Question 4: Page No 22: All positions depict an Onshore / Offshore Component ? Is that applicable in this RFP

Answer 4: It is applicable to this RFP, however if your firm's offering does not include

offshore or onshore, there is no requirement to submit this information. Please feel free to add or delete columns and rows to the price proposal form as appropriate to reflect your service offering.

Question 5: If a proposed candidate at the time of RFP submission is unable to start ,

can we propose new candidates as replacement if the contract is awarded?

Answer 5: Yes, dependent upon City review and acceptance of the new candidate .

Question 6: Page 9 : In 1.11 Scope of work it mentions “Subsequent to contract award(s), the City will solicit proposals for each project or job (Task Assignment), inclusive of consultant resumes and proposed roles, from contracted firms. Following a review of the proposals, the City will select the best qualified firm to provision the Task Assignment”.

Answer 6: Yes, this is accurate. The City will consider several factors to make a decision.

Question 7: As an addition to the above question, would it then suffice to submit

sample resumes for this RFP and propose the actual resume at the time of task assignment?

Answer 7: Yes.

Question 8: We intend to bid on the above RFP and would like to know if resumes are

counted towards the 20 (double-sided) page limit? How about forms, cover page, TOC, figures, tables, etc.?

Answer 8: To limit the number of pages consumed by resumes, you may provide a sample

of key personnel who are representative of your staff offering. The City understands that key personnel available today may not be available when Task Assignment is issued. As for Forms, cover page, TOC, etc. please see Section 2.01, A of the RFP for guidance.

Question 9: Offshore Resourcing - is this providing consultants outside the United

States that will work remotely .

Answer 9: Yes. Question 10: In the list of Consultant Categories what is “other” in terms of experience

also are there years of experience required to qualify for the other positions

Answer 10: ‘Other' is to allow the firm to add other roles and services offered through

their firm that could provision a Task Assignment, such as trainers, workshop facilitators, etc. Please feel free to add or delete columns and rows to the price proposal form as appropriate to reflect your service offering.

Question 11: In Section D question 1 not sure what is being asked , are we supposed

to provide job descriptions for these roles or appropriate skill levels for each position

Answer 11: Both job descriptions and the skills to fulfill the role.

Question 12: In the pricing matrix can we provide ranges of rates for each position or do

you require a single rate .

Answer 12: Please do not provide ranges. Varying rates may be accommodated by the column headers of Lead, Senior, Base and any other level your firm offers. Please feel free to add or delete columns and rows to the price proposal form as appropriate to reflect your service offering.

Question 13: Can you please provide more information regarding the City projects in

pipeline for FY 2015 / 2016 where consulting help might be required?

Answer 13: Details for the 2015 and 2016 projects are not available at this time. The intent is to establish ‘bench’ contracts with multiple firms from which the City may draw staffing resources when specific projects (Task Assignments) are scoped and it is determined that additional staffing resources are necessary to complete the Task Assignment.

Question 14: It will be helpful if we can get the information regarding current support

team and structure at the City.

Answer 14: Yes. Org chart provided. See attached. Question 15: For the onsite positions, are the vendors required to submit the all-

inclusive rates or the City will be paying separately for travel & accommodation?

Answer 15: All inclusive rates.

Question 16: As we understand the resumes on only the key-personnel are required and

not of all the resources for the required skills. Is that correct?

Answer 16: Yes, correct. Question 17: Do you prefer a rate range for each skill set, or one do not exceed rate?

Answer 17: One rate please. Question 18: Should the rates be inclusive of expenses?

Answer 18: Yes. Question 19: Should we add other SAP skill sets to the price form or should we only

complete the skill sets listed?

Answer 19: Yes, please feel free to add columns and rows to the price proposal form as appropriate to reflect other SAP skill sets your firm offers.

Question 20: Is there a standard duration/expected duration that you usually need

consultants for (i.e. 3 months vs. 12 months)? Answer 20: No. The duration will be dependent upon the specifics of the Task Assignment.

