Below are the goals of the University of Central Florida with an explanation of how the School
of Public Administration is meeting the identified goals of the university.
Goal 1:
Offer the best undergraduate education available in Florida.
Outstanding Undergraduate Public Administration Program Review
For the past year, the undergraduate Bachelor of Arts and Bachelor of Science programs in
Public Administration have been engaged in the state-mandated program review that occurs
every seven years for all academic programs. The outside reviewers stated that the program was
“outstanding” in terms of its diversity of faculty and students and in the development of the new
competency-based curriculum.
Two Public Administration Students Awarded Order of Pegasus
The Order of Pegasus is the highest honor the University of Central Florida gives to students. It
recognizes outstanding graduating seniors and graduate students who have demonstrated
exemplary university and community involvement, leadership, academic achievement, and
community service.
This year, two students from the School of Public Administration have earned the Order of
Pegasus Award. Eddiedelso (Eddie) Garcia is a public administration major with a minor in
nonprofit management. He is on the President’s Honor Role and has won numerous awards for
scholarship and service. Eddie states that UCF empowered him to excel academically,
personally, and professionally. Cortez Watley is a public administration and legal studies major
and served as Student Body President during his senior year and as a member of the UCF Board
of Trustees. He plans on attending law school and serving his country as part of the military’s
Judge Advocate General’s Corps.
National Nonprofit Student Leader of the Year
Carole Becker, former president of the UCF Nonprofit Management Student Association, was
awarded the Nonprofit Leadership Alliance National “Student Leader of the Year” award during
the Alliance Management/Leadership Institute (AMI) in January 2013. This national award
recognizes one outstanding student leader who has demonstrated exceptional leadership and a
commitment to service.
First Place State Research Competition
Mercedes Beaudoin earned first place in the Social Science division for her research entitled
“Prospective Solutions and Barriers of Integrating Sustainable Development into Local Planning
and Management.”

Annual Public Administration Tallahassee Legislative Trip
The Student Organization for Public Administration, the School of Public Administration, and
the UCF Office of Community Affairs sponsored the annual trip to Tallahassee. In February,
students Christopher Atkinson, Mark Kachadoorian, Sharinita Hester, Charlotte Joiner, David
Perez, Sun Jin Zanker, Aubrie Parliament, Zachary Pecci, and Whitney Livingston traveled to
Florida’s capital to learn more about public administration in the legislative process. The
students met with several members of state government including Secretary of State Ken

Detzner. In addition, students participated in a mock debate on the Senate floor. After visiting the
Capitol, students toured the state Emergency Operations Center and learned how all the intricate
components of the State Emergency Response Team (SERT) come together in times of crisis.
This year’s trip was led by Fred Kittinger, Dr. Claire Knox, and Dan Stephens.
Increased Outreach Our school sends an electronic newsletter weekly and e-mails to students regarding specific
internship and job opportunities. On the School of Public Administration website, the link
“School News” has also been enhanced to list these opportunities. The Nonprofit Leadership
students developed a very active blog and use twitter to update others on their activities. The
nonprofit management lecture series is a partnership with the Nonprofit Management Student
Association and the Collegiate Chapter of the Association of Fundraising Professionals (AFP),
where top leaders in nonprofit management speak to students about issues in the profession. The
students have also partnered with the Young Nonprofit Professionals Network (YNPN) to
promote professional networking opportunities.

UCF.
Faculty Member Publications – (56)
Faculty members published two (2) books, twelve (12) book chapters, and forty-one (41) peer-
reviewed articles. Many of these publications are in top tier journals in our field. Of the articles
published by faculty in refereed journals, eight (8) of these are in the very top journals in the
field. Three (3) articles were published in Public Performance and Management Review, two (2)
articles were published in Public Administration Review (PAR) and two (2) articles in the
American Review of Public Administration, and one (1) article was published in Administration

Faculty Member Presentations – (84)
Faculty members made fifty-two (52) peer reviewed conference presentations at national and
international conferences. During this past year, faculty made thirty-two (32) non-refereed
presentations internationally, nationally, regionally, and locally. There were several invitational
presentations in Amsterdam, Turkey, Morocco, China, India, and the Netherlands.

