Last year’s long, cold, wet spring kept farm- ers idle for weeks, but Mother Nature has been smiling this year, with unseasonably warm temperatures enabling some producers to get an early start, including this farmer working a field just west of Cass City. Weather forecasters were calling for high temperatures in the mid-50s and 60s this week. April 19 in Owendale Community meeting set to air Owen-Gage bond issue by Tom Montgomery Editor Owen-Gage School District resi- dents are being invited to an infor- mational gathering that will focus on school officials’ plans to ask voters to approve a $3 million bond issue this spring to fund a host of long- overdue capital improvement proj- ects. The community meeting has been scheduled for Thursday, April 19, starting at 8 p.m. in the school cafe- teria. The bond issue request will go to voters in the Tuesday, May 8 ballot. According to school Supt. Jim Wencel, the bond issue, if approved, would pay for a myriad of projects designed to upgrade the school building in Owendale. “Most of it is infrastructure stuff — new boilers, new roof, classroom furniture, equipment,” he said. Also planned are electrical service and lighting improvements along with an upgraded fire alarm system to bring the district up to code. A telephone system that’s more than 20 years old would also be replaced. Wencel said school officials plan to sink about $150,000 into technology upgrades. “Our wiring is in pretty good shape and our routers are in pretty good shape. Most of it will go into ‘end-of-the-line’ technology — new computers, projection devices,” he explained. The improvements would include $64,000 in site work, which would consist of paving a parking lot and service drive along with minor upgrades to athletic fields. An estimated $1.37 million would pay for renovation projects, includ- ing remodeling the gymnasium floor, new locker rooms and demolition of the concrete bleachers in the cafete- ria. About $385,000 of the total is the price tag for a new roof, while another $130,000 would go for a new ceiling and $24,000 is expected to cover replacement of some floor- ing sections in the building. In addition, new boilers would cost $120,000, and the electrical upgrades are expected to run about $180,000. DiPucchio shares her love of writing by Ryan Walker Freelance Writer Students at Campbell Elementary School were abuzz Friday, and it didn’t have anything to do with the warm temperatures or the proximi- ty to spring break. The cause of their excitement was a well-known author who paid them a visit. Kelly DiPucchio was the featured guest at Young Author Day. The students and staff deco- rated the gym with artwork and writing samples that highlighted some of DiPucchio’s books. In addition to the gym decorations, the hallways were lined with art and writing created by the students. Each year, the Young Author Committee, which is made up of teachers from Campbell, brings in an author and/or illustrator to share his/her experiences with the stu- dents. The committee begins brain- storming possible participants ear- lier in the school year. They meet more regularly beginning in January to set the agenda for Young Author Day and to plan March is Reading Month activities. It’s been a focal point of the com- mittee to target writers and illustra- tors from Michigan, according to Young Author Committee Chairperson and third grade teacher Linda Stec. This year’s guest fits the descrip- tion of a well-known southeastern Michigan resident whose books have earned national acclaim. Two of DiPucchio’s books, “Grace for President” and “The Sandwich Swap”, were both New York Times bestsellers. “Grace for President” also appeared on the daytime televi- sion show The View. Her latest cre- ation, “Crafty Chloe”, made an appearance on the Martha Stewart Show. Another popular selection, “Zombie in Love”, is a Children’s Choice Book Award finalist for Book of the Year in the K-2 category. DiPucchio’s visit to Campbell Elementary coincides with March is Reading Month. Her presentations emphasized the fun of reading while providing guidance in the area of writing. She met with the students from Campbell during 3 different assemblies. The theme of each time slot also differed according to the age of students in the audience. The first demonstration included youngsters from kindergarten, A.M. Young 5’s and the 4-year-old pro- gram. “Fishing for Ideas” was the theme for this section. DiPucchio explained the origins of some of her books. One source of ideas was to observe the sights and sounds from the world around her. That was the technique that sparked the idea for “What’s the Magic Word?” Real-life family experiences provided the inspiration for books such as “Bed Hogs”, “Dinosnores”, and “Alfred Zector Book Collector”. Another of DiPucchio’s books is titled “Gilbert Goldfish Wants a Pet”. The ironic idea of a pet wanting a pet stemmed from DiPucchio’s own children, who were always ask- ing for pets. The creation of “Clink”, a story about a robot, was inspired by a painting of a robot on an old bench that she happened to see one day. During the first session, she intro- duced a game where a student pulled a letter from a small fish net. The whole group then created the basis for a story in which the characters’ names all began with the letter cho- sen. Overall, the message for the first session was that ideas can come from any source. The second session targeted first and second graders along with the P.M. Young 5’s, who experienced the “Hungry for Books” assembly. DiPucchio also worked with this group on developing ideas for a story. She described the basic sequencing to a story: beginning, middle and end. The next step was for her to read her book “The Sandwich Swap”, which was co- written with the actual queen of Jordan. The book is based on Queen Rania Al Abdullah of Jordan’s expe- riences as a child. DiPucchio then demonstrated the different parts of a story visually by having students put together an enor- mous cloth sandwich. One piece of bread represented the beginning of the story; one piece of bread repre- sented the end, while lettuce, tomato, onion, meat and cheese represented Please turn to page 8. The Cass City Board of Education continued the task Monday night of discussing ways to trim roughly $1 million from the district’s next budg- et. In addition to closing Campbell, the board agreed to close the Cass City Early Childhood Education Center at the end of this school year. Beginning with the 2012-13 school year, fourth grade students will be moved to the middle school and stu- dents in the eighth grade will begin attending classes at the high school. The district’s daycare and Young 4 students will be at the elementary school, school Supt. Jeff Hartel explained. He added school officials will close Campbell Elementary in the 2013-14 school year, with the middle school housing students in grades K-6 and the high school hous- ing students in grades 7-12. Closing the early childhood educa- tion center will save Cass City Public Schools about $40,000, while eliminating the cost of operating the elementary school is expected to net a savings of roughly $200,000, Hartel said. In spite of Monday’s decisions, there is some good financial news on the horizon. Hartel, who has been paying close attention to serious discussion at the state level in recent weeks regarding soaring retirement costs, said the buzz in Lansing is focusing on a reduction in the contribution require- ments shouldered by schools throughout Michigan. ory, sight reading, transposing, tech-nique and aural awareness. Theyalso performed three pieces frommemory which included pieces fromthe baroque, classical, romantic-con-temporary period of music. Studentsreceived a rating sheet and certificateof achievement. Ribbons and tro-phies will be awarded at the springrecital.