Question 21: Page 9, section 1.11.1 Anticipated Services, paragraph 2, first sentence:

"the city will solicit proposals for each project" A). We typically charge just for the consultant hours actually consumed for a project. Would solicited proposals be: Time and Materials, Fixed Price, Not to Exceed or any of the above? B) What would be the extent of our role in defining the work to be done, roles, skills required, the deliverables, milestones, etc.? C) What might we receive describing the work, modules, roles, skills, start date and length of assignments, to determine the people required? D). Would you want us to basically propose people via Executive Summaries, Resumes & Rates?

Answer 21: A) Any of the above. B) The contracted firm has a collaborative role in finalizing the Task Assignment. C) The Task Assignments will vary. They may be very high level - for exemple if a module not yet implemented; they may be very specific - for example a BW upgrade with a detailed description of the work and type of staff required. D) Yes, however, the initial Task Assignment may be more specific in its request for response from contracted firms.

Question 22: Same section as above, what is meant, in the last sentence of paragraph 2,

page 9 “progress payment milestones?” A). We are typically paid monthly. Whatever our proposal format in #1, is our compensation here to be deliverable centric; i.e., to be paid for at the satisfactory meeting of predefined milestones in the course of providing specified deliverables? Are there other options? Do we determine the schedule, assuming satisfactory completion?

Answer 22: Progress payment milestones will be determined upon Task Assignment agreement and is highly dependent upon the nature of the work and the agreement between the contracted firm and the City. Past practice, shows a relationship between progress payment milestones and Task Assigmments that are fixed bid, with the payment milestones scheduled to occur at 1 or 2 month intervals. However, this will not be the case for all Task Assignments as the payment terms will be highly dependent upon the nature of the work and the agreement between the contracted firm and the City regarding the specific Task Assignment. The intent is to establish ‘bench’ contracts with multiple firms from which the City may draw staffing resources when specific projects (Task Assignments) are scoped and it is determined that additional staffing resources are necessary to complete the Task Assignment.

Question 23: Appendix B - Section 4-B

Page 25 Regarding this point "Independent Contractor Status--The CONTRACTOR shall provide at its sole expense all materials, office space, and other necessities to perform its duties under this Contract, unless otherwise specified in writing herein." Please confirm whether the following assumptions are correct: A, We assume that the City will provide office space and necessities to perform duties at Onsite and vendor needs to provide only laptops to the consultants. B. The City will provide VPN connectivity for remote consultants.

Question 24: 2.02 CONTENT TO BE SUBMITTED Qualifications of Key Personnel

Page 11, Provide a resume of the key personnel, and their role, e.g. project manager, lead, senior, base, that would be serving the City. Include the following: a. Experience and number of years performing in this role. b. Education, training, certifications relevant to this RFP. c. Number of years with your firm. Can you please confirm whether we need to submit separate profile ( Project Manager, Lead, Senior, Base) for all the modules : FI – G/L, FI - AP, CFM, CO, IS-U/CS, IS-PS, PY, ESS, MM,PM, BW, BI Development, WF, HR, Java, ABAP, BASIS XiBuy and other SAP/Non SAP modules listed under Appendix D Can you please confirm whether the City is looking for separate project manager for each SAP module?

Answer 24: No need to submit a separate profile for each role for each module. Please provide a sample of key personnel representative of your staff offering. No, the City is not necessarily looking for a separate project manager for each SAP module. Please feel free to add or delete columns and rows to the price proposal form as appropriate to reflect your service offering.

Question 25: Is $1.9 million the entire budget for implementation of the modules on page

49 of the RFP?

Answer 25: No. Page 49 reflects the City current installation. Page 49 does not reflect the modules to be implemented. Section 1.11 describes the anticipated scope of work which is general in nature. The intent is to establish ‘bench’ contracts with multiple firms from which the City may draw staffing resources when specific projects (Task Assignments) are scoped and it is determined that additional staffing resources are necessary to complete the Task Assignment.

Question 26: Will internal resources be used? If so, how many are tentatively

estimated?

