A Brief History and Background of SCRPP
The South Carolina Recovering Professional Program (SCRPP) is a monitoring and
referral service for licensed healthcare professionals that struggle with addiction. Founded in the
year 2000, SCRPP is committed to the protection of public safety. SCRPP serves a distinct
community of health professionals such as doctors, nurses, and pharmacists. The small nonprofit
is staffed with certified addictions counselors that help healthcare workers make a safe return to
practice. The program also offers an alternative to professional disciplinary action by the South
Carolina Labor, Licensing, and Regulation boards (LLR).
SCRPP is dually funded by state licensure fees from LLR and the Lexington Richland
Alcohol and Drug Abuse Council (LRADAC). The program’s primary goal is to assist health
professionals to recovery from substance use disorders. The program recognizes that substance
abuse and dependence, as well as mental illnesses, are treatable diseases. RPP believes that
appropriate and effective treatment is essential to save a health professional’s life. RPP also works
to provide an opportunity to save the professional’s license and career.

Frank Sheheen, MS, CACII Program Director
Frank Sheheen is a Certified Addictions Counselor II with a Master’s of Science Degree in Counseling. He has over 29 years of experience in treating Addictive Disorders. He is the former President of the South Carolina Association of Alcoholism and Drug Abuse Counselors (SCAADAC). In 2010, he was awarded the South Carolina Addiction Professional of the Year.
Jim Graham, MD Medical Director
Dr. Jim Graham is a graduate of Wake Forest University and the School of Medicine. Dr. Graham was certified by The American Society of Addiction Medicine in the first class of physicians in 1986 and is Board Certified by The American Board of Addiction Medicine. Along with his role as Medical Director of South Carolina Recovering Professional Program, he is also the Medical Director of Coastal Recovery Center.

Rick Wilson is counsel for the RPP. He is a graduate of Presbyterian College (with Honors) and the University Of South Carolina School Of Law. He has over 30 years’ experience with the S.C. Attorney General’s Office and the S.C. Department of Labor, Licensing and Regulation (LLR), acquiring a broad range of expertise. While legal advisor for LLR’s professional licensing boards, he was instrumental in establishing and developing the RPP to help ensure licensees’ safety to practice while in recovery. He acts as liaison to LLR and its professional licensing boards.
Paulette Davis, RN, CARN Senior Recovery Specialist
Paulette Davis has been a registered nurse for 44 years and has 20 years of experience with medical detoxification, mental health treatment and 12-Step programs. She has worked extensively with addicted and dually diagnosed clients and is a Certified Addiction Registered Nurse

SCRPP Remains Hopeful Amidst Opiate Epidemic
Program Fights to Make Improvements in the New American Crisis
Cayce, SC – (September 29, 2017) – According to the American Society of Addiction Medicine,
more than 20 million Americans over the age of twelve have misused drugs and alcohol. Substance
use disorder (SUD) has become one of the most common causes of unintentional deaths in the
United States. One organization that has been at the forefront to combat the deadly disease of
addiction is the South Carolina Recovering Professional Program (SCRPP). Founded in 2000,
SCRPP is a specialized nonprofit program that intervenes with healthcare professionals struggling
with substance abuse or dependency.
Healthcare workers are particularly vulnerable to SUD, as many of these professionals work in a
high stress setting with easy access to prescription medication. The agency is funded by the state
licensure board and helps doctors, nurses, and other licensed medical personnel find a way to
recover from SUD and return to safe practice. To do this work, the agency employs a program
director, eight certified addictions counselors, full-time legal counsel, and a data manager.
Together the staff work to refer healthcare professionals to quality treatment programs, while
monitoring randomized drug screens and attendance at self-help meetings like Alcoholics
Anonymous.
“We’ve seen a big improvement in our clients’ wellbeing due to a zero-tolerance policy with
narcotic prescriptions. Simply put – if you’re taking a mood-altering substance while in our
program, you cannot work, as you may become a threat to public safety,” says SCRPP Program
Director Frank Sheheen. Over time the program has seen a significant decrease in the amount of
positive drug screens for opiates, since implementing a strict commitment to abstinence in 2012.
While the fight to control this nationwide epidemic continues, SCRPP continues to work to protect
the public.
