Mr. Pita explained that all schools are being asked to distribute this form. The Board will not authenticate if all members have submitted. At RWA, members are being asked to complete & sign the form.

4.2. GB Correspondence e-mail Nothing to report.

4.3. Criteria Selection of Principal 2017-2017 (Letter submitted to EMSB November 30th, 2016) Lori advised GB that the modifications to the letter agreed upon by all at the Nov. 28, 2016 meeting were done and the document has been sent to the Board. Lori will forward a copy to Mr. Pita.

4.4. Portal Sub-Committee: Schoology Enterprise Update/Due Diligence Lori recapped. Last year, the portal subcommittee had been asked to verify existing options and the free version of Schoology was chosen. A lengthy discussion took place at the last GB meeting with members considering an upgrade of the current Schoology version to the Enterprise version that would incur initial and ongoing costs. A lot of the research work is done and RWA staff is recommending the upgrade. Portal Subcommittee was asked to provide an update.

M. Delis apprised GB: i. At the Nov. 28, 2016 GB meeting, RWA teacher, André Vamvakas, explained the features of the

Enterprise version using a detailed PowerPoint presentation. ii. RWA teachers are on board and have voted to recommend this upgrade.

iii. Subcommittee is also in line to encourage adoption of the Enterprise version but are in the process of clarifying/negotiating some aspects.

iv. Subcommittee had a web conference with Schoology Account Manager/Executive, Sam Cunning Kaplan: a) He validated what A. Vamvakas had explained in terms of the Enterprise version’s functionality. b) Was amazed with the volume of RWA’s usage given that we use the free version. c) Offered discount pricing (30% off) on start-up and professional development costs if RWA signs up

by Mar. 31, 2017. In doing so, access will begin immediately and renewal will be June 30, 2018. d) Cannot offer a discount for the $10 USD/per student/year price nor the annual Premium Support

fee.

v. Subcommittee is examining the tool from the perspectives of the teachers, students, parents. vi. Subcommittee will prepare a report for GB that will include a summary of features.

vii. There are a few open issues / items pending before report can be finalized: a) Waiting to get at least one reference in Quebec (Schoology gave them one today). b) Will follow up with another school (Ecole d’études Internationales) that implemented in May 2016. c) Schoology’s Standard Security Policy - needs to be verified.

A discussion ensued that included the following comments & questions: - Level of support offered by Schoology is great. - Per student fee of $13-$15 CDN does not change. - Historically at RWA, Student Activity Fee increases take effect the year after they are

announced. If a fee increase of $15 per student is announced, in theory it should be effective as of 2018-2019. Where can we get the 1st year’s per student Schoology fee? EMSB surplus?

- T. Pita: This is not an option as the surplus has already been voted on and consumed. - T. Pita: In June 2017, 154 students are leaving in gr. 11 and in September 2017, 175 students

are beginning in gr. 7. RWA will have 900 students for 2017-2018; the most ever.

- Q: Can computer fund be used? - T. Pita: Can verify with the Board but its use will come at the expense of computer needs & upgrades.

Keep in mind those donations were not made by everyone. So only those who contributed to Computer Fund will end up paying for the Schoology per student fee.

- T. Pita: GB does have the right to increase fees even in 2017-2018 however we don’t like to do this. If decision is made to do this, the explanation must be thoughtfully communicated to the families.

- T. Pita: This may qualify for funds that are used for development from elementary to secondary. - Q: How many students are registered in Schoology? - M. Delis and R. Ortiz: since this is a free version, it not possible to know how many students.

They shared some statistics of RWA’s Schoology usage: 42,000 files have been uploaded 250,000 visits Avg. visit time 5-mins. 2,000 users but this is deceiving because in free version, students must register per course. Q: if every teacher does not opt in does that mean that not every student opts in? A. Dillon: all students are on it.

