During the meeting, dis- cussion was held on the arrangements to be put in place for the ensuing Republic Day celebrations. The meeting was attended by Senior Superintendent of Police Tsering Gylapo, officers of MC, Education, Cultural Academy, several engineering wings like Mechanical, PHE, R&B, besides other concerned departments. The DC issued necessary directions with regard to the arrangements includ- ing snow clearance at the venue, security, transport, sanitation, power supply, medicare facilities. He also directed the con- cerned officers to ensure snow clearance of the venue well before the start of rehearsals for the Republic Day parades, besides keeping men and machinery in readiness in case of snowfall on or dur- ing the Republic Day. While exhorting upon the officers to work in tandem and maintain close coordi- nation the DC stressed upon the need to ensure better security arrange- ments, parking, drinking water facilities, uninter- rupted water supply, and proper seating arrange- ments for smooth conduct of the Republic day cele- bration. It was decided at the meeting that flag hoisting ceremony will be held at Khree Sultan Chow Sports Stadium Kargil followed by March past. The contin- gents of ITBP, CRPF, J&K Police and NCC will participate in the march past. Cultural programmes will also be presented by the artists of Information Department, Cultural Academy as well as school children. DC Kargil reviews arrangements for Republic Day STATE TIMES NEWS KISHTWAR: Member Legislative Council (MLC) Naresh Kumar Gupta con- demned the brutal Lathi- charge on NHM employees by the police resulting into serious injuries to more than two dozen striking employ- ees. He said that its strange that in a democratic set up genuine voice is being stopped by the Govt in such a way. He demanded that a strong action should be taken against those who are involved in the gruesome crime and registration of FIR against them. He interacted with a dele- gation of NHM employees led by Dr.Sadeeq Wani who presented a memorandum with the charter of demands. Gupta also expressed great anguish over the failure of the government in address- ing the genuine demands of the NHM employees and also said that employees of NHM are the persons who are pro- viding basic health treatment in the far flung areas against low salary. Gupta assured the NHM employees that he along with other Congress members will raise the issue in the house on next working day there by demanding reg- ulation of the NHM employ- ees. STATE TIMES NEWS JAMMU: Non Gazetted Police Pensioners Welfare Forum (NGPWF) staged protest against the government demanding removal of pay anomalies and enhancement of medical allowance. Led by Ajit Singh, Chairman of the Forum, large number of retired policemen assembled in front of Press Club Jammu and raised slogans in support of their demands. The agitating protesters were demanding removal of pay anomaly, enhancement of medical allowance from Rs 300 to Rs 3,000 per month, implementation of 7th Pay Commission report, cashless health care policy for the retired policemen, 15 per cent quota for the wards of the policemen for job in the department, etc. "The Finance Department sought clarification from the Director General of Police regarding the pay anomalies to retiring ASIs and HCs. The offi- cer of the Director General of Police informed about the amount of Rs 5,93,25,000 vide office letter No Estt-G- 21/2014/10-03-14-15, dated February 17, 2016 addressed to Principal Secretary Home Department J and K, Jammu" they mentioned demanding that the aforesaid amount may be released in favour of retired ASIs and HCs. They also demanded the release of hardship allowance which was announced by the Chief Minister during Amarnath Yatra and further demanded that those employ- ees who have completed 10 years and above service should be given promotion to next rank as applicable to other paramilitary forces. Non Gazetted Police Pensioners reiterate demands STATE TIMES NEWS SRINAGAR: Commenting on the inno- cent killings and continuous incidents of encounters between terrorists and securi- ty forces in the Valley, JKPCC Chief, G.A Mir, while expressing serious concern over the deteriorating situation in the Valley, blamed the government for misleading people on this count aiming to conceal truth and sought clarity from the govern- ment on innocent killings. Mir asserted that PDP BJP Government is claiming that situation is conducive enough, but as far as the ground reality is concerned, the situation is more dangerous than it was earlier, fraught with serious consequences. Expressing serious concern over the prevailing situation in the Valley, Mir described the claims of the government as misleading aiming to