DISCUSSION

Backgroun dThe Conservation and Open Space Element (COSE) contains policies related to finding ways t odevelop sustainable practices for both City operations and private development practices .Electricity production and vehicle emissions are the two biggest contributors to green house ga semissions (22% and 41% respectively) and the City's General Plan policies focus on actions thatare within the City's purview that impact these emissions . Specifically, policy 4 .3 .5 indicatesthat the City will cooperate with Federal, State and local governments and other appropriateentities to accomplish energy conservation objectives throughout the state, and infor memployees, its contractors, staff and the general public of the need for and methods of energ yconservation. Circulation elements update anticipated to begin in 2009, producing an emissions inventory wil lbe a key component in order to understand the impact of policy choices on emissions strategies .

Finally, the City of San Luis Obispo signed the U .S. Mayors Climate Protection Agreement ,joining what is now a list of nearly 700 cities and counties across the nation . The agreementstates :

"We urge the federal government and state governments to enac tpolicies and programs to meet or beat the target of reducing globa lwarming pollution levels to 7 percent below 1990 levels by 2012 . . .

" . . .we will strive to meet or exceed Kyoto Protocol targets fo rreducing global warming pollution by taking actions in our ow noperations and communities such as :(1) Inventory global warming emissions in City operations andin the communities, set reduction targets and create an actio nplan;(2) Adopt and enforce land-use policies that reduce sprawl ,preserve open space, and create compact, walkable urbancommunities ;(3) Promote transportation options such as bicycle trails, commut etrip reduction programs, incentives for car pooling and publi ctransit . . . "

StatusOn January 8, 2008, the City Council authorized staff to work with an intern to identify the dat aneeds associated with conducting an inventory and directed staff to return to Council with aresolution to consider joining ICLEI in order to perform the emissions inventory. Since thattime, staff has been working with Geoffrey Chiapella, a Cal Poly masters student, who has bee ngathering the necessary data . Geoffrey is very close to having the data needed to conduct theinventory and the next step, after validating the data assumptions with the appropriate staff, wil lbe to actually enter data into the ICLEI modeling program . In order to have access to theprogram, the City must first join ICLEI .

What is required to join ICLEI?ICLEI is an international membership association of local governments dedicated to addressingenvironmental issues through local action. The Cities and Counties for Climate Protectio n(CCP) Campaign is ICLEI's hallmark program that engages cities, towns, and counties i nreducting the pollution that causes global warming . There are over 100 members in Californi aalone. ICLEI membership for the City of San Luis Obispo will cost $600/year (membership cos tis based on size of City) and will involve commitment to a five step process . The proces sinvolves the following milestones :

Conduct a baseline emissions inventory and forecas t2.

Adopt an emissions reduction target for the forecast year

What are the benefits of joining ICLEI ?Participants in the CCP program have access to technical assistance, emissions analysis software ,case studies, training workshops, publications, and other learning and networking opportunities .The immediate benefit will be access to the emissions analysis software and training that wil lenable the City to conduct the emissions inventory with a high level of confidence in th eaccuracy of the results .

Milestone DiscussionBaseline Emissions inventory and forecast :The inventory converts activities and emissions into equivalent tons of Carbon Dioxide (CO2) s othat forecasting and reduction measures and targets can be compared equally . The intern andstaff had to evaluate the data available and determine for which year the most reliable an dcomplete data exists. Founded on the assumption that it would be best to choose a single yearthat had the most complete data for all categories rather than choose different years for differen tcategories, staff chose 2005 as the data year for the emissions inventory . Using 2005 will enablethe City to understand the magnitude of current emissions and perform forecasting based o ngrowth assumptions and policy choices. Staff will work with ICLEI resources to understand i fthere is a way to "project" backward to 1990 based on growth rates or other assumptions sinc emuch of the current legislation bases reduction targets from 1990 levels .