­ M. Delis and R. Ortiz will provide more information at next GB meeting. 5. Reports

5.1. Principal i. Dec. 8th was our school’s Holiday Concert and January 19 was our Winter Concert. Very well

attended. Special thanks to Ms. Macleod & Mr. Bowles, Mr Cox and Ms Purdy for helping to prepare our students.

ii. Dec. 10th was our Hack-a-thon event. Students from RWA, Vincent Massey Collegiate & some local elementary schools participated in a day of programming code. Thank you to Mr. Nemeth, Northey, Vamvakas, & Mme. Bourdeau for organizing the event.

iii. Tyndale week was a great success as always; we raised 9,347$, which is higher than last year’s total of $6,700. The Toy and food drives were also very successful. We made many families very happy for their Holiday season. Congratulations to Mr. Zigby’s Homeroom for collecting the most toys/food & the Sec 5’s for raising the most money during the Penny Wars.

iv. The school musical was a great success. From Dec. 19 – 22, our students performed the original piece by written Mr. Doug Floen called Lucinda. The show was well attended & all of our students impressed us once more with their incredible acting/musical talent. Thank you to Ms. Kuch for all of her hard work organizing the event.

v. This past Friday, the 13th, our school put on its annual variety show. The show was a great success with various student acts showcasing the amazing talent that RWA students possess. Proceeds from the event will be donated to the Montreal Children’s Hospital and the RWA Foundation. Thank you to Ms. Dillon, Ms Trehin, the Student Executive and, and the SLA for all of their hard organizational work.

vi. January 17 was our annual Carnival Day activity. We had one of our best turnouts yet for this day. Thank you to the SLA, Mr. Zigby, and Mr. Manstavich for all their hard work.

vii. The Minister has announced that a financial literacy course will be mandatory for students in Sec V in 2017-18. This will mean that the Contemporary World Course will be reduced from 4 periods to two periods. We still do not have any official directive from the EMSB as the Basic School Regulation has not been changed yet.

T. Pita: Implementing the financial literacy course will reduce Contemp. from 4 periods to 2 periods. But law must be changed for this to happen. Directive for this has not been received. Minister is receiving push back from critics. Possibly ½ the students would take it for ½ the year. RWA is waiting for directives to be announced.

1. The contract to replace the stalls in the All Gender Washroom has been awarded. We expect the work to be completed in the coming weeks.

2. The West Wing stairwell has been painted.

3. The initial wiring for the security system on 6 doors has been started and will be completed in the coming weeks.

4. The Domain Coordinator for Social Studies (Mme Dupaul) is consulting the department staff about Pedagogical Material for their department.

5.2. Regional Parents Committee i. CPC Meeting on Dec. 1st, 2016:

­ STEAM Presentation. Very hands on. Teachers are passionate. ­ Change is hard. The structure of the RPC / CPC is stable but being reviewed. The main

concern is that at the school AGAs a detailed representation of the roll must be given. ­ PARENT CONFERENCE 2017 ­ Other CPC initiatives include:

1. Parent Conference 2. Literacy Prize 3. Educating Parents/GB on school governance 4. Enrollment/Marketing/Retention speciality in the transition from element to high school.

ii. RPC West meeting Dec. 12th, 2016 ­ VOTE TO PUBLISH AGENDA AND MINUTES AFTER APPROVAL ON THE EMSB WEBSITE ­ The chair asked that members approve posting the minutes and agenda for RPC on the website.

iv. Next CPC is Feb. 2nd 2017 at JFK v. Next RPC West is Feb. 13th 2017 at EMSB HQ

5.3. Student Life Association i. SLA has participated in the following events:

- Tyndale week went well (2nd last week before Xmas) - School Variety Show - almost sold out - Dress Down Day: Friday Dec. 16th - Winter Carnival a lot of activities; huge turn out; the most we’ve had in years. Admin.

congratulated SLA for their excellent recruitment of Winter Carnival participants. - Mannequin challenge (latest viral craze) for each classroom. WINNER: sound & lighting crew.

ii. Upcoming Events include: - Formal dance Friday, February 17th (Valentine’s theme)

5.4. Commissioner i. As of the last Board meeting, Parent Commissioners can now vote at School Board meetings.

ii. Enrolment: Ward 2 doing very well. RWA expects an increase for next year. RWA, Royal Vale and Edinburgh have too many wanting to enrol and not enough spots!

iii. Politics: As has been reported by the media, some school boards are being investigated for certain practices. EMSB is fully cooperating.

