Kearny family, fifth person tests positive for measles The Pinal County Public Health Services District announced Tuesday that it had confirmed a fifth case of measles in an adult male, who is now recovering. This individual was exposed to the family of four other cases identified last week residing in the Kearny area. This new case raises the possibility that some Pinal County residents or others in the area may have been exposed to measles since the patient visited public locations while infectious. This patient was born after 1957 and reported only having one dose of MMR (measles, mumps, and rubella) vaccine. Two doses of MMR vaccine are recommended in persons born after 1957. Pinal County Public Health Services District has identified several public locations this patient visited while infectious. If a person is unvaccinated or unsure of their vaccination status and visited any of the following businesses during these specific dates and timeframes, contact the Pinal County Public Health Department at 520-509-3555 or toll free at 1-888-431-1311. On Tuesday, Jan. 20, 2015, this patient visited four public locations in Kearny:• Big D’s, 1113 Tilbury, Kearny – 5:30-8:30 a.m.• Gordon’s IGA, 352 Alden Rd, Kearny – 3-8 p.m.• Kearny Health Mart, 338 Alden Rd, Kearny – 4:30-7 p.m.• Kearny Post Office, 388 Alden Rd, Kearny – 3-8 p.m. On Wednesday, Jan. 21, 2015, this patient visited one public location in Kearny:Cactus Mini-Mart, 352 Alden Rd, Kearny – 5:30-8:30 a.m. “We have already contacted these places of business this patient visited. These businesses are assisting the health department by placing signs at their entrances to inform customers and employees that they could have been exposed if they were in these locations during specific timeframes” said Public Health Acting Director Kore Redden. On Jan. 22, 2015, the Pinal County Public Health Services District identified four cases of measles in one family. The individuals had travel history to Disneyland between December 16th - 20th, 2014, and are believed to be linked to the ongoing multi-state outbreak associated with Disneyland. All four family members affected were unvaccinated and reside in the Kearny area. The Pinal County Health Services District is in the process of identifying individuals who may have been exposed and is working closely with the Arizona State Department of Health Services and other related organizations to notify those at risk. Measles begins with fever (101 degrees F or higher), red, watery eyes, cough and coryza (runny nose). This is followed by a maculopapular rash (red, raised, and blotchy). The rash begins on the head at the hairline and moves down the trunk to the lower extremities. The rash may last for 5-6 days and turn brownish. Symptoms typically appear 7-12 days after exposure to measles but may take up to 21 days. A person with measles is considered to be contagious 4 days before rash onset (generally one day prior to fever) through the fourth day after rash onset. “This is a case where a family that has decided to

not vaccinate their children are experiencing the consequences of that decision in a very real way” said Public Health Director Tom Schryer. “These cases of measles will trigger a very intensive effort on the part of public health throughout the state and nation to identify others that they had contact with who are also unvaccinated so we can stop the transmission of this serious disease.” Director Schryer also said, “Parents who make the decision to forgo vaccination for measles need to know that the complications from this disease are serious. One child of every 1,000 who get measles will develop encephalitis (swelling of the brain) which can lead to

convulsions and can leave the child deaf or mentally retarded. For every 1,000 children who get measles 1 or 2 will die from it. When making medical decisions it is imperative that we look at all of the risks involved and the science shows that vaccination saves lives so I urge all parents to immunize their children for measles - it can save your child’s life. It is very important to also note that children under the age of 1 years old are unable to be vaccinated. This age group needs to be protected from exposure. This reason alone is why parents should not take their infants to Disneyland.” Two doses of MMR vaccine provide full protection

Job creation top challenge for new chair, vice chair

Supervisor Cheryl Chase

Supervisor Pete Rios

By James HodlCopper Area News

Increasing job opportunities in Pinal County is the top challenge facing the board of supervisors in 2015, according the board’s new leadership team. Cheryl Chase, supervisor for District 2 encompassing much of San Tan Valley and some surrounding areas, was elected by board members as chairman for 2015. Pete Rios, supervisor for District 1 taking in the entire eastern side of Pinal County, was elected vice chairman. “It is an honor to be thought highly enough to be entrusted with the position

of chairman, and I promise to work with the county staff to meet the needs of this growing and changing county,” Chase said. She succeeds Anthony Smith in that position. Rios said he felt likewise honored though he is more seasoned in board leadership, having earlier served as chairman of the board of supervisors in 2009-2011 when it still consisted of only three elected members. The number of supervisors was expanded to five with the election of 2012 to reflect the substantial population growth Pinal County had undergone since 2001 and give citizens more local representation.