Answer 26: Depending upon the Task Assignment, yes, internal resources will also be assigned to Task Assignments. An org chart of internal resources is provided in response to question #14.

Question 27: Is the list of positions/resources on page 22 the entire resource list for

supplemental resources?

Answer 1: Answer 27: No it is not. Please feel free to add or delete columns and rows to the price proposal form as appropriate to reflect your service offering.

Question 28: How long is the current implementation timeline?

Answer 28: The examples of projects provided in Section 1.11 span 2015 and 2016. Question 29: Are you looking for an upfront resume of a Project Manager?

Answer 29: Yes, if your firm considers this Project Manager key personnel representative of your staff offering.

Question 30: We are very excited about the RFP for SAP Technical and Functional

Consulting services, and are currently conducting due diligence to confirm that our approach will best meet the City of Tacoma’s needs. For this

reason, we respectfully request an additional three (3) weeks extension to all vendors for the proposal submittal deadline, and one (1) additional week for the questions due date.

Answer 30: With this addendum, the City has revised the RFP response due date to 11:00

a.m., Pacific Time, Tuesday, November 18, 2014. .

Question 31: Is there any plan for Solution Manager System installation? If yes, what

functionalities would be configured in Solution Manager System?

Answer 31: Yes. The City currently evaluating the functionality and scope of implementation.

Question 32: Please provide more details for the third party software( XiBuy; MDSI; GIS;

Neo Gov; Org Plus) as listed .in Appendix D

Answer 32: XiBuy is version 4.0.5.2 and plug-in to SAP; MDSI is a Ventyx solution at version 8.1.2 with connectivity to SAP via IBM WebSphere MQ series; the GIS data is housed in an Oracle database which is connected to SAP via web services to pass logistical information through SAP to MDSI based upon the location of the work order; NeoGov is sued for recruitment and there is no connectivity to SAP.

Question 33: Who will be responsible for the third party software (installation,

configuration, fix issues,)? Is there any other third party software except for those listed in Appendix D? If yes, please list and describe.

Answer 33: The City’s IT Department is responsible for the third party software. Those listed in the appendix D are the primary third party solutions to support the business.

Question 34: In RFP 1.11.1 The Task Assignment may include configuration or

customization of SAP Modules currently not deployed within the City’s SAP installation. Do you have a plan for those modules and provide a list which modules would be deployed and covered in this service scope?

Answer 34: Environmental compliance and debt management are potential new deployments in 2015 or 2016.

Question 35: Does the estimated value of $1.9 million contained in the RFP overview

reflect an annual figure or the total over the 3 / 5-year period?

Answer 35: The $1.9 million reflects the potential expenditure for two years, 2015 and 2016. The $1.9 million is not for a single project or for a set number of Task Assignments. The intent is to establish ‘bench’ contracts with multiple firms from which the City may draw staffing resources when specific projects (Task Assignments) are scoped and it is determined that additional staffing resources are necessary to complete the Task Assignment.

Question 36: In Section 1.11.1 Anticipated Services, there is a mention of customer

invoice redesign; are you referring to "Bill Print" here or something else?

Answer 36: Yes, Bill Print.

Question 37: Could you please confirm that you would like the Signature Page and Price

Proposal Form as the first pages prior to any other pages comprising our response to this RFP (e.g., cover letter, title page, etc.) as stipulated in Section 2.02 Content To Be Submitted?

Answer 37: Yes.

Question 38: In the hourly rates provided for resources in the Price Proposal Form of

Appendix A, may we also provide rates for the Onshore resources that are "all inclusive," reflecting the incorporation of any travel and other expenses associated with the work in support of this Specification?

Answer 38: Yes.

Question 39: With regard to Section 2.11 Cooperative Purchasing of the City of Tacoma

Standard Terms and Conditions, what other governmental agencies may purchase goods and services based on this Contract in accordance with the terms and prices indicated as provided in the Washington State Interlocal Cooperation Act RCW 39.34?

Answer 39: For a detailed description, please see State of Washington RCW 39.34.

