Introduction
Rwanda Social Security Board (RSSB) was established by the law No.45/2010 of 14/12/2010 that determines its mission, organization and functioning. This institution was established after the merger of Social Security Fund of Rwanda (SSFR) with Rwanda Medical Insurance (RAMA)
The mandate of the institution is to administer social security in the country. The branches currently managed include; pension, occupational risks and health insurance. The benefits offered under the different branches are; old age, invalidity, survivorship, work injuries and work related diseases and health insurance.
RSSB as a financial institution is supervised by the National Bank of Rwanda according to the banking law N°55/2007 of 30/11/2007 whereas its activities are overseen by the Ministry of Finance and Economic Planning.

The main responsibilities of RSSB are;
• To monitor and promote pension, the insurance on occupational hazards, the insurance on maternity leave, the anticipated old age pension and other necessary branches;
• To register employers, employees, beneficiary and any person for whom subscription was made in various branches of the social security managed by RSSB;
• To collect and manage contributions as provided by laws;
• To pay social security benefits to beneficiaries; • To guarantee health insurance services;• To manage the contributions fund; • To engage in investments as provided by
laws; • To contribute to the elaboration of social
security policy; • To advise the Government on matters relating
to social security; • To establish relations and collaborate with
other regional or international institutions with similar mission.

Who is subjected to Social Security?
Mandatory insurance
Those compulsorily subjected to Rwandan social security protection are:
• All salaried workers regardless of their nationalities
• Active political representatives
Voluntary insurance
Voluntary insurance is when a person who is not subjected to social security by the law decides to join the scheme as an individual. In this case, one applies to the scheme and after becoming a member he/she is required to contribute 6% of the salary that he or she has fixed. However the salary that he/she has fixed and declared must neither be less than the legal minimum monthly salary nor more than 40 times that salary.
The right to apply for voluntary insurance is accorded to independent workers who have never been subjected to the mandatory insurance as long as they are less than 45 years of age.
N.B: Once you are in mandatory insurance, you can only be eligible to apply for voluntary insurance within the first 12 months of the date on which your mandatory insurance ended and having registered with the social security schemes for at least six consecutive months.

1. PENSION SCHEME BRANCH The branch of pension aims at:
• Helping the worker who becomes old and incapable of working for a salary or becomes invalid and incapable of living by working; • Helping the survivors of the deceased worker.
NB: The Social Security benefits offered by the branch of pensions are therefore divided into two categories:
• Those given to the insured person himself when old or invalid
• Those given to his eligible survivors.
When do you qualify? A. Old Age pension
• When you have attained at least 55 years of age or the pension age fixed by particular statutory arrangements
• If you have been insured with the RSSB for at least 15 years.
• NB:Your pension will be calculated based on the salaries of your last 3 or 5 years of activity which determine your monthly average remuneration used in the calculation of your old age pension. Therefore for the first 15 years, your pension will be 30% of your higher average salary in the last 3 or 5 years. When you have contributed for more than 15 years, your pension will increase by 2% each supplementary period of 12 months.

Example: 32% for 16 years 34% for 17years 36% for 18years
An Example on how pension is calculated.
Mugisha contributed towards the pension scheme for a period of 19 years and used to earn 100.000Rwf per month during the last 3 years (36 months). This means that Mugisha has an average monthly remuneration of 100.000*36/36 = 100.000frws
- 15 years of contribution as by the law gives him the right to get 30% of his average monthly remuneration every month.
- 4 years in addition to 15 years it means that he will get 2% *4 = 8% in addition
- Mugisha will get 38% of 100.000frws = 38.000frws Monthly.
B. The anticipated pension (Early retirement pension)
• When you are physically or mentally incapacitated (before retirement age) and you are unable to work for a salary, you can apply for early retirement pension.
C. Invalidity pension You may become an invalid following an
accident or disease having no origin from occupational work-related circumstances. It is not enough to be invalid in order to qualify for invalidity pension. You must also fulfill the following conditions:

insurance with RSSB during the last 12 months preceding the beginning of the invalidity
NB: At the age of 55 years, your invalidity pension and early retirement pension will be replaced by old age pension.
The old age pension, invalidity pension and early retirement pension are calculated based on your average monthly remuneration for the last 3 or 5 salaries preceding the date on which you must be admitted to that pension.
D. Old age lump-sum
• You may attain the age of 55 and cease all salaried activities without fulfilling the other required conditions for the normal old age pension (15 years of insurance). You will have the right to an old age Lump-Sum which you will receive once, and only once, as long as you have at least 12 months of insurance with RSSB.
• The old age lump-sum is equal to the average monthly remuneration multiplied by the number of 12 month-periods of insurance.
An example on how Old age lump sum is calculated.
Mukagatare contributed towards the pension scheme for a period of 9 years while she earned a monthly salary of 85.000frws during the last 3 years.