Despite Chase being a Republican and Rios a Democrat, their plans for the coming year are alike. “We need to double down our efforts to attract high-paying jobs to Pinal County,” Chase said. “We have residents with the talents and skills to hold such jobs but many have to leave the county to work jobs equal to their abilities. We need to bring such jobs here so they can work locally and not have to commute up to an hour daily to get to earn their livings.” Rios agreed with Chase, adding that the Pinal County economic development picture is brightening, but with it new challenges are emerging. “Congress in December approved legislation approving the Resolution Copper land swap in the Tonto National Forest, thus enabling the company to go forward with the required environmental impact statement. This could mean the creation of mining jobs as soon as 2018,” Rios noted. “However, these will not be old-fashioned mining jobs. Resolution will use high tech mining technologies, with employees required to have skills in robotics and such. We’ll need to have training available so county residents will have the skills Resolution Copper needs when it finally starts its operations near Superior,” Rios explained. Resolution Copper said it may create up to 3,700 jobs within 10 years that will create employment for people throughout the Copper Corridor. Another pending job creating project cited by Rios is Inland Port Arizona, a large railroad hub planned near Eloy. Located east of Highway 87 between Hume Road and House Road, the 1,637 acre facility will serve as a hub where goods arriving at the port of Long Beach, Calif. will be sent by rail car to be assembled into trains according to the goods’ ultimate destination. The fate of this project is in the hands of the Arizona legislature, which will need to approve it so the Union Pacific Railroad can proceed with acquiring the necessary land. Pinal County took a step backward in job creation when it decided not to renew an agreement with the federal government to house prisoners of the US Immigration Customs and Enforcement (ICE) unit in Eloy. According to Rios, ICE wanted to renew the pact with the same reimbursement funding. But since housing of ICE prisoners (illegal immigrants incarcerated prior to deportation) was already costing the county more that ICE

was offering to pay, the county opted out. This resulted in Pinal County letting go about 100 corrections officers. Some of these jobs could be restored with a planned expansion of the Eloy Detention Center, which could add up to 1,000 additional beds to house convicts from Arizona and other states. Yet another job producer in the planning stage is the Phoenix Mart in Casa Grande, in which a Japanese company will have clothing items from head (hats) to toe (shoes) and accessory items for shipment to stores throughout the Western Hemisphere, Rios noted.

PHOENIX, AZ (January 24, 2015) – The SunZia Southwest Transmission Project received a “Record of Decision” (ROD) today from the U.S. Bureau of Land Management (BLM) for its proposed transmission project covering 515 miles between New Mexico and Arizona. The ROD concludes the federal permitting effort, which officially began in May 2009, under the National Environmental Policy Act (NEPA). “We are excited to reach this milestone and to be one major step closer to unleashing the renewable energy potential of the southwest and creating jobs” said Tom Wray, SunZia Project Manager. “Reaching an agreement with the U.S. Department of Defense to take measures to preserve and protect the current and future missions of the White Sands Missile Range was the final hurdle in this process and a huge accomplishment in itself. And none of this would have been possible without the exhaustive and thorough environmental review and analysis conducted by BLM.” Development efforts will now turn towards seeking state and local siting approvals in New Mexico and Arizona. SunZia reached a number of milestones during its federal permitting efforts, including designation by the White House as one of only seven transmission projects in the country to receive accelerated permitting treatment, formal sponsorship by the New Mexico Renewable Energy Transmission Authority and initial agreement with