iv. Change Orders: Every project is publicly tendered; posted on SEAO (Système électronique d'appel

d'offres) site. By law, EMSB must take the lowest bid that is compliant. Sometimes during a project, unforeseen extra charges come up. So internal dept. of Material Resources investigates and also

external resources investigate (they get 10% for their service). If it is determined by these 2 entities, that cost increase is justified, it goes to Council for rectification (usually after the fact). The alternative would be to wait, hold up the project pending the vote. Ministry will look into this entire practice. It has been 2 months but no one has come to the Board to request details. T. Pita : we have experienced ‘unforeseen extra charges’ here at RWA:

o It was necessary to spend a surplus by June 30 for renovations. On the specs (erroneously) there were only 3 walls. This was late June. Waiting for the specs to be corrected, etc. would have brought the project into August so we went ahead with the inclusion of the 4th wall before the vote.

o Another example was when locker rooms downstairs were painted. Quote was for the walls, not the ceiling. But all the graffiti was on the ceiling.

More members commented: In professional world, if there is a change in scope of work; both parties can come to the table

and resolve the issue. Mr. Lalla: Legally, council has not approved (E.g.) that 4th wall. Perhaps process is flawed. Should be able to request an exemption. Q: Can you go with a higher priced quote if it is for better quality? T. Pita: At Board level, not school level. Mr. Lalla: Sometimes bidders are pre-qualified.

v. International students: EMSB has 110-120 secondary and elementary school students Adult students are mainly studying professional cooking, mechanics, hairdressing, etc. Fees

charged are in accordance with the international rates set by govt. EMSB is allowed to keep a substantial portion of the fees paid by the international students. Our programs with approximately 500 students (who pay on average $22k each) bring in a $10

million surplus. Lester B. Pearson also has international students and they are being investigated by L’Unité

permanente anticorruption (UPAC) for possible improprieties of the firm who was handling their international student registrations.

EMSB is not in that situation at all but UPAC decided to investigate us as well. We have not received any formal requests for information but are ready to fully cooperate.

5.5. RWA Foundation - Sale of Habs raffle tickets began. Price is $50/ticket. 11 prizes range from 1 pair of hockey

game tickets to 10 pairs of tickets. Drawing is on Sept. 15, 2017.

5.6. Home and School - Preliminary work has begun for our biggest events coming up during the week of Feb 20,

2017: Teacher Appreciation week and the Science Fair Judges Luncheon.

6. New Business 6.1. MESA Annual Report 2015-2016

i. Mr. Pita went over results of the MESA Annual Report 2015-2016. ii. Goal is to try to improve success rate in schools

iii. We do not choose the goals iv. Currently the Minister has identified five goals which can be summarised as follows:

1. a) Increased graduation and qualification rates for students under the age of 20 b) Reduction in the number of leavers without qualification or certification (drop outs) 2. Improvement in the mastery of the French Language (and English Language*) 3. Improved success for special needs students 4. Healthier and safer school environments 5. Increased enrollment of students under the age of 20 in vocational education

MESA Agreement 2016-2019 Formerly referred to as the School Success Plan, the MESA (Management and Educational Success Agreement) outlines the commitments made by the school to achieve its mission of successfully instructing, qualifying and socializing students. Furthermore, the MESA defines the school's role in supporting the school board objectives and targets for student success, within the school board strategic plan and in line with the goals of the Ministère de l’Éducation, des Loisirs et du Sport.

However, if you compare one year to the other,

the variance could be a good indicator. In general, our students take the survey quite seriously.

more coming from this fund but nothing is confirmed. d. FUND 6 - MEES and EMSB allocations. e. FUND 7 - Capital: computers, equipment/furniture. f. FUND 8 - Funds raised in one-year but spent in a later year. At RWA this is for exchange trips. g. Mesure 30170 (new) - Initiative for Elementary & Secondary schools. We received $17,414.

sure where the Minister was at with the introduction of an Economics course in the curriculum again and feel that there is a need for students to have the chance to learn about personal finance and related topics. GB member stated that she remained hopeful that there would be support to make this type of course a regular ECA going forward.

­ Bonnie will be advised to contact Ms. DiPietro to continue giving her Financial course. ­ Sent via email: It would be nice if the RWA website gave a bigger voice to promoting the activities and

accomplishments of our student groups. As an example, the Foundation is trying to raise funds for the auditorium and to promote to the broader community that we have strong programs in the performing arts, yet groups such as the Bards, Honor Band, and other theater and dance groups do not have a place on the website to feature what they do. There is of course the issue of who will maintain and update the content for group pages but if there is interest by the students, they may take up the challenge of doing it themselves. I think there are many groups whose achievements could be better promoted...