At the 2013 Annual American Society for Public Administration Conference, doctoral student
Sana Khosa presented her research “Re-development and Mitigation after the 2010 Catastrophic
Floods: The Pakistani Experience” as part of the panel Disasters and Development. Alumni
Fatih Demiroz presented with Dr. Hu their paper “The Role of Civil Society and Nonprofit
Organizations in Post –Disaster Development.”
At the 2012 Southeast Conference of Public Administration, doctoral student Marie Pryor
presented her paper titled "Interagency Collaborations in Prisoner Reentry: Applying Social
Network Analysis to the Serious and Violent Offender Reentry Initiative." Also, doctoral student
Lauren O’Byrne presented her paper titled "The Role of Trust in Cross-Sectoral and Inter-
Organizational Networks" at the conference. Lastly, faculty members worked with six (6)
graduate students to make presentations or co-presentations at international, national, and

Pi Alpha Alpha Honor Society
Our doctoral student, Sana Khosa, received the 2012 Pi Alpha Alpha (PAA) Doctoral Student
Manuscript Award. Her paper was based on her dissertation research and titled "Network
Structure and Its Influence on Collaborative Response Effectiveness in Disasters: The Case of
the 2010 Pakistan Floods." Her major advisor is Professor Kapucu. The National Award was
presented at the 2012 NASPAA Annual Conference in Austin, Texas at the Public Leadership
luncheon sponsored by Pi Alpha Alpha on October 19, 2012.
Our chapter of the Pi Alpha Alpha honor society holds its induction ceremony in conjunction
with the Annual Research Conference every year. In 2013, nine (9) students were inducted into
the honor society.
Liou Serves as National ASPA President
Since March of 2012 Dr. Kuotsai Tom Liou served as the President of the American Society of
Public Administration’s (ASPA’s) National Council. In this role, Liou traveled nationally and
internationally representing both ASPA and UCF. In March of 2013 he became Immediate Past-
President of the National Council serving one more year to complete his service to ASPA.
Faculty and Students Present at 74th
International ASPA Convention Dr. Tom Liou, ASPA National Council President, hosted the Annual Conference for the
American Society for Public Administration this year, which was held in New Orleans from
March 15th
through March 19th
. Assistant Vice-Provost Dr. Ronnie Korosec co-chaired the
conference program committee. The conference focused on “Governance & Sustainability,” and
Dr. Liou assembled several super sessions to highlight the theme with Dr. Mike Abels and Dr.
Mary Ann Feldheim moderating two of the sessions.
During his tenure as ASPA President, Liou was instrumental in the development of the new
Section Nonprofit Policy, Practice, and Partnerships, in the historic agreement between ASPA
and ARNOVA to leverage opportunities for nonprofit research and practice, and in the
development of increased ties with Asian leaders in public administration. Below is a listing of
the faculty, students, and alumni who presented at the conference.
1. Dr. Thomas Bryer presented his research on public participation using social media and
on citizenship amidst fiscal crises.
2. Dr. Christopher Hawkins presented his research on sustainable development and on
disaster events and policy change in Florida.
3. Dr. Qian Hu presented her research on the role of civil society and nonprofit
organizations in post disaster development with Dr. Fatih Demiorz, a recent graduate of
our doctoral program.
4. Dr. Naim Kapucu presented his research on disaster management and became the new
Chair of the Section on Disaster Management.
5. Sana Khosa, doctoral student, presented her research on re-development and mitigation
after the 2010 catastrophic floods.
6. Dr. Hillary Knepper, a graduate of our doctoral program, presented her research on the
impact of financial constraints on health care safety nets.

7. Dr. Claire Knox presented her research on emergency management and helped conduct
a workshop on Sustainable Governance in a Post-Recovery Environment.
8. Dr. Wendell Lawther made three (3) presentations based on his grant from the Florida
Department of Transportation studying Public-Private Partnerships (P3s) in
transportation, and two of the presentations were made with Dr. Larry Martin.
9. Dr. Dorothy Norris-Tirrell moderated a panel on resilience and sustainability and
lessions for nonprofits and became the new Chair of the Nonprofit Section.
10. Dr. Rui Sun presented her research on the impact of economic openness on sub-national
borrowing.
11. Dr. Tracy Trottier, a graduate of our doctoral program, presented her research on
collective bargaining as an issue of social equity.

