TRANSCRIPT
I have already hit the ground
running as Captain. I have
met with my Community
Police Advisory Board and
other important organizations
in the Richmond District,
such as the Jewish Commu-
nity Center. As you can see,
the newsletter has changed. I
intend to use my newsletter
as a conduit for the commu-
nity to learn more about our
police officers by highlight-
ing one officer each week.
You will see this week’s offi-
cer is Raphael Masangcay. I
will also share any crime
trends or concerns, post up-
coming events and hopefully
show you all the good work
that me and my officers are
doing on a daily basis.
I invite you to join me at my
first Community Meeting as
Captain of Richmond Station.
The meeting will be held at
the Richmond Branch of the
SF Public Library. I’m really
looking forward to meeting
with you all, and getting to
know the residents of the
Richmond District.

Hello Richmond District,
First, I would like to begin by
saying how honored I am to
be Captain of such a wonder-
ful district. Richmond Dis-
trict says it all in its name - it
is ‘Rich’ with culture. I be-
lieve the numerous commu-
nity groups and family at-
mosphere are what give this
area such a warm and homey
feeling.
A few things about me that
will help understand my phi-
losophy on policing and com-
munity engagement: I was
born and raised in San Fran-
cisco and much of my child-
hood was spent right here in
the Richmond District. I can’t
tell you how nostalgic I have
felt lately while driving
around the Richmond as a
police Captain, and remem-
bering my childhood at the
same time.
Just the other day I went deep
into the avenues and it
brought me back to my ele-
mentary school days when I
attended Katherine Delmar
Burkes School. When I saw
the ‘1 California’ Muni drive
by me, I remembered going
to Irish Dance on 14th Ave-
nue and taking ballet with
Ms. Tilly on California St. I
have lived in several homes
around the district too. Baker
and California is where I
grew up, and my father still
owns that house today. I also
have lived at 16th Ave and
Geary, 30th Ave and Lake,
and 42nd Ave and Clement. I
am deeply invested in keep-
ing San Francisco safe, and I
am also very determined to
make Richmond District resi-
dents feel safe as they walk
their dogs, enjoy the parks
and shop in all the various
merchant districts that the
Richmond District has to
offer.

INCIDENTS IN THE RICHMOND DISTRICT THIS WEEK
NARCOTICS ARREST AT SAFEWAY ON LA PLAYA

SUSPECT ARRESTED AFTER ASSAULT ON A MUNI BUS

The Safeway supermarket on
La Playa Street was the
scene of this criminal con-
duct. Richmond District of-
ficers were called to assist
Safeway security who had
detained a suspect. Upon
their arrival, the officers
found security guards physi-
cally detaining the suspect.
The officers detained the
suspect and investigated the
incident further. They
learned through the security
guards that the suspect was
a known thief, and that the
security guards had told him
to leave the store. The sus-
pect did not comply with the
security guards, and instead
he decided to kick over food
racks and destroy merchan-
dise. At this point the secu-
rity guards decided to force
the suspect out of the store,
where the physical alterca-
tion ensued.
Thankfully nobody was seri-
ously injured during this
incident. The officers lo-
cated a large amount of ille-
gal narcotics on the suspect,
as well as narcotics para-
phernalia commonly used to
smoke illegal narcotics.
After a thorough and com-
plete investigation by the
hard-working officers of
Richmond Station, the sus-
pect was booked at County
Jail.
Richmond District officers
were dispatched to a call of a
fight on a MUNI bus. After
the suspect assaulted two dif-
ferent passengers on the bus
without provocation, the
driver stopped the bus and
requested police to respond
to the scene.
When the officers arrived at
the scene, the suspect refused
to exit the bus. When the
officers were eventually able
to remove the suspect from
the bus, the suspect decided
to actively resist. After a
short struggle, the suspect
was detained and handcuffed.
The victims who had been
assaulted by the suspect left
the scene without pressing
criminal charges against the
suspect. At the conclusion of
this incident, the suspect was
cited for resisting the offi-
cers. He was also transported
to a hospital, where he re-
ceived a mental health
evaluation.

COMMERCIAL BURGLARY SERIES SOLVED AND SUSPECTS ARRESTED
PARTY AT OCEAN BEACH GETS OUT OF CONTROL OCEAN BEACH

What began as a fun bonfire
and get-together on Ocean
Beach turned into a night of
misery for one group of peo-
ple.
Without any obvious provo-
cation, a large group of ap-
proximatley 16 juvenile
males began to attack the
group. When one of the vic-
tims dropped their cell phone,
a suspect picked it up and ran
away with it. As the owner
of the phone chased after the
suspect, he grabbed an object
in his waistband and yelled
that he had a gun.
Once the fighting was over
and the suspects had fled, the
group realized that additional
cell phones and purses were
missing.
Officers responded to the
scene and searched for sus-
pects. 4 juveniles matching
the provided descriptions
were located on a MUNI bus.
Officers also located a black
replica BB gun with the or-
ange tip removed, to make it
appear real.
The victims were unable to
identify the detained juve-
niles as being involved in the
incident. The juvenile with
the replica BB gun was cited,
and they were all released to
their parents.
This incident is still under
investigation, and anyone
with information is encour-
aged to contact the SFPD.
On February 20, 2017, Rich-
mond District officers re-
sponded to a burglary inci-
dent at a restaurant in the
area of Geary Boulevard and
Stanyan Street. The suspects
broke in while the business
was closed, caused damage
to the property, and stole a
safe and currency. The offi-
cers took a police report,
which was forwarded to
Richmond’s Station Investi-
gation Team (SIT).
After an intensive investiga-
tion, a trio of burglary sus-
pects were arrested and
charged for the burglary.
Furthermore, the three have
also been charged with a
slew of additional commer-
cial burglaries throughout
San Francisco.
Hopefully, thanks to the fine
work of the Richmond SIT,
these criminals will be
locked up for some time.

RICHMOND STATION’S OFFICER OF THE WEEK
OFFICER RAPHAEL MASANGCAY
Officer Masangcay has been a police officer for 8 years. He previ-ously worked as an officer in the East Palo Alto Police Department before transferring to the SFPD. He Grew up in San Francisco, attending School of the Epiphany and Riordan High School. Officer Masangcay then went to Sacramento State where he graduated with a degree in Criminal Justice. Officer Masangcay’s desire to help the people of San Francisco was his motivation for becoming a police officer. When not being one of San Francisco’s finest, Officer Masangcay enjoys a whole host of activities. These include bowling, barbe-quing, working out, and playing video games. He is also manages the Richmond Station softball team, GO BISON!!!
