After thorough analysis, the restructure will offer a broader customer service model to provide ITS services to the County Office, school districts, and charter schools. Specifically, ITS is being reconfigured into five (5) units to better meet the division and SDCOE goals: Infrastructure and Operations, Services and Solutions, Enterprise Applications, Enterprise Project Management Office, and Media and Creative Services. This new service model will build in establishing a one-on-one customer service relationship between ITS designated teams and the districts in addressing and resolving their system issues from start to finish. To accomplish this new service model the reorganization entails creating new classifications and updating job descriptions for positions within the division. RECOMMENDATION: Human Resources staff recommends that the Personnel Commission approve the following:

    Executive Director, Enterprise Applications

    Purpose Statement Under the direction of the Assistant Superintendent, Information Technology Services, the Executive Director, Enterprise Applications, directs, plans, coordinates and leads the Enterprise Applications team; provides strategic and operational direction for enterprise-wide business data applications, web-based technologies, Mobile, PeopleSoft applications and Business Intelligence; ensures successful user experience (UX) for applications and oversee successful quality assurance (QA) and release management; and supervises professional and technical assigned personnel. Essential Functions Duties may include, but are not limited to the following:

    • Oversees development and supports activities for enterprise-wide business data applications, web-based technologies, Mobile, and PeopleSoft (HCM, Finance, Hyperion and other modules) applications.

    • Plans and manages enterprise applications projects, overseeing functional and technical aspects of the implementation effort using effective project management techniques.

    • Establishes service management governance, procedures and standards for application development and support to ensure consistent, quality releases.

    • Partners with the cyber security team and application development teams to proactively reduce the technological risks in the environment.

    • Establishes and maintains relationships with stakeholders to build an applications roadmap that is responsive to the business vision, goals, and overall strategy of the SDCOE.

    • Establishes and refines goals, performance, and accountability measures to ensure staff are meeting timelines, working efficiently, and providing high levels of service delivery.

    • Provides leadership in streamlining the technology stack required for application development.

    • Coordinates information management, business continuity planning, quality assurance, user feedback, document library and collaboration across Integrated Technology Services.

    • Manages relationships and negotiations with vendors for enterprise applications. • Represents SDCOE in meetings and conferences as appropriate. • Champions a culture of continuous improvement, accountability, positive team dynamics,

    Purpose Statement The job of Executive Director, Enterprise Business System (EBS) is done for the purpose/s of planning, coordinating and managing the county-wide enterprise business system that includes, but not limited to, financial, accounting, payroll, and human resource functions.

    Essential Functions • Acts as a key resource for assigned units for the purpose of providing advice and support when

    needing assistance in resolving issues, change management and project management. • Collaborates with internal and external personnel (e.g. administrators in the various County Office

    departments, school district business and human resources department staff, systems analysts, systems technicians, etc.) for the purpose of coordinating activities and programs, resolving issues and conflicts, and exchanging information.

    • Develops a wide variety of documents and presentation materials, independently and/or through delegation to other personnel for the purpose of moving the County Office and its districts toward a shared and defined vision for creating a successful enterprise business system within each district.

    • Establishes procedures and protocols for a variety of operations (e.g. configurations, system functionality customization, output validation, etc.) for the purpose of providing written reference and/or conveying information for successful monitoring and maintenance of services.

    • Facilitates and participates in a variety of meetings, workshops and committees for the purpose of conveying and/or gathering information, identifying and developing recommendations, providing training, and supporting other staff.

    • Monitors systems for data collection, coding and analysis for the purpose of continuously capturing user requirements, mapping and tracking them through to system specifications and configurations as additional needs develop.

    Senior Project Manager, Integrated Technology Services Purpose Statement Under adminstrative direction, Senior Project Manager, Integrated Technology Services (ITS) is done for the purpose/s of managing and overseeing all phases of the project life cycle from beginning to end, including risk, issue and change management; interacting with staff and management to assist in the creation of project business cases, and the gathering and documentation of functional business requirements; assisting and coordinating the development, support and on-going function of the the Project Management Office.     • Responsible in monitoring project portfolio activities to meet project goals and objectives for the division.

    Systems Expert, Enterprise Resource Planning Purpose Statement

    Under administrative direction, the Systems Expert, Enterprise Resource Planning, plans, coordinates, and supervises the work of a technical unit responsible for providing systems administration and support for an ERP system, including human resources, payroll, finance, or retirement functions, for the San Diego County Office of Education (SDCOE) and participating school districts and charter schools.

    Essential Functions • Maintains expert level application knowledge in multiple ERP Modules to support all job functions. • Compiles and classifies user functional requirements and related data in shared information

    management systems used by the project team for the purpose of ensuring that the structure, work flow and content of assigned systems are effectively and efficiently developed.

    • Provides requirements to the technical team to ensure system specifications and systems changes meet functional and business requirements.

    • Utilizes technical understanding of ERP systems to perform the job function and support other teams (e.g. integration, reporting, process scheduling, Application Engine, coding, etc.)

    • Maintains systems (e.g. system tables, application security, system configuration, etc.) for the purpose of ensuring proper system functionality, accuracy of data, and ongoing availability of systems.