Annual Public Administration Research Conference
During the first week of April 2013, over 100 people attended our annual research conference,
whose theme was Building Healthy Communities through Education, Engagement, and Action.
Keynote speakers were Dr. James Wright, UCF Sociology Department, and Dr. Thomas Bryer.
Drs. Claire Knox, Dorothy Norris-Tirrell, and Brandi Blessett assessed the landscape of
nonprofit organizations in rural counties. Drs. Rui Sun and Tom Byer examined citizen
participation in tax and budgetary policy making, and Dr. Joe Saciak, Flagler College,
questioned if local governments should adopt participatory budgeting. Dr. Vanessa Littleton-
Lopez and April Fisher discussed using social determinants of health to look at the Bithlo
Community. Matt Bagwell, doctoral student, examined promoting healthy activities to improve
health, and Amber Myers, CPNM Distinguished Fellow, presented findings from a study
conducted in Pine Hills on the behaviors, preferences, and barriers to healthy eating. Dr. Qian
Hu and PA Fellows Charoy Thurston and Katie Bucher presented findings on the role of
nonprofits in economic development, and Dr. Jay Jurie posited ideas about a national dental plan.
Planning Fellows Alex Adeus and Jennifer Kempinkski discussed research on variation in voting
outcomes based on access to public goods. Planning students Judy Pizzo and Pam Murray spoke
about engaging citizens in the planning process and Seminole County Manager, Jim Hartmann,
served as the discussant.
School Represented at NASPAA Conference
Four (4) faculty members (Bryer, Feldheim, Kapucu, and Liou) attended the annual National
Association of Schools of Public Affairs and Administration (NASPAA) conference and
participated in four presentations on nonprofit management and diversity. Feldheim, Kapucu,
and Liou serve on NASPAA committees for nonprofit management, doctoral education, and Pi
Alpha Alpha.
School Well Represented at ARNOVA Conference At the annual conference of the Association for Research on Nonprofit Organization and
Voluntary Action (ARNOVA) held in Indianapolis Indiana in November 2012, seven (7) faculty
members presented papers or served on panels.

Faculty Members Earn University Awards
Thomas Bryer received the University of Central Florida’s Research Incentive Award in
recognition of his sustained level of research. In addition, Bryer earned the Excellence in
Professional Service, which is a University Award recognizing his work with the central Florida
community through the Center for Public and Nonprofit Management.
Stephanie Krick received four awards this past academic year. First, she earned the Teaching
Incentive Program Award, which is open only to faculty after teaching at UCF for five years and
who meet specific course and student credit hour criteria. Secondly, Krick was awarded the
College of Health and Public Affairs Excellence in Graduate Teaching for Instructors Award.
Third, she received the University of Central Florida’s Service Learning Faculty Recognition
Award, which is a University Award recognizing sustained service learning activities.
Lastly, Krick received the “Keeper of the Creed – Community Award”, which is given annually
by the Division of Student Development and Enrollment Services (SDES) to a faculty or staff
member who has personified the Creed Value of Community. Her dedication to the Nonprofit
Leadership Alliance program, her commitment to student success, and her work with community
partners are just a few the many contributions she has made to our school and student
development.
Wendell Lawther received the College Graduate Teaching Award. This award recognizes
sustained high quality teaching at the graduate level.

Goal 3:
Provide international focus to our curricula and research programs.
Naim Kapucu was the 2012 recipient of both the University of Central Florida’s
Internationalization Award from the Office of Internationalization. The award recognizes
Kapucu’s outstanding leadership in facilitating international education and was presented during
the University of Central Florida’s International Education Week November 12-12, 2012.
Naim Kapucu published a book that provided a comparative analysis of responses to acts of
terrorism and a chapter on public policy in Turkey, as part of an edited book on public policy in
the Middle East.

Kapucu Conducts Third Study Abroad to Seoul Korea During the fall of 2012, Dr. Kapucu conducted the school’s third study abroad course, which was
hosted by the Seoul Metropolitan Government. Eight (8) students participated in the course and
visited Seoul, Korea to meet with public administrators learning about the innovative strategies
being applied in Seoul. Students presented their findings at our November Research Colloquium
and were able to publish two articles based on their study abroad experience.

Goal 4: Become more inclusive and diverse.
Outside Reviewers Praise School’s Diverse Faculty
This academic year, the undergraduate and graduate programs in public administration
completed state mandated program reviews, which required two esteemed outside reviewers for
the programs. In the final report of the outside reviewers, they stated that they were very
impressed with the diversity of the faculty in the School of Public Administration. For them,
diversity included gender, age, ethnicity, and race highlighting the many talents and backgrounds
of our faculty members reflected in their research interests and publication outlets.
School’s Diversity Initiative
During the last year, the school has been implementing the Diversity and Inclusiveness plan that
we developed the year before. First, we hosted the UCF Faculty Diversity Think Tank Members
in December 2012 at our monthly Faculty Mentoring Circles meeting. At that time, the
discussion focused on what diversity means to each of those attending, and we explored ways
that diversity and inclusiveness might be reflected in our curriculum and programing. Our second
step of the initiative was to host a Diversity Training Session with all faculty members at the
April School Meeting. Every faculty and staff member attended the meeting, and the training
proved thought provoking and informative. Lastly, one of the four research areas for our Center
for Public and Nonprofit Management is diversity and inclusiveness, and a research team has
been established to develop research proposals in the area of diversity.

