Regular MeetingTuesday, February 13, 2018

The Hendry County School Board met in Regular Session beginning at 5:30 p.m. in the SchoolBoard Meeting Room, Hendry Co. Courthouse, 2nd Fl., 25 E. Hickpochee, LaBelle, FL. Those inattendance were: Jon Basquin, Chairman; Dwayne E. Brown, Vice Chairman; Sally Berg,Stephanie Busin and Amanda Nelson, Members; Paul K. Puletti, Superintendent; and Michael R.McKinley, School Board Attorney.

The meeting was called to order by Chairman Basquin.

Pledge & Invocation – Chairman Basquin led the Board and guests in the Lord's Prayer and theSalute to the U. S. Flag.

Public Comments - Chairman Basquin asked if there was anyone in the audience that would liketo address the Board regarding any agenda item. There was no response.

Item for Action –

1. New Personnel Allocation Request - On motion by Stephanie Busin and second by DwayneE. Brown, the Board unanimously approved the following New Personnel Allocation Requestas recommended by Superintendent Puletti.

(1) ESE Paraprofessional – WES (General ESE Funds)The needs for this student are intense. THE IEP Team, based on proper documentationand data, deemed this paraprofessional is needed to support the student in the classroom inorder for the student to be successful. A substitute paraprofessional was tried, andbehaviors have decreased somewhat, but increase without the intervention.

Consent Agenda – On motion by Dwayne E. Brown and second by Stephanie Busin, the Boardunanimously accepted the recommendation of the Superintendent that the following ConsentAgenda Items be approved en masse.

3. Board Member Busin led a discussion regarding the raise Board Members received by theLegislature. She suggested that Board Members forego the raise since the Board could notgive raises this year due to the FTE shortfall. Board Members Berg, Nelson, and Basquinconcurred to forego the raise.

4. Maureen Quintero, CMS Parent, addressed the Board regarding her concerns at ClewistonMiddle School.

The Hendry County School Board met in Regular Session beginning at 5:30 p.m. in School BoardMeeting Room, Sub-office, 475 E. Osceola Ave., Clewiston, FL. Those in attendance were: JonBasquin, Chairman; Dwayne E. Brown, Vice Chairman; Sally Berg, Stephanie Busin and AmandaNelson, Members; and Paul K. Puletti, Superintendent.

The meeting was called to order by Chairman Basquin.

Pledge & Invocation – Chairman Basquin led the Board and guests in the Lord's Prayer and theSalute to the U. S. Flag.

Recognitions -

Xiomara Perez – Retiree - Superintendent Puletti and Board Members recognized XiomaraPerez, CMS Custodian, for her 10 years of service to the District. Mrs. Perez was not at themeeting; her plaque will be sent to her.

Taylor Massey – 2019 Hendry County Teacher of the Year - Superintendent Puletti andBoard Members recognized Taylor Massey, EES Teacher, for being selected as the 2019Hendry County Teacher of the Year. Superintendent Puletti presented Mrs. Massey with aplaque on behalf of the Board.

Peggy Rudd – 2018 Hendry County Employee of the Year - The Superintendent and BoardMembers recognized Peggy Rudd, Sub-office Clerk/Typist, for being selected as the 2018Hendry County Employee of the Year. Superintendent Puletti presented Mrs. Rudd with aplaque on behalf of the Board.

Policies - Permission to Advertise - Policy 6220 (Budget Preparation) - On motion by SallyBerg and second by Stephanie Busin, the Board unanimously accepted the recommendation of theSuperintendent for permission to advertise proposed revision to Policy 6220 (Budget Preparation).(See Superintendent's File)

Workshop Discussion - School Safety - Superintendent Puletti stated that district staff has beendoing an intensive review of the procedures since the school shooting in Ft. Lauderdale. Hestated that Sheriff Whidden approached him with a plan that would allow the district to seekvolunteers to serve as special deputies on campus. These special deputies would be screened andtrained by the Hendry County Sheriff's Department, including background screening, drug testingand a psychological evaluation. Sheriff Steve Whidden reviewed the program and answeredquestions posed by Board Members. In addition to the Special Deputies, Superintendent Pulettistated that he would like to have a First Responders training for volunteers.

At this time, the Board took comments and questions from the audience.