The system will span 515 miles between Arizona and New Mexico. It includes up to two new 500kV transmission lines and five electrical substations that will provide up to 3,000 megawatts of new capacity. Tucson–ASARCO,LLC President and COO Manuel Ramos announced recently that ASARCO would challenge an arbitration award concerning the eligibility of certain workers to a quarterly bonus based on the price of Copper. ASARCO filed a petition in the United States District Court for the District of Arizona to vacate the award. Mr. Ramos explained: “The arbitrator in this case acted outside of the authority given to him under the labor contract between ASARCO and the unions. The labor contract stated that the arbitrator could neither add to nor change in any way the terms of the contract, yet the arbitrator took it up himself to do exactly that. ASARCO must challenge this award to uphold the integrity of the agreement between the Company and the unions and to prevent other arbitrators from rewriting parties’ collective bargaining agreements in the future.” ASARCO, the United Steelworkers, and several other unions previously agreed in their labor contract that only

employees covered under ASARCO’s pension plan are entitled to payment of a quarterly copper price bonus. The unions drafted this language and insisted on its acceptance as a pre-condition to entering a labor contract with ASARCO in 2007,while ASARCO was in bankruptcy. In 2011,after the bankruptcy, ASARCO and the unions’ leadership negotiated certain modifications to the labor contract. Chief among those modifications was a provision stating that employees hired on or after July 1, 2011 are not eligible to participate in the Company’s pension plan, thereby precluding those employees from receiving the copper price bonus. When the union slate claimed that they failed to understand the effect of what they negotiated and that had been imposed upon ASARCO while ASARCO was in bankruptcy, ASARCO made numerous efforts to resolve the problem without success. The United Steelworkers rejected those efforts and ultimately initiated the

ASARCO to challenge arbitration award

arbitration process. The arbitrator issued an arbitration award on December 5. In the award, the arbitrator stated that there is no language in the labor contract that requires ASARCO to pay a copper price bonus to employees not covered by the pension plan. Despite explaining that he could not find for the unions based on the language of the labor contract, the arbitrator decided to rewrite a specific provision of the labor contracts so that employees hired on or after July 1, 2011 would be paid the copper price bonus even though they are not covered under the Company’s pension plan. ASARCO is a subsidiary company of Grupo Mexico with approximately 2,720 employees. The Company is an integrated copper mining, smelting and refining company headquartered in Tucson,Arizona and operates mines, mills and a smelter nearTucson and a refinery in Amarillo,Texas. For more information, visit http://www.asarco.com.

Following the deaths in Ferguson, Missouri and New York City, political activists and segments of the media have demonized police officers, portraying them as racist brutes with guns, and nothing more. High ranking government officials concluded that the police were poorly trained and overly militarized, while Ferguson was still in flames. The streets of New York echoed threats, as demonstrators chanted, “What do we want? DEAD COPS.” Our police officers across America heard the threats and incessant accusations, as did their spouses and children. The effect was that professional and family morale plummeted. Communities across America, now more than ever, need to give real support to the thin blue line that allows us all to sleep well. Our police are protecting us 365 days a year.

They are prepared to help us in dealing with problems from the ordinary to some of the most difficult situations imaginable. Now, it’s our turn to help. Operation Silver Star is an event designed to help and support our police, which focuses on action steps to show community support and rebuild the morale of police officers and their families. Please join Oracle Neighborhood Watch for an informative meeting, with great speakers, General Mark Brnovich, Lando Voyles and Sheriff Paul Babeu, who will discuss the problem and offer solutions. This event will be held at SaddleBrooke, in the DesertView Performing Arts Center, 39900 Clubhouse Dr., SaddleBrooke on Thursday, Jan. 29, from 7 p.m. to 8:30 p.m. with doors opening at 6:30 p.m. The public is

