Leadership AcademyThe 2015 Realtor® Association of Sarasota and Manatee

Leadership Academy is a rigorous program designed to train emerging Realtor® leaders who want to get involved, make a difference, grow their business and expand their leadership skills.

Whether your aspirations are directed toward leading a committee or a community organization, the Leadership Academy program will empower you to maximize your leadership potential. As a participant, you will be immersed in a classroom setting, group sessions, team-building exercises, goal-setting, networking techniques and communication skills. Graduates of the Leadership Academy will be serving as mentors throughout the program.

Graduates will be equipped with the knowledge, skills and confidence to excel as a leader in the community as well as in the Realtor® organizations. Graduates should be prepared to become volunteers and committee chairs for the Association and prepare for potential future leadership positions on the Association’s Board of Directors, and progress to leadership positions with Florida Realtors®.

For 2015, a maximum of 15 members (two of whom may be business partners) will be selected from a growing list of candidates, who must submit a written application. Applications will be accepted from Jan. 1, 2015 through Jan. 31, 2015. Finalists interview for a spot with the Leadership

AStafford Starcher Gives Credit to Linda for Leadership

As the first president of the new Realtor® Association of Sarasota and Manatee, Stafford Starcher knows the value of teamwork, and his relationship with his wife, Linda, epitomizes that spirit of togetherness and support.

“It takes a huge amount of support for anyone taking on this responsibility, and Linda has been wonderful in giving me the time,” said Stafford, addressing the crowd of over 250 at the first-ever Realtor® Association of Sarasota and Manatee Installation Banquet.

Stafford introduced Linda as “your 2015 First Lady,” which brought a rousing round of applause. Linda, with 36 years as a Realtor®, helped propel Stafford’s real estate career. She also advised him “not to be raising my hand” to volunteer for committee assignments or board leadership roles. But that didn’t work.

“When I was asked to go to the executive side of the board as secretary, before I accepted, we had a long talk,” explained Stafford. “At the end of our conversation, she said she knew what I was going to do, and then said, ‘Well, I guess my mentoring has paid off ’.”

In 1994, through a real estate transaction, Stafford met Linda. Shortly thereafter they were married, and Stafford acquired his real estate license. He began the process of completing many advanced educational courses to develop his real estate career. He is a graduate of SAR’s Emerging Leaders Program and the 2012 Florida Realtors® Leadership Academy.

The role of leading the first year of the combined associations is perfect for the former high school band director, who in the early 1970’s helped consolidate four high school band programs into one.

“I realized that in order to succeed, I had to offer a better program than anyone had experienced,” said Stafford. “That lesson is being brought forward today. In order for us to succeed, this new association must offer a better experience than either of the two associations. That is our challenge, and we will succeed!”

Stafford credited the “quiet determination” of 2014 SAR President Peter Crowley and 2014 MAR President Sherry Grooms with forwarding the process of merger.

“Truly, we are here tonight at this historic occasion because of your insight for a stronger association that will benefit all its members,” noted Stafford, calling the two leaders to the podium to sustained applause. “For

the first time, we are all together as one association, looking forward to all it has to offer. But we must not forget those that forged our path for this occasion, nor should we forget the history and traditions we all share.”

Noting the 100 year anniversary of MAR, and the founding of SAR 91 years ago, Stafford said the walls of the two current facilities will continue to honor the leaders of the past, and the many individuals who helped make the real estate industry so vital and strong in our region.

“Past presidents become statesmen of our industry, and their opinions are valued by the association, and especially our current presidents,” he said.

Stafford recognized Greg Owens, who was President-Elect for MAR in 2014, for his selflessness in accepting the secretary position on the 2015 board. “Greg is very capable of being where I am standing tonight,” noted Stafford. “He exemplifies the leadership qualities that make up this wonderful association.”

Governmental Affairs means different things to different people. Some believe monitoring the activities of local, state and national elected officials is work better left to someone else.

Others believe it isn’t important who is elected and what rules or regulations they support or oppose and yes some people believe it really makes no difference who is elected to office in today’s political environment.

Yet, there are people who subscribe to the belief that it is important for elected officials to be held accountable for the rules and regulations they impose upon organizations, associations, business community or community at large and even more important that elected officials receive input and feedback on issues that impact the ability of an individual or businesses to compete in a fair and balanced market and ultimately make a profit doing so.

