The CPCS Card replaces theexisting CTA card.

New operators may enter the scheme eitherthrough foundation training if they areinexperienced or through assessment only, ifthey are experienced. Either way they will beissued with a Trained Operator ‘Red’ CPCS Card. This will also apply to existing cardholdersapplying for new categories. Operators are thenrequired to complete the N/SVQ within threeyears in order to achieve their CompetentOperator ‘Blue’ CPCS Card for the categoriesassessed on. The achievement of this cardessentially means the operator has reached arecognised level of competence. Where anN/SVQ is not available for a particular category aCompetent Operator ‘Green’ CPCS Card will beissued on completion of the required units.

Health and Safety TestingAll operators either applying for their first card oradding to or renewing their existing cards musthave successfully completed the CITB health andsafety test within the last two years. These testscan be carried out at most local Driving TestCentres and essentially consist of a series ofmultiple-choice questions.

On booking the test all candidates are issuedwith a book of questions to revise from.Candidates are also advised to attend a one-dayhealth and safety awareness course prior to thetest to help improve chances of success. For asmall administration fee SSG can assist inbooking tests if required.

Experienced Operators (Red CPCS Card)Any operator who is over the age of twenty-one,has had previous training and has two or moreyears operating experience on the categoryrequired is able to enter the scheme as anexperienced operator. This essentially meansthat they can be assessed through an EWA(Experienced Worker Assessment).

On successful completion of the assessmentoperators are issued with a Trained Operator‘Red’ CPCS Card and a log book. This card andlogbook will, in most cases, enable them tooperate on site under close supervision but isonly valid for three years. Within this 3 yearperiod operators are required to complete theirfull N/SVQ.

Novice Operators (Red CPCS Card)If operators are under twenty-one years of ageand/or have less than two years operatingexperience on the specific category of plantthey would like to apply for then they will needto attend a full foundation training course. Thetraining duration is dependent on the categoryof plant and can take between two and eightdays on site.

The categories table opposite indicates trainingduration for some of the categories offered bySSG. These training durations may vary soplease contact our Administration Team forconfirmation of exact training requirements.

IntroductionIn an increasingly competitive market it isessential to have a proactive approach tomanaging Health and Safety in the workplace. Itis often said, “Safe Companies are SuccessfulCompanies”.

A positive safety culture can: • Prevent accidents and injuries• Save lives• Provide a positive image of the company• Give reassurance to both your team

and your customers• Save money whilst improving the

operating efficiency of the company

SSG are continually developing their Training andConsultancy services to meet the growing needsof their Clients from various industry sectors toinclude Commerce, Construction and Industry. This expanding range of services is now availableon a nationwide basis.

Health and Safety PolicyPreparationA written safety policy is required by law for anybusiness employing five or more employees. It isessential that this policy relates specifically to thebusiness to which it applies and is understood byall employees.

The foundation of an effective health and safetymanagement system is the Company’s Healthand Safety Policy. This must clearly detail yourobjectives and philosophy with regard toachieving high standards of health and safetyperformance. Clear definition and assignation ofhealth and safety responsibilities, underpinnedwith detailed guidance on the arrangements inplace to secure the health, safety and welfare ofemployees and others, are essential ingredientsof your policy.

SSG can either:

• Prepare your safety policy or• Review and update your existing policy

Conducting Risk AssessmentsSSG offer trained consultants to consult andprepare all necessary assessments from GeneralWorkplace assessments through to CoSHH, DSE,Manual Handling, Fire and Work Equipmentassessments.

The most fundamental requirement of theManagement of Health and Safety at WorkRegulations 1999 is for employers to investigatethe existence of possible risks to the health andsafety of employees and others. In the event of an accident or incident, the availability andcontent of risk assessments will be subject toclose scrutiny. Excuses for their absence or lackof specific content will not be acceptable.

All assessments will be specific to each case andcompatible with current legislation and bestpractices.

Absence of assessments may delay contracts orexclude companies from future tenderinvitations.

Health and Safety Management Audit and ReviewQuite often a company will benefit from a basicreview of health and safety management. Thiswill identify areas of compliance and noncompliance and propose a plan for the companyto work towards.

A full audit is far more detailed and would betailored to meet your requirements, based on theHSE publication HSG65 ‘Successful Health andSafety Management’. It will identify shortcomingsand best practice and more importantly willinclude a detailed action plan to ensure thatvaluable resources are allocated to those areaswhere action is required, on a priority basis.

Implementing SafetyManagement SystemsSSG’s experience extends to implementing fullhealth and safety management systems either inaccordance with recognised standards or in linewith specific company standards. This caninclude the integration of systems with othermanagement activities.

Accident Investigation andReportingEffective management of health and safetyrequires that lessons be learnt when things gowrong. Rapid and thorough investigation of allincidents is essential in achieving the primaryobjective, i.e. the action required to prevent arecurrence of the incident.

SSG can provide a rapid response in the event ofan accident or incident in the workplace andconduct an independent investigation in order toidentify, not only the immediate causes, but moreimportantly, the underlying causes of theincident. The unbiased and comprehensivereport provides an effective management tool toenable appropriate action to be taken andresources to be allowed to prevent furtherincidents.

SSG can also advise and assist employers onfulfillment of the reporting requirements of theReporting of Injuries, Diseases and DangerousOccurrences Regulations 1995.

Health and Safety TrainingNeeds AnalysisHealth and safety legislation requires thatemployees and others who may be at risk fromyour work activities must be given suitableinformation, instruction and training about thehazards to which they are exposed, the potentialharm and the precautions to be taken to ensuretheir health and safety.

SSG will undertake a full health and safety reviewof your company and advise on trainingstandards required and propose a sensibleprioritised training plan.

An extensive range of health and safety trainingcourses are offered by SSG to ensure thatDirectors, Management, Safety Representatives,Plant Operators and all Employees have access toan appropriate level of training thus contributingto their competence.

Clients withconstruction projects qualifying under CDMRegulations 1994 (Amendments 2000) arerequired to appoint a Planning Supervisor beforework commences on site.

The CDM Regulations place responsibilities onthe Principal Contractor to take over and developthe Health and Safety Plan during theconstruction phase to include all relevantassessments as required by law.

This responsibility may be supported by SSG.

In addition, Principal Contractors may elect toenrol on SSG’s Membership Scheme with sitevisits to ensure that all work carried out iscarefully monitored during the constructionphase.

Asbestos SurveysAnyone who has either the control of thepremises or, who through contract or tenancyhas an obligation to maintain non-domesticpremises, now has an explicit duty to activelymanage the risks associated with asbestos. Theregulations require that persons in control ofsuch properties identify possible asbestoscontaining materials and then assess the risk ofhow likely it is to release fibres and make a planto manage the risk.

SSG have fully trained asbestos surveyors whoare able to aid companies in their compliance, aswell as providing full and half day trainingcourses on asbestos awareness and managingasbestos in the workplace, method statementsand what to do if asbestos is found.