It’s a good thingI have a degree

It’s a good thing I have a bachelor’s degree, other-wise my house would really be trashed. Literally.

You see, my 4 years of formal education at CentralMichigan University evidently provided me with theunique training necessary in my household to figureout when it’s time to take the trash out. That sametraining also apparently qualifies me, alone, to actu-ally take the trash outdoors and place it just so intothe large green receptacle in front of my garage door.

I know this because I allow the trash can in thekitchen to be filled to overflowing on occasion, andsure enough, no one else in the house knows what todo in the midst of that crisis.

Same thing when it comes to picking up a towel offthe bathroom floor; only I possess the knowledge,ability and drive to pick it up and place it (all the wayinside) the hamper.

It took years of living with my 4 kids to figure thisone out. They’re all on their own now, but my wife,who still lives with me, has proven time and timeagain that she’s a fortunate woman. Thanks to myeducation and decades of experience, not to mentionmy talent, I have the ability to retrieve that piece oftissue, Q-tip or whatever laying on the floor — rightnext to the bathroom waste pail — expertly retrieveit and drop it in (how she fails to hit the mark nearlyevery time is beyond me, considering she’s just inch-es away from the thing).

Sometimes I think she does it on purpose, simplybecause I mention this minor flaw in her characterfrom time to time. I also rarely pass up an opportu-nity, when she’s frantically searching for her carkeys, to remind her that she wouldn’t be looking ifshe simply put her keys in the same location everyday. I call that logic. She calls me a nag (and the expres-

sion on her face makes it pretty clear that she’d liketo call me a few other things), but I digress.