Adopt an emissions reduction target for the forecast year :Adopting a target and timetable for its achievement is needed to create a framework that guidesthe implementation of emissions-reduction measures . The City Council can consider different'types of measures in the local action plan – from those for which the City has direct control lik ethe City's vehicle fleet, to those that must be implemented through application of General Pla npolicies and development decisions . AB 32 requires the California Air Resources Board (ARB )to adopt a plan and regulations indicating how emission reductions will be achieved and wha treductions are required . However, those decisions have not yet been made .

At this point, ICLEI does not require the City to adopt a target or forecast year, but merely t ocommit to doing so . The attached resolution indicates that the City will follow the five mileston esteps and staff will return to Council once reduction targets have been adopted .

Develop a local action plan :Geoffrey's professional project work will include research of the actions or methods that othe rjurisdictions have adopted . In addition, once becoming a member of ICLEI, the City will hav eaccess to the technical resources and experience of ICLEI staff . The Conservation and OpenSpace Element of the General Plan already contains policy direction and programs that ar econsistent with reducing emissions . There may be other efforts that can be identified throughcollaboration with ICLEI resources .

A Scoping Plan is supposed to be adopted by the Air Pollution Control District (APCD) by theend of 2008 which will identify the measures and programs that must be undertaken to reduc eemissions. Staff will coordinate closely with APCD during development of the plan . OnceAPCD has finalized the plan, staff will evaluate the programs and review options with thestakeholder team, the community, and the advisory bodies prior to bringing recommendations fo rpolicy or program amendments forward to Council .

ICLEI does not require the City to adopt a local action plan at this time, but merely to commit todoing so in the future. The attached resolution indicates that the City will follow the fiv emilestone steps .

Implement Policies and Measure sAs stated previously, the Conservation and Open Space Element contains several policies an dprograms that address energy efficiency and a desire to lessen our footprint . Staff will continu eto apply these policies and develop programs to implement the policies . Other policies andmeasures may be indentified once reduction targets are set, and staff will return to Council at tha ttime.

ICLEI does not require the City to implement policies and measures at this time, but merely tocommit to doing so in the future . Staff will continue to apply COSE policies and programs . Theattached resolution indicates that the City will follow the five milestone steps .

Monitor and Verify Result sAn implementation program should have a monitoring component to verify results . Once target sare established and an action plan is identified, staff will identify a method of reporting o nprogress. It may be included in the Annual Report on the General Plan or it might take adifferent format, but staff will find a method that is appropriate for the measures chosen .

ICLEI does not require the City to identify how it will monitor and verify results, but merely t ocommit to doing so in the future . The attached resolution indicates that the City will follow th efive milestone steps .

Next Steps: Designating a Council Representativ eThe ICLEI application requires identification of a Council representative as an elected officia lliaison. As a member of the Air Pollution Control District Board, Council member Mulhollandprovides the most logical choice to fill this assignment . The staff liaison to ICLEI will be aCommunity Development Department staff member .

CONCURRENCE S

Utilities and Public Works staff have been assisting in the data collection phase of this projectand will participate in the data validation phase .

There is an initial $600 cost to join ICLEI and this is a yearly fee . The Community DevelopmentDepartment will use part of its Department Funds to pay for the current year and will include th emembership fees through upcoming financial plan cycles . The data entry and analysis will b edone by the intern associated with this project . Some staff time will be required to validate theapproach and the data. Ultimately, implementation of greenhouse gas reductions programs wil lhave an associated cost, but both the program recommendations and costs are unknown at thi stime.

ALTERNATIVES

1. Do not authorize ICLEI membership at this time . Staff does not recommend thi salternative because other methods to conduct an emissions inventory have not beenexplored and do not have the same level of support . The Council authorized support ofthe U.S. Mayors Climate Protection Agreement which indicated that the City wouldproduce an inventory of greenhouse gas emissions .

