Skills Recognition Guide 1

Introduction

OverviewTAFE Queensland SkillsTech formally acknowledges existing skills, knowledge and education using the following types of recognition:

Credit Transfer (including National Recognition) Recognition of Prior Learning (RPL).

Credit Transfer recognises ‘formal’ study and training – for example, at university, school and/or TAFE Queensland.

RPL formally recognises current skills and knowledge gained through previous ‘informal’ learning – for example, work experience, life experience and education.

What are the benefits of Skills Recognition?Skills Recognition can help students:

save time identify gap training requirements complete a qualification gain eligibility for occupational licences, tickets or

permits reduce their study load re-enter the workforce gain job promotion change careers gain employment enter further education or training courses.

Testimonials‘After deliberating whether to complete my builder’s course after 20 years on the tools, I was put at ease when I met SkillsTech’s RPL Assessor. It was a very flexible process which I’m pleased I pursued.’

Michael Richie Carpentry student

‘SkillsTech was great in showing me how to put the RPL evidence together and I would recommend SkillsTech to any RPL applicants. The staff provided support throughout the process in a cheerful and cooperative manner. It was great to deal with assessors who are registered tradespeople as they were fully up-to-date with industry requirements’.

Types of recognition

Credit TransferCredit Transfer recognises any completed ‘formal’ study by a student that is relevant to their proposed training program/qualification. It allows students to avoid studying for units of competency they have already gained.

Please note that credit transfers cannot be granted for a whole program of study. A minimum of one competency must be achieved through normal enrolment or RPL.

What is formal study?

Formal study is organised learning and assessment that is undertaken in educational institutions, including schools, universities, TAFE Queensland and professional organisations recognised for educational and training purposes by national or state governments. If a student is successful in their formal studies, they will be awarded a qualification, Statement of Attainment or Result of Assessment.

How can students gain recognition through Credit Transfer?

To gain recognition through Credit Transfer, a Skills Assessor compares a student’s completed formal studies with the

units of competencies required to complete their proposed training program.

Documentary evidence, such as an academic transcript, qualification, or result of assessment, must be provided for the Skills Assessor to determine whether the skills and knowledge required in the proposed training program have been covered.

For example, students may have successfully completed equivalent units of competency in another accredited program of study at school, TAFE Queensland or university.

Note: Under the principle of National Recognition, TAFE Queensland SkillsTech will recognise a qualification that is valid under the Australian Qualifications Framework (AQF) issued by another Registered Training Organisation.

What are the fees for Credit Transfer?

Credit Transfer is free for assessment of previous formal studies that are relevant to the student’s proposed training program.

Skills Recognition Guide 3

Recognition of Prior Learning (RPL)RPL awards students with full or partial qualifications for their skills gained from ‘informal’ study or work/life experience without the need to undertake formal training.

What is informal study?

Informal study is any learning or training completed outside the classroom, college or university. It can be a:

short course, seminar or workshop delivered by an employer or a community group

specialist training session delivered by a vendor or manufacturer – for example, instructions on how to use machinery or a new product.

The RPL process

Each RPL assessment is unique to the skills and knowledge of the student; however, the general process is the same. The process generally takes approximately 12 weeks, but can vary between individual students.

Step 1: Obtain an RPL application packStudents who believe they may be eligible for RPL should, before enrolling in a training program, contact SkillsTech for an RPL application pack. Phone 1800 654 447, email [email protected] or download a pack from our website tafeskillstech.qld.gov.au

Step 2: Complete and submit an application formStudents are then required to complete the RPL application pack, include any other supporting evidence (details on page 5), and submit to SkillsTech by post, email or in person. Copies of any official documentation such as licences, certificates or formal qualifications must be certified by a Justice of the Peace or a Commissioner for Declarations.

Step 3: Pay application feeAn application fee is payable on submission of the students’ RPL application. This fee is non-refundable, but will be used towards the residual cost of the RPL assessment. The application will not be sent to an assessor until the application fee is paid in full. Please contact SkillsTech on 1800 654 447 for current fees and payment options.

Step 4: Pre-assessment consultationThe assessor will contact the student to discuss their experience and skills. The assessor will determine which subjects the student is eligible for RPL and will develop a Recognition Plan. The student will be provided with a copy of the Recognition Plan which shows the subjects they will be assessed against. Both the student and assessor will sign the Recognition Plan before it’s submitted for enrolment.