welcome and there is no admission fee. For questions, please contact Wayne Larroque by calling 520-825-0732, or email Wayne at [email protected]. Whether attending Operation Silver Star or not, there are ways to show support for law enforcement officers, from the very simple basic politeness all people should show to each other to more organized efforts. Simply saying thank you, in person or through a card sent to your local police department or state agency, or, by sharing a positive story about an experience with law enforcement can go a long way toward boosting moral. A major cog in plans to attract high-paying jobs to Pinal County is improving infrastructure, especially roads, which Chase said will better enable residents to get to their place of work and for companies to get deliveries and customers efficiently to and from their places of business. Chase would like to see improvement of Hunt Highway – turning what was a two-lane blacktop providing the rural folk that used to live in what is now San Tan Valley a means to drive to a towns of Florence and Coolidge – sped up. Currently scheduled for completion in 2017, Hunt Highway is being turned into a major thoroughfare on which assorted retail and other businesses can locate and provide jobs for the still unincorporated town’s burgeoning population. Chase also would like to accelerate construction of I-11, currently planned to abut the northern and eastern borders of San Tan Valley, as it would attract additional businesses, Pinal County targets it to be a high tech corridor, to the area. Road improvements also play large in other job-creating

ventures. According to Rios, the board is working with the Arizona Department of Transportation (ADOT) to get State Route 77 widened and a half-mile spur road built to make possible the planned Arizona Sky Casino near Dudleyville. A gaming facility with 600 slot machines, 12 table games, six poker tables, and a full-service restaurant, Arizona Sky also will create 400 jobs, half of which the owner San Carlos Apache Indian Tribe promises will go to Pinal County residents. Another road project cited by Rios is the creation of the Veterans Memorial Highway, which he said will bring more traffic to San Manuel, enabling it to become less a retirement village and bedroom community for Tucson, and more of a travel and shopping destination. These road projects hinge on the Arizona state legislature leaving the state of highway funding alone, Rios said. With a $1 billion state budget deficit looming, some in the legislature are talking about raiding the HURF (Highway User Revenue Fund) and transferring some of it to the Highway Patrol. The board will try to convince legislators

that a HURF raid will hurt economic growth in Pinal and other counties, he explained. Chase promised to use her position to further the interests of San Tan Valley, helping to turn the essentially residential community into an economic engine. “San Tan Valley is unique in Pinal County that doesn’t mirror any other town around it, and should be developed accordingly,” she said. Besides beneficial road projects, Chase has been meeting with local civic groups to see what can be done to turn San Tan Valley from a collection of subdivisions into a community. These include the two organizations trying to create a fire and medical district covering all or the northern third of San Tan Valley to provide the equivalent of a tax-supported municipal firefighting service covering all residents rather than just subscribers. While Chase voted to accept the impact statement of the San Tan Valley Fire and Medical District covering the whole community in September, the district’s road to creation failed on a 3 to 2 vote. Voting with Chase was Rios.

The Oracle Piano Society sponsored a “Piano Story Time” at the Oracle Union Church, Trowbridge Hall in Oracle on Saturday, Jan. 24. It was the first of what will become a monthly event for kids ages 5-10 and their parents/grandparents can play too. The multi-media activity included drawing, story telling, play acting, and music had the kids enthralled. The theme was “The Strawberry Skunk” which included the reading of the book “The Strawberry Skunk” written by Dwayne Jennings and illustrated by Dawn Jennings. Elaine Helzer read the book, while assisted by Rachel Opinsky, Earlene Lewis and Tina Silverman who engaged the kids in the story. At the beginning of the activity, the kids were asked to draw or color their idea of a Strawberry Skunk. Amy Lewis won the picture contest. Her prize was a copy of the Strawberry Skunk book. Earlene and Elaine also played music including the Strawberry Skunk Song. All the kids received a small gift at the end of the program. The “artistic fusion” is a way of getting kids interested in the arts and introducing youth to good music. The Oracle Piano Society is a 501 © (3) non-profit organization. Their volunteers are helping keep music and the arts going in our local schools and communities. They are always looking for donations of used musical instruments of all kinds as well as monetary contributions to help them reach their goals which includes making the “town of Oracle known as a cultural sanctuary cultivating exceptional music for all”. To find out more about the Oracle Piano Society or to donate visit their website www.oraclepianosociety.org. Donations can also be made at:Oracle Piano SocietyPO Box 1564Oracle, AZ 85623