Question 40: On the bottom of page 10 of the RFP, there is a statement regarding the

Price Proposal Form that says “do not alter these forms in any way”. However, the price proposal form says “include additional rows for specific skill sets, as applicable”. How do we add additional skill sets without violating the guidelines on page 10?

Answer 40: Please feel free to add or delete columns and rows to the price proposal form as appropriate to reflect your service offering. In so doing, the City will not consider this a violation relative to the verbiage on page 10. A Word document of the Price Proposal Form has been provided to allow for flexibility in pricing, however please do not modify the verbiage included in the Price Proposal Form.

Question 41: Appendix D: There is a box for Integrated Planning that has an asterisk,

indicating that it is 3rd party software. What 3rd party software package is it?

Answer 41: The asterisk next to Integrated Planning was in error. It is not a third party package.

Question 42: Is there an SLA for the Basis Support?

Answer 42: In some areas, yes, such as uptime of systems. Question 43: What is the percentage of Remote Basis compared to on-site Basis work?

Answer 43: BASIS is resourced internally. It is anticipated that BASIS resources would be contracted to supplement internal resources during some projects.

Question 44: Are you looking for only one (1) vendor to provide these As needed SAP

support services or Multiple Vendors?

Answer 44: We anticipate multiple vendors.

Question 45: Can City provide a break-down of the estimated percentage split of support

tickets by area?

Answer 45: This information is not relevant to RFP. The City is not seeking contract staffing for day-to-day operations. The IT Department is staffed to support operations. The intent is to establish ‘bench’ contracts with multiple firms from which the City may draw staffing resources when specific projects (Task Assignments) are scoped and it is determined that additional staffing resources are necessary to complete the project (Task Assignment).

Question 46: What is City’s current IT / SAP staff strength and in what skills?

Answer 46: See org chart provided in response to question 14. The City is fully staffed with Business Analysts and IT Analysts to maintain day-to-day operations. The intent is to establish ‘bench’ contracts with multiple firms from which the City may draw staffing resources when specific projects (Task Assignments) are scoped and it is determined that additional staffing resources are necessary to complete the Task Assignment.

Question 47: Is there any Task assignment/ Ticket Tracking software in place at City?

Answer 47: Yes, the City uses Innotas for ticket tracking. Question 48: Can we Request to preclude Resumes page count towards 40 page limit, as

resumes are also required to submit in the Qualifications of Key Personnel section?

Answer 48: To limit the number of pages consumed by resumes, please provide a sample of key personnel who are representative of your staff offering. The City understands that key personnel available today may not be available when Task Assignment is issued.

Question 49: In the Price Proposal Form, Does Onshore mean both Onsite/ Offsite in US?

Question 50: What is the years of experience required for project manager, lead, senior, base, Other?

Answer 50: The City would like the respondents to provide their perspective for these roles.

Question 51: What is required to be mentioned for Other in the Price Proposal Form? Answer 51: ‘Other' is to allow the firm to add other roles and services offered through their firm that could provision a Task Assignment, such as trainers, workshop facilitators, etc.

Question 52: Are there any DBE requirements for the proposal and if not is there any consideration for DBE in the evaluation criteria?

Answer 52: No, there is not. Question 53: Are they open to fixed bid when task request is placed? Answer 53: Yes. Question 54: What is Tacoma’s involvement in managing each task order? Would they

take responsibility for project management? Answer 54: In most cases, yes, the City would take responsibility for project management;

however, there may be specific projects (Task Assignments) that would better be served by contracting for the project management resources.

Question 55: Have you defined a governance structure for this engagement? Answer 55: Yes, a Selection Advisory Committee will form to review and score the RFP

responses. Once contracts are in place, central processes will be established for use of the contracts.