2. Direct staff to bring this back as a proposed major city goal in the 2009-2011 financia lplan. Staff does not recommend this alternative because the information provided in th einventory will be key in analyzing proposed land use alternatives in the upcoming Lan dUse and Circulation elements updates . These updates could be delayed if the Greenhous eGas emissions inventory is not started until FY 2009. The forecasting of how currentpolicies will impact greenhouse gas emissions will be needed as background informatio nto this effort and having staffing resources to provide this work at no cost to the Cit ymeets the current City goal of looking for creative ways to fund the General Plan updat eeffort .

3. Direct staff to bring this item back once standards and expectations for implementation o fAB 32 are better defined in order to ensure that the City's efforts are compliant with th eregulations . Staff does not recommend this alternative because development of theinventory will not be impacted by subsequent development of reduction measures .Discussions with APCD staff have indicated that conducting an emissions inventoryusing ICLEI's model is accepted practice and that the focus of the legislation standard swill be on establishing timeframes for implementing emissions reduction measures not onthe actual emissions inventory .

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO T OPARTICIPATE IN THE CITIES FOR CLIMATE PROTECTION CAMPAIGN T O

REDUCE GREENHOUSE GAS AND AIR POLLUTION EMISSIONS THROUGHOU TTHE COMMUNITY

WHEREAS, a scientific consensus has developed that Carbon Dioxide and othergreenhouse gases released into the atmosphere have a profound effect on the Earth's climate ; and

WHEREAS, the 2007 Fourth Assessment Report from the International Panel onClimate Change (IPCC) states that it is very likely that most of the observed increases in globallyaveraged temperatures since the mid-20 th century are due to human-induced greenhouse gases ;and

WHEREAS, in 2006 the U.S. National Climatic Data Center confirmed clear evidence o fhuman influences on climate due to changes in greenhouse gases ; and

WHEREAS, the U.S. Conference of Mayors endorsed the 2005 U .S . Mayors' ClimateProtection Agreement initiated by Seattle Mayor Nickels and signed by more than 600 mayors i nthe United States including our own as of October 2007 ; and

WHEREAS, the Urban Environmental Accords adopted by local government delegatesduring UN World Environment Day 2005 call for reduced emissions through energy efficiency,land use and transportation planning, waste reduction, and wiser energy management ; and

WHEREAS, in 2001, at the request of the Administration, the National Academy o fSciences (NAS) reviewed and declared global warming a real problem likely due to humanactivities ; and

WHEREAS, 162 countries include the United States pledged under the United Nation sFramework Convention on Climate Change to reduce their greenhouse gas emissions ; and

WHEREAS, energy consumption, specifically the burning of fossil fuels, accounts fo rmore than 80% of U .S . greenhouse gas emissions ; and

WHEREAS, local government actions taken to reduce greenhouse gas emissions an dincrease energy efficiency provide multiple local benefits by decreasing air pollution, creatin gjobs, reducing energy expenditures, and saving money for the local government, its businesse sand its residents; and

WHEREAS, the Cities for Climate Protection Campaign sponsored by ICLEI — Loca lGovernments for Sustainability has invited the City of San Luis Obispo to join ICLEI an dbecome a partner in the Cities for Climate Protection Campaign ;

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Lui sObispo that :

SECTION 1 . The City of San Luis Obispo will join ICLEI as a Full Member andparticipate in the Cities for Climate Protection Campaign and, as a participant, pledges to take aleadership role in promoting public awareness about the causes and impacts of climate change .

SECTION 2. The City of San Luis Obispo will undertake the Cities for Climat eProtection Campaign's five milestones to reduce both greenhouse gas and air pollution emission sthroughout the community, and specifically :

• Conduct a baseline emissions inventory and forecast• Adopt an emissions reduction target for the forecast year• Develop a Local Action Plan• Implement policies and measure s• Monitor and verify results

SECTION 3 .

The City of San Luis Obispo requests assistance from ICLEI's Cities forClimate Protection Campaign as it progresses through the milestones .