I haven’t really figured out the connection betweena journalism major at CMU and my extraordinaryskill when it comes to nearly always being the cho-sen one to dig out a new roll of toilet paper, or tobeing the one who throws away the remnants of junkmail laying on the kitchen table.

It doesn’t really matter. At this point I’ve simplyaccepted my fate.

I’m just glad I don’t have a master’s degree.

Make safety yourfireworks priority

Michigan’s new law allowing backyard revelers to

celebrate with more powerful and, yes, more exciting

fireworks this year is bound to become apparent soon

in a neighborhood near you with the arrival of warmer

weather.

We’re guessing few fireworks buffs are going to wait

until July 4 to enjoy this new freedom.

However, we would also like to issue a note of cau-

tion, just a reminder, really, regarding the dangers

inherent in igniting firecrackers, bottle rockets, roman

candles and other explosives packed with what

amounts to gun powder.

Every year thousands of Americans suffer painful

burns and other fireworks accidents, according to the

U.S. Consumer Product Safety Commission, which

reports more than half of the injuries are suffered by

children and people under the age of 20.

That’s a statistic worth remembering, especially this

summer, which marks the first time in memory that

state law has allowed residents to purchase and use

fireworks that shoot into the air. Prior to lawmakers’

approval of the new regulations late last year,

Michigan residents were limited to ground-based or

novelty items such as sparklers, smoke devices, toy

snakes and toy noisemakers.

Those not content to stick with legal fireworks jour-

neyed to neighboring states and returned with what

were then illegal items, risking a brush with the law

while lighting them in their backyards.

We wholeheartedly agree with legislators’ thinking

that Michigan should be able to cash in on the jobs

and income that legalizing consumer-grade fireworks

will bring.

At the same time, we hope Thumb area residents will

pay heed to officials with the National Council on

Fireworks Safety, who urge residents to be fireworks

smart before, during and after their consumer fire-

works displays.

Here are a few tips:

Before — Choose an open area away from specta-

tors, homes and buildings, and dry vegetation. Use a

garden hose to wet down the area before firing, and be

sure to wear safety glasses before starting your dis-

play.

During — As each device burns out, soak it using a

hose or bucket of water.

After — Place all used items in a covered, fireproof

container and leave it outside and away from homes

and buildings.

Experts also remind us all to use fireworks outdoors

only, don’t attempt to alter or combine fireworks,

never relight a “dud” (wait 20 minutes and then soak

it in a bucket of water), never mix alcohol with fire-

works, and never use homemade fireworks or illegal

explosives.

There’s plenty of fun to be had with fireworks this

summer. Just don’t let your enthusiasm overshadow

the importance of ensuring a safe experience for all.

A note to my teenage children

High school can be both daunting and wonderful – andthat’s just during the first 10 minutes of homeroom. Thefour years from freshman to senior encompass possibil-ities for great learning and growth, and I’m not referringsolely to the properties of physics or the intricacies ofwriting the perfect five-paragraph essay.

The kind of knowledge I’m talking about can’t befound in a textbook, but it’s just as important as anyalgebraic equation or scientific hypothesis. I can makeit to and through my elder days without ever knowinghow to diagram a sentence or safely use a Bunsen burn-er, but the theorems of life – well, that’s another story. The rules of life are critical to one’s successful naviga-

tion of the world at large. Over the years, I’ve decidedeverything I needed to know, I could have learned inhigh school – if only I’d been paying attention. Forinstance:

It doesn’t matter how many times you get your photoin the yearbook. What’s important is all the fun youhave while behind the camera.

There is no such thing as cool. Those who believethey’ve attained the plateau known as cool find theymust work very hard to maintain their status – eventhough it doesn’t exist. Some people never figure thisout. As the years go by, it becomes more and more obvi-ous whom these “cool” folks are.

It doesn’t matter what brand of fancy tennis shoes theother guy wears – as long as you are able to run fasterand win the race.

Student council, choir, chess club, cooking, sports,sculpture, academics, theater – the list goes on. Sign upfor it all and do as much as you possibly can.Experience and enjoy.

When walking down the hallway, keep your head upand say hello to everyone.

