Scenario 1: Target audience = AMU implementers
• Combine IPP and Master Plan• Spend 20-30% of effort on IPP/IMP formulation• Spend 70-80% of effort on Project Plans formulation• Make separate Project Plans for for example:
1. Teaching & Learning2. Research3. Community services4. Student services5. HRM6. Finances7. Facility management8. Library & information services9. ICT infrastructure
• Most time will probably be spent on clarifying:– what the user departments re. 1-8 want– what they will be able to do – their absorbtion capacity for ICT
Scenario 2: Target audience = donors
• Spend 50% of effort on IPP formulation• 50% on Master Plan and Project plans• Content of IPP:
– extensive context information– solid analysis of opportunities and threats in the environment– reference to BPR process + realistic assessment of organizational
strengths and weaknesses– clear structuring of actual ICT topics– conclude with priorities – consistent with the analysis!– Indicate what AMU will do anyway, and for what you may require external
support • Form of IPP:
– main document max 15 pages– details in annexes
