Define what is school-based Scouting?

• Essentially it is an indirect subsidy from the Local Government to financially support the National Scout Organization.

Education in the country of the NSO which may cause large swings in the revenue of the NSO

• Quality Scouting is probably not effective based on the total number of Scout Members since actual active members may be much lower.

• Big numbers in Membership but low numbers in Advancement and Tenure

SiS in other regionsAFRICAUganda Scouts – promise from the President for Ministry of Education to support SISZanzibar Islands (Tanzania Scout Association) – school inspectors award marks to schools with Scouting, leading to rapid growth of Scouting in the islandNamibia recently received approval from the Ministry of Education to proceed with SIS, the project will start in 2010

AFRICAKenya Scouts Association – teacher training curriculum in place, following SIS seminar in 2003South African Scout Association – Scouting has a great deal of government support (especially at the provincial level) in the form of provision of amenities and personnel. Scouting uses government facilities like schools, funding and even its educational inspectors.

SiS in other regionsARABThe Arab Region has a good number countries with scouting in schools - the Gulf countries like Saudi Arabia, Kuwait and Bahrain have Scouts in schools where the Scout leaders are originally teachers - some countries like Jordan and Egypt have both community and school based Scouting - this issue needs a deep investigation to know exactly how things work

SiS in other regionsEUROPEThe Scout Association- TSA (United Kingdom) – Schools in England have started the 'Extended Schools' concept since 2007, especially to support families of working couples and single mothers - TSA is exploring the opportunity of taking Scouting to such schools

SiS in other regionsINTERAMERICA• Boy Scouts of America (United States of America) – life skills

training ('Learning For Life' curriculum)• L'Association Scouts du Canada – There is a didactical tool

with 8 activity modules to help (non-Scout trained) teachers to introduce Scouting to school students. At the end of the 8th module, the school organises a weekend camp as a joint activity with a local Scout group. There is a small handbook (or guidelines) for the teachers. Additionally, there are 18 supplementary training modules if the teacher is interested to become a trained Scout leader.
