  • BUSINESS SITUATION

    JL HE rapid advance in economicactivity continued unabated in March,with personal income, retail sales,nonfarm employment, and industrialproduction all showing increases overFebruary. The March gains roundedout another large quarterly increasein GNP and a still greater risein final sales, paced by a substantialadvance in personal consumption ex-penditures and sizable increases infixed investment and defense expendi-tures. Because of the growing pinchon available resources, the Presidentlate in March asked businessmen toreexamine their plant and equipmentprograms with a view to cutting themdown or stretching them out, as oneway of reducing aggregate demand andinflationary pressures.

    Wholesale prices unchanged in March

    Last month's price developmentswere mixed. With pressures on ca-pacity still heavy, wholesale prices ofindustrial commodities rose again, butprices of farm products and processedfoods combined, which had risen sharplyin the preceding 4 months, declined.On an overall basis, wholesale priceswere about unchanged from February.

    Industrial prices rose 0.2 of 1 percentin March and a little more on a season-ally adjusted basis. The most pro-nounced price increases (1 percent ormore) were in leather, lumber andplywood, cigarettes, nonferrous metals,converted paper and paperboard prod-ucts, and wastepaper. Increases forthe metals and metal products and themachinery and motive products groupswere more moderate but were wide-spread among the subgroups. Pricesof fuels declined noticeably, but thedrop was mainly seasonal. Changeswere small for textiles, chemicals,

    rubber, furniture, and nonmetallic min-eral products.

    Since December, prices of industrialcommodities have risen close to 1 per-cent on a seasonally adjusted basis, or

    more than double the quarterly rate ofincrease from December 1964 to De-cember 1965. As chart 1 shows, theacceleration is evident in all majorcommodity groups except fuels, chem-icals, and furniture.Personal income and nonfarm em-

    ployment higherPersonal income rose about $4 billion

    in March to a seasonally adjustedannual rate of $561 billion. Wage andsalary disbursements increased $2%billion from February with gains in allcomponents; increases in proprietors7incomes and in personal interest incomeaccounted for most of the rest of thetotal advance.

    The rise in wage and salary paymentsreflected a further gain in employmentat nonfarm establishments and higherpay rates. Manufacturing payrolls rose$1 billion over the month, and govern-ment payrolls were up about $% billion.

    Employment at nonfarm establish-ments rose by more than 300,000 per-sons in March, after seasonal adjust-ment, bringing the increase to almost1 million since December and to 2million since September. The Febru-ary-March employment advance waswidespread, with sizable gains in manu-facturing, construction, trade, and gov-ernment. Two industries, electricalmachinery and transportation equip-ment, accounted for two-thirds of theemployment increase in durable goodsmanufacturing; small gains occurred inmost other durable and nondurablegoods groups.

    The unemployment rate in Marchwas 3.8 percent, as compared with 3.7percent in February. The averagemonthly decrease from January toMarch, 0.1 of a percentage point, wasabout in line with the trend in thesecond half of 1965.

  • Retail sales buoyantRetail sales continued to move ahead

    at a very fast rate. According toadvance reports, sales increased againin March, the seventh straight monthof increase. Over the past half year,sales have risen almost as much asthey did in all of 1965, when theyshowed a gain of 8% percent.

    Unit sales of new domestically pro-duced cars rose from February toMarch. The total for the first quarterwas 5 percent (seasonally adjusted)above the October-December periodand about the same as in the firstquarter of 1965, when sales were unus-ually high as an aftermath of the strikes.New car inventories rose slightly in thefinal quarter of last year, reaching aseasonally adjusted total of 1.3 millionunits in December, and then climbedto almost 1.4 million units in March.Based on average monthly sales for thequarter and inventories at the end of

    the quarter, the stock-sales ratio inMarch stood at 1.81, as compared with1.82 last December and 1.73 in Sep-tember.Loan demand heavy

    Loans by commercial banks showeda large seasonally adjusted increase inMarch. The rise was met in part bylarger borrowings from Federal ReserveBanks and by a sharp cutback in bankholdings of U.S. Government securities;other security holdings also decreased.For the first quarter as a whole, therise in total commercial bank creditloans and investmentswas below theaverage quarterly rise for the full year1965 and well under the fourth quarterincrease.

    After 3 months of very sharp in-creases, interest rates were on theaverage unchanged in March, as up-ward pressures eased after mid-month.By early April, rates for a wide variety

    of maturities were below average Marchlevels. For the second time in 2months, the Federal Housing Admin-istration and the Veterans' Administra-tion raised maximum permissible rateson Government-insured or Govern-ment-guaranteed home mortgages.

    First Quarter 1966 GNPTHE first quarter of the new year sawanother striking expansion in totalproduction. Gross national productrose $17 billion or 2% percent overthe fourth quarter of 1965 to a season-ally adjusted annual rate of $714 billion,according to preliminary estimates.

    The large advance, which exceededthe rise in the closing quarter of 1965,was sparked by continuing strong in-creases in consumer and governmentdemand and in business investment in

    plant and equipment. Outlays forresidential construction also increased.On the basis of figures that are stillincomplete, it appears that net exportsdeclined moderately and inventory in-vestment tapered from an unusuallyhigh fourth quarter rate. The increasein final sales$18% billionwas thelargest on record.

    The first quarter rise in the physicalvolume of production (GNP in con-stant dollars) came to \% percent andmoved the economy a little closer tocapacity operations. The unemploy-ment rate fell from an average of 4.2

    percent in the fourth quarter to 3.8percent in the first, the lowest quarterlyrate in more than 12 years.

    The overall level of pricesas meas-ured by the implicit price deflator forGNProse by %0 of 1 percent in thefirst quarter. It was the sharpest risein the current business expansion, dur-ing which prices have increased anaverage of % of 1 percent per quarter.The comparatively large price rise inearly 1966 was attributable mainly tohigher food pricesthe result of asupply situation that is expected toimprove during the year. Aside fromfood, there were sharp rises for non-residential construction and producers'durable equipment; however, prices ofconsumer goods excluding food roseslightly.

    Rising employment, together withhigher wage rates and sizable gains infarm and other nonwage incomes,helped push personal income up by $11billion, or 2 percent. This increase wasachieved despite a sizable $3 billionstep^up in personal deductions for socialsecurity.

    The first quarter rounded out 5 fullyears of uninterrupted economic growth,the longest advance ever recorded ex-cept for World War II. Since the firstquarter of 1961, personal income hasincreased 37 percent, real GNP hasgrown 31 percent, total civilian employ-ment has risen 10 percent, and theunemployment rate has been almosthalved.Fixed investment up sharply

    A closer approach to capacity opera-tions, expectations of further increasesin sales in 1966, and record profits ledto another large increase in businessexpenditures for new plant and equip-ment in the first quarter. Coupledwith higher residential constructionoutlays, this brought about a $3%billion advance in fixed investment,the largest.in a year.

    The rise in business fixed investmentwas $2^ billion. Expenditures for mostmajor types of private nonresidentialconstruction showed sizable increasesover the fourth quarter rate, and therewere widespread advances in spendingfor new machinery and equipment,including trucks and automobiles.

    According to the latest OBE-SECplant and equipment survey, conductedin late January and February, businessinvestment is scheduled to rise through-out the year and for all of 1966 isexpected to be more than $10 billion or16 percent higher than 1965. By earlyApril, shortly after the President'sspecial appeal to businessmen to re-examine their investment programs,some large companies had publiclyannounced that they were scaling downtheir spending plans.