There are things in life bigger than prom. (Hard tobelieve, I know!) Many events that seem important inthe moment – a playoff game, who’s on homecomingcourt, the big anatomy test, a botched orchestra solo –won’t even register on your radar five years after thefact. Perspective is key.

Be kind to everyone, including and especially thegoofy, gawky nerd in your gym class. He may not be themost coordinated at volleyball, but you might end upworking for him some day.

You can avoid a lot of troubles and headaches if yousimply make it to class on time.

Respect yourself and others. Teachers, custodians andprincipals all fit into the definition of others. So do par-ents.

The kids who get the good grades all do one thing inclass. They listen. This skill will prove useful throughoutyour lifetime. Practice and use it.

Do not cheat. Ever. No exceptions. No excuses. Period.The football quarterback, quiet girl in chemistry and

captain of the debate team all put on their jeans one leg ata time. Our differences may seem vast, but they aren’t.Not really.

Study diligently and be prepared. There is no substitutefor hard work.

Never, ever give out your locker combination – even tothe cute girl (or boy) in history class.Take responsibility for your actions – on the field, in the

classroom and with life in general. If you mess up, fessup. Your likelihood of getting a second chance is muchbetter if you do.

Learning doesn’t stop with a cap and gown or gradua-tion. Just when you think you have everything figuredout, you realize you don’t. That’s okay, because learningmakes life interesting.

Stay interested. Always.Love, Mom.

Your readers mayremember back in 2008the residents of NovestaTownship overwhelming-ly voted to reestablish theNovesta Township “annu-al” meeting of the electors.I spearheaded the petitiondrive to have that put onthe ballot because in ageneral law township suchas Novesta Township, thathas no annual meeting ofthe electors, the electedofficials — supervisor,clerk, treasurer — eachdetermine their own salaryfor the budget of eachyear. End of story. It’s adone deal.

However, in a generallaw township that doeshave an annual meeting ofthe electors, the townshipofficials each determinetheir own salary each yearat least 30 days before theannual meeting of theelectors. Then such as in

this case, if the officialsgive themselves a salaryincrease and the people ofthe township don’t want(them) to have a payincrease, they may go tothe annual meeting of theelectors and vote at thatmeeting against the raisein pay.

Bradford G. Henderson, 43,Millington, was sentenced to 365days in jail and 60 months probationfor his plea of guilty to breaking andentering a building with intent tocommit larceny July 14-15 inWatertown Township. He was alsoconvicted of being an habitualoffender (3 or more prior felony con-victions).

In addition to jail time, he wasordered to pay costs and fines total-

ing $1,398 plus restitution of$517.50.

Richard J. Donovan, 35, CassCity, was sentenced to one year inprison for his plea of no contest toretail fraud Oct. 1 in Caro. He wasalso convicted of being an habitualoffender (3 or more prior felony con-victions).

In addition to prison time, he wasordered to pay costs and fines total-ing $798 plus restitution of $206.80.Jacob A. Smith, 31, Cass City, was

sentenced to a prison term of one to15 years for his plea of no contest toassault with a dangerous weaponbetween November and December.He was also convicted of being anhabitual offender (3 or more priorfelony convictions).

In addition to prison time he wasordered to pay costs and fines total-ing $198.Horacio Ortiz Jr., 35, Fairgrove,

was sentenced to 60 months proba-tion for his plea of guilty to abscond-ing or forfeiting bond Nov. 3, 2000,in Caro.

He was also ordered to pay costsand fines totaling $898.Janet L. Koop, 21, Caro, received

a one-year delayed sentence follow-ing her plea of guilty to interferingwith electronic communications inNovember in Caro.

She was ordered to pay costs andfines totaling $698 plus restitution of$123.72.

Charles T. Koop, 29, Caro,received a one-year delayed sentencefor his plea of guilty to interferingwith electronic communications inNovember in Caro. He was alsoconvicted of being an habitualoffender (one prior felony convic-tion).