create an impres- sion that all is well, but fact of the matter is government has miserably failed to ensure peaceful atmosphere in the Valley. While condemning the killing of young man, Mir lashed out at the government for failing to contain civilian innocent killings, as a result, the people in entire Valley were living in fear. He also blamed the government for fail- ing to ensure terror free atmosphere, which it (Govt) is claiming that situation was back to normal, but when we see the situation on ground, it is entirely differ- ent, more dangerous than it used to be earlier, he said. "The recent attacks on Lethpora CRPF Camp is indicative of fearful, deteriorat- ing situation presently prevailing in Kashmir Valley which shows that both State and Central Governments lack any policy with no roadmap to deal with the situation," he said. Adding that mere tall claims and official press releases based on the falsehood won't serve any purpose, Mir said that wrong policies on the part of both State/Central Government are adding more chaos to the situation, which is not in the interest of the State, in any way. Mir asked the government to stop mis- leading people on the prevailing situation and emphasised that government should devise a well-planned strategy to deal with the situation, besides ensuring safety and security of common masses. Stating that killings, in any form, are highly condemnable, loss of precious lives cannot be solution to any problem, Mir said that Congress Party condemned innocent killings and urged upon the gov- ernment to find out the truth behind the killing of young man. Narayanasamy called on Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER) and MoS PMO, Dr Jitendra Singh here and discussed a wide range of state related issues. Dr Jitendra Singh was briefed by Narayanasamy about distinguished outcomes and targets achieved by the Puducherry Government through Direct Benefit Transfer (DBT) mechanism, thus bringing in a sub- stantial amount of addition to the State exchequer which could be uti- lized for the benefit of the poor and the needy as well as for carrying forward several public welfare schemes. Narayanasamy also apprised Dr Jitendra Singh of a number of new initiatives taken by the Government of Puducherry. He said, several new direct air flights from different des- tinations have been introduced recently. In addition, he said, the Government of Puducherry is also working out the possibility and fea- sibility of starting sea cruise between Chennai and Puducherry. Chief Minister of Puducherry also took up with Dr Jitendra Singh, some of the issues related to Department of Personnel and Training (DoPT) and sought his intervention in the interest of the State. Dr Jitendra Singh took a note of all the issues brought to his notice by Narayanasamy. He said, he would immedi- ately get in touch with the concerned officials in the Ministry and try to come out with mutually acceptable conclusions. CM Puducherry calls on Jitendra Chief Minister of Puducherry, V. Narayanasamy calling on Union Minister Dr Jitendra Singh at New Delhi. STATE TIMES NEWS JAMMU: As a sequel to his efforts of mitigating issues off employees, Minister for Health and Medical Education, Bali Bhagat on Friday held second round of talks with the representa- tives of the NHM employees and discussed all their issues and demands. Principal Secretary Health and Medical Education, Dr. Pawan Kotwal, Divisional Commissioner, Jammu, Dr. Mandeep K. Bhandari, IG Jammu, SD Singh Jamwal, Deputy Commissioner, Jammu, Kumar Rajeev Ranjan, Mission Director, NHM, Dr. Mohan Singh, Additional Secretary, K.S. Chib and representatives of NHM, RNTCP and NACO employees were present in the meeting. The Minister reiterated his appeal to the agitating employees to resume their work immediately as patient care in health institutions is suffering. He said and added that Government has already taken sympathetic view on their all outstanding issues, including regulariza- tion and moving gradually to address these complex issues. He said as per the outcome of previous meet- ings with the NHM employ- ees, the Government had constituted a Committee of officers to examine their all issues on merit and the said Committee, along with other issues also recom- mended regularization of employees in a phased man- ner as it was difficult to reg- ularize more than 8000 employees in one go, who are presently working in NHM and other related schemes in Health and Medical Education Department across the state which roughly involves a financial implication upto Rs. 225 crore annually. To begin with, under first phase, the Health & Medical Department also referred the case of 1020 employees to the Finance Department for its