- Her average monthly remuneration = 85.000frws*36/36=85.000frws
- Her old age lump sum = 85.000frws * 9 = 765.000frws
The Benefits for the survivors of the dead insured worker;
When you die, your eligible survivors will be entitled to
• Either the survivor’s monthly pension • Or survivor’s Lump-sum
A. The survivors pension
Your eligible survivors will receive survivor’s pension:
• When you die as a pensioner of old age or invalidity or early retirement;
•When at the time of death you fulfill the required conditions for old age pension or invalidity pension
• When at the time of death you justify at least 180 months or 15 years of insurance with RSSB
Who are your eligible survivors?
• The widow or widower who isn’t divorced and legally married at least for six months before the death of beneficiary of old age pension
• The children who are unmarried, not working for a salary and are either the deceased’s legitimate children, legally adopted or those born outside wedlock but recognized as his or hers by law and are less than 18 years old, less than 25 years old if students and without

age limit if they are disabled and cannot work for a salary
• The deceased’s own or adopted parents i.e. if he or she left no wife or husband or children
How is the survivors’ pension calculated?
Survivors pensions are calculated in percentages based on the pension which the deceased was receiving or was eligible to receive at the time of his death.
The percentages are;
• 50 % of the old age pension for the widow or widower
• 25% for each orphan of one parent • 40% for each orphan of both parents• 25% for each direct or adopted parent.
i.e. when the deceased leaves no wife or husband or children
For example: : If Mugisha the deceased had a pension of 38.000frws, what will be the survivor’s pension?
• The Widow will have 38.000frws*50/100 =19.000Rwf per month
• His Orphan will have 38.000 Rwf *25/100 = 9.500frws per month
• If Mugisha’s wife dies, the Orphaned child will have 38.000 Rwf *40/100 = 15.200 Rwf per month
• If Mugisha leaves no wife or husband or children, the direct or adopted parents will have 38.000frws *25/100 = 9.500 Rwf per month

NB:The total amount of pension for the survivors cannot exceed what the deceased was entitled to get set.
For example: What will be the shares of a wife and 4 children, Mugisha’s pension was 38,000 RWF
The widow/widower has 50% of the deceased pension
- 4 orphans will have the right of 25% * 4 = 100
- The total share for the wife and 4 children will be 50%+100%= 150%
- The widow will get : 38000Rwf*50 = 12.666 Rwf 150
- Each orphan will get 38000Rwf *25 = 6.333 Rwf 150
B. The survivor’s Lump Sum benefits
This occurs if death strikes when you do not fulfill the conditions to qualify for a monthly pension and have not been insured with RSSB for a period of 180 months.
How are the survivors’ Lump Sum calculated?
• The widow or widower will receive a lump sum equal to the pension to which the beneficiary was entitled to if he or she had completed 180 months of insurance multiplied by the number of 6 month-periods of your insurance with RSSB
For example: Rukundo has contributed for 4
months, dies and leaves a wife with 4 children.

Assuming his monthly salary was 50,000 RWF in the last 3 years. What will be the shares of his wife and 4 children?
Solution
Rukundo contributed for 4 years (which is the equivalent of 48 months) divide by six, you will get 8 periods which will be multiplied by the amount of pension to which he would claim in terms of 180 months of insurance to get the lump-sum benefits of the widow.
Each orphan will receive half of the widow’s lump sum as long as the total for all the orphans’ lump- sum does not exceed the double of the widow’s lump-sum. - 48 months = 8 periods of 6 months - His average monthly remuneration for the
last 3 years equal to 50.000*36/36= 50000 RWf
- We assume that if he had contributed for a period of 180 months (i.e. 15 years) his monthly pension would be 50.000frws*30/100 = 15.000 Rwf.
- Widow’s lump sum will be 15.000frws * 8 = 120.000 Rwf
- One orphan lump sum will be 120.000frws/2 = 60.000 Rwf
- Total lump sum for 4 children equals to 60000 *4 = 240.000frws
- The total lump sum for all survivors equals to 120.000frws + 240.000 Rwf = 360.000 Rwf
- If Rukundo leaves no wife or children, his direct or adopted parent will have a lump sum that is equal to 120.000 Rwf *50/100 = 60.000 Rwf for each parent.