2018-19 Career Dual Enrollment Articulation AgreementBetween the School Board of Lee County and the Lee Technical Colleges

THIS AGREEMENT is entered into by and between the School Board of Lee County, Florida, hereafter referred to as the “Board”; and Cape Coral Technical College, Fort Myers Technical College and the Southwest Florida Public Service Academy; hereafter referred to as the “Colleges”; and

WHEREAS, the Florida Statutes provides that career dual enrollment is a curricular option of elective credits toward earning a high school diploma and completing a career certificate program through a district’s technical college, and

WHEREAS, the Board wishes to enhance opportunities for high school graduates to identify and set clear career and postsecondary education goals before high school graduation, and

WHEREAS; the Colleges, are publicly funded postsecondary institutions, can provide a variety of high skill, high wage career training program options, and

WHEREAS, the Board and Colleges accept the challenge of ensuring that every Lee County High School graduate has a defined pathway to a career and postsecondary education.

NOW, THEREFORE, BE IT RESOLVED that the Board and the Colleges agree to the following:

A. This agreement supersedes all previous career dual enrollment agreements between the District and Colleges. s.1007.271 (21)(a)

B. Career dual enrollment is available to all Lee County high school students meeting the following criteria:I. Be enrolled as a student in a Florida public secondary school.II. Be classified as a high school junior or senior.III. Possess and maintain a minimum 2.0 unweighted grade point average (GPA).IV. Meet the graduation requirements for Florida state-wide assessments.V. Have a plan approved by their high school to complete all requirements to graduate on time.VI. Demonstrate readiness for post-secondary work evidenced by a good attendance record, a satisfactory disciplinary record and TABE exam.VII. Be recommended by their school counselor or career specialist and spend a shadow day at one of the technical colleges.s.1007.271 (21)(e)

C. The Colleges will notify students and parents of the career dual enrollment opportunity through career and postsecondary education awareness activities in District highs schools. Interested students will complete a career dual enrollment application and have the opportunity to “shadow” a College program(s) of interest. The Colleges will facilitate the application and scheduling of shadowing experiences through high school guidance counselors, Colleges staff and the Colleges website. s.1007.271 (21)(b)

D. Applications for career dual enrollment will be accepted by the Colleges in Spring and Summer for the beginning of the following school year. Mid-term applications will only be accepted on a space available basis and with mutual agreement of the home high school principal and college director. s.1007.271 (21)(d)

E. All students enrolled in career dual enrollment will meet with the Basic Skills Requirements as specified in 6A-10.040, F.A.C., and detailed in Exhibit “A”.

F. All career dual enrolled students will have the opportunity to achieve at least on industry certification as part of the career program.

G. Only career preparatory courses contained within the state course numbering system, and are part of a sequence of courses in a program offered through the Colleges which lead to an industry certification, are part of this agreement. New programs/courses meeting this specification can be added to the agreement at any time by agreement of the chief administrative officers of each party. s.1007.271 (21)(c)

H. All career dual enrollment courses under this agreement will be weighted equally as Advance Placement (AP) courses and will count toward high school graduation. s.1007.271(21)(f)

I. Students participating in career dual enrollment are exempt from the payment of registration, tuition, instructional materials, laboratory fees and other fees such as technology fees and parking decal fees associated with the costs of attendance. The District will reimburse the Technical College the cost of tuition and books at the standard rate. If the District receives Industry Certification funds for the Secondary Certification the District will cover the cost of all other instructional fees.

J. Students participating in career dual enrollment will be responsible to meet College rules for registration, attendance, and behavior as specified in the Colleges’ student handbook. s.1007.271 (21)(g)(i)

K. The Colleges will report student attendance and grades to the home high school in compliance with the established District grade reporting procedures and schedule. s.1007.271(21)(m)

L. The District will ensure all career and dual enrolled students will meet the Colleges’ requirements for admission. The District and Colleges will collaborate to monitor and maintain individual student performance in high school and career courses. S.1007.271(21)(l)

M. The Colleges shall be responsive to parent inquiries of their student performance and progress in the career dual enrollment program.

N. Withdrawal - A student with permission from his/her assigned school who drops out of a Dual Enrollment course must return to the assigned high school for class assignment by the Principal or designee. Students are not permitted to drop courses after the fifth day of enrollment. Students with extenuating circumstances wanting to withdraw after the fifth day of enrollment must make a written request for permission to the Chief Academic Officer or designee.

O. The Colleges will be responsible for all costs associated with presenting career instruction at the Colleges. The student will be responsible for self-transportation to and from the colleges.