Question 56: Besides offshore and onsite, Marvel(MCS) has the ability to provide offsite

support from Michigan Development Center. Would Tacoma be interested? Answer 56: Yes. Please feel free to add or delete columns and rows to the price proposal

form as appropriate to reflect your service offering. Question 57: Can we bid for SAP skill set alone with or without non-SAP skill set i.e.,

third party software skill sets? Answer 57: Yes. Question 58: In the RFP the Hourly Rates table indicates Onshore and Offshore rates. Is

the City interested in seeing Onsite rates? Answer 58: Yes. Question 59: Is the City interested in seeing a fixed price staffing model that has the

flexibility to utilize a variety of SAP skillsets as needed? Answer 59: Yes. Question 60: How long has City of Tacoma been live on SAP? Answer 60: 11 Years. Question 61: What are the business drivers for this SAP project? Answer 61: Establishing two to three contracts with qualified firms for a duration of three

years with the option to renew two additional years provides the City a long-term contract vehicle to access resources more quickly to provision projects as needed.

Question 62: What is the business impact upon completion? How would you monetize it?

Answer 62: Each Task Assignment has the potential to impact business processes. If the

Task Assignment is large in scope and budget, a business case prior to embarking upon the Task Assignment is required and completed by internal staff. This occurs prior to determining is contracted resources are needed to staff the Task Assignment.

Question 63: What is the scope of development? How many development objects are

you anticipating? Answer 63: The $1.9 million reflects the potential expenditure for two years, 2015 and 2016.

Question 65: Will the City be leveraging the new functional enhancements with EhP 7? Answer 65: Yes. Question 66: Does the City have past experience with off shore models? Have these

been successful? For what skills? Answer 66: Yes, experience. Yes, successful. Skills included ABAP development. Question 67: What are the deciding factors for onsite, near shore, and off shore resource

models? Answer 67: The City will consider several factors to determine best qualified for the Task Assignment. Question 68: Is this project fully funded? Answer 68: See question 35. Question 69: Is there a steering committee in place? Business sponsor? Answer 69: Yes, there is an Information Systems Governance Board made up of the IT

Director and major business units within the City. If the project (task Assignment) is large in scope and budget a business case is drafted by internal staff and vetted with the Board prior to embarking upon specific project planning.

Question 70: What is the level of customization in the existing system? Answer 70: 24% customized. Question 71: Besides the components listed in Appendix D, are they any other SAP

systems, tools or technologies in place? Answer 71: No. Question 72: What additional modules or functionality is planned to be activated and

what is the timing? Answer 72: See question 34. Question 73: For how long would our rates be fixed? Page 6, Section 1.01 “Project

Purpose and Background,” paragraph one, the last part of sentence one states: “…for up to five years at predetermined rates.” Additionally, page 9, Section 1.11.1, “Anticipated Services” paragraph one, the last part of the last sentence states “…for up to five years at predetermined rates.” However, Page 7, Section 1.05, “Contract Term” first paragraph, first sentence states, “The contract(s) will be for a three-year period with the option to renew the contract for two additional one year terms.” And lastly, two notable items in the “City of Tacoma, Standard Terms and Conditions , Section 2 – Services” agreement need to be reconciled. The first of is on RFP Page 42, Section 2.05, in “Time for Performance” it states in sentence 1, …”and this contract shall expire on said date unless mutually extended in writing by the Parties.” Additionally, next, also on Page 42, Section 2.06, “Extension of Contract,” states, “This contract shall be subject to extension by mutual agreement per the same prices, terms and conditions.”

Are Section 1.05, Section 2.05 and Section 2.06 intended to convey a three year fixed rate

period with the potential for mutual agreement based upon how acceptable we may find the rates to be in year four and in year five or are we locked in for a full five years at a predetermined fixed rate if the city wishes to extend the agreement, unilaterally after three years. We think all vendors awarded your business would probably love to extend the relationship, but are also probably all are concerned about inflation. This inflation could potentially, in five years, pose a substantial risk, possibly leading to substantial business losses. In summary, we have two questions. First, are extensions under this contract “up to five years at predetermined rates” unilaterally up to the discretion of the City of Tacoma or are they “by mutual agreement” for years number four and five? Secondly, is there any possibility of tying rates in all year’s, or at least years four and five, to inflation so no one could get hurt? (Progressive tax revenues will keep Tacoma whole under inflation so we do not see a risk to the city on this if rates were CPI tied.)

