VIRTUAL VOTING INSTRUCTIONS

Because our meeting is not in person this year, we’ll be doing things differently with regards to voting. For each motion, our focus will be on capturing those who are opposed and those who are abstaining; we will assume that everyone else is in favour of the motion. Please note: we will not be including the names of those who are opposed or abstaining in the minutes; we just need those names in order to ensure that we have captured everyone who is opposed or abstaining for each motion and have not missed anyone.

We’ll go through the attendees in the following order to capture the information we need to ensure that our voting is accurate:

• those who are participating via video who are opposed

• those who are participating via video who are abstaining

• those who are participating via phone / not on webcam who are opposed

• those who are participating via phone / not on webcam who are abstaining

After we’ve identified the individuals in each of these groups, we will pause at that point, inviting anyone who’s been missed to state their name.

RORA Introduction Formed in 2016, the Royal Orchard Ratepayers’ Association is a volunteer-led group of residents committed to improving and preserving the unique characteristics of our Royal Orchard neighbourhood, located in Thornhill (Markham), Ontario.

Geographic boundaries: North – The Holy Cross Cemetery, South – Ladies’ Golf Club East – Bayview Avenue, West – Yonge Street

Selected RORA Issues to date

Advocacy re: proposed condo development

Yonge North applications – RORA collaborating with five other Ratepayers’ Groups to advocate for cohesive planning by Vaughan, Markham, and Region re: massive condo projects proposed on Yonge Street corridor (north of Steeles)

Proposed development projects affecting our neighbourhood: Food Basics plaza; Shouldice Hospital lands; Thornhill Square; Langstaff development etc.

Ladies’ Golf Club – sale of land to developer

Liaised with Tridel and City; attended City Council meetings

advocated for less density + community benefits

Flooding problems resulting from storm and sanitary sewer overcapacity

RORA communicated concerns to City of Markham leading to sewer replacement advanced several years and extra garbage pick-ups arranged for residents

RORA shared info with community re: rebates offered by City to install back-flow valves

Ladies Golf Club lands – sale of lot in 2017 to maintain financial stability and undertake necessary improvements

Royal Bayview Residences 173 luxury units

• 12 and 14 storey buildings • Ladies Golf Club able to

continue operations on the 51 hectares of retained land

• Financial contribution of $3.7 million re: sanitary sewer extension and upgrade on Royal Orchard Blvd.

• Financial contribution towards area transportation improvements $175,000

• Parkland contribution

Safe and Vibrant Spaces proposal (March 2021)

Developed proposal to install outdoor fitness circuit and recreation equipment in the Royal Orchard Park to support healthy active living; submitted document to City for consideration (RORA was not eligible for Safe and Vibrant Spaces Federal grant)

Yonge North Subway extension Option 3

• Royal Orchard residents were blindsided in mid March by release of Metrolinx Initial Business Case for the YNSE

• Proposed route: north from Finch Station about 5 km; turns sharply east, tunnels under 60 homes, one school and a creek to reach GO Richmond Hill corridor. Gradually reaches surface, remains at grade to terminus in Richmond Hill Centre (RHC).

• Three stations proposed: Steeles, at-grade between Highways 7 and 407 (“Bridge” Station) and at-grade at RHC

• Bridge Station will be located in heart of two planned high-density communities: Langstaff Gateway and Richmond Hill Centre

• Capital cost of this option is below funding envelope of $5.6B; fourth station contemplated: Cummer, Clark, and Royal Orchard

Development proposal : Food Basics Plaza

• In fall 2019, applications from GREENCAPITAL LIMITED PARTNERSHIP C/O GATZIOS PLANNING AND CONSULTANTS INC. to amend Official Plan and Zoning By-law to permit a multi-building, mixed use high rise development at NE corner of Royal Orchard Blvd and Yonge St.

• 4 Residential towers ranging in height between 25 and 59 storeys

• 1560 residential units

• Two podium buildings, 4 storeys in height for retail, service and office uses

• 1,866 parking spaces (1,545 spaces underground, 321 surface spaces)

• Public park space, approx. area of 0.14 hectares (0.35 acres) proposed to be located at the NW corner of Inverlochy Blvd. at Royal Orchard Blvd.

• Max site density of 9.4 FSI

Development proposal: Shouldice Lands

• Complete Official Plan and Zoning By-law Amendment applications, submitted by 7750 Bayview Avenue Limited Partnership

• 9.07 hectares (22.4 acres)

• Hospital to continue to operate under leased arrangement for 16 years

• Long-term approach with 4 phases (north, south, east and west).

• North Block (Phase I) application proposes 1,287 residential units shared between 3 buildings (5 towers) ranging between 18 and 35 storeys

• Gross Floor Area* of 11,712 m2 (1,202,457 ft2)

• 858 below ground parking spaces, and 12 surface parking spaces

• Redevelopment of South Block (where Shouldice Hospital is located) and East Block (bordering Bayview) are subject of development applications

• West Block proposed to remain undeveloped greenspace

Development proposal: Thornhill Square

• The city is in receipt of Official Plan and Zoning By-law Amendment applications, submitted by the Goldberg Group on behalf of Timbercreek Quadrant Four GP INC.

• 3.13 hectares (7.75 acres)

• 579 residential (market based rental) units

• 5 buildings (5 towers) ranging between 8 and 15 storeys

• Proposed Site Density is 2.04 FSI

• 1,016 below ground parking spaces, and 34 surface spaces

• Public park fronting on John Street proposed

• The existing heritage building (Santorini’s) to remain

Development proposal: Langstaff Gateway

• In 2018, Zoning By-law Amendment and draft plan of subdivision applications received from Condor Properties Ltd. to build first development block (Phase 1A) within west Precinct area of Langstaff Gateway community

• 47-hectare (116 acre) area of land bounded by Yonge Street, Bayview Ave., Holy Cross Catholic Cemetery and Highway 407

• Three precincts: west, central and east.

• 32 development blocks

• 32,000 new residents and 15,000+ jobs

• Two residential towers of 50 and 45 storeys (1103 residential units) connected by a 10-storey podium at what is currently 25, 11, 9 and 5 Langstaff Road East were approved by Council, with conditions, in February 2020

Joint Letter Thornhill Community Coalition

To the Councils of Markham, Vaughan and York Region:

United in our concern about the numerous proposals for massive developments on both the east and west sides of Yonge Street along the proposed subway extension, from Steeles Avenue north to the Langstaff Gateway lands, and their collective impact on the quality of life for citizens…

As a collective, we request that Vaughan, Markham, and York Region Councils direct their respective planning departments to work together, in concert with local residents. This is imperative to achieve a coherent plan for new development along Yonge Street from Steeles to the Langstaff GO station in Richmond Hill.
