INFORMATION TECHNOLOGY

INFRASTRUCTURE MANAGER

The Community

Located in the North Bay across the Golden Gate Bridge

from San Francisco, Marin County is a dynamic

community of 252,000 residents known for its

combination of rural and suburban lifestyles.

It is a recreation destination for the entire Bay Area - the

Golden Gate National Recreation Area and Point Reyes

National Seashore are just two destinations out of more

than 140,000 acres of public lands within Marin. The

County’s active economy includes employers such as

Lucas Films and Autodesk, as well as vibrant agriculture,

aquaculture, light industry and tourism business sectors.

Marin County residents enjoy an excellent public school

system. Marin’s post-secondary institutions include

College of Marin and Dominican University.

The Court

The Court is considered small/medium sized among the

State of California’s 58 trial courts. The Court has 12

authorized judicial positions and approximately 107 staff.

The Court’s bench and staff are ethnically and racially

diverse. The average age of staff in the Court’s workforce

is approximately 52. Approximately 75% of the staff are

represented by SEIU 1021; all others are unrepresented

The Court is located in the Marin County Civic Center, a

facility and campus designed by famed architect Frank

Lloyd Wright. The Administration building was opened

in 1959, while the Hall of Justice, housing the Court and

other criminal justice and law enforcement agencies, was

completed in 1969. The Civic Center was designated a

National Historic Landmark in 1991. Its unusual design

makes it a destination for tourists.

IT Infrastructure Manager

Under general direction of the Chief Information Officer,

the Information Technology Infrastructure Manager

provides leadership and expertise on hardware,

applications, operating systems, security, storage,

networking, environmental elements, monitoring,

resource management, service desk, and support

functions of the Infrastructure Unit in the Information

Technology Division; and performs related duties as

assigned.

As a working manager this position requires a high level

of technical skills to be able to perform the work of those

supervised when necessary combined with a high level of

verbal and written communication skills, interpersonal

skills and professionalism to achieve excellent teamwork

and customer service.

Information Technology Infrastructure Manager is a

management level classification reporting to the Chief

Information Officer. The incumbent supervises

professional and technical staff, serves as a technical

resource and is responsible for the technical services,

management, coordination, and planning of end user

support functions and infrastructure components that

support the Court's information systems.

The Information Technology Infrastructure Manager is

distinguished from the higher classification of Chief

Information Officer, who is responsible for providing

strategic and management oversight of the Information

Technology Division of the Court.

Court team with a focused vision, a commitment to open

communication, providing and receiving constructive

feedback, inspiring professional growth, and motivating

through trustworthy and positive relationships to ensure

a productive workplace environment.

Analyzes business needs, develops and

recommends plans/solutions for meeting the

information systems and technical support needs

of the Court.

Evaluates vendor proposals for purchases of

technology solutions and services to assure

adherence to technical specifications and

business needs.

Provides recommendations to the annual IT

division budget.

Education and Experience

Education: A Bachelor's degree in Computer Science,

Management Information Science, Business

Administration or a related field is highly desirable.

Experience: At least five (5) years of progressively

responsible experience in planning, deployment,

administration of technology infrastructure and user

support for networks, voice, security, audio-visual,

servers, storage, and desktop technologies. Two

years in a lead or supervisory role preferred.

Plans, organizes, coordinates, and directs a

variety of operations, security, network, systems

and application deployment either hosted in the

cloud or on premise, service desk, and support

functions of the Infrastructure Unit in the

information technology division.

Manages the day-to-day information technology

operations; oversees the IT service desk and user

support, maintenance, monitoring and

troubleshooting of the Court's computer systems

including applications, databases, servers,

storage, desktops, networks, security, audio-

visual and telecommunications, and all aspects

of the IT infrastructure; and serves as a technical

resource.

Troubleshoots difficult and complex problems

with applications; researches, tests and isolates

problems; and designs and implements solutions

in order to maintain applications that adequately

automate and assist the Court.

Manages multiple projects; plans, staffs,

prioritizes and manages all phases of

implementation for assigned projects; provides

technical assistance and guidance; directs the

design, development and implementation of new

projects; establishes budgets and timelines to

implement new or enhanced equipment,

systems, programs or projects; and monitors

progress.

Manages the provision of technical support and

services to Court users, justice partners and the

public; determines and improves customer

satisfaction levels; plans, coordinates, and

advises on both external and internal consulting

and support activities for users.

Assists the Chief Information Officer by

providing system application and technical

expertise to facilitate development goals,

policies, standards and procedures.

Supervises, motivates, and evaluates IT staff;

delegates work; provides technical and

professional skills training; manages

performance issues; makes recommendations

regarding the

effective uses for technology, improve the present

standards; exercise initiative, ingenuity and sound

judgment in identifying and solving difficult

technical problems. Develop and implement goals,

objectives, policies, procedures, and work standards.

