Yolo and Merced Counties were the first two pilot counties to go live on the system on July 30, 2012, followed by San Diego County on Sept. 4, 2012. Since the fourth wave went live, all California counties now use the system.

While project’s total approved budget is $423.5 million, actual costs so far have amounted to $237.4 million, according to the latest status report posted last month.

Debt Management System IIState Treasurer’s OfficeEst. total cost: $17,557,650.00 Spent so far: $8,995.94 Percent complete: 2% Est. time frame: July 2013 - October 2018 (5.3 years) FSR approved: May 14, 2013 RFP released: spring 2014 Contract award: October 2015Project summary: The State Treasurer’s Office (STO) proposes to upgrade the existing Debt Management System (DMS) to effectively manage the state’s debt. The treasuer has authority over $115 billion in outstanding state debt. Recent significant changes in the STO’s Public Finance Division (PFD) policies and practices have made the legacy DMS incomplete and inadequate, requiring additional systems in Excel and Access, creating extra work for IT staff. The new system, DMS II, will be able to track all funds and debts in a single system.

Procurement Assistance Vendor: Grant Thornton

Project objectives: Replace legacy DMS with new data solution, reengineer business processes integral to identified solution, eliminate the ancillary systems, incorporate associated functionality.

Current phase: Developing preliminary procurement strategy and schedule.

According to a memo from the PFD, the STO will conduct an Industry Day on Nov. 19, 2013 at 1:00 pm at its offices in Sacramento in order to inform interested vendors on the STO’s debt management practices, current challenges and procurement approach.

An RFP for the project will be released in spring of next year.

CCISDA President

The California County Information Services Directors Association (CCISDA) has a new president, San Luis Obispo Assistant County Administrative Officer Guy Savage who was elected at the organization’s annual conference in late October.

CIO Watch

In case you missed it, the ever-changing roster of department CIOs includes some new names: George Okamoto has been appointed CIO of the Department of Toxic Substances Control. Also recently profiled by Techwire, Lorna Eby has been named the new CIO for the Victim’s Compensation and Government Claims Board (VCGCB). Lisa Senitte has been appointed CIO of CalVet.

Maria MacGunigal has been appointed CIO of the City of Sacramento after this summer’s departure of Gary Cook. MacGunigal has for months served as acting CIO and been with the city for more than 10 years, serving as GIS manager and enterprise applications manager, according to her Linkedin profile.

Good News for Tech Industry?

Last month, Governor Brown appointed Little Hoover Commission (LHC) Executive Director Stuart Drown as deputy secretary at the newly-created California Government Operations Agency (GovOps) , which oversees the Department of Technology (CalTech), both of which were launched on July 1 of this year. An independent agency focused on government organization and operations, the LHC held hearings last year on the Governor’s Reorganization Plan

which created the new department and agency. After technology industry executive Carol Henton and former State CIO John Thomas Flynn opposed the Plan at a hearing, the LHC recommended the State CIO (currently Carlos Ramos whose title is also Director of CalTech) be a direct report to the governor, tweaking the typical agency-department reporting relationship. At the time, Drown spoke with Techwire reporter Ashley Nelson previewing the announcement of this recommendation that was quickly adopted by the administration and is now in statute. It may be good news for the industry that Drown, now as deputy secretary of GovOps, is well-versed in the history, policies and concerns raised by organizations like TechAmerica.

Speaking of TechAmerica, in case you missed Techwire’s coverage last week, four of the organization’s top lobbyists abruptly resigned and joined rival Washington, D.C.-based Information Technology Industry Council (ITI) which started a new initiative focused on technology procurement and state and local technology issues. The effort will be led by senior lobbyist A.R. “Trey” Hodgkins, Carol Henton, ITI’s first ever California-based lobbyist, Pam Walker and Erica McCann.

TechAmerica Foundation Recognized for Work on Big Data

The TechAmerica Foundation has been honored by the Networking and Information Technology R&D (NITRD) program for its role as a Launch Partner for Building the Data Innovation Ecosystem, according to a press release. The recognition was for the first-of-a-kind Big Data Roadshow as well as leadership in encouraging public and private sector cooperation and partnership to foster the use of Big Data in government.

The NITRD Program, organized under the White House Office of Science and Technology Policy (OSTP), is a collaboration of federal research and development agencies. Board of Equalization Unveils Sales Tax Online Mapping Tool

The California State Board of Equalization has unveiled an easy-to-use, online mapping tool that will help prevent consumers from being overcharged sales tax.

Using the mapping service, retailers can enter an address, and the service pin-points the location on a map and

provides the sales and use tax rate at that address. It also shows the entire area where that rate applies.

Governor Brown Appoints Permanent Director to Tech Savvy DMV

The California Department of Motor Vehicles has a permanent director, Jean Shiomoto, who previously served as chief deputy and acting director after the departure of George Valverde earlier this year. Under her tenure, the department has been recognized for its advanced use of technology, ncluding working with the California Highway Patrol to develop regulations for driverless vehicles.

Earlier this year the department won a ComputerWorld award for social media outreach for its high-volume Twitter account and for more than 100 driver-training and informational videos on its YouTube channel, which has received 26 million views. Last month, the department realeased an iPad version of its Drivers Handbook. Last year, the DMV had more than 12 million online transactions. Shiomoto has been with the department since 1988 serving in numerous roles such as chief of operations, deputy director of the communication programs division and chief financial officer, among others, according to a press release from the governor’s office.