Community involvement and political participation is a hallmark of Realtors® across the United States. Whether it is in large metropolitan areas, the suburbs, or small cities, Realtors® have learned and heeded the important lesson of participation and advocacy. When Realtors® don’t participate or advocate for their industry and allow someone else to do it for them, it can and in many cases does lead to rules or regulations that negatively impact the real estate

industry and your pocketbook. Leaving it to someone else is simply not an option when it comes to your profession.

Being involved and participating does require giving up some of your valuable time to enhance or impact the direction and future of your community. You have a choice. You can sit back and complain about rules and regulations that hinder your ability to make a living, and let someone else do this work, or you can become involved and actively participate in governmental and community activities. Yes, we are all extremely busy, have many other things that require our attention and really would prefer to leave it to someone else.

However, you have chosen to be a Realtor® and should understand it is your responsibility to advocate for your profession and more importantly your pocketbook. Leaving it to someone else is simply not an option. The start of the new year means the start of another tax roll. In addition to determining the market value of all real property parcels in Sarasota County, the property appraiser’s office administers the exemption and classification laws of the State of Florida as well. Both exemptions and classifications reduce the amount of value available for taxation and require an application or other filing with this office to ensure maximum benefits for property owners and accurate taxable values for 2015. Those applications and filings come with statutory deadlines that must be met.

March 1 Deadline- New applications for homestead and personal exemptions

such as widow/widower, blind, disability, and service connected disability.

- Applications for personal exemptions added to an existing homestead exemption.

- Application for Income Qualified Senior exemption. Income limit set annually. Visit our website for income limits and information on the application process. Existing beneficiaries will be mailed renewal materials in late January.

Statutes governing filing and application deadlines:

193.461(3)(a)Agricultural Lands. No lands shall be classified as agricultural lands unless a return is filed on or before March 1 of each year.

196.011(1)(a) Homestead and Organization Exemptions. Every person or organization who qualifies shall, on or before March 1 or each year, file an application for exemption with the county property appraiser. Failure to make application, when required, on or before March 1 of any year shall constitute a waiver of the exemption privilege for that year.

196.075(4)(d) Persons 65 or Older. A taxpayer claiming the exemption must submit to the property appraiser, not later than March 1, a sworn statement of household income.

196.082(2) Discounts for Disabled Veterans. The discount shall be a percentage equal tot percentage of the veteran’s permanent service connected disability. Proof of disability percentage must be submitted by March 1.

196.173(5)(a) Deployed Service Members. An eligible service member must file an application for exemption on or before March 1 of the year following the year of the qualifying deployment.

196.183(5) Tangible Personal Property. The exemption does not apply in any year a taxpayer fails to timely file a return.

EProperty sales still closing in on county record

Editor’s Note: Beginning with this magazine issue, the Realtor® Association of Sarasota and Manatee will now provide statistics for both Sarasota County and Manatee County. Despite a slower November sales month, the hot sales pace for the first 11 months of the year keeps Sarasota County on near-record pace for 2014, with the 10,621 closed sales coming in 364 sales ahead of the 2013 total at this time. With December 2014 sales already topping 500 by mid-month, the final annual total will almost certainly be the second highest ever recorded in the county.

The overall year 2013 wound up being the second highest year for unit sales in Sarasota County history with 11,184, exceeded only by 2004, with 11,482 closed sales. There is also a small chance the record could be set, but it would take a very busy end of the month for that to happen.

November 2014 sales dropped below 800 in Sarasota County for the first time in eight months, after topping 1,000 sales for five months during the year. That lull probably ended the chance for the record-breaking year – but second highest isn’t bad.

Inventory of available properties rose slightly in November, but is still low in comparison to the boom years of 2004-2006. The lack of available inventory can hinder sales, and also tends to drive asking prices up, due to the law of supply and demand.

“Lower inventory could be one reason for the decline in existing home sales in November,” said Association President Peter Crowley. “Another might be the fact that the new construction segment of the market is enjoying a resurgence, and some of those sales are not reflected in our MLS system. Local builders have been reporting an excellent sales year, and that could be the difference in the sales numbers in the past few weeks.”

The median sale prices for single family homes in the county was $193,000, just below October’s figure of $195,000. The 12-month rolling median this year stands at $203,847 for single family – up 18 percent over last

year at this time ($181,000). Condo prices were similar at $175,000, the same as last month. The 12-month rolling median was $182,000 for condos, up 11.8 percent over last year at this time ($163,000).

Another sign of health in the market was the drop in the percentage of distressed sales, from 24 percent in October to 21.2 percent in November. During the 2008 market crisis, almost 50 percent of sales were distressed.