Application forms are obtained from the RSSB District Branches country wide and can be downloaded from RSSB’s website; www.rssb.rw

• Certificate of school attendance issued by the Heads of schools for the children who are still at school from age of 18 to 25 years
• Certificate of invalidity issued by medical authority for children who are invalid
• Certificate of bachelorhood or spinsterhood for the insured person who died single
2. OCCUPATIONAL HAZARD BRANCH
You must know that;
While at work: The employee may fall off a ladder or stairs, cut his or her hand, finger, arm etc. The employee may get burnt or the vehicle he or she drives may skid resulting into serious accident. Fire may burn the building in which he or she is working. A piece of metal or a brick may fall on his or her head etc. Or any other risk and uncertainty may occur during work and is covered by RSSB.
While going to work: On your way home from work or returning to work from having meals or to and from receiving your salary; a vehicle may knock you down, you may fall off a bicycle, you may slip and fall etc.

Attention: : RSSB protects you when you are a victim of an accident that has taken place; At work or because of work; During a journey to or from your residence, place of meals or place of work; During a journey to or from your residence or place of meals to where you must receive your salary as long as the journey, is not broken off or diverted for personal reasons not related to work During a journey financed by your employer.
As a result of work: The employee may catch a disease due to the place or conditions under which he or she is working. This becomes an occupational disease.
NB: An occupational disease is that caused by work or by working circumstances while on duty.
What do you do once you are a victim of work- related accident?
• Inform your employer and area labor inspector directly, as soon as possible
• Give precisions relating to circumstances i.e. place of accident, eye witnesses, third party responsible for the accident. As soon as all information is received, the employer will fill the accident declaration (A1) in 6 copies
• The doctor should fill in the medical certificate of the first hand state of the injury sustained (A2).
• Ask the doctor to give RSSB a medical certificate of the prolongation of incapacity of injuries every 30 days. This prolongation must not exceed 150 days.
• You must equally inform your employer to give the RSSB a receipt of payment/non-payment.

• At the end of the treatment, ask your doctor to fill the certificate of healing& consolidation of injuries (A5).
• Keep careful the bills for medical treatment or food given by the hospital.
What are you entitled to in case of work-related accident or disease?
• Free Medical care • Daily sickness allowances • Incapacity social security benefits • Incapacity Lump sum benefits • Survivor’s benefits
In case of death due to work-related accident or disease eligible survivors will receive:
• Widow/widower allowances • Orphan allowances • Parent allowances Who are your eligible survivors?
• Non-divorced wife, married at least six months before your death;
• All the children who are not married, not working for a salary and are either the deceased’s legitimate children or those legally adopted or those born outside legal marriage but recognized by law as his or hers and are less than 18 years old or less than 25 years old if students, or without age limit if they are disabled and cannot work for a salary;
• Biological parents or legally adopted ones.
How are survivors’ allowances calculated?
The survivor’s allowances are fixed in

percentages of the remuneration (salary) serving as the base for calculating incapacity benefits at the rate of;• 30% for the widow or widower• 15% for each orphan of father or mother• 20% for each orphan of father and mother • 10% for each direct or adopted parent
N.B: An accident befalling a worker at the occasion of a crime or an offence committed by the worker or an intentional fault on his or her part is not covered by RSSB.
Contribution The contribution to the branch of pension is shared between the worker and his employer at the rate of 3% of the worker’s remunerations each of them, while the contribution to the branch of Occupational Hazards is exclusively made by the employer at the rate of 2% of the workers remunerations.
During the month which follows the end of each quarter, the employer declares your gross salaries and remits corresponding documents (declarations and pay slip)
NB: Declarations and pay slips are submitted to RSSB district branches across the country and RRA Offices.