Goal 5:
Be America's leading partnership university
Service Learning Projects are required in five of the courses in the Master of Nonprofit
Management and in the MPA Capstone Course. As part of a class assignment, students provided
a deliverable product to over 150 nonprofit organizations in central Florida and around the
country.
12th
Annual Community Partners Nonprofit Management Conference planned and
organized by the Nonprofit Management Advisory Board members. The Conference Planning
Committee was chaired by Eric Gray, Give Kids the World, who moved the conference to the
21st Century with a “Ted-like” program of 11 minute presentations entitled “Tell Me Something I
Do Not Know.” This was our most successful conference ever with over 170 attendees and a
Twitter page to keep people updated with “Tweets” on how energizing the new programming
was.
Nonprofit Capacity Building and Performance Measure Grant
In 2012, the two-year grant from the Corporation for National and Community Service (CNCS)
was completed. The grant award was for $320,000 ($160,000 from CNCS and a matching fund
of $160,000 from UCF Partners). The nine nonprofit organizations from West Orange, south
Lake and south Sumter counties receive a personalized performance measurement system and
database to improve performance. Dr. Claire Knox is PI on this grant and Drs. Feldheim and
Wang were CoPIs.
Building Disaster Resilience and Sustainability Grant
This two year grant from the United States Department of Agriculture (USDA), the National
Science Foundation (NSF), and the Cooperative State Research, Education, and Extension
Service (CSREES) for $387,557.39 to build disaster resilience and sustainability in rural
communities in central Florida through the applications of social network analysis was
completed in 2012. Naim Kapucu was the principle investigator and Dr. Chris Hawkins was the
co-investigator. This project seeks to assess current hazard mitigation practices, emergency
response networks, and disaster recovery methods used by rural counties and rural parts of urban
counties in Central Florida. One outcome of the project was publication of the book Disaster
Resiliency: Interdisciplinary Perspectives written by Kapucu, Hawkins, and Rivera. .
Walking School Bus Program
The Center for Public and Nonprofit Management has a two year contract with the Florida
Department of Transportation to develop, administer, and evaluate a program called Walking
School Bus. Drs. Bryer and Hawkins are the PIs on this project. The program will work to
recruit families of elementary school kids in Central Florida who live within a two mile radius of
their school to walk, rather than drive, to and from school each day. The outcomes include
healthier living, stronger academic success, and reduced air pollution around schools.

VISTA Project Designed to Improve Outcomes for Homeless Students
Thomas Bryer and Maria-Elena Augustin, the Director and Assistant Director of the Center for
Public and Nonprofit Management, have successfully completed the first year of a three-year
grant from the Corporation for National and Community Service to host 15 Volunteers in Service
to America (VISTA) beginning in summer 2012. VISTAs will receive expert training from
faculty and staff members affiliated with the CPNM, and then they will be placed in partner
school districts, nonprofit and faith-based organizations in Orange and Seminole counties. The
goal is to increase capacity to improve outcomes for homeless students. The value in service to
the community is $369,433, reflective of the salaries of the VISTAs. This is an exciting new way
for the CPNM and our school to serve our community. First year outcomes include:
Increased identification of homeless students: need is now 3.5-3.8% of student population
Increased academic outreach to and tutoring for students at two homeless shelters in
Orange County
Increased resources to homeless students in Seminole County through 80 new
partnerships
Studying Public-Private Partnerships State and local governments are having difficulty finding the revenue to repair bridges and
maintain roads and water treatment plants, as well as building needed new ones. One solution is
to partner with the private sector, leveraging new sources of funds as well as needed expertise.
Wendell Lawther, School of Public Administration, and Larry Martin, PhD Program in Public
Affairs, are heading a team of nine researchers funded by the Florida Department of
Transportation to study transportation related public private partnerships. This 18 month project
involves identifying best practices and lessons learned from partnerships found in the United
Kingdom, Australia, and European countries - areas in which partnerships are much more
commonly found than in the United States. Public-private partnerships permit the cost of
infrastructure to be paid back over a longer period of time, either via user fees, tolls, government
payments or a combination of these types. The recently passed House Bill 85 allows for Florida
counties to enter into partnerships for a wide range of infrastructure projects, as well as engaging
services. It is our hope that the results of our research will benefit state and local officials as they
consider adopting public-private partnerships as a means of funding these efforts.