“While November sales were down a bit, we remain hopeful for the late winter and early spring rebound that we’ve historically seen,” said Association President Peter Crowley. “Our usual influx of winter residents has obviously started, as traffic is picking up on the roads and the shopping centers and restaurants. This should begin to translate to the normal increase in real estate sales once the holiday season winds down.”

Pending sales stood at 725, just below the October figure of 773 and close to last November’s figure of 758. This probably means a final sales figure in December very close to November’s total.

“Overall, the local real estate market continues to show strength and staying power, despite the November respite,” said Crowley. “The national economic numbers are the strongest in several years, and unemployment continues to drop. Our feeder markets in the northeast are getting healthier every month, and we expect new residents to continue to flock to our region.”

The Florida Legislature passes and amends real estate laws and rules each year. Many of these changes can be daunting and overwhelming. Commercial Core Law will assist Realtors® by focusing on changes to state and federal real estate license law, highlighting both laws and rules.

The course will give a brief overview of commercial transactions vs. residential; discuss commercial real estate agreements; and discuss legal issues unique to commercial transactions.

After your first renewal, your license may be renewed every 2 years by completing 14 hours of contnuing education of which 3 hours must be Core Law. When you take a 14-hour CE course, the Core Law is included.

Sarasota Chapter of Women’s Council of Realtors® ready for another great year in 2015!

Women’s Council of Realtors® Mission Statement: We are a network of successful Realtors®, advancing women as professionals and leaders in business, the industry and the communities we serve.

We are looking forward to 2015 with a new Leadership Team to help you have a successful and rewarding year. All members of the Leadership Team are available for any questions or comments you may have about the Women’s Council.

This year, we are varying our monthly business meeting times. This change of format was made to accommodate all Realtors® and make it easier for them to attend our meetings.

We are having one Business Resource Meeting per month which will include Business Resource Meeting Luncheons, Business Resource Breakfast Meetings and Business Resource Afternoon Meetings. Stay tuned for more information on the changes.

The Sarasota Chapter is adding four Socials to our schedule with one each quarter of the year. The first event of the year is a Social on January 7th, 2015 from 5:30 to 7:30 PM at the Lakewood Ranch Welcome Center, 6220 University Parkway, Lakewood Ranch.

Our featured guests are the 2015 Realtor® Association of Sarasota and Manatee Executive Leadership Team: President Stafford Starcher; President-Elect Linda Formella; Treasurer Xena Vallone; Past 2014 SAR President Peter Crowley; Past 2014 MAR President Sherry Richardson Grooms; and Kathy Roberts, CEO of the new association.

Looking toward 2015, Stafford said the new organization - more than 5,500 members strong - will tackle many important challenges and strategic goals.

“The slogan ‘We Are Stronger Together’ cannot be just a slogan,” he noted. “It must be who we are and what we represent to our communities. We will do this by increasing our professionalism as Realtors®, encouraging personal growth, increasing membership in the Suncoast Regional Young Professionals Network (YPN), advancing our Leadership Academy, and formulating a value proposition for Realtors® and our Business Partners.”

Stafford also noted the Association will focus on identifying and taking public positions on issues that support private property rights, and educate the public on why Realtors® defend those rights.

“We will participate in community projects demonstrating that Realtors® are integral members of their communities. We will strengthen our Commercial Investment Division with growth in membership,” said Stafford.

Other goals include a task force to examine the feasibility of a service center in West Bradenton, and an ombudsman program to complement the current Grievance and Professional Standards committees.

Stafford, originally from North Carolina, moved to Sarasota in 1989 and obtained his real estate license in 1994. After graduating from East Carolina University, Stafford became a high school band director. Teaching was his first love, setting high goals for each student and creating a program that developed a strong sense of self-esteem and the desire to achieve at high levels. Upon leaving the teaching profession, Stafford worked in the music industry as district sales manager for a leading instrument manufacturer.

Stafford has contributed his time, talents and knowledge to several Committees including SAR’s Professional Development Committee and Grievance Committee. Stafford was 2014 Treasurer of the Executive Committee, chair of the Professional Standards Committee and member of the Finance Committee and SARPAAT. Stafford also currently serves on several Florida Realtor® committees. In his spare time, Stafford enjoys family time with his wife, three sons, a daughter, and two grandchildren.

At the conclusion of the Dec. 4th installation event, Stafford said, “I will end with a quote from Helen Keller - ‘Alone we can do so little; together we can do so much.’ We are stronger together because of you.”

The new board meets twice this month on Jan. 7th, and again Jan. 28th following the Florida Realtors® Mid-Winter meeting in Orlando.