Note: Soon the institution will be able to pay pensioners on a monthly basis and contributions will be collected and declared monthly.
Sanctions for an employer who does not fulfill his obligations
Surcharge for late payment; all remittances effected after the deadline are surcharged by 1.5% per month for the delay of the list of declared personnel and 1.5% for the delayed payment to the bank.
Forced payment of contribution; the employer who fails to remit the contributions on time is subjected to the procedure of forced recovery in conformity with the law.
Penal Sanctions; ; these can be expected in case of absence or faulty registration; failure to declare employees’ salaries; failure to pay contributions in the given time; failure to respect rules and regulations governing declaration of work-related accidents and diseases; false or inexact declarations.
3. MEDICAL SCHEME BRANCH
What is medical insurance as covered by Rwanda Social Security Board (RSSB)?
Medical Insurance is a scheme of RSSB entrusted with taking care of the management, organization and functioning of a medical insurance scheme for people working with either the public sector or the private sector, based on the principle of solidarity among its members.

BeneficiariesBeneficiaries of the medical insurance scheme are:
1. Members
• A member shall be any civil servant working for the state, a public institution, government project or any other public institution, whose salary is paid out of state budget;
• Pensioners who previously contributed towards the medical insurance scheme before retirement
• All staff members of a private institution whose membership has been requested (and accepted) according to the following modalities:
Application letter addressed to the Director General;
Issue Salary scale records for the whole staff (gross salary, basic salary, authorized allowances and deductions);
Trade certificate for commercial corporations; Registration certificate issued by ministry
of local government for non-governmental organizations;
Legal authorization for associations to operate;
Valid clearance certificate issued by Rwanda revenue authority;
Number of dependents for each employee (spouse and legitimate children)
2. Members dependents
Each member is authorized to have medical care provision extended to his/her family members;1. His/her legitimate spouse;

2. His/her legitimate or legally adopted child;3. A child to whom he or she is a guardian;
The member’s “beneficiary child” is any child meeting the above requirements, that is still single and not getting any salary, aged less than 18 years or less than 25 years, if the child is still going to school, and more than 25 years if he or she is unable to carry out a salaried activity as a result of disability.
NB: To be entitled to medical treatment, each member and dependant beneficiary must be issued with a registration card. The card shall comprise of the identity information; photo and registration number of the member or dependant beneficiary.
RSSB covers the following medical care provision:• Medical consultations• Drugs, including chemotherapy• Surgical interventions• Dental care including prosthesis• Medical imaging, including CT Scan & MRI • Laboratory tests• Physiotherapy • Hospitalization• Eye treatment including provision of; lenses
and frames • Lower / upper limb prosthesis & Orthesis• Dialysis • Full Medical check-up

NB: The number of RSSB’s partners in delivering medical services increases constantly as their selection is a continuous process.
2. Financial accessibility
The Ministry of Health, in collaboration with RSSB, drew up a list of medical treatments and drugs to be refunded by insurance companies, including RSSB, on the basis of their costs and of the purchasing power of the people of Rwanda.
3. No categorization
Each RSSB member is entitled to have access to any medical care refundable by RSSB provided by any health facility that has signed an agreement with RSSB.RSSB members pay their contributions according to their basic salary and are entitled to health care provision covered by RSSB according to their needs.
4. Risk mutualisation
Medical care provision does not depend on the amount of members’ contributions already paid.The solidarity principle obliges long standing members to pay for new members when they fall sick.That solidarity also applies between employees earning a big salary and those with meager salaries, between unmarried and employees with large families, between healthy and sickly people, etc.NB: Any sickness risk is therefore shared by all

members of the group.
5. Membership registration
Membership registration with RSSB is neither subject to prior medical testing nor to any paperwork on health status: the group is registered as such without considering the health status of each member of the group.
ContributionsThe contribution paid to RSSB represents 15% of employee’s basic salary. It is paid by both the employer and the employee at the rate of 7.5% each.The employer is responsible for deducting, declaring and paying their employee’s contribution to RSSB. The contribution is deducted on a monthly basis and paid not later than the 10th day of the following month.
Beneficiary’s share for accessing health care (patient’s contribution)The patient’s contribution amounts to 15% of the bill for medical treatment and/or prescribed drugs. RSSB covers 85% of the bill.
NB: RSSB also covers the medical insurance for pensioners with 7.5% contribution deducted from their monthly pension.