­ RWA News covers most of that. ­ But from outsiders looking in, they may not know to click on RWA News. ­ Many clubs’ raison d’être is unknown to students. It would be great if someone in each

club would add something to that effect on the website. ­ Each ECA group could make their own FaceBook page. ­ RWA has a FaceBook page. ­ At the General Assembly, it was discussed to revamp the RWA website. It is true that as a

non-member of RWA it may not be a site that would be the most attractive. ­ T. Pita: For now our web masters are doing this on a voluntary basis. We would have to

justify a full time position in order to have someone dedicated to this. ­ Could it be an ECA? ­ Yes, but back to availability of resource (advisor, supervisor, etc.). ­ P. Taylor: website is really a resource for information. ­ We have a FaceBook page that has a lot of traffic. Applications come in because of this too. ­ Advertising: we were approached by newspapers to list our application process (old style of

advertising) @ $500 per ad. P.Taylor suggested we advertise through FB. It opened up RWA to many areas of Montreal. Using this tool, we can choose the targets (age group, geographical location, language, etc.). Paid per click. Goal is for more people to “LIKE” the page.

­ RWA shows that have been advertised on Facebook have sold out. ­ Is there a link to our FB on RWA website? ­ Yes. As well on YELP!, etc. ­ The Student Bulletin remains very popular ­ Web page is our resource. Social media is our presence. ­ Norm: Board recognizes the value of web pages. They are looking into a one-time

development blitz. To create and allow each school to personalize their websites. Budget approval is done. Manpower resources are looking into it. Pilot projects will be happening soon if not already begun on a voluntary basis for now. Looking at a Uniform platform.

­ Student Reps: Would RWA be able to add an ECA tab project to (E.g.) the graphic web design class? They could make a web page for each ECA and ask Mr. Northy, Mr. Nemeth to evaluate.

­ T.Pita: This can perhaps be discussed with the teachers. ­ Sent via email: Our students already have very busy agendas, but it would be valuable to the goal of "building

the whole student" if there was a requirement for some "true" community volunteering, however small. Our children are less and less engaged with their broader community and that much of their interactions are through social media. Having to give a couple of hours to helping others, truly helping others, helps build empathy and awareness. I do realize that there is already an ECA requirement, which is wonderful, but this is much more focused on the school. I know through friends and colleagues that there are many schools that require their students to do a minimum volunteering component.... Personally, I recall how much my mother enjoyed the visits she would get from students of Loyola who would come to her residence and sit and chat for

an hour (I think she probably did most of the chatting and handing out candy!!) ... This of course means someone would have to manage this activity, source potential recipients, etc, but I do feel that it has merit.

­ More examination would have to take place for this suggestion. ii. Follow-up will be done for next meeting.

6.5 Budget Building Process 2017-2018 i. Lori read the 2016-2017 list of Budget Priorities:

1. Frontline Support Services: guidance counselors, addiction counselors, secretaries and resource teachers;

2. On-site IT technical support and maintenance to ensure the effective functioning of existing hardware and software infrastructure;

3. Support for Facilities: Performing Arts centre, building and grounds;

4. Devolve professional development budgets to RWA to ensure training is appropriate to our special programs and the needs of students and teacher;

5. Continue to maintain per capita allocation; and

6. Develop and support a student-parent-teacher portal

­ No issues were raised regarding last year’s list. ­ Frontline services: We received an additional child care needs worker.

ii. Commissioner Lalla shared some Budget related news: 1. Currently EMSB schools have library technicians who work in the school libraries. Mr. Lalla

has been requesting the reinstatement of librarians in the schools and the Board recently approved this. Therefore, a Librarian will join the RWA staff imminently. RWA will be getting a 50% Librarian (to be shared with Vincent Massy) in addition to the 100% current Library Technician.

2. Three Computer technicians have been added to servicing the schools.

­ T.Pita: Great news about the librarian. ­ The three new computer technicians have no effect here at RWA as we have the computer

technician for only one morning per week; same as last year. ­ Q: assuming we keep same items; how important is order? ­ Not very

iii. Since the document is due March 3rd, approval can be differed to next meeting. iv. Suggestion: In future, we should vote on what Admin. brings back from staff as Budget

Prioritites.