100 YEARS AGO (1912)“How are you fixed for funds this

morning?” is the greeting P.S.McGregory gave PostmasterWickware Wednesday. Uncle Sam’slocal representative replied that heguessed there was plenty to meet theusual demands. Mr. McGregory thenpresented a money order drown infavor of McGregory & Farrell, andgiving it a casual glance, Mr.Wickware opened the money drawerand extracted two dollars, but beforepassing it over, he looked again atthe order and was surprised to findthat it called for only two cents. Theorder was sent by a wholesale shoehouse in Detroit to McGregory &Farrell, the latter having a balance oftwo cents in their favor on theDetroit wholesalers’ books. Theorder was filled out personally byHomer Warren, the Detroit postmas-ter, and cost the remitter 3 cents,besides the 2 cents postage necessaryto send it. Postmaster Wickware sayshe has sold money orders here foramounts as low as 10 and 15 cents,but this is the smallest amount thathas ever appeared on a money orderpassing through the local post officeunder his region.

Battel, whose family hasowned the 200 acre farm on DausRoad for more than 100 years, hasbeen harvesting the sap from thehard maple woods beside his homefor as long as he can remember. Thetapping of the maples may bring inthe first crop, but it also has theshortest season. Battel said that theaverage sap gathering season usuallylasts 3 weeks. “A month is a goodyear.”

lightly turns…” In spring at the C.R.Hunt “Sugar Bush”, everyone’sfancy lightly turns to changing 8,000gallons of crystal clear maple sapinto 150 gallons of sweet, ambermaple syrup. The first refining shedwas an old log homestead built in1850. Recently Hunt erected a larger,more practical shed especiallydesigned for refining. Hunt hasowned the “Sugar Bush” for aboutseven years. It has been tapped, on alarge scale for about 40 years.Two Cass City band members and a

brass sextet won Division I ratings atthe State Solo and Ensemble FestivalSaturday, March 24, Mt. Pleasant.Tom Jones, senior, and Bill Dobbs,junior, both won Division I ratingsplus Proficiency III and II ratings,respectively. The proficiency ratingsrepresent the third and second levelsabove a first division rating. Thebrass sextet won a Division I ratingand was praised for an excellent per-formance. Every day, new advances are becoming available in dentist offices to im-prove patients’ dental hygiene. Mandy (Sparks) Kilbourn is currently finishing her last semester at Delta

College in Saginaw. Kilbourn is a student in the Dental Hygiene program. Kilbourn stated, “I think the best advancement in dentistry is an ultrasonic

tool we use to clean the patients’ teeth.The ultrasonic device helps fight againstperiodontal disease.” Kilbourn further explained that periodon-

tal disease is bacteria that are left un-touched allowing more bacteria toaccumulate. The tissues around the teethare unable to battle the bacteria, whichcauses pockets to form. The bacteria keepgrowing and eventually this can lead tobone loss, abscesses and even tooth loss.

Dental hygienists use an ultrasonic de-vice called piezo, which allows water andvibrations to disrupt the bacteria fromaround the teeth. Once periodontal disease is diagnosed in

a patient, the disease is irreversible and theblood is already infected. This can causeother organs to also become infected. Kilbourn also added “Brushing you’re a teeth daily, flossing and visiting

the dentist regularly is the best way to prevent this disease.” Mandy Kilbourn is a 2004 graduate of Cass City High School. Mandy

is the wife of Jamie Kilbourn an alumnus of Cass City High School classof 2002.

Warm weather signifies the approaching summer for most high school stu-dents in Cass City, but it also indicates the beginning of spring sports. Track,baseball, softball and girls’ soccer all had their start recently, and golf willbe getting underway soon. Student athletes are busy prepping for their upcoming seasons. Most teams

are holding practices every night to get kids in shape for the first competi-tion of the season. They are working hard to make a good first impressionthis season. All are excited to be back out playing and have high hopes fortheir teams.

The spring sport season is not just for the competitors, however. Fans arejust as pumped to get the games underway. With the spring sports schedulefor the high school already released, students are making plans to attendgames to cheer on their home team. Sports mean a lot to students in CassCity, and as they gather at the games, they hope their support will lead to vic-tory.

Each sport has a little bit different outlook on the upcoming season. Thoseon the track team have their eyes set on the hard work a season brings.Braeden Perzanowski said he’s “ready to run, a lot.”