Answer 73: See section 1.06 Pricing; awarded vendors may have the ability to negotiate as part of the contract terms. Question 74: Defining Solicited Proposals? Page 9, section 1.11.1, paragraph 2

Yes, the City SAP team uses ASAP. d) The City is requesting rates for various areas of expertise and varying levels of skillset for potential Task Assignments over the next three to five years. See question 21. No, the City is not requesting total hours, fixed price or not to exceed arrangements. Question 75: “Progress Payment Milestones?” Same section as above, what is meant,

in the last sentence of paragraph 2, page 9: a. We are typically paid monthly. Whatever the resolution of the proposal format issue in question #2 above, is our compensation here to be deliverable centric; i.e., to be paid for at the satisfactory meeting of predefined milestones in the course of providing each specified deliverable? Are there other options? Do we the ones to determine the schedule, and the portion of the each deliverable/ milestone? Is payment on a time and materials basis plausible by making the milestones just time increments?

Answer 75: See question 21. Question 76: Qualifications of Key Personnel? Page 12, Section 2.02, Item D, Number 4

asks us to: “Provide a resume of the key personnel and their role, e.g. project manager, lead senior, [and] base, that would be serving the City. Include the following: a) Experience and number of years performing this role, b) Education, training, certifications relevant to this RFP, c) Number of years with your firm.” However, Page 22 of the RFP asks for 14 different modules and four to five roles each, the ultimate filling of which will be dependent on what is needed functionally and/ or technically, with varying degrees/ years of experience, etc. We have thousands of consultants which can fill these roles. We place them dependent upon exactly what is needed and when it is needed. This RFP covers a minimum of three years and possibly five years and the date the resource is required is presently unknown. Could you please provide some additional guidance on what you would like to see from us here? Would possibly one resume of someone available today for each of the three roles you have identified above for the first module identified (FI-G/L) (from Page 22 ,”Price Proposal Form”) with the work being the reconfiguration of the module (from page 9, “Anticipated Services,” paragraph 4, also the first need identified) here be what you are looking for or might there be some other way we might best meet your request?

Question 77: Remote Work? Page 22, “Price Proposal Form” is asking for “Hourly

Rates,” and has a column labeled “Offshore.” Looking at “Offshore” work as being essentially the same as “Remote” work, may we offer consultants to you who are would be willing to do work remote from Tacoma but live in the US? These consultants would have the added advantage of being able to visit Tacoma as needed without requiring a visa to do so. In summary, may we propose “Remote” US based consultants?

Answer 77: See question 3. Question 78: Prevailing wage? On Page 44, Section 2.17, “Prevailing Wages Paid – If

Required,” in the City of Tacoma, Standard Terms and Conditions, Section 2 – Services, how does paying Tacoma, Washington prevailing wages relate to employing Off Shore resources as well as Remote US resources. It would seem that possibly Remote US resources will probably be on a par with Tacoma’s prevailing wages but Off Shore resources would seem to be disqualified? Please elaborate.

Answer 78: Prevailing wage is not applicable to this solicitation. Question 79: What is the ideal role the city is looking for suppliers to play in supporting

overall business objectives? Answer 79: The intent is to establish ‘bench’ contracts with multiple firms from which the City may draw staffing resources when specific projects (Task Assignments) are scoped and it is determined that additional staffing resources are necessary to complete the Task Assignment. Question 80: What is the current landscape (current version of software/modules)? Answer 80: See appendix D of the RFP. Question 81: What are the upcoming projects on the horizon? Answer 81: See 1.11 Anticipated Services Question 82: What are the business drivers that are driving the review of suppliers? In

what priority? Answer 82: See question 61. Also, 1.11 Anticipated Services references potential projects in 2015 and 2016. Question 83: How will the decision be made and by whom? Answer 83: A Selection Advisory Committee is formed with internal staff. The RFP responses are reviewed and scored per Section 2.05 EVALUATION CRITERIA.