Step 5: Enrolment and final paymentThe assessor will submit the signed Recognition Plan to be processed. A member of the Recognition Services team will contact the student and advise the final amount due for their RPL assessment. There are several payment options available; please refer to the Student Guide for payment options or contact SkillsTech on 1800 654 447. The RPL assessment will not proceed until all fees are paid in full.

Step 6: RPL assessment Once fees have been paid in full, the assessor will contact the student to arrange their assessment. Assessment methods will vary depending on the individual, but may include verbal and/or written questioning, practical demonstration of skills, and contacting any nominated referees to confirm skills and experience. If the assessor requires a practical demonstration, this can be done either at the student’s workplace or in a simulated environment at one of TAFE Queensland SkillsTech’s training centres.

Step 7: Feedback and gap training optionsAfter the assessment, the student will be provided with feedback from their assessor regarding their assessment. The assessor will advise the student if they were successful in obtaining a full qualification or if they have to do any further training. If the student does need further training, the assessor will provide details of any required gap training to the Gap Training Coordinator. The coordinator will contact the student and advise of available options.

Skills Recognition Guide 5

What is a unit of competency?Training programs/qualifications are made up of a number of core and elective units of competency. A single unit of competency is the smallest unit that can be assessed and recognised.

A unit of competency specifies knowledge and skills that apply to the standard of performance expected by industry in the workplace. An example of a unit of competency is MEM13.14 Apply principles of occupational health and safety in work environment.

A unit of competency describes the tasks or key activities of the work required to successfully complete the unit. For example, in the competency unit MEM13.14 Apply principles of occupational health and safety in work environment, one element is ‘follow safe work practices’.

What is meant by ‘competent’?Being competent means that the student:

is able to perform the specific tasks required to complete a job to industry standards

knows the reason for the task understands and follows the correct procedures to

complete the task knows which resources are required to complete the

task follows the correct and safe use of those resources knows what to do if something goes wrong can use these same skills in different work contexts.

What evidence can be provided to the Skills Assessor? The Skills Assessor will assess the evidence in relation to specific units of competency. While the RPL process recognises skills developed over time, the skills and experience gained over the last three years will be the most important.

Competence can be assessed in a number of ways, including:

work history or current résumé photos or videos of completed work/installations work samples, such as completed pieces of work

and job specifications

a practical demonstration of skills answers to questions testimonials from employers, supervisors or principal

contractors references from clients performance reviews training records work diaries, log books, job sheets industry awards industry or professional memberships duty statements and job descriptions certificates of attendance at vendor/manufacturer

information sessions other documentary evidence, such as occupational

licences or workplace documents.

What if the applicant has little documentary evidence?Having little or no documentary evidence of industry experience is not a barrier to gaining recognition. The Skills Assessor will rely more on questioning, referee validation and practical skills testing for evidence of experience.

Our friendly staff are available to assist all applicants

Page 20: RPL Generic Application Pack copy

TAFE Queensland SkillsTech6

What is gap training? As part of the RPL assessment process, the assessor may determine training is required in one or more units to achieve the whole qualification. If the assessor determines the student may need to undertake training in a large number of units, options for training will be discussed between the assessor and student. These options may include enrolling into evening or part-time classes, flexible learning, or an adult apprenticeship.

How much does RPL cost?An RPL assessment requires an assessor to complete a thorough assessment of the student’s skills to ensure that the student is competent. An application fee is payable on receipt of the RPL application. This fee is non-refundable, but will be credited towards the total cost of your RPL assessment. The total cost of your RPL assessment is dependent on which qualifications you choose to apply for. Any gap training is an additional cost to the RPL assessment. For current fees and payment options, please contact SkillsTech on 1800 654 447 or via email at [email protected]

How can applicants prepare for the RPL process?Because applicants are assessed in a variety of ways, being prepared can save valuable time and make the RPL process stress free.

To best prepare for the RPL process, applicants should:

be ready to talk about their job roles and work history have a résumé or work history or dot points on paid

and unpaid work, both previous and current bring position descriptions and any performance

appraisals received from the industry or workplace consider the possibilities for workplace contact

– for example, does the workplace support their goals to become qualified; would the applicant feel comfortable having the Skills Assessor contact their current or previous workplaces to validate their skills?

think about who can confirm their skill level, such as current or recent supervisors who have overseen their work in the past 18 months, or community contacts or clients who can vouch for their skill level

bring any certificates from in-house and/or vendor training or formal training previously completed.

What if the RPL application is unsuccessful?Students who are not satisfied with the outcome of their RPL assessment have the right to apply for a Re-evaluation of Assessment. Refer to the Student Guide for details on results, awards and academic appeals.