“We have a small team this year, but the Cuthrells have been pushing usreally hard, so I think it will be a good season,” added Katie Hacker. AshtynJaniskee-Weiler, who is out with an injury, is disappointed she won’t be run-ning, but plans to cheer on her would-be teammates from the sidelines.

The girls’ soccer team is also enthusiastic about its approaching matches.Comprised of a few foreign exchange students and freshmen, the team isfresh-faced this year.

Speaking on the rookies, returning player Katie Michalski commented,“There are so many new people on our team; I think our team has what ittakes.”

“I am very excited for this soccer season. We have a great group of girlsthat know how to have fun while playing a good game of soccer. We shoulddo well this season and I’m really looking forward to it,” said Erin Moore.Thrilling most of the students are the spring sports of baseball and softball.

These 2 teams are confident of the new season and hope to make their schoolproud with wins.

Cody Orban, a member of the baseball team, has high hopes. “I’m excitedfor the upcoming season because we have a lot of guys returning, and I thinkwe have a good chance at a league title and district championship,” he said.

Morgan Erla pegs returning teammates to the baseball team as being vitalto win. “This season is going to be great after a strong finish last year withkey contributors returning and talented underclassmen. As long as we stayfocused and keep our eye on the prize, we will accomplish great things,” hesaid.In softball, Andrea Mikonlon remarked, “Our team is strong and very deter-

mined to win. This season will be filled with fun and a lot of memories. Withour great group of girls and supportive coaches, I think the sky is our onlylimit.”

Cass City students are fired up about spring sports. The teams have posi-tive outlooks for the season and anticipate having a good year. Track, soft-ball, baseball and soccer are all underway, with golf coming later this month.Cass City is expected to shine in these sports and have an excellent overallseason.Now that spring sports are starting, all are encouraged to support the teams

by coming out to the games.

Oliver Q. Myers, 83, of Gagetown,formerly of Naples. Fla., passedaway Saturday, March 24, 2012, atHills and Dales General Hospital,Cass City.

He was born March 11, 1929 inHarrison, the son of the late Garyand Euna (Johnson) Myers.

He married Juanita Bourland Dec.23, 1949. She passed away Dec. 27,1997.Oliver served in the U.S. Army dur-

ing the Korean War. He was a mem-ber of the Harrison, MI VFW. Hewas a union representative withGeneral Motors, then worked inproperty management at a condo-minium complex in Naples.

Oliver is survived by his children:Brenda Roach of Gagetown, SandraHennessey of Gagetown, LarryMyers of Naples, and Gary Myers ofGagetown; and many grandchildrenand great grandchildren.He was preceded in death by 2 sons,

Helen P. Mika Yirak, 97, of Reese,formerly of Cass City, died follow-ing a long illness, Tuesday, March20, 2012 in her daughter’s home sur-rounded by her loving family.

She was born Dec. 7, 1914 inChicago, Ill., daughter of Joseph andNellie (Polczak) Polheber.

She married John Mika Sr. June 2,1934 in Cass City. He died Feb. 9,1978. She later married RudolphYirak Oct. 8, 1991 in Bushnell, Fla.He died Jan. 8, 1995.

Helen moved with her family fromChicago to Deford as a young girl.She lived in Deford until her mar-riage to John. They moved to Detroituntil 1944 when they returned toEvergreen Township to raise theirfamily. Helen was a homemaker andmom, but she worked at SummersBakery and Ben Franklin Store inCass City for a few years. Shemoved to Bushnell in 1980 to beginthe next chapter of her life. She wasa member of St. Lawrence CatholicChurch in Bushnell, and served as aEucharistic Minister there. Helenworked as the manager of theSumterville Senior Center inSumterville, Fla. She enjoyed all herresponsibilities there including help-ing the seniors with various projects.Helen loved her flower gardens. Sheenjoyed cooking and playing cards.Helen was a former member of St.Pancratius Catholic Church, Cass

Gov. Rick Snyder recently signedinto law a piece of legislation writtenby Rep. Kurt Damrow, R-PortAustin, designed to assist newlyreleased prison inmates in findingwork and housing and preparing forsuccessful, productive lives in socie-ty.