consideration which involved a financial implica- tion of Rs. 27.41 crore annually. This development was also conveyed to the representatives of the employees from time to time. Taking humanitarian view on their demands, the Government has also initi- ated some fresh welfare measures for the NHM and similarly situated employ- ees, including extending the benefits of Accidental Insurance Scheme, EPF, paid medical leave for 15 days in an year, maternity leave in favor of the female employees which were not applicable to them earlier. Those drawing salary upto Rs. 15,000/- per month will be entitled for the benefits of EPF and Government will contribute the mandato- ry employer's share as well. Besides, the government has already sanctioned 5% increment to all categories of employees and also pro- poses to enhance another 1% over and above, said the Minister. He said "prolonging strike is unjustified and will not yield any result, but further aggravate the problems of the patients in the govern- ment health institutions". He urged them to resume their work immediately as their all genuine demands will be addressed in a phased manner with all sympathies. He said NHM is a purely Government of India scheme and entire funding comes from the Centre and State Government has no direct control to tinker with this scheme. This fact is well known to all employees as well. As and when the recruitment under NHM is done, it is specifically men- tioned in the advertisements that these posts are purely on contractual basis under a specific Central sponsored scheme, and that is whey an Affidavit is mandatorily obtained from each appoint- ed employee so that they cannot stake their claim for regularization, he asserted. However, keeping these things aside, the govern- ment is sympathetic to their demands and wants to address these, but adopting the tactics of putting unnec- essary pressure on Government by way of fre- quent strikes and hamper- ing health services is quite unjustified and uncalled for and Government views it seriously. He said, if the employees continue to strike even after the clear cut assurances from the Government, it reserves the right to take action under law against such elements who are instigating the innocent employees to resort to agitation path. The representatives of employees, however, did not give any indication to call of their strike immediately, but said that they would apprise the employees about the lat- est development and take a decision accordingly. Meanwhile, the spokesper- son of NHM Employees Union said that the strike will continue till their demand of regularisation is met. According to report, a police party headed by SDPO Sumbal, Sheikh Tahir Amin accompanied by SHO Hajin, Saqib Ghani and SI Muneeb-Ul-Islam during a Naka at Hajin arrested one person and recovered one kilogram of Charas from his possession. The drug peddler has been identified as Manzoor Ahmad Dar alias Waghay, son of Mohammad Maqbool Dar, resident of Shahgund Hajin. In this connection, case FIR No 01/2018 under Section 8/20 NDPS Act was registered at Police Station Hajin and inves- tigation was taken up. Need for final action on illegal encroachments: HC AGENCY NEW DELHI: There is a need to act "once and for all" against ille- gal encroachments, the Delhi High Court today told a municipal body and the police while taking note of the practice of permitting shops on pavements. A bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar made the observation while hearing a PIL by south Delhi-based resident welfare association, which sought removal of encroachments from footpaths. It alleged that illegal shops on pavements were selling tobacco products in prohibited areas under the Street Vendor Act. The counsel for South Delhi Municipal Corporation (SDMC) contended that they take action against encroachers every month, but they again return to these sites. The SDMC also informed the court that the police also take action against them every month. Hearing this, the bench remarked that the court was not here to look into all this and "if there is a need for action next month, we will see what we will do thereafter". "We do not want action and reaction. We want action once and for all," it said. The bench in its oral remarks, without naming any agency, observed that there are "payments on pavements, because of which these encroachers return back". It issued notice to the Centre, Delhi government, SDMC and the Delhi Police on the PIL which also alleged that due to the occupan- cy on pavements, senior citizens, women and children are forced to walk on roads, putting there life in danger. The court has now fixed the matter for April 16, by when the authorities have to file their action taken report.

