headquarters, Tampa, FL on Oct. 28 and 29, 2015. The Committee recently reorganized to better address the challenges facing members in wireless communications and spectrum management. The meeting focused on development of strategic direction for the primary focus areas of managing the Frequency Coordination TSP, Spectrum Management planning for the First Responder Broadband Network, Connected Vehicle (CV) and Autonomous Vehicle (AV) infrastructure requirements and deployment, and implementing cyber security in light of recent attacks on DMS and ATC signal controllers. Mr. Paul Steinman, District Secretary, District Seven Florida DOT, is the Committee Chair serving a two-year appointment that began in March 2015. AASHTO is expected to name a new AASHTO Liaison in 2016, following the retirement of William Brownlow; Gummada Murthy is currently the AASHTO Liaison. Completed Tasks or Activities The Committee re-initiated its four Technical Working Groups (TWGs) in March 2016: 1) Legacy Programs; 2) Spectrum Management; 3) Cyber Security; 4) Future and Emerging Technologies. Each group convenes every other month via conference call to carry out initiatives in support of the defined strategic objectives. The Committee continued to represent transportation at a national level throughout the year. Ferdinand Milanes of Caltrans is a representative on the U.S. Department of Homeland Security’s SAFECOM. SAFECOM works to improve emergency response providers’ inter-jurisdictional and interdisciplinary emergency communications interoperability across local, regional, tribal, State, territorial, international borders, and with Federal government entities. Paul Gilbert of Texas DOT (TxDOT) continues to serve as a member and subcommittee chair on the Project 25/34 Steering Committee, which oversees the development of standards for public safety digital radios. Mr. Gilbert also serves as AASHTO’s representative to the National Public Safety Telecommunications Council (NPTSC) Governing Board. Mr. Gilbert and Mr. Milanes represented AASHTO by staffing a booth at the 2016 International Wireless Communications Exposition (IWCE), achieving national recognition for AASHTO and its members. IWCE is the largest annual event worldwide that specializes in public safety communications. William Brownlow, who had been serving as the Liaison to SCOWCT, retired from AASHTO in June, 2015. Linda Preisen, Athey Creek Consultants is under contract with AASHTO to provide support services to SCOWCT in the interim while the position previously held by Mr. Brownlow is being filled. Future Events The 2016 Annual Wireless Workshop and SCOWCT Meeting will be held in October 2016 at the District Seven Headquarters in Tampa, FL. The four TWGs will continue to meet every other month, to share information and work toward advancing initiatives of the Committee. SCOWCT members will continue to represent AASHTO at the 2017 IWCE Conference and Exhibition as well as in meetings of the National Public Safety Telecommunications Council, Land Mobile Communications Council, P25/34 Steering Committee and DHS SAFECOM.

Organizational and Administrative Framework NTPEP is a pooled fund engineering technical service program which operates from AASHTO headquarters in Washington, DC. It is staffed by a Program Manager, two Associate Program Managers, an Implementation Coordinator, a Technology Specialist, and an Administrative Coordinator who are responsible for day-to-day operations, administration and coordination of the NTPEP program. The program also has five contractors who are responsible for conducting the NTPEP manufacturing audits. The program coordinates testing and auditing of the manufacturing process of a wide array of highway safety devices, construction materials and maintenance products. Whenever possible, cooperative agreements are entered into with Industry Associations who are expert in their respective industries. For each class of product category under NTPEP, a Technical Committee of state DOT and Industry membership convenes annually in person and quarterly on conference calls to discuss the status of the ongoing and pending evaluations. The Chairman and Vice Chairman of the NTPEP Committee are appointed by the AASHTO Executive Director. For administrative matters and industry appeals, a NTPEP Executive Committee (EC), representing each of the AASHTO regions, is selected by the NTPEP Chairman. The NTPEP Committee regularly communicates with the Federal Highway Administration (FHWA) for technical guidance and input. The AASHTO Product Evaluation List (APEL) was officially assigned to the NTPEP committee in the fall of 2011. This program assists states in the review and evaluation of proprietary products. With the APEL web module there is an online reporting function and database for states to share information about products that have been evaluated or certified for use according to 23 CFR 635.411(a)(2). The program also provides manufacturers of these products an opportunity for independent evaluation and reporting through AASHTO. Currently there are 7 products in various stages of the independent evaluation process and 99 product certifications submitted by AASHTO Member Departments. AASHTO staff administers this program with the APEL council, consisting of seven representatives from each of the four AASHTO regions and a chairperson appointed by the NTPEP Executive Council. Additionally, there is one contractor tasked with researching test methods and developing scopes of work based on the direction of the Council. Staff also coordinates activities to include the product evaluation coordinators for all AASHTO Member Departments. Proposed Schedule of Activities for Upcoming Year: During the 2016 fiscal year, NTPEP intends to conduct major field product evaluation projects and nationally-coordinated laboratory testing and audit programs in the following product categories:

Ongoing Activities supporting NTPEP and APEL expansion and promotion:

• NTPEP is positioned well to continue to grow. There is no comparable program collaboratively overseen by state agencies that provides the information and support provided through NTPEP. Strategic growth through targeted outreach to member departments and industry associations has realized substantial growth in the appeal and use of NTPEP. Additionally, AASHTO staff and leadership of NTPEP suggest the following actions for continued outreach:

o Attend subcommittee meetings and workshops that are not exclusively focused on the materials testing and evaluation of products. This would promote the participation of Subject Matter Experts from other areas within the Member Departments in the program and allow the program to serve a wider audience within AASHTO.

o Capitalize on the private partners who participate in NTPEP. This may include attending and presenting the value of the program at industry conferences and trade associations.

o Encourage members of the appropriate Subcommittees (focusing first on Materials and Traffic Engineering) to become participating members of NTPEP. This will provide continuity and input for program acceptance at all levels within the member department. Additional participants from states would be encouraged to attend the meeting, but significant participation through Technical Committee conference calls and working meetings will allow expanded DOT participation as well.

o APEL is looking to broaden its connectivity and use by having associate member Canadian provincial ministries of transportation participate, posting evaluations and certifications as well as directing manufacturers needing independent evaluation to utilize the program. Currently looking to work with the Transportation Association of Canada to facilitate this process and partnership.

Goals for Next 3 Years:

• Within the next 3 years, NTPEP plans to expand our services to the member departments in the following areas:

Organizational and Administrative Framework TC3 is staffed by one AASHTO employee, Program Manager, who allocates 1/3 of their time to the program. The Executive Board directs the day-to-day operations, administration and coordination of the TC3 program. The EB added four new membership seats this past year with new representation from the four AASHTO Regions. The program develops, maintains and delivers training for the technical transportation professionals in three focus areas: Construction, Materials and Maintenance. This work is conducted through the Executive Board and the 6 committees (Committee for Curriculum Management, Committee for Competency Matrix Implementation, Committee for Communications and Marketing, Committee for Performance Measurements, Committee for Technology Initiatives, and Committee for Partner Outreach) under TC3. As a Technical Service Program, the goal of TC3 is have all AASHTO Members participate and to have at least one member representative engaged with the council activities. These member would provide technical guidance to the program and champion the program and training products within their DOT. Chairman and Vice Chairman of the TC3 Committee are appointed by the AASHTO Executive Director. For administrative matters and other items, TC3 has an Executive Board, with representation from three SCOH Subcommittees (Materials, Construction, and Maintenance), the four regional training groups, the four AAHSTO Regions, FHWA, and one at large member. TC3 curriculum is delivered through an AASHTO based Learning Management System coordinated with the AASHTO Bookstore e-commerce system. Proposed Schedule of Activities for Upcoming Year: From May 2016 through the 2017 fiscal year, TC3 will focus on:

• Managing and enhancing the LMS/Bookstore functionality for our customers • Continue to support State sharing of the TC3 curriculum (currently 21 states) • Developing 30 plus hours of new we based courses • Convert 20 plus hours of donated web based course to the TC3 template • Increasing participation of member agencies in TC3, both financially and through membership • Implement a Private Sector Subscription program for the TC3

Goals for Next 3 Years:

• Promote the TC3 organization and training products • Continue to grow the TC3 Curriculum and expand course delivery methods • Continue the partnership with the Subcommittees on Materials, Maintenance and Construction • Look for other AASHTO Committees to partner with in the development and delivery of web based training • Establish a greater presence in the transportation and AASHTO community. • Reduce the annual TSP contribution amount for AASHTO members