Damrow’s bill, now Public Act 26of 2012, makes it easier for areleased prisoner to obtain a stateidentification card or driver’s licenseby allowing an individual to use aprison ID card as a secondary formof identification. The bill was one of4 in a package aimed at easing thetransition of inmates back into nor-mal life outside prison walls.

“Reestablishing former inmates asproductive members of society iscrucial to our health as communi-ties,” Damrow said. “Valid identifi-cation is necessary to obtain work, aplace to live and a bank account anddelay in getting those acceptable IDsto released prisoners is another daywe all run the risk of recidivism. Ifwe are truly (serious) about usingprison to reform, then it is on us toprovide the tools necessary to suc-ceed on the outside once a sentenceis served, and this is one way to dothat.”

Proper identification that expires oris lost during a prison sentence posesmajor difficulties for inmates uponrelease. The measures recentlysigned by Gov. Snyder will make re-entry into society an easier transitionfor many.

The plan would offer eli-gible instructors (those with a mini-mum of 10 years of service with thedistrict who are working full-timethis year) a one-time payment of$15,000. A minimum of 5 teacherswould have to agree to leave the dis-trict, netting a savings of about$80,000 per employee.

Hartel said letters regarding theproposal were mailed last week, andteachers have 45 days to make adecision.

Unfortunately, the school system isfacing the same issues that forcedofficials to cut costs then. Asidefrom fewer students — 500 fewerstudents compared to 10 years ago— the district is trying to keep upwith increasing costs. And, a $470-per-student funding cut implementedby state officials last year remains ineffect, costing Cass City roughly ahalf-million in revenue.

According to Hartel, school offi-cials should see some relief soonfrom the financial squeeze they’vebeen feeling in recent years, in partbecause the district’s final financialobligation of $180,000 for a teacherretirement incentive packageapproved 2 years ago will be met inthe coming year.

“Our enrollment will hopefully set-tle down, and it sounds like theretirement system is going to beunder control,” he said. “Reallywe’re looking at one more difficultyear that I can see.”In other business Monday night, the

Chief of Police Craig Haynes introduced Officer Jim Freeman to the coun-cil as the village’s newest sergeant in the Cass City Police Department. Hereplaces Roger Zelmer, who retired from full-time active duty after a 40-year career in law enforcement, including the last decade in Cass City.Actually, Freeman needed little introduction to Thumb residents.“Jim has been a part-time member of the Cass City Police Department for

the past 7 years. He also is the past chief of the Mayville Police Departmentand a lead investigator for the Tuscola County Prosecutor’s Office,” saidHaynes.

“During James’ law enforcement career, (he) has taken a strong stance onhis belief in the community policing philosophy,” he added. “James hasstated that a police department is only as good as the trust and belief thecommunity it serves has in the department. James believes that team prob-lem solving, taking a more personal hands on approach to the needs of thecommunity and building the trust and belief in a community policing rela-tionship obtains this objective.”

In a related police matter, the council approved a lease, with the option ofpurchasing, a 2012 Dodge Charger Police Car from Curtis Chrysler, CassCity. The new V-6 patrol car will replace a 2008 Ford Crown Victoria. Costof the lease-purchase plan is $21,303.

JOURNEY TO MARS

During his manager’s report, Cristiano briefed the council on the ShawSpace and Technology Task Force’s recent visit to the Challenger Center inKalamazoo.

“The purpose of the trip was to join fifth grade students with a simulatedhands-on trip to Mars and back, learned about the operations, costs andphysical setups,” said Cristiano.

The task force members who made the trip included Jeff Hartel, NanetteWalsh, Kate VanAuken, Ashley Patrick, Christine Anthony, Janet Richardsand Cristiano.

The group met with Elspeth Inglis, assistant director for programs, andlearned what is required to become a Challenger Center here at home.