Plan, organize, direct and evaluate the work of

others. Set priorities and balance the allocation of

resources to most effectively and efficiently meet a

variety of user needs in a timely manner. Lead by

example to build teamwork and collaboration

within the managed unit and with other units and

divisions to share resources and optimize results.

Select, motivate, and evaluate staff and provide for

their training and development. Read and

comprehend complex application systems materials

or computer; hardware/software technical materials.

Analyze, evaluate and draw logical conclusions from

complex applications or related technical data.

Organize and coordinate multiple projects and meet

deadlines. Communicate effectively and

professionally both orally and in writing with all

levels within the organization as well as vendors,

other agencies and all others contacted during the

course of the work day.

Knowledge Skills and Abilities

Knowledge of: Trends in enterprise infrastructure

technologies, and hosting options – SaaS, IaaS and

PaaS, system expansion and upgrades, operational

performance and maintenance. Microsoft

technologies: operating systems (Server and

Desktop), databases (SQL), backup (Data

Protection Manager, Azure Site Recovery); and

reporting tools (SSRS), System Center Suite.

Microsoft Azure Cloud Services orchestration,

billing, load balancing, development, design,

scalability and implementations; Hybrid and multi-

cloud design principles ; Microsoft 365 services

oversight, billing, Exchange Online, Teams,

SharePoint, workflow automation, ADFS and/or

Azure Active Directory Services and SSO;

Deployment, administration, operations and

maintenance of networks, voice, security, audio-

visual, servers, storage and desktop technologies;

Current data communications techniques and

technologies, such as VPN, interior and exterior

routing protocols, OPT-E-Man, ASE, MPLS,

Ethernet. Network design and management; of

Cisco router and switch configuration, and FortiNet

security appliances. Principles and procedures for

disaster recovery. Storage Area Network (SAN) and

fiber channel topologies. Project development and

management principles, including techniques

utilized in performing needs assessment, planning,

timelines, resource allocation, logistics, and

coordination. Principles and practices of personnel

management and supervision. Verbal and written

communication skills and interpersonal skills,

including principles of building teamwork and

providing excellent customer service.

Skill in and Ability to: Establish and maintain

effective interpersonal relationships with

management, judicial officers and staff in support of

their technology needs and with the members of the

Information Technology Division. Deploys

infrastructure solutions to help meet Court goals,

objectives and initiatives. Develop new cost-

Compensation & Benefits The annual salary range for the IT Infrastructure

Manager is $98,797.72 to $125,154.00 per year. In

addition, the salary is supplemented by a generous benefit package that includes the following

elements.

Retirement For new employees, the Court’s retirement system is authorized by the County Employees Retirement Law of 1937 with a plan of 2% @ 62.

This system has a reciprocity relationship with CalPERS and other 1937 Law entities.

Insurance The Court offers a cafeteria-style benefits plan

that allows employees to choose from a variety of health, dental, vision, life, and long-term disability

insurance plans. The Court also offers flexible

spending accounts.

In addition, the Court provides generous paid

leave allowances (paid time off and sick leave).

Other Benefits

Deferred Compensation Plan

All court employees may participate in a voluntary

Internal Revenue Code Section 457 deferred

compensation plan paid 100% by the employee.

Tuition Reimbursement Program

The Court offers a Tuition Reimbursement Program to employees who enroll in approved

training courses or classes that directly relate to

their present positions with the Court, or which may make employees more upwardly mobile in the Court. The Court's reimbursement program pays

up to 50% of registration fees and materials, provided employees are pre-approved for their

educational expenses and there are sufficient

funds available in the Court's budget.

Employee Training and Development Program The Court is committed to a continuous learning

environment where employees are encouraged to

improve their knowledge and skills throughout their

careers with the Court. The Court is involved in regional

and statewide training networks with other courts and

professional organizations and also offers onsite

programs. Employees are granted (2) Professional

Development Days per year, which may be prorated

based on date of hire.

Free Parking

The Civic Center offers free all-day parking for all employees and visitors.

SMART Train

The SMART Train Civic Center station is within walking distance of the Civic Center and the Court

offers a monthly pre-tax discount commuter

incentive.

Farmers Market

The Thursday Marin Farmers Market is located at walking distance and features 100 local farmers,

specialty food purveyors and a handful of artisans. It

makes for a great lunch destination as well.

Marin Civic Center Café

Byte Foods offers automated refrigerated food kiosks restocked daily with a variety of fresh,

nutritious and locally sourced foods and beverages. These items include various sandwiches, salads,

burritos and specialty entrees, as well as coffee,

kombucha, and juices. There is also an assortment

of snacks and treats.

Marin County Library

The Frank Lloyd Wright Civic Center Building

offers an on-site library located on the fourth floor. It features free wifi, public computers and a large inventory of books and audio books.

Beautiful Scenery

Across the street from the Civic Center is the Marin Center which includes walking paths around a

beautiful pond with a wide variety of wild birds. The Marin Center is also the location for the yearly Marin County Fair and various shows.