The Minister reiteratedhis appeal to the agitatingemployees to resume theirwork immediately as patientcare in health institutions issuffering. He said andadded that Government hasalready taken sympatheticview on their all outstandingissues, including regulariza-tion and moving graduallyto address these complexissues. He said as per theoutcome of previous meet-ings with the NHM employ-ees, the Government hadconstituted a Committee ofofficers to examine their allissues on merit and the saidCommittee, along withother issues also recom-

mended regularization ofemployees in a phased man-ner as it was difficult to reg-ularize more than 8000employees in one go, whoare presently working inNHM and other relatedschemes in Health andMedical EducationDepartment across the statewhich roughly involves afinancial implication uptoRs. 225 crore annually. Tobegin with, under firstphase, the Health & MedicalDepartment also referredthe case of 1020 employeesto the Finance Departmentfor its consideration whichinvolved a financial implica-tion of Rs. 27.41 croreannually. This developmentwas also conveyed to therepresentatives of theemployees from time totime.

Taking humanitarian viewon their demands, theGovernment has also initi-ated some fresh welfaremeasures for the NHM andsimilarly situated employ-ees, including extending thebenefits of AccidentalInsurance Scheme, EPF,paid medical leave for 15

days in an year, maternityleave in favor of the femaleemployees which were notapplicable to them earlier.Those drawing salary uptoRs. 15,000/- per month willbe entitled for the benefitsof EPF and Governmentwill contribute the mandato-ry employer's share as well.Besides, the governmenthas already sanctioned 5%increment to all categoriesof employees and also pro-poses to enhance another1% over and above, said theMinister.

He said "prolonging strikeis unjustified and will notyield any result, but furtheraggravate the problems ofthe patients in the govern-ment health institutions".He urged them to resumetheir work immediately astheir all genuine demandswill be addressed in aphased manner with allsympathies. He said NHMis a purely Government ofIndia scheme and entirefunding comes from theCentre and StateGovernment has no directcontrol to tinker with thisscheme. This fact is well

known to all employees aswell. As and when therecruitment under NHM isdone, it is specifically men-tioned in the advertisementsthat these posts are purelyon contractual basis under aspecific Central sponsoredscheme, and that is whey anAffidavit is mandatorilyobtained from each appoint-ed employee so that theycannot stake their claim forregularization, he asserted.

However, keeping thesethings aside, the govern-ment is sympathetic to theirdemands and wants toaddress these, but adopting

the tactics of putting unnec-essary pressure onGovernment by way of fre-quent strikes and hamper-ing health services is quiteunjustified and uncalled forand Government views itseriously. He said, if theemployees continue to strikeeven after the clear cutassurances from theGovernment, it reserves theright to take action underlaw against such elementswho are instigating theinnocent employees toresort to agitation path.

The representatives ofemployees, however, did notgive any indication to call oftheir strike immediately, butsaid that they would apprisethe employees about the lat-est development and take adecision accordingly.

Meanwhile, the spokesper-son of NHM EmployeesUnion said that the strikewill continue till theirdemand of regularisation ismet.

STATE TIMES NEWSSRINAGAR: Police on Friday arrested one drug peddler andrecovered one kilograms Charas from his possession.

According to report, a police party headed by SDPOSumbal, Sheikh Tahir Amin accompanied by SHO Hajin,Saqib Ghani and SI Muneeb-Ul-Islam during a Naka at Hajinarrested one person and recovered one kilogram of Charasfrom his possession.

The drug peddler has been identified as Manzoor AhmadDar alias Waghay, son of Mohammad Maqbool Dar, residentof Shahgund Hajin.

In this connection, case FIR No 01/2018 under Section 8/20NDPS Act was registered at Police Station Hajin and inves-tigation was taken up.

Need for final action on illegalencroachments: HC

AGENCYNEW DELHI: There is a need to act "once and for all" against ille-gal encroachments, the Delhi High Court today told a municipalbody and the police while taking note of the practice of permittingshops on pavements. A bench of Acting Chief Justice Gita Mittaland Justice C Hari Shankar made the observation while hearing aPIL by south Delhi-based resident welfare association, whichsought removal of encroachments from footpaths.

It alleged that illegal shops on pavements were selling tobaccoproducts in prohibited areas under the Street Vendor Act.

The counsel for South Delhi Municipal Corporation (SDMC)contended that they take action against encroachers every month,but they again return to these sites.

The SDMC also informed the court that the police also takeaction against them every month. Hearing this, the bench remarkedthat the court was not here to look into all this and "if there is a needfor action next month, we will see what we will do thereafter".

"We do not want action and reaction. We want action once and forall," it said. The bench in its oral remarks, without naming anyagency, observed that there are "payments on pavements, becauseof which these encroachers return back".

It issued notice to the Centre, Delhi government, SDMC and theDelhi Police on the PIL which also alleged that due to the occupan-cy on pavements, senior citizens, women and children are forced towalk on roads, putting there life in danger.

The court has now fixed the matter for April 16, by when theauthorities have to file their action taken report.