“There is a great deal of work ahead for us. A total community effort willbe necessary to make our center a living history, hands-on facility,” saidCristiano.None-the-less, Cristiano says the time spent with other community backers

was more than worthwhile.“It was an exciting and exhilarating day for everyone. It also allowed us to

learn more about the problems facing other leaders in the community.”

THE CASS CITY High School Symphonic Band (top photo) recently participated in the

Thumb Friends of the Arts Band and Orchestra Festival at USA High School. “The band

has been very busy preparing their performance for the festival…and produced a wonder-

ful performance that earned them straight ones (top ratings) for their efforts,” said Cass

City Public Schools Director of Bands Jonelle Lull. “This year’s symphony band is com-

posed of 53 students that are full of talent and great fun to work with.” The 7th and 8th

grade concert band (second photo) also participated in the festival, earning straight 2 rat-

Mental health “first aid” coming

to Tuscola County this springIn May 2012, as part of Mental

Health month Tuscola BehavioralHealth Systems (TBHS) will beoffering the Mental Health First Aideducation series to residents ofTuscola County.

Mental Health First Aid (MHFA) isan evidence-based public educationand certification program thatimproves mental health literacy andteaches basic skills to help someoneexperiencing a mental health prob-lem or crisis and connects them toprofessional care.

During the 12-hour interactivetraining, the individuals who partici-pate and complete the course

become certified in MHFA and areaware of the 5-step action planencompassing the skills, resourcesand knowledge to help an individualin crisis connect with appropriateprofessional, peer, social and self-help care.

The training addresses the risk fac-tors and warning signs of specific ill-nesses such as anxiety, depression,schizophrenia, bipolar disorder, sub-stance use disorders and eating dis-orders. The program covers symp-toms, causes and evidence-basedtreatments for depression, anxietydisorders, psychosis and substanceabuse.

“Early detection and treatment canmake all the difference in the worldto the individual suffering from men-tal illness and to their family. Theprogram has helped reduce the stig-ma surrounding mental illness andhas changed people’s minds in thecommunity about mental illness.People often start the class viewingindividuals with mental illness in anegative light, but finish the trainingseeing the person, not their ill-ness,” explained Sharon Beals, CEOof TBHS.

The MHFA training addresses pos-sible crisis situations arising frommental health problems and offersways to work with individuals. Crisissituations could include a personwho is feeling suicidal, a person hav-ing a panic attack, a person who hashad a recent traumatic experience ora person who is acutely psychoticand perceived to be threatening vio-lence.The program is disseminated by the

National Council for CommunityBehavioral Healthcare, the MarylandDepartment of Health and MentalHygiene, and the MissouriDepartment of Mental Health.

Since Mental Health First Aid wasfirst introduced in the United Statesin 2008, more than 20,000 people

have been trained and a network of1,350 individuals that have beentrained as certified instructors forMHFA.

First aid training is widespreadthroughout the world to give mem-bers of the public skills to help aninjured person before medical helparrives. But most first aid coursestypically teach little or nothing abouthelping people with mental healthissues. The course does not qualifypersons to be a counselor, just as aconventional first aid course doesnot qualify someone to be a doctor ora nurse. It is designed to provide ini-tial help before mental health servic-es are sought.

The Mental Health First Aid coursehas benefited a variety of audiencesand key professions, including: pri-mary care professionals, employersand business leaders, faith communi-ties, school personnel and educators,state police and corrections officers,nursing home staff, mental healthauthorities, state policymakers, vol-unteers, young people, families andthe general public.

TBHS was able to secure a federalblock grant to have 4 staff memberscertified as MHFA trainers and pro-vide the Mental Health First Aidtraining to community members.

TBHS will be offering the free 12-hour course Wednesday evenings,May 2, 9, 16 and 23, from 6 to 9p.m., at the TBHS Training Center,130 Millwood St., Caro.

Barn fundraiser slatedThe first fundraiser of the year for

the Thumb Octagon Barn nearGagetown will again be held in con-junction with the Friends of theOctagon Barn Annual Meeting,Saturday, April 14, at the newly-ren-ovated VFW Post 3644 Hall in CassCity.

A social hour will begin at 5 p.m.,with dinner planned for 5:45 p.m.,followed by a brief business meetingand auction.
